A letter from the Aurora Police Assoc-iation advising Council that they wouid meet with them on Wednesday May, 3. 1967. It was duly resolved that a meeting would be arranged for TUesday May 9th. 1967 as other meetings were planned for ~ 3,: 1967. A letter from David Hill, Dhairman, Aurora Planning Board , with copies of the Official Plan, Town of Aurora, asking for the adoption of the Official Plan. NORMAN JACKSON SINGERS Councillor Illingworth referred to a previous request from the Norman Jackson Singers for monetary assistance from the Town to-wards their trip to Expo -referred to the Finance Committee and no action as of this date. Mayor Davis advised this subject would be placed on the agenda of a Finance Committee Meeting to be held Thursday, May 4; 1967 and further that it would be ascertained the amount if any, of a grant allotted this group by the County of York. Mayor Davis introduced a letter from the Newmarket and District Association for Mentally Retarded, requesting the Town to proclaim the week of May 14 to 20, 1967.-"Flowers of Hope Vleek." T~ Manning appeared before Council to ascertain whether the Town is prepared· to enter into some form of agreement with the-estate of John c.· Bodfish whereby rights.:..o.f;;,.way might be granted to the estate over the lands separating the estate property on the westerly sid!'l of the stream, which parallels the westerly boundary of Harriman Road to HarrimanRoad itself. "-.. Representatives were in attendance from Whitchurch Couno:U and Planning Boardt Holland Valley Conservation Authority, and Aurora Council. Nil Representa~ion was present from King Township Planning Board. Councillor Flinders, King Twp •. Advised he was unable to attend. The Joint Meeting was opened by Mayor Davis, of Aurora, w~th a general review of th~ events leading up to the present meeting and the importance to the Town of Aurora and other Downstream Municipalities for joint action in preserving the headwaters of the Holland River, Following a general discussion of many aspects of the situation, it was moved by Mr. Jack Allan, V:lhitchurch Planning Board, and seconded by Deputy Reeve V!illiamson or Aurora, that the Holland Valley Conservation Authority carry out a preliminary study and submit a report to include approximate costs and distributiorr of costs. The motion was unanimously carried. Planning Report MEETING WITH CONSULTANTS, ANNEXATION BOUNDillRIES, The Planning Committee met at 7,00 P.M. Monday RE April 24th. 1967, with Llessrs. J.P. Miller and J. Sepejak of E.G. Faludi and Associates, Town Planning Consultants Ltd., to find why the Boundaries of the land to be annexed from Whitchurch had been changed from what Council originally suggested. All members of the Committee were present, as well as Councillors Corbett and Illingworth. . All aspects were thoroughly looked into with the result your Committee feels that the change in Boundaries should have been noticed by Council when the Town Engineer's report was presented in April 1966.. However we do •eel quite strongly that if Council had met in Committee with Consultants to discuss their report further as was suggested on their letter of April 18th, 1966 1 this error probably ~;,rould have been rectified;· i!e feel that some blame can be attached to the Consultants but the greater responsibility . rests entirely on Council's shoulders. O'Donoghue, Manger of the Lands and Building Division, Crown Assets Disposal COTP• 2. At 2.00 p.m. the Deputy Reeve and Councillors Buck and Miller mut with ~. O'Donoghue in his office and before our discussion ended we were assured by Mr. O'Donoghue, that if, as and when the building in question was turned over to Crown Assets Disposal Crop., Aurora would be given first change to purchase it, providing of course that : (a) Some other Department in the Federal Government did not require it. or (b) The Provinical Government did not place a request for it. As ~. O'Donoghue is the gentleman who has the final say as to who the eventual owners will be we are confident our interests are protected. Mr. O'Donoghue suggested that a letter go to him immediately from our Clerk stating our interst in procuring this building for Municipal purposes. only •. When the building in question has been vacated and turned over to Crown Assets Disposal Corp. it will be appraised as to a fair market value, taking' all things into consideration and the Town of Aurora Will then be advised of the price. 3. Following our meeting with Mr. O'Donoghue, contact was established with Mr. G.L. Locking, Chief, Grading Section, Department of Agriculture regarding a grant for the new Community Centre and we were told there were grants available and the person to contact was Mr. G.B. Haggith, who at the moment, was in Montreal. He stated a letter should be written to ~-Haggith, Livestock Division, Department of Agriculture outlining the uses the Centre was to be put to and requesting a grant. Your Committee feel that the Personal contact made with the various Officials we talked to was of inestimable value in placing our requests before them and we are confident the Town will. benefit as a result. We recommend that letters from the. Town be written to: 1. Crown Assets Disposal Corp. re the Post Office building and 2. Illingworth presented a report of the Liaison Committee Liaison Committee CLERK- DEPUTY CLERK In accordance with previous notice, the Liaison Committee met at 7.30 P.M. Wednesday, April 26, 1967 to open applications for Cl~rk and Deputy Clerk, Councillors Illingworth, Davis :: nd Corbett with Clerk- Treasurer Johnson in attendance. (a) Clerk -No applications were received for the position of Clerk. (b) Deputy Clerk -10 applications were received for the position of Deputy Clerk. Three applicrugt4 had experience in Bunicipal VJorlt and were selected for interviews. Arrangements were made to interview 2 applicants on Saturday t'iorning and the third on Monday or Tuesday Evening. Interviews carried out by all members of the Coi:lmittee and the Clerk-Treasurer. Clean-up of Park-This item previously approved by Council and it is requested that arrangements. be made for lVorks Dept. to contact i\<l.r. Jack Woods re arrangements. Recommend that Town Superintendent be advised. 2. REFUGE CONTAINERs-It is requested that addi tiona! refuge containers be made available in the Town Park for t'he Friday Evening and Saturday of Horse-Show :.veek-End, which would assist in clean-up. WATER -There is 2 requirement f'or water to be available to lay dust and for watering horses. - Recommend that the hydrant used for flooding rinks be made available and that the Town Superintendent and parks Foreman be advised to arrange accordingly. 4. PARKING -Fire Chief Harry Jones to be invited to ~e next ~eating to discuss parking, Fire Precnutions, etc. 5. FENCE -It is hoped that arrangements can be made to erect new fence during the summer vacation period. As it is desirable to grade area outside fence for pnrking, it is recom<iJended that the Works Dept. consider the possibility of' removing the old fence and grading area prior to erection of new fence. 6. NEXT lr2:E'l'ING -To be held in Snowball School at 8.00 P.M. Thursday, May 4, 1967. As your representative on the Horse Show Committee, it is requested that any items to be discussed be forwarded prior to :cednesday, L';ay 3, 1967. The annual Horse Show brings many visitors to the Town of Lurora and considerable publicity. Every effort should be ~;mde by the Town of Aurora nnd by the Merchants of the Town il1l capitalize on this annual event to the Ivlutual benefit of themselves and the Horse Show. CARUED • I" } :)}: ·:-. 9TH REGULAR - 9 - May 1,1967 REPORTS OF COMMITTEES CONTINUED BASEBALL TRACK. & FIELD SOCCER HUGGER COMMONT ITEMS OF INTEREST Councillor Illing>rorth presented a report of the Parks' Committee: In accordance with previous notice, your Barks Committee held an open meeting at the Aurora Community Centre, On Wednesday, April 26th.l967, at' 8.30 p.m. Due to other Council committments Councillor Trent, and Councillor Miller were unable to be present. Mayor Davis, Councillor Illingworth,~~. E •. Batson and N. Weller met with pepresentatives of the Recreation Committee, baseball,t~nck and field soccer and rugger. l. Representatives of baseball advised that approximately 75-100 adults and 300-400 children woul.d be participating in baseball and a minimum of 4 diamonds ,.rc)uld ee required. Plans should be made for 4 soft ball diamonds and l hardball diamond. 2. Representatives of Track and Field advised that approximately 50 children participate in club activities, an that this number would increase, and activities ~ould be included for adults, if facilities were available. Consideration was requested for a track around the perimater of the football field. 3. Representative of soccer advised that approximately 100··150 adults and 300-350 children would be participating and .a number of 2 soccer fields would be required. 4. Representative of rugger advised that at the present time 25 adults are participaing, but a junior section of up to 60 -75 children would be active if facilities Rere available. Their requirements is for one field, which with minor modiciation, such as end zones dual purpose goal post would be used in conjunction with one of the soccer fields. 5. During planning of the community centre, it was arranged forcertain sections of the centre, including dressing room, showers, toilets facilities, etc. to be available to teams and spectators using Fluery Park. Mr. Batson advised that the south door would be open and the front section of the centre, which include the above mentioned facilities could be available, if conditions warrant, one of the snack bars would be open, or coin operated drink machinec would be made available • . -One of the storage rooms in the Centre would be made available to ' ' the various organizations for the storage of kits, etc. Some consideration must be given to insurance coverage and responsibility. •. ' ~ :·.'' ! 9TH REGULAR -·10-MAY 1,1967 REPORTS OF COMMITTEE S CONTINUED PARKS COMMITTEE REPORT Arrangements to be made to check bleachers and erect new bleachers, where possible, in most suitable location. SCHEDULE OF USE EQUIPMENT EQUIPMENT FIELD INSPECTION 6. With the many activities proposed, the need for strict control was evident. It was proposed and agreeable that Mr. N. Weller be advised and would schedule events, and alsto to advise Mr. E. Batson, when the Community Centre was required. 7. The need for a larger machine to mark the playing field was noted and this item to be further investigated. 8. Representative of the various organizations met with Councillor Illingworth and N. Weller at noon, Saturday April 29, to inspect the Playing fields. Many ideas and suggestions received for modifying existing fields, moving baseball back-stops, making a new ball diamond for girls and minor players, These ideas will be consiaered in detail and submitted to Council for approval at a subsequent meeting. 9. RECOMMENDATIONS Your Committee recommends as follows: • * ~. The Parks Committee be authorized to meet with the Centennial Committee, the Aurora Pttblic School Board and Oak Hart Ltd. to discuss possible use of ~acilities. b. A price be obtained for the erection of a multi--purpose goal post in Fleury Park d. CO!Il,lJiSJ-~rat:!.Q!LAA, given to providing a storage room in the community centre· for equipment and that insurance coverage and responsibility for such equipment be investigated. c. Confirmation that dressing rooms, shower and toilet facilities in the community centre will be available to players and spectators of sporting events in Fleury Park and other adjacent park areas on . a pre-arranged basis. e. That N. Weller be authorized as the Town Official, responsibile for the booking for use of all park facilities and preparing a weekly schedule of activities and advising all concerned. CARRIED (Above meeting to be arranged for Thursday evening, May 4 ,1967. ) Councillor Corbett advised he had arranged with Ken Rose, Aurora to replace three lengths of eavestroughing on Victoria Hall. Counciloor Trent brought forward an earlier Police Committee report recommending that Irwin Ave. be closed off and then referred to a recent letter from the Ontario Department of Transport stating they were willing to approve a by-law to provide that Irwin Ave. be a one way street. TRENT: "Resolved that the Town Superintendent be instructed WILLIAMSON: to formulate an an average cost for service connections in order that Council may consider a revision of its present rates." CARRIED. "Resolved that the Town Superintendent arrange to place park benches at, or near, all bus stops, in the Town of Aurora. " CARRIED. "Resolved that the Mayor and Reeve be authorized to attend the forthcoming Mayor's and Reeves convention if they so decide." CARRIED Mayor Davis read a letter from Birks Jewellers of Toronto advisihg the cost of supplying Town of Aurora crests would be $14.00 each.
