Councillor Williamson said that this was entirely'opposite to
what Council had been told in Com,aittee of the whole, Mr. Shankman
now wants to horse trade, but we were told then there were no strings
attached.
Councillor Illingworth reviewed the history of the land. He
said that in 1964 Mr. Duncan of CBC had promised to level the land,
After the land had been promise(l to the Town with no. strings, ·
the land was discussed with the Rolland Valley Conservation Authority
who went and made studies of the area. He felt Mr. Shankman had
broken faith with this Council.

Mayor Davis said that the Commission !lad not changed their minds
about the solution to our sewage problems since meeting with Mr.
Barr in March, OWRC representative and the,Town Ejlgineer advise
that an interim report should be received in the next six weeks.

Councillor Illingworth pointed out that a public meeting
should be held, and that it should be held at the Planning
Board stage.
Reeve Patrick said that he felt that the meeting should
be held by Council, not Planning Board,
Councillor Illingworth referred to the Planning Act showing
it is the function of Planning Board Act to hold meetings. If
Council takes over the functions of the Planning Board we don't
need a Planning Board. If they delay, then Council should act.
Deputy-Reeve Sim:;,ons said that the letter re Amendment #7
had been discussed by the delegation with 0\\'RC and OWRC was
asked if they stop development.. The answer was "Yes",
Councillor Illingworth read the letter from Department of
Municipal Affairs returning Amendment #7 for correction,
Councillor Williamson pointed out that the letter required
the results of the public meeting to be sent in,

He is willing to give up the land at the south if he is permitted
to develope the north-end. He has tried to co-operate with the
Town but it has to be a two-way street. If the Town doesn't want
development they should tell him so that he c&n go so.newhere else.
Reeve :?a trick said that he had to defend Mr. Shankman on one
thing. The report from the Department should have been dealt with
by now. This is very poor follow-up. When people ask something
we should give an answer.
Councillor Illingworth said that ~·lr. Shankman had sci d that
he had gone down uninvited. He said that he had gone down on the
in vi tat ion of ltcr. Shank10Jan' s friend Mr. I'.lurray, who suggested that
he should introduce himself to these people as Chair;.Jan of the
Planning Col;tmittee.
Councillor i.\!llurray replied to Councillor Illingworth, stating
that he is proud to be called the friend of Mr. Shankman.
Councillor Illingworth reviewed the history of the letter of
the Planning Dept. He said that there had been no intentional delay
but that the delay was caused in' part by the delegation to 0\i•:'RC.
Councillor Willim.Json said that at no time had he heard
Mr. Shankman i•Jention the south end in connection with the north-?nd.
He said that Mr. Shankman had been asked specifically in committee
if there were any strings attached end he had replied "No".
Mr. Shankman s&id that Council in Co;·aud t tee ecpproved commercial
developiaent and had approved residenti&l development when sewers
became available in principle.
Mayor ')avis said that the motion stated Council would negotiate
in good faith.
Councillor Murray said Council is not getting things done. This
.came to Council in March, 1965. This has been deliberately held
back longer than anything else. It's ti;ae we stopped playing games.
It's time we said Yes or No. .
Deputy-Reeve. Simmons said that Mr. Shankman had a right to ask
for an answer 1 . because he might have tenants, whom he must satisfy.
If not, we might _lose the Shopping Centre, and we need the
assessment.

7. CHANGE IN TITLE-CHIEF OF POLICE
As outlined in our report of the Annual Meeting
of the Municipal Police Governing Authorities,
the Ontario.P.o.lice Commission recommended an
amendme1;1t to the ?olice Act to change the title
of Chief Constable to Chief of Police. This
action tJ_as now been teken, and your committee
recomme~ds that necessary administrative action
be taken: to amend local orders, etc. effective
the date q,f amendment.
8. Hf~f:.TING OF POLICE BUILDING
Your Committee requests that the Property
Committee investigate the possibility of changing
the heating system in the Police Building so that
during the spring and fall, it will be possible
to maintain heat in the Office section of the
building,

Councillor Trent nsked that a copy of the map be sent
to the Town Superintendent and the Town Engineer.
Councillor Illingworth said thnt the stops were
necessery for safety~ There ere presently no design,cted
stops. We feel that this will assist the flow of traffic,
Councillor Trent pointed out there is a connecting
link agreement and that they are in the process of
planning for Aurorn. If we agree, n letter should be
sent to the Depnrtment of Highways asking that they
incorporate these ideas.

to the toboggan slide ih Centennial Park and to begin
seeding of part of Regency Acres Park.

It was decided to endeavour to obtain a number of
picnic tables to be placed in both parks this summer.

Councillor Illingworth report
The strong demand for apnrtment enables apartment owners
to pass as a part of this disproportionate burden to their tenants.
Assuming this transfer of the tax burden, from owner to tenant,
apartment tenants are paying much higher municipc.l taxes in the
direct form of higher rent than the home owners directly, In
addition to this basic inequity is accentuated by the fact that
standard apart.11ent units require considerebly less in municipal
service expenditures than as a equivalent number of standard
houses. This was revealed by a 1965 Scarboro Township ';"lanning
Board study on education financing.
The Scarboro Planning Board report reveals that apart.iients are
the only type of housing in the township paying their way in
regards to school construction and educetion costs. The report
states the high amendment on apartments and the low ratio of
students attending public school from apartments ineans that
apart,r1ent owners are overpc:ying their share of educE:tion cost by
38.54 per pupil.
Single fa;nily dwellings o.re failing to meet their shc:re of
education cost by 118.21 per pupil.
The Township of Scarboro with only 16% of its 1964 residential
units being npertments, is in the weakest fisccl condition of
Metro's municipalities.
