Mayor Davis presented a report of the Special Community Centre
Committee in which the Committee respectfully submit the following
Members of the Special Community Centre Committee met on Tuesday,
April 5th.l966, at 8.00 p.m · ..
Mr. Schneider, Stevesn, Elliott and Eull were in attendance from the
firm of Architects. In addition to the Committee members, Councillors
~Jilliamson, ~1urray, Corbett and Davis and Mr. Jack Reid and Nr, E.
Batson, were in attendance. ·
Mr. Schneider presented the detailed plans of the Commumity Centre.
items of discussion ~rere as followis:
1. SITE-Considerable concern was expressed by some members of the
Council over the new rosition of the Community Centre, caused by the
results of the ;soil tests. The now position is ?.5 feet south of
Aurora Heights Drive and 20 feet east of the property line of the
residences located on the south side of Aurora Heights Dr. It was
felt that this 't11 1.a.tion is too close to the residential area, but it
was pointed out by the Architect and Engineer that this was the only
· .. suitablo location. This site would provide parking for over 300 cars.
2. ARENA-Due to the soil conditions, the type of" laminated beam
construction would require a tie rod across the area to join ends of
the laminated beam. This tie rod could be used to attach lights
approx. 19 feet abo · the ice surface. Considerable discussion
took place as to possible ways and means to eliminate tie rods, but
with negative results The need for some type of Goal Judge box vms
outlined and is to bo considered at a later date.

SPECIAL COMMUNITY CENTRE COMr~ITTEE REPORT
The type of b11sc for the patio-type cntr~.nce to the centre was discussed and in the
intere~t of economy, an asph11lt base was recommended.
3. HEATING .. Mr. Elliott presented the plMs 11nd ·proposal for heating of the 3 main
parts of the building. i.e. Are01l 0 dining room, and auditoriul)l and offices •. He
recommended electric heating for the auditorium and office and a hot water with gas
system for the arena and dressing room •. Considerable discussion took place as to the
merit of the various systems of heating, especially as some members of the community
centre committee had,met with Hydro 'Officials earlier in.the day. Hithout consider-
role insulation, which would add in e~~tcess of $10,000.00. To building costs, the
comparative cost of electric heating to hot water with gas was outlined, by ~1r. Elliott
as $5,100.00 to $2,400.00. r~r. Elliott explained that a meeting was been held by the
architects with officials of Hydro examined possibilities of electric heat and it was
agreed that electric type of heating was not suitable for an Arena type of building.
In view of the various differences of opinions, Mr. Elliott was authorized to prepare
a report outlining in detail the comparative merits of each type ofheating and submit
by April 11,1966.
Other items in~luded in Mr. Elliott's oresentation outlined the fans in the lower
level n.ear the concessions to take out the smoke. No provisions were made to take out
SMOKEin main part of arena as no smoking 1~ould be allowed.
4. LIGHTING -Nr. Eull presented the plans for the 1 i ghti ng of the centre, . The
arena would be lit with fluorescent· type lighting suspended foam tie rods. ~The
question of guards on light fixtures w11s mentioned but it was felt that a trial period

The sound system for the arena .• auditorium lobby, etc. to be located in control room
with appropriate cut off switches.
5.. GENERAL .~ The rcsponsibi.lity of providing the hydro service to the buildinq was
asked by the Architects. It was agreed that th.e Aurora Hydro would providG the requirecl
serivce to theniain panel box in the building. and .preferrably underground. Aurora '
Hydro Commission to confirm .. this service. ·
The town Engineer was authorized to carry on with the ~~rchitects to settle minor
details, so that a final plan could be submitted in 2 weeks.
It was agreed that tenders waul d require a 10% bid bond and a performance bond of
50%. A i5% hold back yJould be required for the completion of the project plus 37 days
with a 12 month guaraQtee. ·

concern of neighbours adjacent to Spruce and Catherine Strews.
1. The culmination of events with respect to the dispute was the formation of SDruce
and Catherine Ratepayer's Association at a meeting on April 7,1966, nt which I Wi\S

2. Briefly the Ratepayers object to the following:
Parking ·· appearance, traffic and sidewalk problems.

5. The crux of the problem is therefore the question , "Wi 11 it be an imprmvement?"
"We de not think so , but at this stage when leqal action may be toof late, perhaps
it could be an improvement if every precaution were taken to ensure the best solution o
or interpretation of the Agreement.

It is the 9f)46n of the Ratepayer's Association that:
(a) The existing by-laws qive rroperty owners little or no protection against such
developments and therefore all up-dating of By-laws, zoninq and community planning
is of utmost imorotance to us all.
(b) In spite of the fact that the by-law will not hold w11ter in a legal sense, it
has definitely been breached in the density clause since the area of the lot is not
nearly large enought to supportthis mahy units.
(C) The Building Committeo of Council have flpproved this alteration after
considering one line sketches rather than proper blue rrints and" scale drawings of
elevations, parking, schemes, etc. Many of the details which are very important
have not been specified.
(d) The streets adjacent v1ill be subject tp real estate devaluation CIS a result
of this .project.
7. l-ie recommend that Co unci 1 :
(a) Limit parking area to six car places on paved areas.
;b) Draw up specific regulations governing all esoects of this.
(n) l~e be forewarned of any further develorments in this district.
Mayor Davis informed Council that the Agreement ~~quested in the Committee Report
was now before Council.
Co unci 11 or Murray stated that the Bui 1 ding permit has bec:n issued so why was it now
necessary to go into an Agreement with Mr. Matten.
Councillor Illingworth stated that the existing By-laws are outdated and that this
matter is not <;pvered in any By-law so an Agreement had been suggested.
Councillor Trent stated that he was against tur·ni.ng single family dwellings into
mutiply use dwellings.
Councillor ~!illiamson informed Council that this was not a single familiy dwelling
but was a mutipl.y use dwelling.
Councillor Williamson asked that the Agteement be held in abeyance until next Council
meeting when a Planning Report would be presented to Council, which would be more
pleasing to the: Ratepayers.

Police would be desirable, it is not possible with present staff. However
every effort wi 11 be made to carry out a comp 1 ete safetyrrogram, and a 11
members of .the Aurora Police Dept. are to be commended for giving so
freely of their own time in. this regard .. Members ofCouncil will

(h) The traffic safety van, wliiich is being donated to the Aurora Police
Dept. by the Jaycees, will be a 11elcome addition and 11ill bo well used
in the interest of traffic safety.
(i) Although not in.cluded in the Jaycees brief, but urgently required
for a complete traffic s.afety pro~ram, is a 16 mm. projector
and ecreen. This was not included in tho Budget for obvious peasons,
but your Police Committee would welcome any suggestion or a donation
of a projector and screen.
(k) It is requested that a letter of thanks be forwarded to the Aurori1
Jaycees for their continued interest in Traffic Safety and . to advise
them of the action taken in regards to their brief.
3. BY-LA\~ 1667 -DESIGNATING THROUGH HIGHWAYS.
Reference is made to Minutes of Council dated December 20th.l965 (flaqe 12
in which By-1 aw 1667 to amend By=l i'IW 1452 was read. During second
reading an amendment was made to inciudo the intersection of Tyler and
George St. as a 4 way stop. For smme reason, this amendment was
not included in the By-Taw and as a result was not arproved by the
Department of Transnort. Your Police Commi ttec was reviewed the need
fora 4 way stor at this intersection and it is their recommendation.

the Engineers report re traffic lights on Yonge and Wellington St.

meeting , quotations covering the technical details had not been

As this intersection is part'ially 11 County Road, it is strongly
recommend that appli~tion be made to the Toront and York Roads
Dept. for assistance in the installation of these lights.
6. DAt~r1GE TO TOWN SIGNS
Reference is made tominutes of Council dated t·1arch 2lst.l966 (paqe
36) in which the Works Committee requestedthe Police Committee· to
instruct the Police Denartment to watch for and charge anyone
damaging streets sign • The Police Dept. are constantly on the
watch for anyone causing damage to any nublic or private property
It is recommended that whenever any damage to public or private
property is noted, it is reported as quickly as possible direct
to Police Department, so that action may be taken. ·
7. REQUEST FOR STOP LIGHTS -HAIDA DR. AND WELLINGTON ST. l~
A request has been received by the Police Committee from a citizen
for consideration, of installation of traffic lights at Haida Dr
and He lli nqton St. Hes t, r~. check of this i ntereecti on has been
carried out by the Au.rora Po1 ice Dept. and it is found that the
traffic volume does not warrant traffic lights at this time.
Suffic'ient gaps in traffic allow exit from Haida Drive without
unreasonable delay and there is good visibility to the east and west.
'Ehe visibility to the west could be improved by lowering the high
rise on !·!ellington St. just west of Haida Drive and it is the
recommendation of the Police Committee that the Toront 0 and York Rds.
Dept. be requested to consider lo~ring this high soot when work
is being done on \•Je 11 i ngton St.
10. I~R. FRED BOYS -DISPATCHER
Mr. Fred Boys, is continuing to make satsifactory progres~ and is
now at home. He is at present on annual vacation and it is recomm=
ended that commencing April 16th.l966 Mr. Boys be granted a period
of leave of absence without pay.
9. UNIFORMS FOR DISPATCHERS
Your C• ''n.:ttee had prev.iousl recommended that civiian dispatchers

Uniform section of the budget, purchase of this equipment may not be

POLICE REPORT 10. GREY COACH SUREVEY FOR BUS STOPS
Although the Gray Coach lines and the Aurora Police Dept.
hQve completed their survey as to bus stops
within Aurora, the report has not yet been r~ceived from Grey
Coach Lines. This subject will be discussed at a later meeting.
ll. SPECIFICATIONS FOR POLICE RADIO -GENERATOR
The Chief Cons tab 1 e has been authorized to prepare specifications
for a cruiser radio and portable electric generator as approved
in Budget, and submit to Po 1 ice Committee for tender action.
12. POLAROID CAMERA FOR POLICE USE
It is understood that a Polaroid Land Camera is owned by the
Town for the use of tho Building Inspector. It is the recommend-
ation of the Police Committee that this Camera be loandad to
the Police Dept. for accident investigation on tho understanding
that it would be available to the Building Inspector when
required.
13. CITIZEN BAND RADIO OPERATION ORGANIZATION
It is noted that an organi7.ation of Cttizen Band Radio Operators
is being formed in th12 Aurora area. It isplanned that your
Police Committee and possibly your Fire Committee will meet
with members of this organization in the near future to
discuss possible communication orocedures in the event of a
1 oca 1 emergency. ·
14. PARKING METERS
Your Police Committee has reviewed the possible use of Parking
t1eters on the streets or in proposed Municipal Parking lots, and
recommends that the Parki nq f~eter presently owned by the Town
are not required and should be offered for sale.
Your Committee is very concerned about the amount of time 1 os t and
the cost of Court time. \4i th a sma 11 force, such as the Aurora
Police Dept. and Officers being required to spend considerable
iime in Court waiting for their cases to come before the
Magistrate, it is believed that some possible corrective steps
should be investigated. It is therefore the recommendation of
this Committee, that a letter be written to the respeonsible
Officials to try and arrange for a trial period, that all .~urora
c~.ses be scheduled for 2 specific days per month (for example
the 1st and 3rd. Tuesdays) or such other specified time as may be
mutually agreed upon. It is believed that such a system would
allow the Chief Constable to plan his vmrk detail and assume
that the Town of Aurora is policed at all times. It is also
recommended that adjacent municipalities be advised of this
recommendation, if app1 oved , so that they may consider a
similar program. This could be done through the proposed
Liaison Committee.

Councillor Illingworth presented the following report.
Reference is made to Council mi nutcs dated October 18,1965, (Page 4)
when Mr. A.H. Lemasuirier and Mr. G.P. Dranch of the Provincial
Department of Economics and Development ap!')eared before Council to
explain regional development. The delegation was advised that .
Council would discuss this prooositic:n in the near future anrl would
advise them of Council's decision.
Council minutes of ,January 3rd.l956 recorded a motion that the
Striking Committee appoint one member of Council to the York County
Regional Development Steering Committee. No official act has been
taken by Council, but ilS a result of various press releases ,
reporting on meetings of the regional· development association for
this area, Counci 11 or Ill i ngwortharranged with the To\1n Clerk to obtain
conies of minutes for the meeti nq and to find out when the next
mecti ng was to be he 1 d. Councillor Illingworth was requested to
investigate and report to Couocil.
The provisional Committee of the organization arranged a founding
concerence of the Association for Thursday, f'1arch 3lst.l966 at Bayvic"'

the meeting rim Richmond Hill on .March 31st. Dr. Edward P1pva
proffessor and heari of the. Georgraphy Department, Univtersity of
~!estern Ontario gave the keynote address. Dr. Pleva is a Di reclbor
of the lake Erie regional Development Council and outlined the
advantages of forming and belonging to a regional Develooment
Associaition.
Regi ona 1 D_e'{.e 1 opment.. .is not another ~form ·of government, but an
assodatTon tomeet and discuss with other muni ci pa 1 iti es, in a
similar economic region, matters of mutual i·nterest such as planning,
public health, assessment, arterial roads, water resources, welfare,
. sewage, fire protettion, education etc. Nothing will .be taken
away from local government or county government. County government
was formed originally for the administration of justice and has no
bearing on economic development. The Regional development Assoc.
presently formed are being used extensively to supply information to
industry, government and institutions.
Dr. Roedy, President of the Lnke Erie Regional Development Assoc.
outlined some of the functions they have carried out, which inltllld!!d
a review of all muniicpal resources in the gegions, conference held at
western University on economic growth, and development, training
courses arranged for members of municipal gouernment.

Chartered members, 1 refused to join and 17 would not committ themselves. Th"
