It was reported verbally that the Planning Committee had met with AU.ioora
Planning Board and Whitchurch Planning Board and had cdme to an agreement
re protection of headwaters of streams flowing through AU.rorai A letter
has been received from Holland Valley Conservation AUthority acknowledg--

Councillor Williamson presented a report of the Planning Committee.
11 The regular meeting of the Aurora Planning Board was
held J'fovember 22, 1966 at 8 :00 P ,M, Mayor Davis,
Councillors Williamson and Illingworth in attendance,
].lfr, Harold Deeks, Planning Consulta..l'lt reviewed the
action taken in conjunction with n~. Conroy Dowson,
and the Department of MUnicipal Affairs regarding
the official plan. The Community Planning Board of
Department MUnicipal Affairs have reviewed the
proposed amendment and revision to the plan and have
a.ccrcptod it in principle,
It is anticipated that the final draft copy of the
Official Plan will be submitted to the Planning
Board at a special meeting to be held December 14,
1966.
If accepted by the Planning Board, the plan :'will be
printed and circulated to all citizens of the Town
so that pUblic meetings can be hpld in late January,
1967, Following the pUblic meetings, the plan will
be reviewed to consider any changes proposed at the
pUblic meetings and when completed will be forwarded
to council for consider~tion approval, and forwarding
to the Minister of O.M.B. as may be decided at that
time,
The submission of the Zoning By-law will be held
pending approval of the Official Plan but in the
interval, it will be reviewed and amended as required
to coincide with the Official Plan,"

Councillor Illingworth presented a report of the Police Committee,
"The Police Committee met at 7 :30 P.M. on Monday,
November 28, 1966 all members of the committee,
Chief Langman, Deputy-Reeve Simmons ~~d councillor
MUrray in attendance, The following items were
discussed :
1, IRWIN STREET
By-law 1706 which would prohibit traffic in any bUt
a westerly direction on Irwin St, was discussed.
It was felt that it was impractical and woUld be-
difficUlt to enforce, if the street was part one-way
traffic and part two-way traffic as previously
suggested, ·
In view of the possible changes in grade level witli
the widening of Yonge St, it is suggested that two-
way traffic remain on Irwin St, until Engineer's
Report on Yonge St. are complete, and the Police
Committee review at that time4
2. PROMOTION
It was brought to the attention of the committee in
a memo from the Chief of Police dated November 22,
1966 1 that one of the 1st class Constables was
designated as Senior Constable on October 7, 1966
"to do the work and take the responsibilities of
a sergeant", This memo also contained a recommenda-
tion that the officer in question be promoted to the
rank of Acting Sergeant,···
The Chief of Police was advised of the context of
previous Committee Reports which stated that promotion
to Sergeant woUld not be considered until the depart-
ment was at a certain strength and until qualifying
examinations were successfully completed, DUring the
discussion that followed, the Chief of Police walked
out of the meeting,
The question of heavy soles for boots and traffic
conditions at Cousins Drive and Yonge Street were
not actioned and will be held over to a fUture meeting."

11 The services Committee met at 7:30P.m. Tuesday,
November 29, 1966. All members in attendance.
Tho agreement with R. c. Brill re Canine Control
was reviewed and it is recommended that it be
renewed for :period ending December 31, 1967 at an
annual retainer fee of $3,000.00.
It is also recommended that next year's Services
Committee review the fees for dog licences."

It was reported verbally that the o~tdoor rinks will be flooded as soon
after December 15 as weather permits and that lighting will be provided
at the rinks.
It was reported that t11e Recreation Committee are unable to undertake
repairs at the Swimming Pool because of inability to obtain plans,
DAVIS: "Resolved that Co~ncil through the Town -
mURRAY: Solicitor send a letter to·Mr, Betz re-
questing him to provide a set of plans,"
CARRIED.
DAVIS: "Resolved that the Firemen's stipends from
SHflVIONS: JUne 1 to November 30, 1966 in the amount
of ii6,208,50 be paid, with $4-20,00'of this
amount to be charged to the Water Account,
and that the seal of the Corporation be
attached hereto,"

PATRICK: "Resolved that Christmas fowl be

A meeting is to be held immediately following this council meeting,
Mayor Davis was requested to contact Aurora Hydro re lights through
Fleury Park to the Community Centre,
