Mr. Farquharson, representing the residents of the south end of Town, acted as
spokesman for the delegation. He stated that the residents committee has been
successful in obtaining transportation for the children attendirig the Senior
Public School and wished to thank the Council for listening to their problem.

has been terminated, unless a grant could be given by the Town to

2, Mr· V. W. Gordon, representing the Collis Leather Company Limited, met with the
Committee to discuss the contents of his letter of September 4, 1968 dUly referred
to thii! Committee by Council. ,
N1.jlllerous J?Oints were raised concerning that Company's contribution toward the
operational costs of the Pollution Control Centre and in particular as same pertainu
to the contents of an agreement entered into betweerl the Town of Aurora and the
Collis Leather Company Limited in 1955.
The Cqmmittee recommended that Mr. ~ordon s'ubmit a detailed brief outlil)ing t]1eir
points of contention and including a summary of what they are presently
accomplishing anq. future planning concerning sewage t:ceatment.
The Committee suggests that this brief when received should be referred to the Town
Engineer and Town Solicitor for their comments, prior to further consideration by
thif! Committee. ·
3. The present BellTelephone switchboard has proved costly for the service obtaineQ
and said cost is far in _excess of the original estimate supplied. Therefore, this
Committee recommends that the present system be replaced with a.p)lsh 'b11tton
te:t_ephone system in the Town Office for $i25.00 per month with a one' time
inst"allation >charge of $1:30.00. This would include four Aurora lines appearing
op 11 telephones with a .two path intercom. The Richmond Hill line· would no longer
pe e9onomica;J.ly feasible and all other town departments would revert to individual

~e meeting was called to order· by Mayor Davis to consider various items which have
been deferred for Council consideration.
1. The Committee discussed the letter from Mr. Ronald Farquharson, dated September
22, 1968, which stated that unless he received. a subsidy from the Town he would
cease his bus service on Friday, September .21, 1968.
The Committee in discussion of this matter, does not concur with a subsidy at this
time, as requested, and would direct that a letter be sent to Mr. R. Farguharson
expressing that Council regrets the termination of the bus service but that they
could not provide a subsidy at this time. ·
2. That, as no reply has been received trom Mr. o. Sauro stating his intentions
of completing the subdivision agreement, and as the time limit set by Coun~il for
receiving a reply has expired, that we hereby instruct our Solicitor to take
immediate,action to process this matter.

A meeting of the Police Committee was held on Saturday, Septe~ber 28th, 1968 at 9:30
A.M. to peruse the applications received for the position of Constable.
Present were: Councillor Trent, Chairman;Councillor Buck, Vice Chairman; and
Deputy Reeve J. Williamson, Member of the Police Committee.
Also in attendance was Chief Wm. Langman.
Thirty-three applications were received for the position of Constable.
After discussing all the applications several were chosen to attend for an int.erviev.
A meeting was called for Thursday, October 3, 1968 to intervj_ew these applicants
and a recommendation will be forth coming.

A meeting of the Police Committee was held on Thursday, October 3rd.
Present were: Councillor Trent, Chairman Police Comrni-Gtee; Councillor Buck,
Deputy Reeve Williamson and Poliee Chief Langman and Sergeant
Krochter.
The meeting was called to interview six applicants and after considerable deliber-
ation the Committee recommended that Mr. David Eric Stacey be engaged as a 1st.
Class Constable and that he be hired for a probationary period of 1 year as per the
Police Contract.

respectfully submitted the following:
A meeting of the Police Coinmi ttee was held on Saturday, September 28th, 1968 at
9:30 A.M.
Present: Conncillor Trent, ~uck, Deputy 1\eeve Williamson and Chief Wm. Langman·.
The following matters were' discussed:
1. 30 M.P.H. Signs -Wellington Street West
It was brought to the attention of the Committee that the 30 M.P.H. signs should
be pl~ced to the west limits of the Town on Wellington Street West, i.e. signs
now at Haida Drive should be extended to McDonald Drive.
Therefore, the Committee recommend that a letter be written to the Toronto York
Roads Commission requesting that these signs be so placed.
2. Classification -Patrol Sergeant
On the suggestion of the Police Chief the Committee strongly recommend that
another patrol sergeant be named from the present staff,

Fire Fighting in high rise buildings was apparently a matter of deep concern to
Chiefs and Municipal representatives. Even a representative of the Federal
Government responsible for fire protection in high rise government buildings asked
some searching questions to which thel'e 'were no itmnediate answers'
Aurora can be thankful that we are not faced Vith this situation at the present
time.
·~le ·¢.an onlY hope that more knowledge will have been acquired and gore comprehensive
poHcies developed be±'ore we become involved.
Much attention was given to the matter of public education in fire prevention in
.the l).ome and factory. Statistics show that n5.ne out of ten fires are avoidable.
This is one area which we shall be unable to pursue as long as we continue to
operate with a volunteer brigade.
I took part in a panel discussion in which 1 presehted all the arguments I've
heard in the past in favour of retaining li .wholly volunteer brigade. Plus a fevr of
my own. In terms of fighting fires our men are second to none. Atryone who has
had the misfortune to suffer a fire has had J.'eason to be grateful for their
dedication. Every time they go out to a competition they come hor.1e with a fist-.t'u.2.J.
of trophies.
But .•. if emphasis is to be directed, as I believe it should be, to prevention
rather than cure, then our .department's strength is less than adequate. After the
panel discussion several of the delegates ivent out of their vray to speak to me and
,to assure me from the background oi' their mm experience that it is possible to
operate a congenial and efficient department ;dth pa:>:>t volunteer and part full ti:o:e
men.
At the meeting of municipai repl'es~ntatives held on the first day of the convention
many of the problems faced by inunitipali ties 1ri th full time brigades >·rere discus sed;
such as strength of departments, wage contract negotiations and wage parity 1ori th
Police Departments.
In spite of these aspects, it is my opinion that if Aurora is going to continue to
accept proposals for development then we must acc~pt the fact that th8 function
of our Fire Department as well as other departments mu,;t be extended and the
personnel strength must be expanded.
Further to that I would recommend that a copy of this re:9ort be made available to the"
Fire Committee of 1969's Council for consideration prior to the completion of the
Fire Department Budget.

FIRE COMMITTEE CONT'D
Present were: Councillors Buck and W. Davis, Reeve Murray was in attendance part
of the time.
The following matters were discussed:
1. Rescue and ventilation saw kit -the Committee reco!lllllend that this kit be
purchased from Safety Supply Co. Ltd. at a cost of $511.00.
2. The Open House for the new addition to the Fire Hall will be held on Sunday,
October 13, 1968 from 2:00 P.M. to 6:00 P.M. This Open House is to be opened
· to the Public. ·
