This is democracy. Be it resolved therefore that the "York Committee to End the War in Vietnam" be permitted to hold a tag day, providing, of course, it does not conflict with the tag day of any other organization which has been previously granted permission. CARRIED ·;. ,~- ! -8- DELEGATIONS February' 19 , .. 1968. JAYCEES Charles Irwin acted as spokesman for the Aurora Jaycees. He distributed copies of a brief on the safety of children in Aurora and presented a proposed safety sign to be erected at the entrances to Town and in the school zones. MURRAY: "Resolved that we grant the request of the Jaycees and TRENT: have the signs made up and erected." KENNEDY ST. WEST MURRAY: CARRIED Dr. Henderson acted as spokesman for his delegation. Dr. Henderson, Mr. Crabtree and Dr ,B,~,uldin?, reside on Kennedy Stre_et i</est and h';ve 4-1/2 acres of land that they would like to subdivide. There would be a possible nine lots. The lots would have a minimum frontage of 100 feet but would be below the minimum lot area of the restrictive by-law covering the lands on Kennedy St. West. WILLIAMSON: "Resolved that this proposal be referred to the Planning Board and informing them that we are contemplating this proposal, in which it would be necessary to amend our restrictive area by-law, and which would be subject to O.M.B. approval. We would appreciate the Planning Board's comments." CARRIED COMMITTEE REPORTS REEVE MURRAY IN THE CHAIR. COUNCIL IN COMMITTEE -Mayor Davis presented a report of the Council in Committee in which the Committee respectfully submitted the following: A Council in Committee was held on Tuesday, February 6th, 1968. All members of Council were present except Councillor Illingworth, Councillor Davis and Councillor Miller. Also present at this meeting were Mr. G. W. Murchison -Director of Land Development of the Ontario Housing Corporation and Mr. L. L. Kristoff -Land Development Manager, Ontario Housing Corporation. Also present at this meeting were Mr. Starr -Chairman of the Aurora District High School Board, Mr. Dawson -Chairman of the Public School Board, Mr. Kohan .. Chairman of the Separate School Board and Mr. Caruso -Past Chairman of the Separate School Board, Mr. A. Jubb - Building Inspector, K. B. Rodger -Clerk. ------------····~--~~--~-~--~·······-·--- ' -9- COMMITTEE REPORTS CONTINUED February 19, 1968. The Mayor explained the purpose of the meeting was to discuss the purchase of the Springburn West tract of land by the Ontario Housing Corporation. Mr. Murchinson explained the position and role of the Ontario Housing Corporation and stated that they are, in this case, merely the successors to the subdivider of land, and, as owners, will be carrying on with the proposed subdivision. He stated that their purpose would be to provide land in ... a variety of ways in an acceptable manner, to a possibly different market than private housing, is nmf meeting. It was also stated that the maximum improvement on land allowed on a long term lease or long term sale is $15,000.00. Mr. Kristoff explained the engineering design work on the proposed subdivision to this date has been carried out by Canadian Mitchall Associates and that they will complete and inspect the servicing of the agreements for the proposed subdivision. Some discussion has taken place regarding the possible location of a portion of subsidized housing in the area closest to the shopping plaza located on the Springburn West Subdivision. From the statements made by the Ontario Housing Corporation, this was not t:·::ir intention, but they would try to redesign that portion of the subdivision to fit it in, if this was desired by the town. It would appear that the Council will have to make a decision soon on whether or not they wish any subsidized housing located in this portion of the subdivision. Mr. Murchison and Mr. Kristoff explained that the Ontario Housing Corporation are aware that they would have to meet and reach agreement with the town in regard to a subdivision agreement and that any conditions set out in same will apply to O.H.C. as they would to any other subdivider. MAYOR DAVIS IN THE CHAIR DELEGATIONS Mr. Roberts acted as spokesman for the delegation. He stated that if there is a need for the H.O.M.E. Plan for people in need of low cost housing, then fine, but the figures he has heard quoted for the salary requirements of buyers under this plan is well beyond the means of the people who are in need of housing. The delegation feels that Auror0. should not have the H.O.M.E. Plan if the houses will not carry their s~are of the municipal costs. MURRAY: "Resolved that the Planning Committee be appointed DAVIS W: to study the H.O.M.E. Plan." CARRIED REPORTS OF COMMITTEES ADDITION TO YORK MANOR COUNTY BONSPIEL COUNCIL IN QOMMITTEE_ Reeve Murray reported the County Council is considering a $625,000 addition to York Manor, of which, 50% will be paid by the Province. The County is considering two possible ways of financing the addition: (a) Two year levy which would cost Aurora $11,578.13 per year for a total of $23,156.26; (b) T>renty year debenture which would cost Aurora approximately $2,200. per year. He asked the Members of Council to consider which method they prefer and to give their answer later in the meeting. Reeve Murray stated that the County Bonspiel will be held on March 6th in Richmond Hill and we should enter at least six names. Reeve Murray presented a report of Council in Committee in 1chich the Committee respectfully submitted the following: The Cotuncil in Committee met on Monday, February 12, 1968 at 8:00 p.m. The meeting was called to meet with Mr. T. Mcpherson, Town Solicitor, to discuss By-law No. 1658 passed in 1965, to amend By-law No. 1051 for a height increase to 90 feet for commercial buildings on Yonge Street. Mr. McPherson explained to the Committee that in 1965 three height amending by-laws were passed. The general residential height by-law was turned down by the O.M.B. after a brief hearing mainly because it was too general. l .! 11- REPORTS OF COMMITTEES CONTINUED February 19, 1968 MURRAY: BUCK: The height by-law for Mr. Case's property in Golf Glen was turned down for several reasons ..• after a lengthy hearing. The O.M.B. suggested that a site plan be filed with every application for height amendment and thusly By-law 1658 was not acted upon. Some discussion took place on previous by-laws dealing with density, yard set-backs, apartment levies, and in view of this information the Committee suggests that the solicitor deliver copies of these by-laws to Mr. Priola. It was suggested that the basic requirements in By-law 1657 apply as a guide to future apartment development as an intent of Council, although it is realized that By-law 1657 was not approved by the O.M.B., because it was too general in area for application. CARRIED COUNCIL IN COMMITTEE Reeve Murray presented a report of Council in Committee in which the Committee respectfully submitted the following: MURRAY: WILLIAMSON: The Council in Committee met on Monday, February 12, 1968 at 9:00 p.m. The meeting was called to discuss the possible division of duties of the Community Centre Manager and the Recreation Director. It was agreed to reco~end to Council that the position of Community Centre Manager and Recreation Director be separated. The Committee also recommends that the Community Centre Board be authorized to take the required action and submit their recommendations to Council, and that the Council in Committee meet with the Recreation Committee to discuss their situation. "Resolved that the report of Council in Committee dated February 13, 1968 re: possible division of duties of the Community Centre Manager and the Recreation Director be accepted." REPORTS OF COMMITTEES CONTINUED February 19, 1968 POLICE COMMITTEE TRENT: BUCK: POLICE COMMITTEE TRENT: WILLIAMSON: POLICE COMMITTEE Councillor Trent presented a report of the Police Committee in which the Committee respectfully submitted the following: That the application of Mr. Roy Elmer, 103 Edward Street, Aurora, for a cab driver's license be accepted. "Resolved that the Police Committee report dated February 8, 1968 re: cab driver's license be accepted." CARRIED Councillor Trent presented a report of the Police Committee in which the Committee respectfully submitted the following: Due to a motion in Council regarding a letter from the Chief of Police regarding the replacement of Cruiser 856, the Committee met in the Council Cha~bers at 8:00 p.m, February 15th. The Committee asked the Chief to submit Car 856 to a test for an unbiased opinion of it's condition. The car was put through electronic auto analysis and as a result a diagnostic report was produced. The Committee studied this report and came to a c· ·nclusion that it is not necessary to replace car 856 at this time. The report recommended that certain repairs should be made to the car and these repairs are being undertaken now. "That the report of the Police Committee dealing with the replacement of Car 856 be adopted." CARRIED Councillor Trent presented a report of the Police Committee in which the Committee respectfully submitted the following: The Committee reviewed a letter dated November 21, 1967, from the Department of Transport that was referred to the Committee on December 4, 1967. This letter dealt with a study that is to be undertaken to see if traffic lights are necessary at the intersection of Aurora Heights Drive and Yonge Street North. The Committee recommend that a letter be sent to Mr. S. Stevens, Acting Director, Traffic Engineering Branch, Department of Transport to ascertain how soon we can expect this survey to be conducted. \...-~~---· ·-----·--' 13- REPORTS OF COMMITTEE CONTINUED February 19, 1968. CARRIED A memorandum from Mr. K. B. Rodger, Clerk was presented to Council re: Cherry Construction Limited requesting the direction of Council. "Resolved that a letter be sent to the Community Planning Branch, Department of Municipal Affairs, asking where their file number came from since the Town has not acted upon this subdivision." CARRIED "Resolved that a meeting of the Council in Committee be arranged to discuss this subdivision and the letter from the Planning Board." CARRIED Councillor Trent requested that Mr. Orlando of the Department of Highways be contacted to check his records of the sale of land to Consolidated Building Corporation for any condition of sale to provide for Regency Drive road allowance from SUbway Side- road to Yonge Street. Councillor Davis requested the Clerk's Office to check the subdivision agreement to see if a road was to be dedicated.
