MINUTES OF THE 17TH REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL CHAMBERS ON

Mayor Davis called the meeting to order a.nd welcomed a mll'lber of Grade 10 students
and their leader from Dr. G. H. Williams High School.
Mayor Davis presented Mr. C. Q.uantz with a certificate of qualifj .abion from the
Ontario Water Resources Commission. He congratulated Mr. Quantz and thanked him
for his interest in his .work.

LETTER FROM
MRS. BUCK RE
AURORA POLICE
DEPARTMENT
A letter from Mrs. Evelyn Buck regarding the Aurora Police Depart-
ment.
Mayor Davis aaid.that Council had not been critical of any
individual but of a department. He felt that Council must reserve
the right to criticize the operation of any Department. He said
that the second part of the letter is erroneous and asked the
Chairman of the Police Committee for the correct information.
Cpumcillor Illingworth said that a First Class Constable Ynder the
present contract receives $5,100 per year ?lus fringe benefits
valued at $500-$600. per year. He pointed out that a new contract
is now under arbitration.
Councillor Murray pointed out that the present salary had not been
set by this Council, but by a judge.
Councillor Williamson said that this was true ef an earlier contract,
but that the present contract was the result of an agreement
negotiated with the Police Association.
Councillor Illingworth said that until the neighbouring Townships
had settled with their Police several months ago Aurora's level
had been higher, but now the Townships are $500. pigher.
Councillor Illingworth said he agreed with Mrs. Buck regarding
personalities coming into Council, but Council must be allowed to
discuss departments aa they see fit.

A letter from Brandon and Hopkins requesting on behalf of clients
a private right-of-way access to land in King Township from
Aurora Heights Drive and Kemano Rd.
Mayor Davis questioned whether we wouldn't be setting a
precedent by granting this request.

Councillor Illingworth said that this request points up the need
for a joint planning committee in the area. We could he tying
up hro streets ;rhich might beneeded for future development, He
hoped that the Planning Committee could meet with the
Planning Committees of King and Whitchurch.

A letter from the Town of Elmira requesting support for a
resolution ;rith respect to Education costs.
Councillor Murray said that this same type of resolution came
in some years ago and he was against it because it asked the
Province to assume all the cost of education, which would remove
education from local control. He approves of this resolution,
because it askes the Province to pay only 80% of the cost which
would still let the Municipality to still have a finger in.
Councillor Illingworth said that Councl should support the
resolution ttrongly. In a Town like this there are many elderly
people who have done their part already in raising and educationg
hheir families who still must pay the ever increasing cost of
education. His personal view i:. that the Province should pay
100% of the cost.

A letter from the Aurora Recreation Commission requesting a meeting
with Cou.\'lcil to discuss repairs at the Swimming Pool.
Councillor Trent said that the Engineer had been asked to bring in a
report on the repairs needed at the Pool and their estimated cost.
councillor Davis said that as a member of the Recreation Committee he
knew that the Engineer had not made hs study as yet. He said that the
required repairs are beyond the means of the Recreation Committee and
must be done before bad weather sets in.
Mayor Davis said that Council in Committee will meet with the
Recreation Committee at 1.00 p.m. on Septe~ber 26th.
A letter from the Aurora Public School Board regarding a fence
at Aurora Heights School
RENT: Resolved that the letter be forwarded to the Property
Committee to see if we have the money.
The motion failed for lack of a seconder.
Councillor Murray said that there had been a playground there for a
nu.~ber of years and the School board never worried about the children
going down their. When the Community Centre is completed there will
be no need for a fence. He felt it is simply a matter of the
teachers controlling the children.
Councillor Illingworth said that the school property goes over a hill
and the teachers could lose sight of the children. It could be
dangerous during construction. The danger will still exist on
completien, because _,)f the parking lot. He agees there is a need
for a fence but he doesn't know where we will get the money.
Deputy Reeve Simmons said he can see no urgency in the matter and that
it should be left over to next year's budget.'
Councillor Davis said he felt discipline by parents and teachers
is needed. A fence would block of access to the park.

Mr. Eric Lawton appeared as a delegation to ~equest a water service
on Yonge St. South in "fuitchurch Twp.
Councillor Williamson said that when the matter had been raised
previously he was one who voted against it, He ;ras not against the
request so much as he was against the manner in which it was introduced
Council had made its rebuke and he was now prepared to support the
request.
Councillor Illingworth said that when it was discussed first we.
were discussing services, which included sewers. The new buildings
are a credit to the entrance to the Town. Since the York County
Health Unit has granted permission to use temporary septic tanks, he
feels the Town should not withould the water serivce.

Deputy Reeve Simmons saj.d that these are two ne;r businesses serving the
people of Aurora and the Town would be remiss in refusing them.
Councillor Murray said that he agreed with Councillor 1•.Jilliamson. The
application had been turned down on principle before. If it he.d
been brought in properly it would probably had been approved.
Councillor Davis asked how the rates would be set up.
Mayor Davis said the reates would be the same as for other uses outside
the Municipality, t.hat is metered and double rates.

Deputy Reeve Simmons presented a verbal report on the Pollution
Control Plant Cente. On Thursday of last week there was quite alot
of vanalism at the Centre. Three men were required to work 12 hours
on Sunday repairing the damgge to the No.2 plant.

"Resolved that flood lighting be installed at the
Pollution Centrol Centre."
Councillor Davis said that flood-lights had proven to be successful
at the bandshell.

Councillor Illingworth reported verbally that the a~itration hearing
scheduled for September 21. had been postponed indefinately because of a
recent ruling that Judges may no longer serve in Jl.Pllitrc,t:l.cn

Councillor Illingworth presented ~. report of the Police Committee in which
the Com~ittee respectfully submit the following:
The Police Committee met on \;Tednsesay, September 7,1966 at 7. 30 p.m. all
members of the committee, Councillors Davis and Murray and Sgt. J. Krochter
were in attendance. The follm<ing items >rere discussed.
(a) R~VIEW APPLICATIONS FOR POLICE OFFICER
Persuant to Council meeting of Septembe~ 6, which authorized the Police
Committee to revie>r applications and selct an additional Police Officer
for the To>rn of Aurora, a total of 12 applications >rere revie>red. It is
interesting to note that one application >ras received from Dundee,Scotland
and one f~om Alexandria, Egypt. After consideration, six of the
fPplications were eliminated and candidates advised. The remaining
candidates are to be interviewed on Saturrray, September 24th.
2. RENTAL OF RA.DAR EQUIPMENT
Literature was received from Municipal Equipment Sales Co. Donmills,
regarding rental of Police radar speed timers. As the present radar
timer is owned by the To>rn and is in good repair, no action is recommended
at this time.
3. STREET LIGHTS
It is noted that no action has been taken as yet to brighten up the
street lights as previously recommended. It is recommended that the
Hydro prepare a plan to improve the street lighting and to place yello>r
overhead lights to designate intersections of roadways •• Your committee
could not reach any conclusion about the yellow lights presently used to
designate some intersections, combined >rith the n~mes of the streets.
While there is no doubt that yello>r light designates the corner, it is
it is felt that the name is too small to read at any distance, and an
illuminated horizontal street marker may have merit.
Your Committee makes no recommendation in this regard and leaves this
item for Council's consideration.

4. HEDGES AND TREES AT I~~ERSECTIONS
A study bas been made of some of the intersections within the Town, in which hedges
and trees obstruct or partially obstruct the vision of ~pproaching traffic and
create a safety hazard. This is particularly noticeable at Kennedy and Temperance Sts:
¥eltcale and Wells St. and George and Tyler Sts. Many municipalities have by-laws
that restricts the hei~ht of a hedge that is on the road allowance, so that vision
will not be obscured. Your committee does not feel that a by-law is necessary at
this time, but recommends that letters be written to occupants of houses in which the
hazards are located and request their co-operation.
5. TRAFFIC LIGHTS -YONGE AND WELLINGTON STREETS
A lenter has been received from Mr. D.K.Legge, of Willowdale, complaining about the
timing of the Traffic lights at Yonge and \{ellington Sts. and thus creating the traffic
problems on Yonge St. north on a Sunday evening. The tiw ing of the lights is deter-
mined by the Department of High>rays, and the Police Department have no method to
change the timing. The only method that could be used is for the lights to be
manually controlled during the rush ll!mxx period. It had been hoped to try this for a
trial period, but due to shortage of staff no action was taken. Recommend no action
be taken at this time and further study be given , if necessary, when new lights in
operation.'
6. CAR WASH-Tii!MPERANCE ST
Although complaints have been received through members of Council, and occasionally
by the Police Dept. regul~-~urveillance by the Police Dept. and members of the
Police Committee has not :r-:•7·: ·· 1·Yl any undue noise or parking problems associated
with the car wash on Temp<cra .. c.a St. A letter has been received from Mr. Hopkins
that signs previously discussed have been ordered and will be erected as soon as
they are delivered. While a close watch will be maintained, your Committee recommends
that no further action be taken at this time.
7. GRAY COACH BUS STOPS
Your Committee has given careful consideration "· to all correspondence. and comments
received about the referenced bus stops.
The Gray Coach report "Our drivers report they are generally accepted by Aurora's
• patrons as well as by rush hour motorists, who are now aware that our coaches
Gr.J.y stop at a fm• designated locations. We have recei Yed. some unfalllouraole comments
from Aurora residents about the location of the stop at Gentre St. and the proximity
of the public shelters to· the stops at the north and snuth ends of Town."
AURORA POLICE DEPT. REPORT Limited stops as per present time generally good. We are of
the opinion that flow of traffic is helped" Attached to the Police REport is a drawing
of the present stops and suggested changes which will be incorporated into the
:recommendation of this Committee. Other than the letter receiYed from the Gray Coach
commuters, regarding the stop at Centre St. which has already been corrected, two
letters and one phone call were received regarding the location of the bus shelters

(a) That the present system of bus stops be continued on a permanent basis, with
minor modification as listed hereunder.
(1) YONGE ST. AND MURRAY DRIVE (SOUTHBOUND)
The Sigh is presently placed 52 paces north of the north edge of Murray Drive. It is
recommended that the sign be moved southward approx. 30 paces south, so that patrons ,1
will be able to use the existing shelter and the stop will be sufficient distance
from the corner so that trBffic will not be restricted.

9. RADIO REPAIRS

Your Cormnii;tee is concerned about the high cost of radio repair£. Vlhen mileage and
transportation expenses are added, so that a relatively small hill is increased
consi.'Lerably. It was reported. that whenever possible local technicians vrere used
but is some cases, specialized equipment is necessary and a technician from the
company is required. Your Committee recommend no corrective action.
10. REVIEW OF BUDGET
Your Committee reviewed the Police Budget to date, and a more detailed analysis will
be carried out. It is noted that items for uniforms an!'. clothing which was reduced
from $2,000.00 to $1,500. has a balance of $9.81 and 2 Police Officers will have to be
outfitted before the end of the year.

11. DISPATCHING SERVICE
Resignation was received from one of the civilian dispatchers due to illness. Your
Committee discussed the merits of the cadet system in lieu of civilian dispatchers
after considerable discussion, your Committee recommends
(a) The Chief of Police be authorized to advertise and hire a male civilian dispatcher.
(b) Your Police Committee carry out a detailed study of the cadet system and submit
report.
12. EXTRA DUTY
Due to the present shortage of staff and to ensure that the Town was policed at all
times your Committee authorized the Police Dept. to pay double time for shifts
that could not be carried out under the terms of the Agre~ent and had to be filled
on a volunteer basis. One officer who voluntarily gave us his nlanned holidays is
1D have the option of taking another period or to receive pay in lieu of holidays.
13. HICY~LES ON YONGE ST.
It is noted with inceased frequency the number of bicycles that are ridden on the side
>alk in the central area of the Town, creating a hazard for pedestrians. Your Committee
recommends as follows:
(a) That the existing By-law be published periodically in the paper.
(b) Traffic safety Officer stress this point in his safety t~~k at schools.
(c) Offenders who are observed should be stopped, cautioned and parents adYised,
and the co-operation of all parents is requested.
The matter of issuing bicycle licenses was discussed and no action in this regard is
recommended at this time.
14. HIGH SPEED CHASES
Your Committee expressed concern about the number of high spJ?ed chases recently reported
in various municipalities, and the d8.nger created not only for the officer himself,
but for many innocent bystanders. While your committee feels that it is not
·possible to lay down a general rule, and action in each c8.se must be determined· by the
officer at the time, the following is suggested as a guide.

PLANNING COMMITTEE REPORT
Councillor I>Tilliamson presented a report of the Planning Committee in
which the Committee respectfully submit the following:
The Planning Committee met on Monday, September 12 at 7.30 p.m. All
members of Committee and Building Inspector A.Jubb in attendance. The
Following items were ~iscussed
1. REQUEST BY MR. ERIC SMITH -GEORGE ST.
Mr. Smith, George St. attended the meeting to request relief from By-law 1051, section
7 (b) ( ii) wlilich states. "No part of any dwelling shall be constructed ar altered so
that it will be at a distance of less than 6 feet from either side boundary, nor, so
that the sum of the distances measured normal to, and from the two side boundaries,
to the nearest tJart of the dwelling, shall be less than 16 feet."
At the presant time Mr. Smith's house has a side yard of 10 feet on the south side and
12 feet increasing to 13 feet 5 inches on the north side. Mr. Smith;s requests
permission to build an addition on the north of the house, 9 feet in width, which
would leave a side yard of 3 feet increasing to 4 feet 5 inches. The Addition would
also include a room to the near of the house which would have no bearing of the
~plication of this By-law.

1. Section (b) (iii) of the By-law states" No accessory building, if attached to, or
located in the rear of the dwelling , shall be constructed or altered so that it will
be a distance of less than 3 feet from any side or rear boundary of the building lot"
There is no doubt the intent of this section was to allow for an attached gar~ge,
which in effect allows for a s~ae yard of 6 feet on one side and 3 feet on the side
with the attached garage. This was modified in hhe agreement of Golf Glen subdivision
to allow a 5 foot and a 4 foot side yard.
The Question of an attached garage does not enter into this situation as Hr. Smith has
a carport located in the front of his residence.
Yonr Committee feels that with the modern type of houses, the sideyard requirmments
should be reviewed, in fact, a recent study of the Royal Architectural Institute of
Canada states: "The Committee can see no real need for a side yard for a building with
a ;iindowless wall, especially if it is of the fire retardant construction. a
Therefore your Committee recommends that By-law 1051 be amended to read a 3 foot side
yard on efl.ch side for a one storey building plus 1 foot for eA.ch ad<litional storey,
providing garage is attached. If garage or carport not provided, a 10 foot side yard

6. BY-LAW 1692 (GOLF GLEN APARTMENTS)
The various letters from Department of Municipal Affairs and the residents of Golf Glen
regarding the proposed apartment dwelling were reviewed. The O.M.B. will consider the
matter after the last date for filing cbjections and upon receipt of the position
I to be taken by the Municipality ~pon each request and each objection. The only object-
ion received from residents within 400feet was from Mr. D.P. Roberts
Your Committee recommends that Council advise the O.M.B. as follows:
(a) That 60' apartments will be sufficiently far from the single family dwellings, so
that it will not detract from the character of the area. Multiple family Qwellings
are normally used as a buffer between con~ercial and single family dwellings. and this
is the method of separation used in this case. It is believed that apartments will be
more suttable to the area than town houses, as more green area is provided.
(b) Parking spaces have been allowed on the hasis of 1\ per suite, which is considered
adequate and no problem in· anticipated. Brookland Ave. was designed as a feeder
street so that traffic is not anticipated to present any problem. Play area is provided
in the green a~ea of the site. The building will be of fire proof construction. The
sewer and water services are installed and capable of handling the apartment building.
(c) This area has always been zoned as multiple family residential. The only change
is the increas of the height from 35' to 60'. It has been found that 3 storey apartments
are usually walk-ups, as it is not economical to install elevators, and as a result
rent for a lower price than better equipped apartments. If multiple dwellings were
not constructed, the tlllPe of single or semi-detached houses that would be built,
bearing in mind the site has commercial development on two sides, would have a
detrimental effect on the area. Your committee recommends thnt the building of an
apartment on this site is good :tllanning and that Council should advise the O.M.B. TO
hhis effect. •

Councillor Trent presented a report of the Works Co~ittee re
the 1960 Mercury Truck
It was brought to the attention of the Co~ittee by a letter from
Superintendent E.A.McGregor that the above mentioned truck was in
need of a number of repairs. It was decided by the Cot~itee to
direct Superintendent McGreogr to obtain three separate estimates
as to the cost of repairs as outlined in his letter.

Mayor Davis reported that as a result of Council's request for an

Mayor Davis announced that the visit of Council and their wives to the

and Parks Committees on the work being done in the parks, but he is
disturbed that the ball diamond in the north end is not being used.
We have spent an lot of money on this diamond and he suggested
that the grass be cut and the field put in shape and its use
encouraged.
Councillor Murnay said that the ball season is over. The diamon had
not been used this year because it was not needed. It will be used
next year.
