strike at Sterling Drug Ltd:
Before commencing with the agenda for the
evening, I beg the indulgence of Council to introduce a
subject which I feel is of the utmost iwportance, and should
be discussed at the beg;:nning of the meeting and not take
to chance th2t we will not get into New 3usiness on the
agenda, The subject is the strike at Sterling Drug which
is now in its 6th or 7th week and with no apparent end in
sight.
In every labour dispute there are three·
principals -labour, management and the public. The length
of the strike is having and will continue-to have an
adverse effect on the economy of the Town and surrounding
area, and it is for this reason that I feel it is partly
our concern. i>S there are three principals involved in the
strike, sometimes it takes a third person to start conciliation
procedures, Theri?fore, I recom:~end to ·this Council, that the
lJ1ayor be authorized to.· i~vi te labour and management to meet
with them in these Chambers and I sincerely hope that the
.-,Jeeting will he but the start to a mutually agreeable and
early settlement,

May I read the context of the ruling obtained:
Rescission: Though a resolution cannot be reconsidered in
parliament, the saiile object is obtained by rescinding the vote
on which it was passed. Technically the motion to rescined
is a new question and thus the same question whic::t has been
resolved in the 1'lffirmative is not again offered although
its effect is annuled. A negative vote cannot be rescinded,
If a ;;,e;c.ber moved such a rescission he would thereby 1'lsk the
house to nulify a vote vn~ich had resulted in the rejection of
a ""easure, .:md consequently, that _;,easmre would thereby
be automatically revived and debc:,table, which means the,t the
same question would have to be offered again. T:-:1e only means
therefore by which a negative vote can be revok:ad is by
proposing another question similar in its general purport to
that which has been rejected but with sufficient variance to
constitute a n'2W question; and the house would deter,;dne
whether it were substantially the same question or not. [.,
mere alteration of the words of a question without any
substantiil chan6e in its object will not be sufficient to
evade the rule that no question shall be offered which is

It is my understanding that since.the above quotation appears
to be ,, perli&aentary rule and is taken fro.Jl the text which
appears to provide the bc:.sis for our procedure by-law, then
this rule he followed in this case.
However, the time liid t ;uentioned of 90 days a;Jpears to be of
an unknown quantity. J:,pparently under parliallJentary
procedure the sa.;,e question ;aay not be reintroduc•ad during
the ''Current Sessioni'·
It is my Oi_Jinion that the seme council tiu:t negatived the
original question should J."e-introduce sair,e question, if this
is the intent, and in that case I see nothing out of the
way if the 90 day waiting period is considered a fact,

Councillor Illingv1orth said that the 2CAF was the
agency assigned the responsibility for Search_and
Rescue in Canada and ·.that this cost large sm.1s each
year which ca:.1e out of the taxpayers' pockets. If
this resolution could be enforced it would be a great
asset even if it involved uore e:li;~Xmse for the
aircraft owner.

·;,:Then the permits were issued for these 5 houses, a verbal
agreement was entered into with the builder, l\\lr, B. l''l'osen, that
the drainage of these lots would be subject to the satis-
faction of the Town Engineer,
The drainage problem is a lot more severe than at first
emticipeJted, as it appears to be a natural water course,
draining a large area of property to the west, and seeping
throue;h from the J,urora Orchards property, now owned lby
Consolidated Building Corporation. Bur fortunately at this
stage all the lbase>lwnts are dry.
L certain a:,1ount of drainage .nust have been anticipated,
wl1en the area was subdivided as a catch basin was situated
about on the boundary behind these lots with a stor>n drain
running from it to the storm drain on KemEmo ];d.
To aggravate the situation the house on lot 209 was in-
advertently sited approxiraately 2 concrete block too low. This
was caused by the,. sa,~e drainage prololer;1, as the excavation
filled ·,·;i th water, and on being pumped out the footings had to
be lowered to get to solid ground, this being when the mistake
was ;:;ade in siting the house too low.

Mr. Jubb's letter continued
For sm;leti~ne after the houses were occupied the rear yards
were to soggy to take a aachine to grade the rear y:;,rds correctly,
Our Engineer advised they should contour the rear of the
yards on all five houses into a shallow but even swail, connect-
ing with the catch basin about 2 feet below grade to ensure
plenty of fall, there the swail to be fully sodded,
'iie have been ~'dvised by c'lr. Rosen the builder, that the
occupant of the house on Lot 209 refuses to let them in with
the heavy equipment to accomplish the Engineer's request. As
the rear yards are now all so .::ded the equip.llent would ruin it.
So l\llr, Rosen promised them he would put in a machine and make
the swail to the Eng imler 1 s suggestion, also to re-grade the
whole five back yards, for correct drainage and to apply top..,.
soil and re-sod the whole five rear yards co~plete,
The problem now arises thst tlr, ':t.osen cannot go on this
property without their per<nission' which he cannot obtain. eut
if the Town insists t:hat the drainage ·,vork has to be done, to
the Town 2ngineer•s request, that e letter be sent to this effect
to him or his solicitors. '.!'hen they will take the necessary
action to obtain entry to the lots, to get the work completed,
but without the Towns insistence he claLlls he is staJLe,nated.
Mr. Rosen asks this be considerod at your earliest
convenience, so the work may be finished.

seminar. It was considered a most worthwhile meeting.

A letter was received from Mr. J,A. Knox, President,
Canadian Mitchell Associates Ltd. dated July 22, 1966
requesting a copy of our standard subdivision agreement
by-law. It is recommended ths,t the clerk forward a
copy of this by-law as requested.
5, COMMITTEE OF ADJUSTMENT
A letter was received from the Committee of Adjustment
dated July 4, 1966 regarding the enforcement of Aurora's
building by-laws •. This letter was discussed in detail
with ~~. Jubb, The Committee was advised that the builders
survey is not available until after foundation is laid.
Sometimes, the survey is delayed up to 2 weeks and it is
difficult to delay the building for that period, due to
labour and supply problems. A stop work order would
normally be actioned if a serious variation was noted, but
it is not felt to be in the best interest of the town to
issue a stop work order for a minor variation.

The Building In&pector is not normally aware of actual
measurements until survey has been tak~n when foundations
is complete. However, every effort will be made to
reduce the possibility of error and the number of
applications made to the Committee of Adjustment.
Your Committee recommends that a letter be Written to
the Committee of Adjustment outlining the abovet and
also to request that the planning committee receive
notice of all committee of adjustment hearings and decisions.

the Town Sngineer on the H.egency !ceres drainage problem

This report deals with the problem of open ditches
through the ,::egency Acres Subdivision. ;?roperty
owners etdjacent to these watercourses have for some
time complcdned of gradual movement or sloughing
of the earth banks which causes the soil on private
properties to illOve and displace sod, fencing and
other fixtures near the property line. A further
source of complaint is t::2e uncut grass and debris
which accumule.tes in the ditches, rats have been
seen in the 'Natercourses.
Corrective Ivleasures:
On first glance it would seem a simple but expensive
prol:Jle:~ to totaJU.y enclose the watercourse 11'i thin
the subdivision. However the cost of such an under-
teking could exceed $45,000.00.
An al terne.te to the above would be a solid maintenance
program with a re2sonable smoJ allotted in 1967 to
repair and straighten fencing, rip-rap and sodding
along with an annual schedule of grass cutting and
clean up during the summer months.
The sloughing of the banks is ;;;ost evident in the
Jones Court area, however, we can see no evidence
of da;:iage to houses or buildings in the are.sc. Fencing
and the lack of maintenance of these we.tercourses
seem to be the most serious problems.
Recommendation:
That a maintenance schedule be drawn up by the Superintende~t
of Works covering gr&ss cutting and debris and that '
the suJl of $1 1 500.00 l:Je allocated in the 1967 Budget
for the straightening and repair of fencing and rip-rap
in these watercourses.

COUNCILLOR 'HLLIMASON said that this property had been an
eyesore for years and now Council is raising cain when
the owner is trying to improve it.

Council '"'eetings regnrding the establishment of a
Municipal Airport. He and Councillor Davis were to attend
a ;,leeting to discuss the subject but the meeting had been
cancslled by Mayor Kent of NewmarkGt and nothing had been
heard since.
COUNCILJLOH ILLING'i'ORTH said that i!.urora must grow industry
wise and an e,irport would help. This has been proven in
other r.mnicipali ties. He doesn't think we should let the
matter drop just because other municipalities ·ion 1 t follow
up. Let us look into the feasibility and cost. We should
travel to Oakville and other municipalities which operate
airports.

This summer, possibly becc:use of the w.s-r~n weather, the
problem of loitering on Yonge St. has intensified to the
extent the:t some of the townspeople &re concerned and
rightly so, In some cases, the language and behaviour
of the loiterers are an ei,Jbarrassment to ladies, wl"o are
required to pass. This is not a criticism of our Police
Dept, who with the lir:Ji ted resources at their disposal
are endeavouring to provide police protection for a
tov"llz of 10 1 000 people, On so;01e shifts, only one
constable is on duty und it is a impossibility for him
to be ~;verywhere. However, the Police Dept. h2ve been
instructed th2t action must be taken to clear up the
loitering si tuE.tion on Yonge St,
·c~e noH find out from our ?olice Chief, that officiers
can only a:rrest without warr&nt only if you see (or hear)
the offence taking place, and can only act otherwise
on a co;.--..~plaint, provid::_ng the person vlhto lays tha
complaint will e.ppear as a witness etc.
It is quite evident thEt tho provisions of the Criminal
Code as they apply to Aurore: is not sufficient to cle&r
up the deteriorating si tu;c.tion within the toiYn and
thc:t oth2r action raust be taken.
The Town of Georgetown recently passed em Anti-Loitering
By-Le.vJ which was upheld by the Court. Ti:e r~agistrate
said at that time "You were testing the officiers and
the new l:Jy-lnw, and as e result you are in court now.
You were warned several tii<Jes to ;nove on, and there
was no reason ~J~rhy you didn 1 t. 11

We have heard and read a great deal recently about the
village of Franlicford, in which the one "''an force
resigned, because he didnot have the support of some
members of the Council and as a result there has been
:u11my editorials and comi•1ents about the problem of
s;nall town policing in Ontario, and I quote froJ;J <m
editorial in the Globe & D~ail. ·
''Small police units are notoriously vulnerable to the
foibles of local big-wigs who can, if they chose, make
life iidserable for ah unco-operative police chief.
Law enforcement, however, is not ·something to be '
molded to .;1eet local business needs or the exigencies
of village politics.''
Speaking personally, and I hope for ell members of this
Council, I can assure the Police Chief and the Police
Dept. of my support in enforcing the laws of the town,
the province and the Country, but I feel this a11eans all
the laws and not just the lmws selected by the Police
Dept.
Norliile.lly, a proposed by-law is brought in as a
recomrJendation of a Committee. In view of the seriousness
of this situation, and the proble;,J of arranging a
committee meeting, I request your indulgence in
introducing a by-law to prohibit loitering and re:j~uest
that any discussion be during second reading of the

at Yonge&Wellington
No doubt ><le.ny of you read an article in the Telegram
column "Lction Line" dated August 11/66 in which
1\!Jr. B ,l'?.. Toronto comt~1ents about the traffic lights
at Yonge I?< 'ilellington St. and concludes his remarks.
"That was a year ago, the light is still the same,
and I wouldn't be surprised if the police:Jen is still
standing on the corner."
Well, there is no doubt tbe lights are sti.l.l the same.
This :aatter has been pending since early 1965, and
although tenders were a)proved last Lpril for the
equip:;1ent, still no action has been taken. rAinutes
of Council dated June 20/66 (page 9) outline the
discussion that took place at that tilile, and it was
felt that action would have to be delayed until approval
was received fror.:~ the County. It is interesting to
note in ~t,r, J, Rettie's letter dated July 22/66 that
even the County and the Toronto York Roads Commission

regarding t!le west side stop at. Centre St. Prior to
receipt of this petition, action had been started to
locate a i;JOte suitable stop, based on a suggestion from
Councillor l\#urray. The remarks in the petition regarding
this stop were felt to be valid, and action has been
taken to relocate the stqp closer to (1!ellington st. bu·t;
still leave room for traf*'ic flow makiQg a r.ight hand
turn at ~;'ellington.
The petitiop. also notes the difference in location of tL::c,
bus shelter~> erected las{ year and the bus stops approved
this year at· Regency J}cres and f,urora Heights. It is
quite evidep.t when the bus shelters were erected that no
consideratipn was given tq traffic condition, as they
are locGte(! right at the corner, The location of the bus
stops were pl.s:ced in such a way as to leave an unobstructGcc
