Carried. DELEGATIONS: Mayor Davis read a letter from the Golf Glen Homeowners rcssociation asking pernission to appear before Council this avenine. A Delegation from Golf Glen Home Owners Association appeared before Council . Mr. Arthur Davis had been appointed spokesman for the Association and presented the following Brief. May I preface my remarks by suggesting that a copy of this brief will be made available to the Council at the conclusion of same. I would like to express our thanks for making time available to us, as an association, to present certain facts that we believe to be important issues in the growth and development of the To;rn of Aurora and their effect on the taxpayers of this community. Our Association was originally formed to prevent the building of high rise apartments at the entrance to GolfGlen, Hmrever, at our founding meeting which was attended by 34 homeowners is the aforementioned community, three of whom had not at that time moved in, we dicided that we should endeavour to take the lead as taxpayers in stimulating the interest of all Aurora in the fu:t;ure growth and development of our To;rn. To date, we have had over thirty calls of encouragement and support from people in other areas of this town, Also, two members of your Council have suggested that they welcome, as I'm sure you all do, a renewed interest in Town planning by all taxpayers of this community and that we, as ratepayers, become more interested in what you people as the governing body of the To;rn of Aurora are trying to achieve. It is hoped that our brief will be accepted for what it is, that is, a statment of fact as seen by the 32 registered members of the-Golf Glen Homeowners Associatton. Our proposal is as stated on the agenda to bar all residential building in Aurora except single family homes until such time as a Zoning By-law is put into force. DEPARMTEJITT OF MUNICIPAL AF.FAIRS & ONTARIO MUNICIPAL BOARD 1-le present the follmring statements of fact as some of the more obvious reasons why council should consider and adopt such a resolution. l. This past Friday, April lst. 1966, 1ve contacted the Department of Municipal Affairs and were advised that comments had been passed from the aforementioned department to the Ontario Municipal Board, regarding the 90 foot height by-law to hhe effect that the 90 foot by-law should only apply to specific apartment xones and it would not be appropriate to permit the type of development in question indiscriminately throughout the Town. ~ "~ "".-.:,. The Aurora Banner of March 23rd. 1966, headlined NO MORE GROWTH HERE UNTIL \VATER PROBLEM SOLVED, TOWN WARNED. The articale continued and I g_uote: "Aurora's sewage problem is going to halt growth of the Town until a regional sewage treatment operation can be developed . -·---a matter of years. This prospect emerged sharply in Council this week as its members pondered the impact of a session with hhe Ontario 1"ater Resources Commission, the provincial body with effective control powers over municipalities with water troubles. "From the tone of the meeting," reported Mayor Clarence Davis, I efel our giDowth is going to be controlled until we silllve this problem". The Council-in-Committee report said that 0 .1'1. R. C. San.i tary Engineering Director J.R. Barr could foresee only "Growth to a limited degree", even with a planned expansion of the present town sewage plant. j?annery Creek, which now receives the town's ef'Uuence, "has no receiving capacity". Mr. Barr told thecJ:oeed council session last week. "A stream should allow for a ratio of six times ;rater to one ·tilnes ( eff~uence) entering, and in Aurora this ratio is only one-to-one. Continued growth vould merely aggravate this condition." Council vas told bluntly: "1·/e cannot stop growth through control of services already constructed, but vill apply control by not approving the installation of any new sewers contemplated •.. " A study of the Holland Valley vatershed will be undertaken by the O.W.R.C. this summer, vith a report on that study's expected time duration possibly available next month. \Ve are aware that Council has submitted recently to the 0. W .R. C. a ten year smmge plan for its approval. Mt. Barr, however, in a ltter has told Council that the 10 year design period ~<as tool long. A five year programme. he said >v-as too long. A five year gr6gra.nllne, he said, and. I quote "would give maximum secondary treatment to the Town's present waste flo;r. The nev proposal should give the town maximu benefits tt , minimum cost . 11 It wltll be necessary for the Town to control the development for the next five years ~<ithin the limits of plant capacity mutually agreed to on the basis of the nev proposal and the actual treatment efficiency achieved. To this Mayor Davis has commented. "it" the sewage problem, controls just about everything. We vould ascertain from the fore- going statements by Mr. Barr and the co~~ents of council that future development of multiple family dwellings at this time vould not be in the best interest of the health of the citizens of Aurora. Mr. Barr has suggested that the long term solution vould. rest on a regional basis. Th·. cl, >re vould conclude, could conceivably be accomplished. through the proposed regioanl ' development programme for Aurora and the surrounding area. FIRE !LA.XA..RD Again, I refer to the Banner of March 16th. 1966, under the headi'ines S1,1fEEPING EXPANSION OF AURORA FIRE DEPARTMENT RECOMMENDED BY FIRE MARSHALL. I will not read the entire article into the minutes of this meeting Wilt will only quote conclusions arrived at by the Fire Marshall. "The pi!lesent fire aparatus and man pmrer strength ,;i. s not sufficient to provide adequate fire prevention and fire protection sE!fil'fc€is." 1-Je are relatively cognizant of the problems of ~lit:(Y:L,ementing the Fire Marshall's report and suggest that until such time as the to>m is capalhle of proceeding 1fith the recommendations that careful consideration be given to adding any additional multiple family dwelling as it appears that all of our homes,,,,;y:smrs and mine, even at this time, as suggested by the Fire Marshall, are not adeq1iiit~1~ :protected. l1. TRAFFIC. Traffic in the area of Brookland Avenue and Yonge Street, the area that we were orignally concerned with, is a major problem as recognized by Council's Police Comm. anJ again I, quote from the Banner -"Council's police connni ttee termed the present operation around the area south of the liquor store a serious traffic and safety hazard" and they asked to delay recommending building permits for apartment units at this intersection until other arrangements have been made. "The permits should not be issued until interim agreement with the town clears up the problem" aaid Councillor Dick Illingworth. 5. SCHOOL SITUATION The school situation at this point in time appears to be a major problem and we suggest through imprcper planning this problem could easily magnify itself in the immediate future. As you may be a1mre, 1<e have had discussions with the residents of Regency Acres regarding their current petition about the Church Street School. We believe that they have a legitimate complaint and suggest that, as an association, ·t;e are in sympathy with their problem just as it is the problem of everyone in this Community and, with improper crisis planning, the situation now faced by these peopleCl could and 1;ill become the problem of parents ir. 'all parts of Town. 6. PETITION RE BY-LAW 1657-65 1. It 1<as resolved at the council meeting on March 7th. and I quote from council ~ minutes "That the residential sections of Aurora be considered as signle family dwell- ings ffi.e. apartments, semi-detached and/or town houses ee considered as a change in usc of land and be referred to the Planning Board for review and a report make to Council.11 2. Plannning Board, as authorized by the Planning Act,may hold public meetings prior to m2.king a report. 3. It vas carried that the report of the Planning Committee re-petition re by-law 1675-65 dated March 7th.l966, be accepted. PETITION RE BY-LAW l€5T-65 He have asked subsequently that in view· of this resolution as carried to have made evailable to us any pertinent information regarding future development in our area. This type of information is certainly available to developers in this town as resolved and carried by council March 21,1966. I quote from the minutes of that meeting "Resolved that C.B.C. , Mr. Cossar and Mr. Case be advised of the contents of the 0. W. R. C. report." A1e we the taxpayers of Aurora not entitled to information regarding the development of our community from our elected representatives? Is the respon- sibility of the elected representetives to all the taxpayers of Aurora less important than their relationship with the developers? ·It would appear to be so. Our _:ra .. ·:quest to this Council to have the availability of information pertinent to aevelopment in our area, in our opinion, was treated with disdain. Again, I quote the remarks of one of the council members to us at that time "next thing we will have to inform all the dog and cat owners of council's actions, 11 As ta.."<payers and a group interested in the to>m' s activities, >re suggest that if the request is reasonable, as >re believe ours was, 1<e 1<ould like to think that we could obtain this type of information from our elected representatives >rithout the accompanying sarcasm. I reiterate, are 1<e the taxpayers of Aurora second class citizens? Are >re not entitled to this information upon reasonable request? Are the developers, and we have no axe to grind with them, ahmys to be given preferential treatment? SUMMARY It is our belief that in view of the aforementioned. facts outlined in this brief that until such time as a proper zoning by-law is passed for the tmrn of Aurora, to proceed with crisis planning 1<ould be sheer folly. It is the e·,pressed opinion of professional people in this field, 1<hom we hnve engaged the services of, that this type of planning normally creates instant slum areas 1<hidh could ma.<.e the town undersirable for the current residents and do very little to enhance our opportunities of attracting industry 1<hich as you are all aware is needed if >re desire to grm; and progress as a thriving coiTmunity. Councillor Trent has suggested thnt he endeavoured to a change in by-lm; 1051 >rhich permitted height restrictions to go frl!llll 35 to 60 feet and >rhen 1<e submitted our original petition , he felt that we had a valid point and he certainly would not want a 90 foot apartment next to his property. To this suggestion, we believe if we assess the situation correctly, the council 1<as in general agreement. \rle , as a group, and I'm sure the rest of the citizens of Aurora 't·rould not endeavour to impede development but 1re do propose, in view of the facts presently before you., that that you carefully consider any action taken at +.his time and that as our proposal reads ENACT LEGISLATION WHICH WOULD LIMIT RESIDJc.~TIAL BUILDING TO SINGLE FAMILY DWELLINGS UNTIL SUCH TIME AS A PROPER ZONING BY-LAW IS PASSED. Again, many thanks for your valuable time and it is hope that this proposal will be considered seriously by the gentemen of the council and accept it in the vein that it has been presented. Reeve Patrick stated that the Town of Aurora Valunteer Fire Department was one of the best • Reeve Patrick said that in regard to the remarks of ;rater shortage that this was dot true that the Town of Aurora has ample water. He also stated that he <ras not a<rare that there was to be a meeting of the Association. Mr. Davis stated he was not stating the Town of Aurora Council was not on their toes and that he didn't kno<r if fire services <rere adequate but would have to go along <rith the Fire Marshall's report as he thought the Fire Marshall to be a capable man. Mr. Davis said he was only quoted what has been written by capable people. Councillor Williamson thanked Mr. Davis for the brief but that he objected to the report saying the Town of Aurora Blanning Board was not capable. Mr. Davis stated that he had made no reference to the Planning Board in his brief. Mayor Davis inquired as to the date of their meeting. Mr. Davis advised that the meeting had been March 8th. 1966, at it had been announced in Council minutes. He informed Council 'that they had been attending a Lion s Dinner on this evening. Councillor Davis stated that the Fire Marshall was no doubt a competant man but that the Under1~iters were in business to make maoney and they rate Aurora as of the best. Councillor Davis stated that it would take 5 to 10 years to institute their recommendations. Councillor Murray stated Councill0r Murray assued for the good of the Town in the past few years Aurora has expanded quite a bit. the Association that any Council member has ahrays worked Mr. Davis stated that the Association had not jOme to the meeting with a chip on iheir shoulder but only to point out their problems ., and that the Association had no axe to grind <rith Council. Mayor Davis thanked Mr. Davis for the brief , and stated a lot of time and thought had gone into this brief. Mayor Davis advised that Association that the brief <rould be studied by Council and a report <rould be brought back to Council. Mrs. N. McRoberts , spokewomen, advised that they would like information re a home on the north-east corner of Spruce and Catherine. Mrs. McRoberts said the residents of this area had only been made aware of this conversion by the notice in the Banner. Mr. Jubb, Building Inspector, informed Mrs. McRoberts that the was being renovated and would have only 10 bachelor apartments. informed the delegation that Mr. Marten had signed an agreement property in good repair • house in question Mr. Jubb also to keep this Mrs. McRoberts stated that the people who rent this property will not take care of someone elses property. Councillor Williamson stated that cars are now being parked on the grass, leaving the lawn in a mess, and at least nm• this area is to be paved. Mrs. McRoberts informed Council that the Mr. E. Stewart ··'of Stewart's 'Real Estate had advised her that the value of the surrounding property >muld be devaluteted. Councillor Murray said he personnally had investigated this and stated that this man had purchas'ed :jlroperty in N<IW!llarket and not improved it. Councillor Murray stated that this man deserves some investigating. Councillor Murray felt that this house should be for only l~ or 5 apartments. Councillor Davis stated that Councillor Murray stands to be corrected aa it is only for 10 Bachelor Apartments Mayor Davis stated that the Council. has no legal leg to stand on to withdraw this permit • Mayor Davis stated that Council thought they would be improving this corner when permit was issued. Councillor Murray stated he was for this change first but &pen learning of the builder was very lear:r:. Councillor Davis stated that there was a personally conflict with Councillor Murray. and that. this type of Bachelor Apartments were in great demand for nurses and school teachers. Mrs. McRoberts stated that it seemed to her that this place would be a fire hazard Mr. Jubb informed Mrs. McRoberts that the Fire Chief and himself had investigated this property and it was definately not a fire hazard. There is to be a fire escape put down the back of the building. Mr. Jubb stated that there has been 5 signed leases already. Mrs. McRoberts stated that the frontage on this property was only 70 ft. and the by-law states 100' Reeve Patrick advised Mrs •. MURRAY: "Resolved that this permit be re-opened. DAVIS, W: special Councillor 1-lilliamson advised Council that they would leave themselves open for ~~ ·z-i:U~~l aa:tion. Reeve Patrick sated that this matter had been looked into last year by the Planning Committee and Planning Board and felt that this apartment will be good when it is finished. MOTION DEFEATED. SIMMONS: vliLLIAMSON: "Resolved that a meeting be held with the spokes~J~t/0' of the delegation, Mr. Marten, Mr. Jubb and Council, to discuss this matter." CARRIED. DELEGATION -AURORA BOARD OF T'RADE -MR. A. CHILD AND MR. G. GILBERT Mr. Child presented the following brief Mr. Mayor and members of Council: The purpose of this delegation is to find out what is being done or what can be done to enduce industry to settle in Aurora. The Aunora Board of Trade is deeply concerned that industries are by-passing Aurora and are well aware that you are also. One of our purposes in approaching you to-night is to enquire the present status of the Industrial Commission which was established and set-up quite some time ago. We are most anxious to promote Aurora as an industrial town, but feel that we do not wish to tread on anyone's toes in doing so. lve also feel that before we can do anything along these lines the Town Council must be prepared to put such land as they have available in suitable condition for buildings to be erected upon. The one property which he had in mind was that which was formerly known as the Petalavany property. It is our belief that with present day earth moving equipment this land could be put into better condition for presentation to a prospective industry. While statements can be made that the land <rould be put into satisfactory condition this does not interest an industry, whey wi· ·,h to visualize what their prospective factory will look like on the ground they are inspecting. The same can be said for services such as water, sewers and roads. We appreciate only too well that there will be expense involved to do this, but unless something is done immediately our hopes of getting industry to build in. this area is very remote. The costs of the renovation to the property could quite easily be added to the cost of the land, which at thQttime it was obtained wasonly $1.000 per acre. Another area, which , in our opinion, could be made a bit more presentable is the land on Industry St. We again feel that industries looking for sites would not be too favourably impressed with the condition of the land as it now stands. G... ..... ~ ~TH REGULAR -10-April 4,1966 CONTINUATION OF BOAD OF TRADE BRIEF We are also concerned about the lack of suitable land for industrial development, and are most anxious to know status of the annexation plan which were once mentioned in the local paper. We have seen statements that there is to be an Industrial Committee made up of representatives of Aurora, King and Whitchurch and are somewhat concerned that this will have a bearing on the possic):ity of annexation of property in Whitchurch Township to the south-east of the Town. We believe every effort should be made to annex area as soon as possible and that more pressure be exerted if necessary on the proper authorities. It is our intention, with your permission, to erect signs at the four entrances to Aurora but feel that unless something is done by the Town to make land that they have more suitable and presentable to an industry that this program would not be a worthwhile project: Mr. Child stated that every effort should be made to annex part of \fui tchurch property and signs put up advising that Aurora has suitable land for sale. JOINT MEETING '1/ITH SCHOOL BOARD -Members of the Aurora Public School Board met with the Planning Board at 9.00 p.m. regarding a school,site in its proposed Coassar-Case development. Although, the letter from O.W.R.C. , was read, it was felt that that a school site would be req,dred, whenever the development was authorized. An area of approximately 5 acres is required. It was recommended and adopted by the Planning Board that the proposed site should be as far north as possible in the Case development to provide the widest separation possible from the Regency Acres school. The need for future road allowance acrsss the Golf Coursewas stressed. It was suggested that Murray Drive and George St. be considered as the future road developments. The lack of a direct route west of Yonge St. presents many problems in school planning. SALVATION ARMY -~eference is made to minutes of Council dated March 14th.l966 regarding reQuest of Salvation Army for information about town owned property east of Laurentide Ave. Your Committee has reviewed this area and while it may seem to be adeQuate for the building of a new Cifiedal, your Committee cannot recommend it for the following reasons. (a) Block B of Plan 475 designates the land in QUestion as Parkland. (b) The site does not appear to provide sufficient area for building and parking. (c) The site does not provide sufficient screening from adjacent properties. (d) Servicing site would be difficult as site has no frontage on a street. (e) The present vacant lot would be reQuired as a road allowance. Your Committee recommends that a meeting be arranged between the Salvation Army and Consolidated Building Corporation regarding purchase of a site on the east side of a proposed extension to Laurentide ave. to and the Town Engineer submit a report as to the possibility of extending services to site, if selected. 6. PROPERTY AT 118 HELLINGTON ST • E. A reQuest has been received from Korey Landscape Contracting Co. for permission to use the rear of the lot for outside storage of snow plows and other eQuipment. The Aurora proposed Zoning By-law and draft official plan shows this property to be residential, which would prohibit the use of the lot as requested. It is the cpinion ~f your Committee that this site should not be zoned restricted residential but as Commercial/Industrial. However, as no side Drive is available it would be necessary to us·ohher streets to reach the back lot. Your Committee recommend the following: (a) The building Inspector investigate as to type and size of equipment in question (b) The Planning Board review the reasons why this site is shown as residential. 7. GCLF GLEN SUBDIVISION -Due to considerable discussion regarding the number of lots authroized for building, your Committee find that the Subdivision agreement authorized 44 houses of which 37 building permits have been issued. 8. SKINNER AND MERRICK SHOPPING PLAZA - A request has been received from Skinner and Merrick to build 3 Apartments on the ground floor of the proposed building at the north end of their present building instead of comme~cial. Your committee recommend that this permit be not approved for the following reasons (a) Area is zoned as Commercial and should remain Commercial. (b) Apartments are not suitable due to the heavy traffic flow on Yonge St. and parking for Commercial area presents a safety hazard. The following items were discussed: 1. LOTS 33,34,and 35, PLAN 246 -Mr. G. Simmons presented a proposed plan for the development of the rear section of lots 33,34, and 35, Plan 246, on behalf of Mrs. Simmons, Miss Chinn and Dr. Palmer, as coutlined in Council minutes of March 21st 1966 (Page 24). The Planning Board agreed in principle with the proposed plan and recommended to Mr. Simmons that the following action be taken. (a) Road allowance to be inceeased to 66 feet. (b) Check with York County Health Unit re appcoval of septic tanks. (d) Have a draft Plan of Subdivision prepared and submit to the Planning Board for further study. 2. To which Mr. Saytar will be invited to outline in detail his proposed development. 5. PROBLEM OF SEWAGE DISPOSAL -The Planning Board are very concerned about the ~oblem of sewage disposal as outlined recently by the O.W.R.C. WHILE IT MAY BE LEGALLY PERMISSABLE TO BUILD IN AREAS WHICH ARE NOW SERVICES, THE PLANNING BOARD FEELS ttat there should be a limit to this growth and request Council's direction in this regard. 6. PROPOSED CONVERSION TO 77 METCALFE ST. -The Planning Board reviewed the proposed conversion of 77 Metcalfe St. into 5 apartments. Comier for approval to convert houses 9 and ll Davis Rd. for a Boarding House for boys. While the Planning Board realizes the need for this type of facilities, it does not recommend the conversion of the houses in question as they are located in an area of single family dwellings, and contrary to the intent of the Zoning By-law. 10. NORTH EXTENSIO OF. INDUSTRY ST. -As outlined in Council minutes of March 21st. (Page 20) the Planning Board commenced a study regarding the extension of Industry St. North. Mr. Halker explained the Class A and Class C Lincense. And whereas Mingay Tranport , a locally based carried used to serve the Town of Aurora under a Class A License. And whereas aince Dominion Freightways purchased Mingay transport, no locally based carrier has been serving the Town of Aurora under a Class A licence. And Hhereas in the opinion of the Council of the Town of Aurora there is a great need among industrial establish- ments, comme~cial establishments and the ordinary citizen~ oft he Town of Aurora for the services of a locally based carrier.
