new lights were being installed on a 5 year program.

Letter from T. McPherson, re the easement on Part lot 72, Plan
246.
Councillor Illingwo~th stated. that the easement goes back to
1935. Whi1e the builder should have been aware of it, no one even
in the Town Office knew of it. The house is built and takes
up only 1.33 feet of the easement. There is still plenty of
room for access.

Deputy Reeve Simmons stated that he is against resolution. The
Builder should have known. We cannot give away Town property.
Councillor Murray agreed with Deputy Reeve. Somebody goofed when
. title was searched.
Councillor Williamson stated that it was admitted mistake was made
and asked solicitor if he would recommend entering into quit ,
claim.

Councillor Davis asked if house is 1.33 ft. on easement • Since
this is so, when shrubs are planted we could lose whole easement.

to the lot line • The Town just has a right-of-way.
Councillor Trent said it was really a title problem and
could cause trouble in getting a mortgage;
Councillor Murray said the person who goofed should come
forward and say so. Courncil is entitled to knwow what
happended.

DELEGATIONS
MR.W.R. CASE appeared as a delegation re building permits in the Golf Glen Subdivision.
This has been discussed in Planning Committee and Planning Board, and he had nothing
more to add except that he would like some action, as more houses have been sold
than they have permits for.
Mayor Davis stated that the original agreement called for 44 tenses.
Mr. Case replied that the Agreement should not have stated 44 lots, as the plan
was amended later to 57,
Councillor Davis asked if the Ontario Water Resources Commission was consulted re
the cahnge, and if so did they approve.
Mr. Case renlied that the change was not.discusssed with o.w.R.C. since they <rere
interested only in ttl.e area and not in the number of lots.
Deputy Reeve Simmons stated that since the lots are already serviced and self-sustaining
there is no reason why we c·annot amend the agreement to add 13 lots.
Councillor Illingworth statedthat the original plan as submitted to the O.M.B. was
not accepted. The 44 lots were changed to 57 in Block A and B and this plan was the
one approved. The O.M.B. would not have approved without consulting O.W.R.C., so there
is no reason why the 13 lots cannot be included,
Councillor Williamson said that the Planning Board report was coming up and further ·
discussion should be deferred to Committee Reports.
Deputy Reeve Simmons said that Mr. Case was here as a delegation and is entitled to be
heard. He asked that this section of the Planning Board be read now.
COuncillor Williamson read the section of the Planning Board report and the report
of Building Insp~tor Jubb. In answer to the latter part of the report, he said that
the drainage problem is not the concern of the Town etnce the m~s are not involved.

Councillor Murray said that Council was jumping back and forth. When he had a
drainage problem in Aurora Heights Council agreed that no more permits would be issued
until it was fixed. Why change now? Are we to allow people to buy houses, knowing
it is a poor drainage area. Let's not issue permits until there is an engineering check.
Councillor Hilliamson pointed out that the problem ia Aurora Heights was water running
off another property.
Councillor Savis said that he and Planning Board were confused.

Councillor Trent said that the Planning Board recommends an engineering check. The
Board is there to protect the public against political interference • Are we going
to by-pass them.
Councillor Illingworth said that when it was discussed at Planning Board it was
thought the mains were involved which gave rise to doubts. Now the Building Inspector
advises it is meaely a drainage problem.

Deputy Reeve Simmons asked if amendment be incorporated in original motion.

Reeve Patrick said that all sewers are inspected by the York Coynty Plambing Inspector.
Councillor Trent said wer are talking about drainage, not sewage.
Building Inspector Jubb said that theprobBU in Aurora Heights was ~rface water, but
Golf Glen is different. All drainage goes through the sewers, and the sewers are
approved.
Mr. Case said that the Town ~ngineer had approved all levels.
Councillor Murray said that there is surface water down there right now, and it is
not getting away through the storm sewers.

Mr. Case conceded that there are spots of water, but pointed out that the houses were
built under winter conditions and this should be corrected when graded.
Councillor Davis said that he must agree with the amendment.
Reeve Patrick asked if the water was coming back through the floor drains.
Dr. Costello said the water was coming through the windows.
Councillor Trent siad he went along with the 13 permits. He was only asking for an
Engineering report so we don~t have to go back.

DELEGATIONS CONTINUED
MR. WILLIAM BAILEY appeared re some conditions in the part of Town in which he
lives • The main complaint in the condition of Kennedy St. West of Earl Stewart's
driveway. He noted that the drainage problmm is to be discussed under Committee
Reports and he urged Council to consider improving the road by removing the
bumps and improving the ditches. The problem is not a seasonal one but
exists all year. The residents have been patient but their patience is
getting strained.
Councillor Trent reported that the Works Committee had surveyed the site and read
item 2 of the Committee report. pertainiHg to it. The Engineer recommends that
the drainage be cleanern· up and Kennedy St. be aligned. The Corr~ittee ·discussed
lowering the hill, but no funds are in the budget for this. This is a large
project ~ith $20,000.00 or more involved. Equipment would have to be brought in.
Mr. Bailey asked if Council approved work, when it would commence and when it
would be finished.
Councillor Trent said there were two projects with equal priority -Gurnett St
and Kennedy St. , West.
Reeve·Patrick said that new construction over the past two years had contributed
a lot to the problem , Now that construction is complete the problem will
probably be rectified.
Councillor Illingworth said he had driven out the road and almost got s~~ck
The road is a disgrace to the To1no. There should be a progressive road plan.
Councillor Murray said that the Committee is working on it.
MR. HEINTZMAN, appeared re minor baseball. He said that a big proplem was
coming up with anticipated registration of 300-400 this year. There are only two
diamonds, which are not nearly eno~gh. First, will we be getting more diamonds
and if so, how many. Secondly, the diamond in Centennial Park is located in an
east-west direction which is the worst possible place, it should ,race northor s'·uth
There will be 100 girls registered for ball this year. They play in Hart's park
but the screem must be replaced. Possibly the screen removed from Centennial Park
might be used. We would like to work with the Parks Committee to set up diamonds,
Minor Ball has never asked for money, only for ground for diamonds.

DELEGATIONS
Councillor Mnrray said he would be glad to work with the Association, but the location
of the diamond was already settled by Council and would not be changed.
Councillor Illingworth agreed that a decision had been made, and he hoped that
C oun cillor Murray would put in a report so that reasona would appear in the minutes,
The diamond is located in a natural amphitheatre, and eventually lights could be
mstalled. It is almost impossible to get an ideal location.
Mr. Heintzman said that all nine players face into the sun and he kno;rs of no
other place where · this is true.
Councillor Davis said that he had played hardball on other diamonds in the same
situation with no real trouble from the sun. We do not want to have a 12 acre
field that can be used only for ball.
MR. Heintzman said that losing diamonds meant that there could be no bantam or midget
and possibly juvenille ball in Aurora and recreation is badly neaded for boys
of this age.
Councillor Illingworth said that of the two problems the missing diamonds ia the
more important.
Councillor Murray said that we did take the diamond out of the Town Park, but
not o··lt of Centennial Park, so ''e are losing one diamond not two, A new screen is
going up in Centennial Park. He had checked a number of parks in Toronto and in
all cases some players are facing into the sun. In Centennial Park only the first
baseman faces into the sun.

WORKS COMMITTEE
Councillor Trent pres·ertted a report of the Works Committee in which
the Committee respectfully submit the following~
1. GURNETT ST .• · CURJ(Jl -It was agreed by the Committee in accordance
with CoU11cil wish, that a plan to improve the intersection of Gurnett
St. Harrison Ave. and Victoria St. should be prepared by our Engineer.
and submitted to Council with specifications to tender. The Gommittee
discussed ths possibility of improving Gurnett St. to Con~aught
Ave. but after views expressed and consi{,erable discussion it wa._s
decided to only look after the curve or intersection.
2. KENNEDY ST. WEST (DRAINAGE) This plan commenced last year and
the preliminary drawings have been submittted to the Committee. The
Committee viewed the situation at the site and concluded that we
would recommend that a minimum amount of work as outlined by the
Engineer should be undert.aken and that a proper plan and specifications
be prepared for tender.

WORKS COMMITTEE
RANSOM STREET (DRAINAGE) -at this point there was not a quorum to constitute a
Committee. The Superintendent felt that there were certain other problems that
should be reviewed on site. Therefore as Chairman of Works I felt it was my duty
to continue in the Company of the Town Engineer and Town Superintendent., and bring
in my report and conclusions to Council. Due to three new homes build on the south
side of Ransom St. at the intersection of Temperance a drainage problem has
occurred. There have been numerous complaints by the howemakers, re water being in
front of their property. An attempt was made to come to some agreement with the
homeowner immediately west Ra~som, ~emperance intersection to lay titles to conduct
met •+ :tre aw!\y from this area but the Superintendent was refused. There has been an
attempt to alleviate the situation somewhat, but this is only a temporary measure.
I would therefore Recommend to this Council that our Town Engineer survey this
situation and prepare a plan and specifications for tender.
4. INDUSTRY ST. NORTH -The Superintendent brought to the attention of the Engineer
and myself a condition which requires immediate action. The property on the north
~est corner of Industry and Wellington St. E and bounded on the north by Centre St.
is at present being filled in. This filling operation to filling a natural water
course. The Engineer pointed out that this situation calls for some necessary
sanitary sewer work. It was noted that the property owner oft he north-east
corner was carrying out a fill operation to the rear of th his or their property and
· tlis was causing a similar situati9n: I therefore rec9mmend that our Engineer
assess these owo problems and advise th1s Council as to the proper steps to be taken.
5. It was pointed out by the Engineer the damage done to the finished grade by the
Trucks parked on the road allowance. These trucks have signs on them indicating they
belong to Midway Machinery Movers and Construction Co. It was pointed out by the
Town Superintendent that he had taken steps to have these vehicles moved but did not
meet with sucess.
I therefore recommend that our solicitor be contacted to give advise dealing with
this problem i.e. claim for damages, etc.
It was also recommended by the Engineer that entrance to this prbperty should be
restricted to the necessary 30' Which I heartly agree to. I would therefore ask
Council to give permission to construct a substantial barracade to separate the
property from the road allmrance with a 30' entrance.
6. It should be noted that due to an incomplete work schedule that certain work
operations should be completed mn Industry St. north as specified in our agreement
with Armitage Construction Co.

Councillor Illingworth asked what is meant by minimum amount of work on Kennedy West.
Councillor Trent replied that it was intended to realign, carry the drainage north,
and improve ditching.
Councillor Patrick pointed out that the Ransom St. problem could best be solved by
installing storm sewers which would serve the whole street.

Mayor Davis presented a report of the Committee of the 1ih6le in which the committee
respectfully submit the following:
A Committee of the Whole meeting was held on Wednesday, April 27th.l966 at 8.00 p.m.

Mayor C.F. Davis, Reeve S. Patrick, Councillor C. Corbett, W. Davis, R. illingworth,
J • Murray., W. Trent
Mr.J. Reid , Town Engineer and Mr. Schneider, Architect were in attendance.
Mr. Schneider presented final working plans and specifications for the Community
Centre. Mr. Reid advised the Committee, that after a study oft he plans, he was
satisfied that the Plans included all the various requests and was the type of
Community Centre requested. The Committee recommends approval of the plans and
specifications as presented and the calling of Tenders with closing date on
May 19th.l966 at 4.00 p.m. D.S,T.
The Committee aJeo recommends that an application be submitted to the o.m.B. for
authority to spend up to $500,000.00 for the community·centre.
As outlined in Special Community Centre Committee report dated April 5,1966 the
Committee recommends that the Mayor and the Town Engineer contact the residents
of the house on the South side of Aurora Heights Drive just west of the selected
sited.
It is also recommended that a special council meeting be held on Whursday , May 19th.

Mayor Davis pointed out that calling tenders does not commit Council to anything.
Councillor Illingworth askedthat the Architect be contacted for a sketch of the
building for publication.

Mayor Davis said that this was the earliest the Engineer had been
able to arrange it.
Councillor Illingworth said that a letter should be sent to
Mr. Matthews re the despatchers in arbitration.

the Finance Committe and at budget time it was felt that they were

Councillor Murray disagreed that they should be included as they
are Town Employees.
Councillor Davis aaid th he supported the resolution. The despat-
chers have no representation and they are entitled to a voice.

Councillor Illingworth said that this has been hanging fire since June 7,1965.
Planning Board should be advised that this has been delayed long enough and we
should have a decision by next meeting.
Councillor Davis said we should find out if Council is in favour of Town houses.
Councillor Murray said that we won't know if we are in favour until we get the
report from the Planning Board.

Reeve Patrick reported that County is drawing up a plan but Mr. Dowson has been
extremely busy. We should get an answer shortly.

SIX-PLEX --GEORGE ST.
Councillor Illingworth said that lots were thought to be 200 ft. depth but when
surveyed were found to be only 199ft. 6 in. so that the lots are 30 s~. ft. under
the minimum.
Councillor Wi~liamson said that the size of the building was not changed, but that
3 bedroom apartments were being replaced by bachelor apartments.

Mayor Davis said that the letter from the Planning Board would now be brought
forward.
Councillor Williamson took exception to the statment that the report was not the
opinion of the Planning Board. a ~uorum. was present at the meeting and it was the
opinion of the majority of those present.
Councillor Wllingworth said that the big problem ia a moral obligation on the
sewage ~uestion. The Planning Board asked this Council for guidance in Mnrch. This
has not been torthcol:'linp:. In the last 4 years there have only been 4 new apartments
so we are woe1 •lly short of rental accoramation. There ia a definite need of this
type of accomodation.

This area is not suitable for any other type of development. There is no problem
with the entrance. The Planning Board Chairman mentioned a school problem, but the
majority of the apartments are bachelor type; There may be upwards of 30 additional
childeen. and GEORGE ST.school can handle the increase. The $400,000 assessment
represent reoughly 1 mill in taxes, with ao attional demand on services. Aurora's
retail sales per capita are going down. Based on need for diverse housing and
trend to rental accommodation we need this type of development. Apartment owners
are helping to defray taxes on single family dwelling.
Councillor Murray said that some of the Councillor's statements are way out.

Councillor Illingworth said that bachelor apartments are not considered single family
dwellings under by-law 1051. There may be a parking problem The lot is only 5,640
sq. ft. while 7,000 is required for a duplex.
Councillor Williamson said there was ample space for 5 cars.
Councillor Trent said that Toront has a slum problem because older housing iB
converted to multiple family use. We may be creating &.~Ulil conditions.
Councillor Williamson pointed out Mr. Martyn had the courtesy to come to Council
and ask permission even though he didn't need to.

Council for Aurora to consider the possibility and ways and means of forming a joint
industrial committee and to report findings and recommendations to respective Councils
It should be noted that~ East Gwillimbury should have been included in original motion.
A joint meeting was held in the Aurora Council Chambers at 10.00 a.m. Saturday,
April 30th.l966. ~he following were present:

(c) The costs that may be involved in preparation and printing of brochur~e and other

Committee respectfully submit the follm<ing:
The Planning Committee met at 11.30 a.m. Saturday, April 30th.l966. All members in
attendance. The following items were discussed.
1. A request from Hollings holdings, who are building car wash at south enil.,
mopping Plaza, to i.nclude Gas pumps in connection with the car. Wash. Referred to
Fire Committee for study and report.
2. A request from Mr. Peter Ash to add a garage and building extension at the rear
of his present house ".n·'-clir.ic. B.eferred to Building Inspector for clarification
as to Land Use and Zoning B.egulations.
3. Copy of H.V.C.A. Minutes redevelopment of C.B.C. Property at south limit of Town
and copy of a letter from o.w.R.C. Your Planning Committee recommends that no action
be taken until after Council delegation discusses matter with C.B.C.AND O.W.R.C. AND
reports.
4. Request for a Building Permit received from C.B.C. to erect footings only for
shopping Plaz.a. Your Committee recommends that no action be taken at this time
until land has been re-zoned and request for permit re-submitted for consideration
at that time.
Councillor Murray asked what legal right Council had to refuse permit. The Official
Plan for the area doesn't hold Water.
Councillor Illingworth read a letter from Dept. of Planning and Development rePublic
meeting and O.W.B..C. He said that Councillor Murray had said that Saytar would
sell and not build and then read a newspaper clipping in wic which C.B.C. is referred t
referred to as a wholesaler of land.
Councillor Murray said we never had an officiap plan for this area.

Centennial Park. He asked for permission to call tenders on
the ball screen and for the tennis court.

On Thurs. April 21 I attended a Centennial Work Shop held at
the Richmond Inn at Richmond Hill.
Mr. Brockie of the Ontario Centennial Planning Branch was the
Chairman of this very interesting and informable meeting.
There is material available to any committee to help plan a
program for centennial, through the Ontario Centennial
Planning Branch, which has 18 advisory committees and 70 women

The program and guides presented at the meeting were too
extensive to condence in this report, so I would like to
submit the information to our Centennial Committee.
There is one item though, that I think might be of interest to
our main s_:treet business section and that is the Norwick Plan
This plan has to do with restoration of any dowtown area.
All particulars can be obtained from the Norwick Union
Insurance free of charge.

The re-organized 1967 Centennial Committee met fot the first
time on Friday, April 29th. l~ayol:-C.F. DAVIS and D. GLASS
agreed to serve as co-chairman of the Conmittee and ~. D.Gosbee
was appointed secretary-treasurer. It was decided at this
time that the Committee would, for the time being, hold regular
meetings on the first and third mondays of each month, and the
first of these meetings was held on May 2,1966. The C.Oinmittee
decided to deal with cennennial activities under two headings.
1. Parks project
2. Programme
The members of the Committee examined the Plan prepared by the
architect and it was decided that the committee would, before
the next meeting, visit the sites in a body. The Chairman
of the Works and Parks Committee and the Works· superintendent
will be invited to attend the next meeting of the Committee
to discuss a work schedule.
The Committee has decided to confine i~.s program of activities to
a single weekend in 1967. Groups and individuals will be
invited to submit suggestions. All groups planning special
events to mark centennial year will be asked to co-ordinate their
activities throught the committee to avoid conflicts in dates.
While no funds have been provided as yet for a centennial
program, the Committee will require , and Councill will be
asked to provide, some money this year for Planning the Program.
The next meeting of the Committee will be on Monday, May 2,1966

Councillor Trent presented a report of the Works Committee
in which the Committee respectfully submit the follwwing:

ITEMS DISCUSSED
l. That a by-law be prepared making the Town Superintendent a
perminent employee.
2. The dismissal of three \\fork employees.
3. That the brief prepared by the Town Superintendent be presented
as a resolution until such time as proper by-law is prepared.
4. Announcement that a meeting between J. Reid, Town Engineer ,
E.McGregor, Town Supt. and the meml3ers of the Works Committee
scheduled for Friday, April 22,1966 at 1.00 noon.
5. Accessories necessary for the new compres~or.
6. Meeting to be arranged ;ri th Mr. Strachan of D. H. 0.

1967 CE~nENNIAL CO~WITTEE REPORT
Chairman Davis Welcmmed the new members to the Committee and expla'ined that the
purpose of the meeting 'ras to re-organize the committee following the resignation
of several members. Following discussion Mayor Davis and D. Glass agreed to act as
co-chairman of the Committee. Chairman Davis outlined briefly Agrora's Centennial
project for the new members and stated that it 1<as the func;j;.i,on' of the Committee
not only to see to completion of the project but also to rfan the Town's Centennial
programme. Representatives of other groups will be acWed to the Committee from time
to time, with the present Committee serving as an executive committee.
It was decided that furture meetings of the Committee 'rould be luncheon meetings to
be held on the first and third mondays of each month.
Next meeting to be held at Cousins Fiesta Room, on Monday, May 2,1966 at 12.00 noon.

which the committee respectfully submit the following:
For some time n01i,~~.~ Police Cormnittee has received complaints from
members of Council':l··W•Ci,ttring Council meetings ,regarding traffic and
parking problems in the vicinity of the Car \Vash on Temperance St.
On February 28th: 1966 your Committee reported that "observation of
this area revealed no apparent curp,ent problems and no complaints

However, comp.laints have continued. to be received thr.ough members of
Council, but only during Council meetings. The Police Department
have been requested to keep this area under serveillance and take
action against aey offenders.

POLICE COMMITTEE
During the week-end of 23/24 April a close watch was maintained an no traffic or
parking infrac~i 0 ns were noted. Since the opening of the car-wash it is
interesting to note that the Polce Dept. have only received one complaint re parkin~
on Temperance st; in vicini~y of car wash. during the period the Aurora Tank and
Welding used the building, complaints were received more freQuently.
It is most difficult for the Police Dept. to take any act)i,.op when complaints are
received second hand by means of a Council meeting. !t is· ·.<>ga:iin. requested that if
members of Council receive complaints re traffic, parking .. :q:f.,~:)' other matt'ilr that
pertain to the enforcement of law and order, that they adv;Lse .. ~:Pmplinants to direct
their complaint directly to the Police Dept. at the time the_.:i@ei(l.ent o~curs.
While it is realized that in the large majority of cases, no tra;ffic 9.r parking
by-law is brolcen, but with the coming of better weather and increa~~·'usage of the
car wash, the possibility of complaints will no doubt increase, therefore
it is recommended that the operator of the car waah be invited to meet with toe
Police Committee to dicuss ways and means to improve the operation of the car
wash The area north of the building vras supp~a;d to have been prepared as a
parking lot, but this has not been done.
A meeting of the Police Committee will be held on Wendesday, May 4th.l966 at 7.30 p.m.
or if this is not suitable due to short notice, a special meeting will be arranged.
