DELEGATIONS
3 SEPTEMBER 5, 1967
Mr. Manning presented a report of the Committee of Adjustment.
Consent has been given by the Committee of Adjustment for a
severance of the parcel of land at Harriman Road. The
southerly position of the property, on which there is also
erected a bridge across thestream, is now approved as a
s eperate lot.
There is an existing 10 1 easement across Block A to the bridge
to provide access to the lot. The new owner would like this
easement widened to 20 feet.

Mr. Manning will attempt to reach Mr. Gill of the Holland
Valley Conservation Authority for the report on this area
and submit it to the next Council Meeting.

"Dssolved that Mr. Farquharson be heard as a
delegation and the 72 hour notice be waived".
CARRIED
Mr. Farquharson presented a propsal for a bus service for the
Town of Aurora. The bus service would be 9 houss each day
for six days a <reek.
Mr. Farquharson is to meet with the Services Committee and
the Police Committee about a month before he is ready to
start the bus service.
COMMITTEE REPORTS
Special Committee and Community Centre Committee report on
the Traffic Court.
Deputy Reeve Williamson, Mayor C. Davis, Councillor C. Corbett,
Mr. E. Batscn and W. Johnson -Town Clerk met with Magistrate
o.s. Hollinrake at noon on Thursday August 17, 1967 re
locating a Traffic Court in Aurora. It was agreed that a
Traffic Court would be held in Aurora at the Community Centre
five days a week commencing September 25, 1967 and the Court
would pay $25.00 per day to the Community Centre.

"Resolved that the joint report of the Special
Committee and Community Centre Committee re
Traffic Court be accepted.

Deputy Reeve Williamson reported that a meeting of the Community
Centre Board will be held on Thursday, September 14 and all
members of Council are requested to attend. A list of names
will be submitted ror the Community Centre Board for the
following year.

PLANNING COW4ITTEE REPORT
A meeting of the Planning Committee was held on Wednesday,
August 30, 1967 at 8.00 P.M. in the Council Chambers.
PRESENT WERE:
J. Williamson, Chairman, D. J, Murray, Vice Chairman, W. Davis,
Member, Mayor Davis, Councillor Buck, Illingworth, Miller and
Trent. Members of the Planning Board, Mr. Jubh, Building
Inspector, Mr. Priola and Mr. Hubert, Developers.
This was a Joint meeting of the Planning Committee and the
Planning Board valled to discuss a proposed development on the
South side of Wellington St. West.
Mr. Priolo, the Developer, presented his plans for the proposed
project.
The project is to consist of two apartment Buildings and one
hundred and twenty-six Town houses. The site i.s approximately
fourteen acres immediately West of the New Senior Public School.
The Apartment Building will be seven storeys, seventy two feet
high, and will contair one hundred and ninety-six apartment
units.
1he Town houses will be Three and Four bedroom units and will
be build behind the Apartments.
The Apartment Buildings will be built first and at a later date,
after the Apartments have been completed the Town houses will
be built.
The Development will be under one Ownership, and the services
such as Garbage, street cleaning etc. in the project will be
provided for and maintained by the O<nners. The Developer
is to submit further details to the Planning Board for their
consideration.

Councillor Illingworth gave Notice of Motion to amend the Council's procedure
By-law to define the duties and terms of reference of the Planning Board and
Planning Committee to do away with duplication.
WORKS COMMITTEE REPORT
A Meeting of the Works Committee was held on Saturday, August
26, 1967 at 10.00 A.M. in the Council Chambers.
PRESENT WERE:
Councillor Davis -Chairman, Councillor Illingworth -Vice
Chairman, Reeve Murray-Member, Councillor Corbett, E. A.
Me Gregor -Town Superintendent and C. H. Duncan.
The Meeting was called to open Tenders.

SIDEWALKS
STUMP REMOVAL
5 SEPTEMBER 5, 1967
Repairing sidewalks and curbs on Yonge St., North and South,
A ~uotation was received from W. Pressley for a total of
$1189.80.
The Committee recommends that the ~uotation of W. Pressley
for $1189.80 be accepted.
Three ten<ilers were received for removal of stumps to 5" below
grade and cleaning up, not including loam or sod;

The Committee recommends that the Tender of Robert Draper for
$10.75 Per stump be accepted and that be guaranteed to a
minim~~ of 72 stumps to be removed. The total cost is not
to exceed $900.00.
ROTARY HIGHWAY SPREADER
Two Tenders were received as follows;
Frink of Canada, Model S-300A Selecto-Spreader Installed $1375.00
Note: This model attaches below the tail gate of the dump truck-.
Brantford Trailer & Body Limited, Model 23F Rotary Highway
Spreader Installed $2146.00
Note: This Model is a Hopper Body that fits on a truck chassis
as a permanent spreader unit.
No decision was reached by the Committee on this Tender.
The Committee has ok'ed the Superintendent to attend the
American Public Works P~ogram Oct. 1-5, 1967.
The Committee also instructed the Town Superintendent to set up
a Sewer maintenance Program.

Councillor Davis verbally reported that the Works Committee recommends that
the Town Superintendent attend the Works Superintendents Association
Convention in Boston.
A sanitary and. storm sewer maintenance program has been
started. The men will use the existing sewer cleaning equipment and the proper
equipment will be included in the 1968 budget.
· The sewer overflow has been completed at the intersection of

Glass Drive and Holman Rd. and a water test indicates that the problem with
flooding has been corrected. The overflow is below the lowest basement elevation.
PARKS COMMITTEE REPORT
The Parks Committee met at 8.00 P.M. Tuesday 29, August.
Councillor Illingworth and Trent present and Councillor Corbett in attendance
The following items were discussed.
1. MC MAHON PARK
Following meetings with representatives of the Tennis Club and
the L~ Bowling Club, it is the opinion of the Parks Committee that an over-
all improvement progrrun should be prepared for the park and its various uses.
The following recommendationa are submitted re McMahon Park.
(a) The Parks Foreman to prepare an overall plan for the parks, and
submit for further consideration. Pending the over-all plan of
the Parks Foreman, the following action to be carried out.

A parking lot to be prepared South of the tennis court, and the
area of the tennis court, presently used for parking·, to be graded
and re-sodded. ·
The Works Department to provide bulldozer to level and clean
out area as directed by the Parks Foreman.

A further study ~o be made regarding a joint clubhouse and an
agreement to cover the use of park property by Private Clubs,

It is r~3 ~gB~a that the Park benches be placed at convenient
locations on Yonge Street, be left in position on a year round basis , and an
asphalt pad be made, during the period when the Yonge Street sidewalk are being
repaired.

3. PARKS DEPARTMENT HORKSHOP
~n oruer cnat full use can be made of the ParkS Dept. Workshop
in repairing and preparing parks and recreation equipment during the Winter
Months, the Parks Foreman is authorized to obtain prices to repair or replace
doors and other improvements, and submi~ report.

area for outdoor rink.
5· OUTDOOR RINKS
n kS recommended that Outdoor Pleasure rinks {without bmards) be
prepared and maintained at the Town Park, Confederation Park, Aurora Heights
Park and that a check be made with the School Board regarding a rink in the
George Street School area.
6. SPRAY EQUIPMENT
Tne purchase of spray equipment for parks was included in the
budget, Hovrever, as Park employees are used to cut grass, weeds etc. in areas
other than parks, it is recommended that the size of the spray equipment be
increased and tenders be called for equipment.

~entre be assigned to the Parks Department, for maintenance and the costs of
such maintenance be charged to the Community Centre operation, It is also
recommended that the Works Dept. provide top soil to fi1l in low areas as
directed by the Parks Foreman.
8. ARRANGEMENT ~liTH WORKS DEPARTMENT
It is suggested that firm arrangements be made with the Works
and other departments regarding the providing of equipment, and labour, As a
suggestion, it is suggested that a policy similiar to Richmond Hill be
adopted, in that when work is required at a park, the Parks Committee prepare
a Works requisition and pass to Works for action and that tee equipment be
suppl~ed free of charge and a normal charge be made for labour only.
9. REPORT OF THEE INSPECTORS
Attached to this report is a report of the Town Tree Inspectors
and ~our committee recommends that this report be approved and included with the
Town Winter Works program.
10. TREE REPLACEMENT

all areas of the Town, your committee recommends that a full scale tree
replacement program be implemented.
u. TOWN PARK
Your committee recommends that every effort be made to satisfY all
requirements for the Town Park without erecting a fence, and that consideration
be given to using flower beds, entrance gates and types of fences used in other
municipal parks.
12. FOUNTAIN & TOILET FACILITIES --.. ' Your comm1ooee recommends the a study be carried out to provide
water fountains and toilet facilities in the. various Town Parks and that
consideration be given to the mainteneace of such equipment by the Parks
Department, instead of the Property Department.

Your committee recommends that proper entrances be designated
and suitable entrance ~s be erected at the various park areas.
