Dr. 1-aw and Dr. Shanessy of the York County Health Unit
appeared as a delegation, in response to the Council's invitation to speak on
Fluoridation.
The results of tests in communities that have Fluoride in
the water show that Fluoridation freatly improves children's teeth (40 -60%
reduction in cavities) and also indicat~s that there may be some benefit to adults.
Continued studies have been made in Brantford since 1947, ,;ere there is natural
fluoridation, and it has been proven that there is no detrimental effects from
fluoridation.
Fluoridation has no effect on the quality, taste or odour of
the water, and will not effect the ,;atermains.
Floridation is endorsed by every large medical association
in the world.

Mayor Davis submitted a report of the Councll
A meeting of the Aurora Council, King Tovmship and the Aurora Public School
Board was held on Thursday, September 14, 1967 at 8.00 P.M. in the Council
Chambers.

The meeting <·Tas called to discuss the 1957 Agreement signed by the
Tmmship of King, To;m of Aurora, and Aurora Public School Board and the letters
sent by the School Board to the Residents on Kennedy St. Hest, in the To>mship
of King regarding the fee to be charged for the residents children to attend
the Aurora Public School.
"'layer Davis read the pertinent sections of tee 1957 Agreement
and the School Board's letters.
Mr. Bailey, Solicitor for the School Board, explained the position
of the Board and questioned the legality of the Agreement. The Boards position
is that the Minister of Education in 1957 <·ras not asked for and did not submit
his written approval of the Agreement.
Reeve Murray presented a brief histo't on the Agreement. In 1956,
the To;rn of Aurora attempted to annex part of King Tmmship and was Turned do;m.
In 1957, the To;m applied again, only this time King Tovmship agreed to the
Agreement covering Kennedy St. l•!est and supported the To;m' s Application.
Although the Agreement was not 1-rri tten into the Ontario ~lunicipal Boards decision,
It was understood that this agreement was part of the approval for the annexation.
The Council of tee To;mship of T<:ing ><as asked to give some thought to
the possible application by the Aurora Council to annex part of King Township
including Kennedy St. H. committees of the t>;o Council's >;ould have to meet and
discuss this thoroughly before any action l·rould be taken.
A resolution 1<as duly moved and adopted that a letter is to be sent
to each of the residents on Kennedy St. 1-1. in the Township of King informing them
that no action >·rill be taken until a decision has been obtained form the Ontario
Municipal Board is to the legality of the 1957 Agreem~nt.

Reeve Hurray submitted a verbal report that the committee is trving;
to solve the problem of filtering the water to remove the iron oxide.
C 011MUNITY CENTRE BOARD
The Official Opening and Dedication of the Aurora Community
Centre Complex was held on Friday, September 15, 1967.
The Ceremonies began at 7.30 P.M. with the \{ells St. Public
School Choir, let by Mr. I. Harris, singing 0 Canada. Y~. J. Moore was the
Mater of Ceremonies for the Evening.
Major Lex Maxkenzie, 11.C. MPP. placed a metal box behind the
corner stone, and then assisted by !vJr. P. Casey of Casey Construction and Mr.
Snider of Snider and Stevens, architects, placed the corner stone in position.
The Official party and. guests proceeded to the auditorium where the
Royal Canadian Legion, Branch 385, presented the colours and portraits of
Queen Elizabeth 11 and Prince Phillip. Deputy Reeve J. l<'illiamson and Councillor
R. Illingworth accepted the colours and portaits on behalf of the To>rn
Council and the residents of Aurora.
Reverned John E. Speers, B. A. LTD, dedicated the Community Centre.
His 1•/orship, Mayor C. F. Davis spoke briefly on the foresight and
Planning of the Community Centre and the success of the activities held in the
C.ommunity Centre this year.
The choir, led by Hr. I. Harris, sang two songs composed for
Canada's Centennial Year.
Major Lex Mackenzie received a standing ovation when he rose to speak.
The choir completed the ceremonies by singirg " God Save The Queen"
and afterwards a roller skating show was put on for the enjoyment of all by the
Centennial s kJ,ters.

The Cowmunity Centre Board, with Council atte~ing is to meet
Tuesday, September 19 at 8. 00 P .~!.
COMMU~liTY CENTRE BOARD
Before discussing the latter, dated. September 1st. 1967, from the
Aurora Tigers Hockey Club to the Aurora Town Council, one point must be made
quite ckear, at no time in the past or in the present did any member of the
Community Centre Board in its entirety, or tho Community Centre Manager make
any promises or Comnlittments to the Aurora Tigers Hockey Club in respect
to allo>ring the Club to have full control of either the Season tickets or the
reserved seat tickets. This fact in itself, refutes the statement that the
Hockey club was "Sold Down the. River" the exact term used by the Club in both
the letter to Council and the articJ e on the front ppge of the Aurora Banner.
As all know, this term is an jndication that certain promises were made and have
not been forthcominil;. Again, we reiterate that no time were any promises made
to the Club in respect to season or reserved tickets. This fact must bemade
perfectly clear to all before any discussion takes place.
PARAGRAPH # 1
It is our opinion that all members of Council know that the Aurora Tigers ;rere
to play in the TorJDnto !~etro Junior "B" Lea'iue and play their home games in the
Aurora Community Centre.
PARAGRAPH # 2
The Club did not propose the idea of having season and reserved tickets. This
decision was made by the Community Centre Board at a meeting in late May ;rhen
rates and ice allocations were finalized.
PARAGRAl'H # 3
He have no quarrel with the Club in its attempt to enterte.in the Aurora Public and
in fact, are 'vholeheartedly behinc1. any effort to brin,o; +.he best in entertainment
to Aurora. The Planning by the Club in respect to the use of advance season
ticket sales to raise additional funds for the Club immediately raises the question
as to why such consideration was even thought of without any consultation
whatsoever with the Aurora Community Centre Board. Again, contrarv to what is
stated in this letter, this procedure is not done, through the ma,jori ty of sporting
organizations unless said organizations have rented the building or staduin out-
right, and hired all staff and paid all expenses. Possibly hovever, there may be
an isolated case where an arena does not wish to t~~e the trouble, worry and expens<

incurred. in 01Jeratinr; on a reserve seat basis. The ap;reement between the Aurora
Tigers Hockey Club and the Aurora Community Centre Board is not basec1. on an
outright rental charge. '1'he basis of the Agreement is as follm<s: .. -Each game is
taken on its own, with the Hockey Club receiving 60% of the first $400.00 of the
gate and the Centre subsequently ~0%. Anything over ~400.00 of the gate gives
the Club 70% and the Community Centre 30%. This agreement includes l l/2 houss 1Jer
week of free practice ice time for the Club. At all times, one must remember that
the Community Centre pays all of its expense out of the percentage it receives.
This is a very fair arrangement for the Club and this percentao;e deal has been
the procedure for several years in the old Arena.
The fact that the new building creates far more expense and staff has not deterred
the Board in giving the Club the same arrangement as in past years. No complaints
were received from the Club durin.o; these of operation at the Aurora Arena, and it
is all the more mystifying to receive them now, ,;hen the Club is presented with
such a fine building as the Aurora ConLmunity Centre, 1<ith all its conforts and
conveniences. Again, for the Club to state that they wish to sell and control the
monies from the sale of season tickets knowing full well that if the tickets sola
,;ere done so on a straight fonation basis, therefore eliminating the percentage
due the Centre smacks of a rataer debatable business procedure and no appreciation
of the Board's endeavour to keer,> the Building on a break even paying basis.
PARAGRAPH # 4
l-Ie agree ,;holeheartedly that the method of sale of season tickets as explained in
P arap;raph #3, ,;ould greatly benefit the Club but only the Club and not the Centre.
The statement that the Board and Manager have only a "Passin.o; Interest" in the
sale of the tickets is ridiculous. To Or,>erate a Centre such as this on a paying
bas is requires much more than a ''Passing Interest" and requires a keen awareness
of the responsibility due the taxpayers of Aurora.
PARAGRAPH # 5
It is gratifying t<. 1mou the Club contributed such a sum of money as stated to
the coffers of the Community Centre. This fact ,;e accept. At the se~e time it
1<ould be interesting to kno1< just ho1< much the club itself received in revenue,
,;hich of course, is obviously close to tHice as much as received by the Centre.
In future operations of the Club, we also know that should the Tip;ers not advance
in Playoffs, Revenues therefore would be considerable lo,;er, and once the club
was was eliminated, the.t ice time used by the Club would be extremely difficult
to rent at such a late time in the Season.

The statement in this paragraph "Sold Do,;n the River" >Tas answered in the first
paragraph and needs no further commenl!l. The "Four Men" as stated in this parav,raph
have no intention of solely acceptinv, distrubution of the tickets, unless forced
on them. Far from it. The Board is willin~ and even anxious to have the Club
participate in the sale and distribution of tickets, only requiring the final

accountin~ of the Financial Aspect of the sales remain in the hands of the Community
Centre. This proposition hm;ever, it not acceptable to the Club, w·hich wishes
to have full control of all monies which could result in a situation whereby
any tickets sold that does not come through the gate at the centre (upon which
the percentage is based) would therefore p;ive the Club 100% of that money laid
out by the ticket purchaser.
PARAGRAPH # 6
The Board definately would not agree to such an arrangement, basing the decision
on proper business procedure and concern for the Taxpayers.
PARAGRAPH # 7
The Centre's 1967--1968 rates schedule does state that ice rental per evening for
the Building for local groups is $125.00 and outsi~e groups $175.00. However
this charge is for off season nights only, such as early October and late Spring,
prior to ancl. follo>ring Local organizations req_uirments, \'le have erred in not
having this fact printed on the folder, leaving it to explanations at the time
of req_uests for rental of the Building contrary to what is stated in the letter
rental of the building for any event does not include the supplyim: of ticket
sellers, ticket ta~ers, etc.
PARAGRAPH # 8
The Board cannot accept the statement in this paragraph in reference to lack of
co--operation and consideration on its part. At all times the Board has attempted
to co--operate, as eJCidenced by the Financial Deal between the Centre and the Club.
If the Club expresses disappointment as stated., it can only be caused by their
inhability to sway the Community Centre Board to become involved in a debatable
business procedure, obviously to the detriment of the local taxpa:le!!but most
definately to the benefit of the Club.
The Aurora Community Centre Board has answered each and every paragraph in the
letter in question, and has no hesitation in. requesting the To;m Council to
accept its explanations as being truthful and in the best interest of the Aurora
Community Centre and the Town of Aurora itself.
