Hayor Davis presented a report of the Council in Committee in which the Committee
respectfully submits the following:
The Council in CJ!lmmittee met with me::>bers of the Councils of the Townships of King
and Hhitchurch and representatives of the Holland Valley Conservation Authority
on Thursday, February 1,1968 at 8.00 p.m.
Present were --T01-m of Aurora -; 1ayor Davis, Reeve Hurray, Deputy Eeeve
Hillian1s, Councillors Buc~, Davis, Trent, lCB. Rodger, Clerk
and C.H. Duncan, Deputy Clerk.
Twp. of Xing Reeve Cook, Councillors 6rossland and R01ve
Twp. of \;lhi tchurch Deputy Reeve Hennessey, Councillors Le\<is and Van Nostrand.
Holland Valley
Conservation Authority Lanbert Hillson, Chairman, and Derek Sterritt, Field
Officer
Hayor Davis commenced the meeting with a statement that the meeting was called
to discuss a proposed study of the headwaters of the Holland Hiver.
Hr. Sterri tt presented a film called "Flood Control and Co>J.w:~Yntion "to
;-ctr·oduce the problems of headwaters and partial solution~.. There are two ma.jor
problems involved in this area and they are flood control and polution of the
streams.
lor. Sterritt presented estimated costs of preparing contour maps and a complete
study by the mthori ty. There would be a seventy-five per cent grant from the
government towards the cost of the study and the alltthority would contribute
six per cent of the remaining twenty-five percent.
A study of the headwaters of the Holland Hiver and Schomberg Hiver ( in King)
but excluding the Holland ~Iarsh would cost approximate :!\88, 000. for ,just the main
streams and :~111,000. for the main streams and their tributaries and watercourses.
The Authori ty 1 s Engineers \VOuld assess each municipalities share of the costs
according to the benefits each municipality \Vould received from the study.
/.orin) photographs \VOUld have to be taken in the early spring before the leayes are
on the trees. 1otos \Vould be taken from t\Vo angles to give a three dimensional view
of the terrain.
The Authority \Vould require a resolution from each of the Hunicipalities E.nvolved
for a firm committment to have the study :nade. The flying add mapping \Vould take
from t1Vo to four months to complete and a full report \Vould be ready \Vithin one
year. Aurora has contour maps and would only need up-dating by taking ne\V aerial
photos but Aurora's maps do not include the head1Vaters outside the to= limits.
The authority has no control over the headwaters unless a study is undert!l.keJ;t
If Ne;nnarket and East GHillimbury \Vere to be included in the study, Aurora, King
and \•lhitchurch \VOUld have to approach them.
The Authority has been requested to mbmi t maps of
condensed brief, and the approxLmate costs of the
involved.
