Councillor Illin~orth prezented a report of the Police Co~mittee in· Which the
Committee respectfully submit the following:
Eeference :i.s mnde to previous minutes of Council de.ting back to December 6th.
1965, when the Police CorO!llittee submitted certain recommendations regarding the
street lighting within the T01m of Aurora. In spite of many assurances that
action was being taken by Council's re~resenta+-ive on the Hydro Co~ission, no
apparent improvement was noted. Therefore, s. meeting was a'!'ranged between the
Police Committee and tho Hydro Corm11ission, a.nd held on •rucsde.y, October llth.

The Chairman of the Police Committee revie;red the circumstances leading up to the
joint meeting, and ?.dvised that this meeting should not be considered in any way
to be a critic ism of the HyJ.ro Comr1ission, lmt an effort to discuss >rays and mea11s
of improving li,;hting ·conditions within the Town, in an effort to sto!' possible
vandalism, crime_, etc. and to 5.mprove traffic safety.
The Hydro Commissioner reported that the street.~. lighting in Aurora 1-rr-.s maintained
at a high stand.e.rd and continual revie'.< was ccrried ct:t to improve e!iixting
equipment, but that adoitional lighting or equipment would require the authorization
ofCouncil. The Commissioner felt that the existing ea_uipment was not at fault
but that additional lighting was required in many areas. It. was also felt ilhat dne
to the heavy '(X·owth du:dng the sum'ller, the foila!l;e of the trees inceaased in density
which was also a factor in the effect of the street lighting.

survey of the •rotm, as rega·u"S improvement in street lighting, specially in the
residential areas, cross-1·T~dks and municipal parking areas. The ~ ' agreed to
do this and submit their recommendation as soon as possible.
The subject of overhGaad. amber lights at Intersections was discussed. The prime
purpose of such lights was to ino.ieate intersections, especially ;_ntersections where
a posoible danger condition existed.
The Hyclro adi:ised the.t the o.mber overhead lights reduced lighting intensity consid-
erably, and oth"r, more economical we.ys, were e.vc.ilable to designate inte1·sections
such as the amber lights installed at desl.gnated intersections on a trial basis .

. REPORT OF POLICE COHMITTEE RE ~mETING viiT!l RYDRO COMNISSIQN
The prime functions of the amber street signs is for designating the intersection.
The name on the street sign is a useful secondary purpose. It was reported that the
illuminated horizontal signs arc more that 5 times the cost 'l.nd maintenance and · )
replacement costs are high. In fact, it ;ras reported Bne Town that had· previously
erected horizon~nl ill~~inated signs were removing· them because of the costs •
The Hydro advised that the Capital costs of such improvements are paid by the
Hydro, but that the acld.i tional service is paid by the Tmm.
Although not part of this meetin,T, the cost of the Centennial lightinp: '!Tas discussed.
The Hydro and the Board of Tro.de were paying for all capite.l cots, but consideration
of the Town to pay for th'" services was requested, and is included in this report
for this purpose only.
Based on the foregoing, your committee recommends
1. That the survey as· c~.rried outby the Aurore. Hy<l.ro be considered by Council
2. That the lar~er amber street sign lights, as located at Mosley and Yonge St.
be approved and a 5 year ~lan be prepared for the balance of the Town.
3. That the Town assmne the costs of the sel'vice for the. Centennial lighting.
Subse~uent to the m~eting, the report has been received from the Aurora Hydro and is
attach~d to this report.
Your Committee requests that a latter of thanks be forwarded to the Aurora Hydro
for their Consideration, recommendations and ~rompt action.

ITF."! 2 Councillor Hurray said· that he had heard nany complaints about the t;vpe of
lights ased at the intersections. A total stranger >rould be past the street before
he could read the n~~.e. These signs are an expensive way to mark the intersections.
Councillor Illingworth said I<e must decide the prime function of the yellow signs.
They are there to indicate em intersection an'l the lettering ia a by-product. The
horizontal signs are much more expensive the.n the vertical signs. Perhaps we should
look at a cheaper me~ns of ~erkin~ intersections.

The Police Committee met on Frieay, October 14,1966 at 7.30 p.m. All members of
the Committee in attendance. During hhe meeting various members of Council were in
attendance for parts of the meeting
1. PAY FOR SCHOOL CROSSING GIJMDS
In spite of all the various discussions that has taken place regarding sil.larj es of
various groups of To1;n employees, your Committee feels that one group •Tre inadvertently
forgetten, and we refer to the school crossing guarC.s. These ls.dies, who in e.ll
· vTeather conditions, four timf.!s a day, 5 times ~ vreek and on duty t.:> protect our school
children perform an outstanding public service, and no consideration was given to
their honourarium, when the salareis were under revie>r. A check of adjacent
municipalities revealed that our standard is low, therefore your Committee recommends
that the weekly honouarium ba inccreased to $17.50 per week, effective l, September,
1966.

By-law # 1439 was passed cy Council 2 Hay, 1966, and is a by-law to restrict speed of
motor vehicles in school areas. No action was taken by Council at that time to erect
signs and implement the By-law. Subsequent to the passing of the By-law the act
rege.rding signs in school areas, was amended, so that the By-law is no longer applic-
able. the By-lm·r can be re-introduced under a different section of the H.T.A. to

ITEM 1 Councillor 1.Tilliemson said that the ax2 was less than the l'linimum required
for one-bedroom but was large enough for a bachelor apartment.

mark from Hurricane Hazel.
Councillor Illing;rorth said the Town has quite an investment in the S•;im.'lling pool but
access is only from George St. If the Town buys a strip of lan on either side of hhe
creek we could provide a -park in the centre of '!'own and also parkin;>: for the Swimming
pool.
Councillor Trent said that when Council was considering improvin~ the F.euben St.
entrance it was found that the land belongs to the School Board.
Mayor Davis said an investigation should be made before a recommendation is accepted.
Councilor Davis said the solicitor had already investip;ated and only a small area
land around the pool belongs tot he To1m and the rest oelongs to the school.
Deputy F.eeve Simmons sr.io_ tho.t the Conservation Authority should be brought into it.
