The Finance Committee of Council met with the Finance Committee of the Aurora
Recreation Committee on Thursday, April 4th, 1968.at 8:00P.M.
The combined meeting concerned itself with the 1968 Budget Estimates as submitted
by the Aurora Recreation Committee.
It was jointly determined that several items as requested be reduced more in
line with actual requirements; and that a revised budget be submitted by the
Aurora Recreation Committee.

Committee respectfully submitted the following:
A meeting of the Council in Committee was held on Tuesday, April 9, 1968 at 8:30
P.M.
PRESENT: Mayor Davis, Reeve Murray, Deputy Reeve Williamson, Councillors Buck,
Corpett, Davis, Trent, c. Duncan, J.D. Reid and Planning Board
Members, D. Hill, Keith Nisbet, W. Fry and G. Morgan.
The meeting was called to discuss various matters.
1. North Yonge Street Servicing Requirements:A Sanitary Sewer is needed from
Mark Street north to the town limits on Yonge Street and would cost
approximately $50,000. including a pumpirtg station. If the main is installed
in conjunction with the recommendation of Yonge Street, 30% of the cost would
be absorbed under the connecting link agreement.

2. Road Pit~ern for N.E. Quadrant: The Committee recommends that the Town
Engineer be given the authority to design a road pattern for the N.E.
quadrant of town and submit the plans to the Planning Board and Planning
Committee for their consideration and approval.
3. South Yonge Street Servicing Requirements: The Committee recommends the
installation of sanitary sewers from the previous town limits to Murray
Drive at an estimated cost of $6,500. during the reconstruction of the
connecting link.
4. Connecting Link: Mr. Reid reported, that the plans and specifications for the
connecting link reconstruction from Murray Drive to Wellington Street will
be submitted to the Department of Highways within ten days.
The Department of Highways has recomlllended that we start the reconstruction
in the business block on July 15th. and finish by Sept~mber 15th. and Mr.
Reid recommended that a six week time limit on this part with a $150.00
per day penalty clause.
5. The Committee recommends that the recommendation of th~ Town Enginee,r be
accepted to replace the existing sidewalks less than 5' wide with mini,tnum
5' wide sidewalks where required by the reconstruction of Yonge St:!:liet and
a new sidewalk on the east side of Yonge Streeet from. th9 Sunoco Station
to Murray Drive at an estimated additional cost of $2',000.

The meeting was called to discuss a service agreement for_ the proposed apartments
develoflment on Wellington Street West, and .to set a standard apartment agreement
for all future developments.
Mr. McPHerson had prepared a rough draft of a servicing agreement and the
comments of the Fir~ Chief, J.D. Reid, A. Jubb, &nd the Plahning Board were
discussed.
Mr. McPherson is to prepare a draft servicing agreeil!ent incorporating these
comments ;md present it to the Council for c6n:sideriation,

recommendations to the Council for consideration.

Reeve Murray presented a report of the Planning Committee in which the Committee
respectfully submitted the following:
A meeting of the Planning Committee was held on Tuesday, April 9; 1968 at 7:15P.M
PRESENT: Reeve Murray, Deputy Reeve Williamson, Councillor Davis, Mayor Davis,
Councillors Corbett and Trent; J.D. Reid, C. Duncan, C. Dawson,
Mr. Lambert, Mr. Riis, and Mr. Freedman.
The meeting was called to discuss the proposed development of the old arena site
and Mr. Dawson's recommendations.
Mr. Dawson stated that a 10 foot setback from Yonge Street is reasonable and that
the side yard requirements could be waived for the commercial part. Mr. Dawson
recommended that a density of 40 units per acre is desirable but that on this
site could possibly increase the density to 50 units per acre.
Mr. Dawson is to prepare a set of standards for this property and submit them
to Council. If the Council finds the standards acceptable, then Mr. Lambert is
to receive a copy of the standards.

The Water Committee met on April 15th, to revieW the tende:rs submitted for the
pump at #2 well.

The Engineer,after careful study of the tenders, recohunends the bid of Robert
Morse Corporation.
We, of the Committee, feel the same way and so recommend. Since there could be
a 10 to 12 week delivery date, we recommend immediate ordering.
To purchase and install this pump will cost approximately $9,800.00.
We recommend that this money be allotted and work st,ited at once.
The Committee feels as if our present policy of depending almost entirely on one
main 11ell is very dangerous, and feel that authorization should be given to the
Engineer to investigate the drilling of another major well and also a study of
further water storage.

The Committee met at 11:00 A.M. on Friday, April 12th. to look at town-owned
property on Edward Street which Hydro is desirous of purchasing.
:;:he Committee feels that a firm decision should not be made at this time and
furthermore a final decision hinges on whether Hart Manufacturing sells a
parcel of their property to Hydro.

PARKS COMMITTEE
Councillor Illingworth presented a report of the Parks Committee in which the
Committee respectfully submitted the following:
The Parks Committee met on Tuesday, April 2, 1968 at 8:00P.M~ with members,
Councillor Illingworth and Miller present. Councillor Corbett and Parks Foreman
Weller were in attendance. The following items were discussed:
1. LIGHTING IN TOWN PARK
Members of the Parks Committee have received comments and suggestions from citizens
to the effect that some action should be taken to _provi~e lighting in the Town
Park, in a similar manner as that in Fleury Park, without restricting the use of
th-e playing fields. It is also felt that adequate lighting would reduce the
incidence of vandalism in the park and especially the Band Shell. Therefore,
it is recommended that the Hydro be requested to erect suitable lighting in the
Town Park, in conjunction with the Parks Foreman and that such lighting be connected
with the Street Lighting.
2. EMPLOYMENT OF STUDENTS
Due to the increasing area of grass to be cut during the summer months, it is
recommended that the Parks Foreman be authorized to employ students for grass
cutting as required and that the normal temporary wage ratebe paid.
3. WEED AREA
It is recommended that the Fire Department be requested to burn out weed areas
in the Town•.s Park as directed by the Parks Foreman.
4. BRIDGES IN TOWN PARKS
It ·is requested that Council define the responsibility for maintenance of bridges
in Town Parks i.e. Parks, Works or Property.
5. WASHROOMS IN TOWN PARKS
It is requested that Council define the responsibility for the supervision and
maintenance of washrooms facilities in Town Parks, i.e. Town Park, McMahon Park,
and the building to be erected in Fleury Park.
6. GEORGE STREET PARK
.It is recommended that an agreement be drawn up with the Aurora Public School
Board regarding the use of the school property adjacent to the Swimming Pool.
Such Agreement to make the Parks Department responsible for the maintenance of
the area, to be used by the school-children during school hours and the citizens
of the Town at other times.

It is also recommended that a similar '1;;\tpe Agreemil'ht be drawn up for the use
of the Wells Street Park and/or any otherparkland that are jointly used by the
Aurora Public School Board and the Town. ··
7. PURCHASE OF PROPERTY

In order to provide a suitable entraitoe' to GeorgEi st. Park, it is recommended that
an Agreement be drawn up to purcha.sli the property bordering the creek from Mrs.
Taylor on Kennedy Street. If suq~ a.pproviil is g'i:ven, it is also recommended
that the Town Engineer study and repott on -&he whole park area as to grading,
filling, etc.
8. OUTDOOR RINKS
It is recommended that Council decide on a polidy for outdoor rihks bearing in
mind the cost and the limited use fuade of the rinks.
9. MINUTES OF COUNCIL
It is recommended that a copy of all minutes of Council be forwarded to the Parks
Foreman.
10. FLEURY PARK
It is recommended that the Town Engineer in conjunction with the Parks Foreman survey
Fleury Park for the best site for the Lion's Shelter .and every effort be made
to locate in such a manner that a connection with sewen,is possible.
11. CONVENTION -UNIVERSITY OF GUELPH
Retroactive action is recommended to authorize the participation of the Parks
Foreman at the Parks Convention held at the University of Guelph in March 1968
and normal expenses be authorized.
12. ONTARIO PARKS ASSOCIATION
It is recommended that the annual membership in the Ontario Parks Association be
paid.
13. SCOUT HOUSE -REGENCY PARK
Sometime ago, Council approved in principle the erection of a Scout House in
Regency Park, but no further action was taken at that time. The Boy Scout
Association have now formed a new Committee to erect the Scout House. It is
recommended that approval in principle be granted and the Committee be authorized
to submit plans and check possible sites with the Town Engineer and the Parks
Foreman and that a report be submitted to the Parks Committee for further study
and recommendation to Council.
14. HOURS OF DUTY -PARKS FOREMAN
Because of the unscheduled hours of work that are necessary for the performance
of his duties, it is recommended that the Parks Foreman be authorized to set his
own hours per day and days per week, ensuring that a minimum of 40 hours in time
is maintained and that he be responsible to the Parks Committee.

The meeting was called at the teqtielit Of 1Vh:i.tchur6h Township to discuss the terms
of the new Fire Agreement. king Townshl.p were also invited to send re.presentatives.
i The new terms were read again and after considerable discUssion during which it
was pointed out that every time Whitchurch wins some desirable assessment one
of their neighbours takes it from them through annexation, a compromise was
reached.
It was agreed that we and they would submit for Council's approval the following
terms:
Increase in retainer fee from $500. to $750.
Increase in Fire Calls from $115. to $135·
Should Council accept these new figures the Committee recommends in the interest
of conformity that King Township be granted the same concession
anq that a letter be dispatched informing them of the new terms.
