Your Committee, therefore recommends that the Tender quotation of Armitage (Ontario) Construction Company Limited in the amount of $3~,58~.13 be accepted, and that a proper construction contract be entered into. GOMMIT'rEE Councillor Illingworth presented a report of the Parks Committee in vrhich the Committee respectfully submitted the following: For some time now, your Parks Foreman and Parks Committee have bee~ investigating the various types of power mowers for use in the park.s .. A study has been made of the types and sizes used by other municipalities and the types and sizes available. Due to the \vide variance of types and sizes, it was not possible to tender in the normal manner. The Parks Committee met on Thursday, May 30th, 1968 at the Community Centre grounds to ~Vitness a demonstration of a Triplex Mower, by Duke La\Vll Equipment Limited. Councillor Illingworth, Town Super- intendent Mr. McGregor and Parks Fo:(\eman Hr. Weller were in attendan•. The Triplex Mower was tried out on i:;he sl ·es of the area surroundin:_ the Community Centre and far exceeded expectation. Your Committee, therefore, recommengs the purchase of a 8~11 Triplex Mower from the Duke Lawn Equipment Li!llited at a riet price of $1,999.10, as authorized in the 1968 ;I;lydget. ILLINGWORTH: TRENT: "Resolved that a 8411 Triplex Mower, complete with 8 x 12 turf tires and electric start be purchased, for thEi: Town of Aurora Parks Department at a cost of $1,999.10, plus sales tax and the seal of the Corporation be attached hereto. · "The funds are to be expended from the subdivision::, capital contribution reserve fund set up under Section 299 of the MuniQipal Act, R.S.O. 1960. "Due to the fact that the subdivisions concerned have all the services deemed necessary these monies therefore are not required or likely to be required for their original purpose." GARBlED L~~ 11TH. REGULAR MEETING FIRE COMMITTEE -4-JUNE 3, 1968. Councillor Buck presented the Firemen.' s Stipends for Councils 1 consideration. BUCK: 11 Resol ved that the Firemen 1 s Stipends from December TRENT: 1st, 1967 to June 1st, 1968 in the amount of $11,236.25 be paid, and the Seal of the Corporation be attached hereto." CARRIED UNFINISHED BUSINESS FLOODING CLAIMS: Councillor Miller stated that there was a gentleman prsent who wished to be heard as a delegation regarding the flooding claims. MILLER: "R esolved that the 72 hour notice be waived and BUCK: that Mr. Beardall be heard as a delegation, 11 - Mr. Beardall stated that he has a claim against the Town for flooding damages and requested that he be advised of what action is being taken to settle the claims. Reeve Murray stated that if we do not have satisfactory information within two weeks, the Council will take further action. SENIOR CITIZENS' Councillor Illingworth proposed that Council APARTMENTS consider the possible relocation of the Works Department and using the present site for the Senior Citizens' Apartments, ILLINGWORTH: "Resolved that the Town Superintendent, Engineer, TRENT: Building Inspector and Treasurer, be delegated to study the possible locations for a new Works Department yard. 11 CARRIED vJILLIAMSON: "Resolved that in order to save the time of Council, ILLINGWORTH: that all Committee Reports which require discussion item by item have the introduction and the motion concerning acceptance of the report be read by the respective chairman, and then handed to the Mayor or whoever is presiding at the meeting of Council and that said person read the Report item by item and discuss same and if this contravenes the Procedural By-Law that said By-Law be amended accordingly." PA...'il\§ CifliJRl1AN 1S REPORT CONT 1 D On Saturday, May 25, 1968, the Parks Foreman and Parks Chairman carried out a complete inspection of the Parks within the Town of Aurora and a report will be presented after consideration by the Parks Committee of Council. .... However, several items were noted that are not considered to be the responsibility of the Parks Committee and are submitted to Council for their consideration and actions as may be required. 1. )j]<3MOJ},IAL_PARI<;_ The Parks l"oreman in conjunction with the Memorial Board have arraw•c for the removal of all the diseased Dutch Elm Trees and over 50 nev trees hHve been planted. This is,over twice the number planned for planting this year. Some clean-up work, is required and this ';!ill be carried out as time and conditions permit. The Parks Committee is most pleased to ivork with the Memorial Board and assist in anYivaY possible as it is felt that Memorial Park adds greatly to the appearance of the Southern entrance to the Town and should be maintained to the highest possible standard. 2. TO~N PARK It is understood the question of a fence around the Town Park has been brought to Council's attention again by the School Board. As a pc.rk, it .vas Councils 1 opinion that a fence was not required nor desirable, and as a result funds were not allocated in the 1968 Parks Budget. It is my opinion that if the School Board feels that a fence is a necessity 'l•rhen the park is used for school purposes, that the cos'c c. such fence be paid by the School Board, and be built according to the specifications laid dow·n by Council. It is therefore recom.>nendec that a letter go from Council to the School Board to this effect, and request a meeting to discuss this and other items in detail. The Parks Foreman has been requested to obtain prices for a fence around the p~_ayground area, and also the playground area and the ball diamond area. It is also hoped that a sample of the ranch tyoc fence previously recommended by the Parks Committee will be erected for Councils' consideration. 3. Me;'t):AHO}T PARK The Parks Foreman has been requested to obtain prices for the insta~L­ lation for the fence along the east side of the tennis court, and submit to the Parks Committee. There is an urgent need for Council to make a decision regarding the responsibility, use and mainten- ance of the club house located on the north side of the bowling green, It is understood that this house was given to the Bo~Vling Club and "ras erected, with or without permission on park property and that subsequently the Tovrn paid for toilet facilities to be installed and has ma.<-;·'·ained the building. The tennis club require:, the use of a club house as well as the members of the law bmvling club, and as funds are not available to build a separate club house, it is my opinion that a mutual · agreement should be '\·mrked out and recommend that a meeting be arranged by Council in Committee ----···~---·~~~--· ...... ~, L ..... -.- -=-11TH. AURORA HEIGHTS PARK The Parks Foreman has been authorized to sod the boulevard on the north side of Aurora Heights Drive to add to the general appearance of the Community Centre Complex and to stop motor vehicles from parking between the street and the row of trees. There is a drainage problem from the high part of Aurora Heights Park to the backyards of the houses on the north side of Aurora Heights Drive. The resident at 10 Aurora Heights Drive was unable to use his backyard last year and had to completely re-sod it this year. Although they phoned the Town to report this matter last year, no action was taken, nor did anyone come to see about the problem. There is also considerable garbage being dumped in this area which should be cleaned up. One of the problems with the high piece of ground, is that it is not possible to drive a vehicle, or get any grass cutting equipment up to the high area. It is therefore recommended that the Town Engineer, or Town Superintendent review this property in conjunction with the Parks Foreman as to the grading of a pathway so that equipment can be taken to the high area, and preparing a ditch or swale to prevent the water run-off to the houses concerned, It is also requested that a check be made as to the ownership of properties on the west bank of the creek running through Aurora Heights Park, as it is understood that the properties on Yonge Street extend to the west bank and into part of the land considered to be parkland. While not part of Aurora Heights Park, complaints were also received from the residents of the south side of Aurora Heights Drive about the run-off of water from the school property into their back yards and also that papers and refuge from the school yard blow up against the fence and no action is taken by the school officials to clean up the school yard. It is recommended that the Town Engineer and/or Town Superintendent investigate this drainage problem and recommend corrective action. It is also recommended that a letter go to the school board requesting that they maintainfue school yard in a net and orderly condition. 5 · FLEURY PARK C.onsiderable problems are caused in the north-west corner of the park by the run-off from school property. This was brought to Councils' attention some time ago and the Engineer was requested to submit a report. The report was not acceptable to Council and 1ms returned to the Engineer for further study. It is recommended that the Town Works Department take immediate action to remove the pieces of concrete and the Town Engineer submit his revised report as previously requested. 6. GEORGE STREET PARK Due to the opening of the swimming pool on June 1, 1968, the Parks Foreman has been authorized to hire a bulldozer, at the best possible price to level the fill around the swimming pool area and to clean up the area as much as possib~e. It is requested that instructions be issued to the Town Works Department or Recreation Committee or whoever is responsible, that when the pool is drained, a sufficient length ofhose is used to carry the water to the creek, as recently it was only carried outside the swimming pool fence, creating a ditch 2-4 feet deep and about 25 feet long. It is also requested that the Town Engineer or Town Superintendent extend the present two drains from the swimming pool to the creek, so that the fill program can be carried on, No further action can be taken until the drains are extended. IRWIN STREET It is requested that the solicitor check the property lines as compared to the fence lines from the westerly road allowance of Irwin Street, which is used as an entrance into Fleury Park. SAFETY VEHICLE Councillor Trent reported that prices have been received for a new safety vehicle and that the police committee will be meeting shortly and will report to Council. Councillor Illingworth gave Notice of Motion that all Town of Aurora Departments shall submit a 5 year forecast of expenditures. NEW BUSINESS OILING TENDERS Councillor Davis reported that three tenders had been received for the supply, hauling and spraying of oil and requested permission to open the tenders. Asphalt Prime, and subject to the approval of the D.H.O., a~d that the Seal of the Corporation be attached hereto." CARRIED Councillor Illingworth brought to Councils' attention that trucks serving the factory on the Subway Sideroad are using the resident- ial streets in Regency Acres. ILLINGWORTH: "Resolved that the Company concerned be advised MILLER: to have the trucks serving them use the sideroad as road conditions permit."
