effe-cted outstanding reduction in traffic accidents: and earned
Canadian Highway Safety Council Citations.

As noted, this award is:; for a united community effort and
all citizens. of Aurora should take pride in the part they played ili
achieving this award. However 1 I do feel that special mention should
go to the Aurora Jaycees. for their continuingcommunity effnrt on
behalf of traffic safety; to the school boards to the part :they play
in educating the_yourig il,1.safety methods and to our own Pol,ice Dept.

A letter from Mrs• B. Smith re an erosion
problem at 55 Davis Rd., advising she would be
appearing as a delegation on this matter~
Mrs, Barbara Smith appeared a~ a delegation to request
action to correct conditions on the creek abutting her home, She
s.aid that everything was covered in her letter and she had nothing
to add except that she would appreciate some guidance to get the
matter settled. ·
Councillor Trent s.aid that tbe Works Committee had had
very little time to study the problem~ The Town Superintendent had
wr:itten to the Committee recommending action and the Committee had
gone down and looked at the. site, It wa$ agreed that this matter
should be referred to the engineer for study. and report.
Mayor Davis asked the Ehgineer how long this report would
take tq prepare. · ·
• Mr •.. Reid said that he could report on Mrs~ Smith is problem
in short order, but that this is a common problem in ~agency Acres .....•
and Council Should be aware, of what is involved. He· Said that he did
not believe that the extension of the culvert was the·· proper solution,
The water-course should be enclosed in concrete pipe, not galvanized,
Mrs. Smith said that this would be the Town's fourth
attempt to 13orrect the situation in six years;,. Mr. Smith said that
every time it rains more !and is lost.

Councillor Trent said that this was a problem which need~
engineering planning. He said that in the area Where the watercourse
·iS enclosed there were complaints about children plating on the
easement, and we should investigate the possibility of making the
easement a park.
Councillor Williamson said that Councillors are not
professional men, and if previous attempts have failed the engineers
are to blame.
Councillor Illingworth said the fact that previous attempts
have failed indicates the necessity for doing the whole job. Any
emergency repairs should be completed and an engineering study prepared
to attack the whole problem.

Mrs. Smith said that the conditions represented a health
problem since the rats:. were returning to the area.
Councillor Davis said that the Town is still paying for
pest control.
Deputy-Reeve Simmons said that the neighbors had not seen
any rats and that possibly they were muskrats;,
Rev. Davis Jones appeared on behalf of a delegation re
Church St. school. He thanked Council for hearing the delegation, 'and
~id that the sum and substance of their presentation was in the brief,
As. a tax-payer he did not want to see money wasted, and to try to make
renovations in Church Street school would be a waste of money.
The delegation is asking'Council that they do not permit further funds
__ , t~ be spent on Church St. school.

The group had first approached the School Board on
educational and soc'ialogical grounds. The board listened and said that
it would be more economical to use the Church St. school.
One argument in favour of portable schools is flexibility.

Th~re are many reasons from an educational viewpoint why
the Church St. schoQl is unsatisfactory~· It is unsafe as indicated by
the Fire Marshall 1 s report. The~e are no playground facilities, and
lunchroom facilities are limited,. The cost of transportation would be
high. The delegation asks Council to weigh these facts.
The delegation is concerned about the delay, Renovation is
long and time consuming. Delay may force the Board to an unwise
decision which will result in poor educational facilities for some of
·--··the children.
Mayor Davis said that he would set a night for a meeting,
COMMITTEE .REPORTS -
Reeve Patricl{ reported verbally that Toronto and York Roads Commission
are willing to discuss the problem of cross-wf',lks on ¥/ellington Street.
He suggested that the Chairman of the Works Committee and the Engineer
meet with Mr. Rettie,
Councillor Illingworth asked if th,e purpose of the meeting was just to
to discuss the painting of the cross-walks, or are they going to decide
whether cross-walks should be allowed. If the latter, he felt it was a
matter for the Police Committee.
Mayor Davis said he felt that the County just wants conformity in cross-
walks.
Councillor Illingworth said that cross-walk conditions are set out by
the Department of Transport and the County cannot change them. If
County feel that they have the right to dictate where cross-walks may
be placed he would like to challenge them in the courts. This is a
legal matter. The By-Law has been approved by the Department of
Transport. The two places involved are school-crossings, and the
crossing guards will not be there in two weeks. VJe do not want the
unfortunate accident which occurred in a neighbouring town. This is a
town road within the confines of the Town, and he did not feel Council
should be dictated to by County.
TRENT: "Resolved that the Clerk contact Mr. H:ettie to set
MURRAY: a date for a meeting with the Chairman of "/Jorks,
Town Superintendent and Town Engineer, and that they
report back to Council.

Deputy-Reeve Simmons reported verbally that the Town Superintendent had
advised that only two firms distribute chlorine in one ton containers
and that their prices are the same.

Committee in which the committee respectfully submit the following -
The Planning Committee met at 7:00 P.M. Monday, June 13th,
1966, all members present. Mr. Jubb, Building Inspector in attendance•
··v· The following items were discussed.
1. BLOCK B -GOLF GLEN
Mr. Luies attended the meeting representing Mr. Bob Case. A
request was received from Golf Glen Developers for a permit to build
·a 64 suite - 6 storey apartment building in Block B of Golf Glen.
Block be contains 2.5 acres and is located on the south side of
Brookland Ave. boundl:}d on the east by the L,C.B.O. Store and the Merri~k
and Skinner Plaza, on the south side by the Merkur Plaza and on the
west by the Creek.
The building would be located on the easterly portion of the
block so that a wide separation of green area will separate it from
the houses, west of the creek. The building will contain 42 -2
bedrooms suites and 22 - 1 bedroom suites, renting in a approximate
range of $120.00 -$180.00.
Council minutes of Dee. 6th, 1965 (page 9) record the following
recommendation of the planning board
"The proposal of Golf Glen to build an apartment Block in Block
"B" was. discussed and approved in principle based on the following
conditions:
(a) Adequate sewage facilities being available,
(b) Apartment Block not to exceed 48 suites and meet the
requirements outlined in by-law 1657,
(c) Golf Glen to submit revised plot plan, showing location
of proposed apartment block, based on by-law 1657, in
···~ relation to adjoining properties and creek" It should be
noted that the above recommendation of 48 suites was
based on a land area of 1,3 acres. This has subsequently
been changed to include the whole block of 2.5 acres.
Your Committee recommends that a by-law be prepared for the
erection of a 64 suite 6 storey apartment building, for· Block B of Golf
Glen, based on the minimum and maximum outlined in by-law 1657 •

A request has been received from the Golf Glen Developers to
convert the westerly portion of Block A, I.E. The portion of Block At
having a frontage on Brookland Ave., of 80 feet, lying west of the
creek and east of Lot 1 on the approved plan. Your Committee recommends
that this proposal be referred to the Planning Board for study and
report.

A request has been received from Mr. Peter Ash to re-zone his
property at the corner of Mark and Yonge St. from residential to
commercial, so that he may proceed with planned addition to building,
Your committee recommends that this request be referred to the
planning board for study and report.
Your Committee also recommends that the planning board consider
the zoning of all properties facing on Yonge St. and submit recommendatif
ons as to possible changes. ,

rise apartments are to go in the town, There are high-cost houses in
this area, and it isn't fair to impose apartments on them.
Councillor Illingworth quoted the report of the Planning
Committee of June 15, 1964, It has been known since 1964 that there
are to be apartments in Block B. It was not a secret. A picture
of the buildings was published in the Banner.

With the strikes going on. as we all know it is inevitable that the cost
of living is going to rise higher then it is at the present, Due to
this fact we the Employees of the Works Department, feel that we need
an increase in wages,. ten cents beginning July 1, 1966 and ten cents
plus a per~entage increase in our hospitalization put down in the
spring 1967 budget.

Councillor Trent reported verbally that the catch-baain cleaning
would be finished on June 21 and oiling of the streets would start
on June 27.
Councillor Illingworth presented a report on a meeting of the York
County Welfare Officers Association which he would like Council to
peruse and discuss at the next Council meeting.
Town Engineer Reid reported that the OWRC was in the middle of
carrying out tests on the sewage plant and he expects to have a
report in three weeks.

Mayor Davis asked when the lights at Yonge and
Wellington would be ready,
Engineer Reid advised that he would be discussing
the installation of the lights with Mr. Rettie.
Councillor Illingworth said that the Engineer was to
discuss with County the share they would pay for the
lights,
Reeve Patrick pointed out that the centre part of the
road belongs to the County and we can't go ahead
and encroach on their property. V.Je should not
antagonize County.
Councillor Illingworth said that if this was known
by the Reeve he should have called attention to it
when it was recommended by the Jaycees in 1965.
Councillor ftilliamson said that the Police Committee
had brought in the same recommendation even before the
Jaycees.
Councillor Davis said he could not see why the County
need be brought into it.
Reeve Patrick said that the proposal to install the
lights was not brought in in the proper manner.

Kemano Road.
Councillor Trent asked why it was coming to Council,
since the builder was to look after this.
Councillor Illingworth said that we realized there was a
drainage problem and it was left to the Engineer and
Building Inspector to recommend a solution.

Reeve Patrick agreed with Counc.fllor Murray t.hat he
couldn't see the yard in an industrial area. The Town
would lose taxes.
Councillor Williamson. said that the land was acquired for
municipal purposes'and must be so used.
Councillor Murray said the land was acquired because of
arrears in taxes. There are local improvements charged
against the property which would be a charge against the
entire town.

Councillor Illingworth presented a brief regarding the
Central Ontario Regional ::levelopment Association.
Reference is made to minutes of Council dated April 18th,
1966 in which a report was submitted regarding the Central
Ontario Regional Development Association, and in which the
following resolution was passed:
"Resolved that the Town of Aurora take no action at this
time to join the Central Ontario Regional Development
Association."
Based on the comments of Hon, George Hees, in Lindsay,
May 13, 1966 on the subject 11 1Promating Industry for the
Smaller Municipality," and from comments from other
sources, it is evident that industry wanting to locate
in Ontario or change location within Ontario, contact
the Department of Economics and Developinent and
this information is continued through the Regional
Development Association.
In addition, regional government and regional development
while only words to-day, will be facts to-morrow. We
cannot slow or stop progress and it may be better to have
a voice in the formation of the new concept, before they
are formed, rather then afterwards when it is too late~

IPrernier Robarts recently told the legislature during .a
statement called, "Design for Development" that urider the
new progrru;1 it will be the aim of most operating departments
and agencies of the Ontario Government to work towards the
gradual establishment of common administrative regions.
Mr. Robarts stressed. that the new regional development plan
will not disturb the existing proven and authority of
municipal and county councils.
Confusius once said: "'A man who knows he has made a mistake
and does not correct it, makes another mistalke."
I feel that I made a mistake when I recommended to this
Council that no action be taken at this time and would recommend
that further consideration be given to joining the Central
Ontario Hegional Development Association.

the decision not to join Central Ontario
Regional Development Association.

Councillor Murray said that whatever it cost to join, we would
get a good return.
Councillor wmrray referred to his earlier mention of extended
franchise. He said that it was necessary for this question
to be placed on the ballot at a regular election, and he
asked Council to give it some thought so that it could be
brou2,ht up again in two weeks.
Councillor Illingworth noted that there is a petition in
circulation regarding a ward system which he felt should
also be given consideration.

Councillor Illingworth referred to the Parking by-law, He
said that Councillors were asked to bring in the names
of streets which should be deleted. If no na;nes are
submitted by next Council meeting, the streets designated
in the by-law will be signed,
Mayor Davis referred to the Community Centre. 1\'e have been
advised by the O!VlB that approve,! will not be forthcoming
until a hearing is hehl. on the letter from !Vlr. Bassett,
He said that the Deputy-Clerk had been talking to the OMB
and had been advised that only one objection had been
filed but that it is Board policy that a hearing be held,
In view of the urgency of the matter the hearing was put
on the priority list and will be heard on .JuJ.y 8 unless
the objection is withdrawn.
Reeve Patrick said that originally the hearing was set
for September and we only got action when we got nasty.
Mayor Davis said that the Reeve was not being fair, Mr.
Sutherland had said the hearing would be put on the priority
list,
Deputy-Reeve Simmons said that Council was aware of the
problem. The OMB said that J:.urora was quite capable of
paying for the debenture. wl.r. Casey 1 s contract lapsed on
on June 19, and he gave us an extension to June 30, after
which it would be null and void, and he wondered if the
Town could be sued,

Members of Council have received a smmnary of the remarks rJade
by i't1r._ C.E. Onley, Q.C. at Lind$ay on May 14th, 1966 under the heading
"The Official Plan and the TJ;lunicip 8 1 Official,"
Mr ~ Onley stated that ·the Planning [;,rea should include abutting
rural are.a$ that are likely to be developed within the next 10 to
20 years, and if this takes in more than one municipality, a joint
planning area is required.
There is no doubt that in the next 10-20 years the area around
Jl;urora i's goirig to develope, regardless of whether it is annexed or
not. . If it is to be developed with consideration for all aspects
of the land use, and the people concerned~ good planning must start
now.
The Peterboro and Suburban I>lanning Board is in the process of
pr:aparing a long range plan for orderly developme11t, which will
contain urban expansion, attract commercial e,nd industrial development
and. relieve tax pressures on farmers in this area.
It is noted that when Ford of Canada decided to build a new plant
in Southwold Township. Elgin County Council set up a fact finding
committee to examine 'j:.I:J.e need for county~wide planning. Because of
the wide differences ita population density, land uses etc, between
the northern eight and the southern six of York County, I do not
feel that County planning per se, would be a good thing for this County,
but I do feel that a.larger area for planning is a necessity and
should be given earnest consideration. The relationship of one
municipality to another an.d co-operation between and among municipalities
is neC'Eissary for effective planning. It should be realized, however, ·
that :regardless of the Planning Boards jurisdiction, it is an
advisory board only. There is no legislation in Ontario that
rer.1.oves the decision for planning and zoning matters from the local
Council.

Councillor Illingworth brief continued -·
The Joint Committee presently being formed and to which Councillor
Murray and ••1yself have been appointed will be considering the
recommendation outlined in the Fourth and Final Report of the
Select Committee on the Municipal act related acts which includes
the following recol'l.rJendations:
"That the regional Council (as a practical start the county in
whole or in part be adopted as the basic unit for regional
government) be given the powers of assessment, taxation, planning,
arterial roads, public health, hospitals, welfare and policing."
I>J.lembers of Council have reviewed copies of York County Planning
Report: "Regional Government" as it affects York County" in which
the County supports the reconmendations of the Select Committee
as outlined above,
While there is no doubt in my mind that a larger planning
area for Aurora ia a necessity, I &~ not sure that County planning
is the answer, and that some i<;mJediate steps is required.
I believe that this Council should consider the following and
provide direction in the course to be followed:
(a) Remain as is Aurora Planning Board
(b) Consideration of a joint planning area taking in
those portions of King & i7hitchurch that would
possibly affect Aurora in the next 10-20 years period.
(c) Consideration of a larger joint Planning Area
taking in Aurora, Newmarket, King ~~itchurch and
East Gwillinbury, that would be discussed by the
joint committee.
