Mayor Davis enquired if the Property Agent has been here,
Mr. Jubb reported that Nr. Dean was here and they looked for sites.
' _ O.H.C. will probably acquire the sites from the H.Q~.E. Plan
Subdivision.

Plans Section, Community Planning Branch, of
the Department of Hunicipal Affairs enclosing ._ the certificate
HEMO FROl1 signed by the Ninister of l4unicipal Affairs containfi-nJs· the
K.B.RDDGER: modifications made to our new "OFFICIAL PLAN."

On December 4th.1967 this letter was tabled until the next regular
meeting of Council. (Minutes of Council -December 4th.l967 -
page 1) •
. On December 18th and 19th. this letter was listed as unfinished
business and due to ma~y other items was deferred to a later meeti~
I wish to advise that I have confirmed my interpretation of the
Planning Act, that the 11 0:(1'FICIAJ~ PLAN"is known as amendment
"NUHBER 7 11 for their purposes. It has therefore repealed the
original Offical Plan and all amendments made thereto.
Under the Planning Act, Sections 12,12A, 13 and 14 the Hinister
has power and authorityto make modifications to an Official Plan or
an amendment to same and when so approved, or signe~, or modified
by the Hinister, is an Official Document and in force.
If the Council do not agree with any of the modifications imposed
on the Official Plan illy the Hinister it would require an amendment
to the "OFFICIAL PLAN" to change or alter the "OFFICIAL PLI\.N".
I will therefore proceed, in view of this information, to have the
"OFFICIAL PLAN", retyped incorporating the Ninister 1 s modifications
and will prepare sufficient copies for cirulation to Council,
Planning Board and Town Department Heads andpersons specified in
letter of November 22,1967 of the Department of Hunicipal Affairs.

Hr. Harris, representing the Town Hockey League, stated that
during the course of their hockey galll9 at the Community Centre on
last l1onday night, the police tagged their cars parked on
!\urora Heights Drive. The parking lot was inaccessable l:ecause
of the snow storm and he asked that the parking violations be
nullified.

Councillor Hiller submitted a report of the Services Committee
Constable Lougheed and C, Duncan, Deputy Clerk, have been going
over the Traffic By·-laws and checking them against the Highway
Traffic Act, and for validity.
They are finding that many of the By-laws need up--dating or
revision.
Perhaps it ''ould be advisable to set up a meeting with the
11unicipal lly-lm1 Enforcement Officer of the Department of Transport
and go over the Traffic By-laws \Jith them to correct the By -laws
and draft new ones where required.

.A: meeting of Council in Committee was held on Thursday, January
18th.l968 at 7.30 p.m. in the Council Ch~nbers to discuss
l!r. Lambert 1 s proposed dovelo_p01erit on the old arena site. Present
were Hayor Davis, Reeve Hurray, Deputy Reeve Hilliamson, Councillors
Buck, Davis, Illing;Jorth and Trent, Hr. Jubb, Building hspector
and Hr. Lambert.
l1r. Lambert presented his proposals Hhich included dividing the
property into t;m distinct sections, one commercial and one
residential, for mortgage purposes. He has acquired the Fallis
property on Yonge St. The Parking for the Apartments will consist
of t-.10 levels of underground parking and 16 open parking spaces
at the rear of the building. There will be 61 above ground parking
spaces for the Hotel and Commercial ''hich is required in order to obtain a
mortgage. Hr. Lambert stated that the only major change from his
original proposal was inacquiring the Fallis property, He may require
a &J-law dividing the property into commercial and residential in order to
obtain the mortgage.
He is ;1illing to start construction on either the residential or
commercial parts depending on which one he receives the mortgage
on first or if the . ~ortg~GeS come together, then he is prepared
to build both at the same time.

A resolution was moved and adopted that the members agreed in
principal and that whatever action needed, be taken to split
the property and to take immediate action to increase the Building
Height maximum for both sections.

Councillor Trent prsented two points discussed at the Traffic
conference.
1. Bicycles: \fuy some are allot-red on side>mlks and others are not.
The Hight;ay Traffic Act states that bicycles with 24 11 diametel"
wheels or larger shall not be ridden on sidewalks, however, if
a child "ras charged with . riding such a bicycle on a sidewalk
then he would have to appear in Juve11ile Court and t;ould receive a
Tecord for life.
2. Diagonal Lines foT Left Ha11d turns: There is divided opinion
on whether todrive around the lines or over them and no Agreement
>ras reached at the Conference.

Councillor Trent reported that he had attended the Tax Conference
at the Royal York Hotel in Toronto. The Smith Report on Taxation
and Regional Government >rere discussed. He did not agree >ri th all
the views presented. Councillor Trent suggested that the Council
should meet in Committee and discuss Regional Government and submit
our own views to the l•linister.
