like to quote a paragraph from an
advertisement appearing in the
Financial Post, advertising Parry
Sound as a place to locate industry.
'Parry Sound is now ~Federal
Government designated area (i.e.)
industry establishing here can
receive cash grants up to 30% of
their capital expenditure.'
The writer does not know what he
is talking about, ads •. like this
do attract industry and I think
we should send another letter
quoting this ad.
This ad. also goes on to give the
good points about Parry Sound.
'Locations are available as well
as labour force, technical school
graduates available, second to none
in province, two main line rail-
roads, excellent seaway harbour,
approximately two hours from Metro
on Trans-Canada Highway,
Excellent schools, hospitals,
modern library and all public
services. Plus the best summer
cottage area in Ontario -The
Georgian Bay.'''
"I think we should write them again

very dangerous precedent, If,.

interested in the town, they will
know what is going on in the town,
without Council having to advise

Mr. J. R. Barr, Director, Division
of Sanitary Engineering, O.W.R.C.,
together with his assistant, H.
Brown and Town Engineer, J. D. Reid,
to consider the intent of a letter
received from JVir. Barr, regarding
the Town of Aurora proposed Water
Pollution Control C2ntre Extension
Application.
Council members queried JVlr. Barr as -~o
Why wasn't a Regional Sewage Treat-
ment Plan brought to Council's
attention earlier?
Does the O.W.R.C. have the power to
control our growth? -very impor-
tant that a_ town must grow because
to stand still would have dire
financial affects.
Mr. Barr presented the following
condensed points: ·
The O.W.R.C. has been pressing
Aurora for some years to extend the
present plant; Changes in legis-
lation-and thinking now turn·toward
the possibilit.y ().f ·sewage treatment
on a regional area basis.
The location of the present plant
Ts not ideal and.the stream has no
receiving capacity. A stream should
allow for a ratio of 6 times water
to 1 times sewage enter-ing and in
Aurora this ratio is only l to l.
Continued growth would merely aggra-
vate tnis condition. We cannot stop
g~owth through contro~ of services
slready'constructed b\J;t will-apply
control by_ not approving the' insti-11-
lstion of sny.new sewers contem-
plated.
_:Wo suggest you build an extension tq
the existing plant on a modified ·
plant. In this we will work out
with J. _D; Reid, .. a modification
to his proposal that will allow for

"As outlined so clearly by Hr. Be.rr,
one of our problems is the inability
of the creek to assimilate more pro-
cessed sewage. At the present time
we arc operating on a 1 - 1 basis
and require sbout 6 -1.
If we wera eble to ~urn'' or oxidize
tho sewage sludge, producing a small
volume of resdily drsinsble, sterile,
biologically stable solids, it is
felt that our proble0 would be solved.
A process is now svailablo to oxidiz~
sewo 0<:e sludge. It is "Zimpro", s ·
division of Sterling Drug Incorpora-
ted. Batch Sludge Oxidation Units
for sm.sller cor·munitios (2,000 to
40,000 are in operation in tho United
Ststes. The Zimpro units, v.::;rying
in cspacity, csn handle from 1,000
to 10,000 gsllons of sewage sludge
per day. Just recently, tho Notro·-
politan Sanitary District of Greater
Chicago formally accepted the largest
installation ever built using tho
"Zimpro" wet sir method, 'l'he now
200 ton per day plant hss the cops
city to dispose of the sludge load
from two million people.
The Zimpro process has low instsllo-
tion costs, low maintenance costs,
simplicity of operation, no sir pol-
lution, greater odour control, hand-
las any type of sludge, is clean and
safe and csn be integrated with
existing facilities.
There is very often the feeling that
because something is now, it cannot
be of any use. \Jhilst this proce.'"'
is now to Cansds, it has proven
itself in the United States and is
the product of a very responsible an~
ethical firm. This urocoss would be·

small streams, unable to assimilate

intent to open Industry Street
throughout for the purpose of relie-
ving troffic on Yonge Stroot and
cresting c:: through truck route,

COUNCILLOR TR~T presented a report of the meeting with D.H.O.
at the Toronto and Yorks Roads building, on March 15th .1966, in
which he respectfully submits the following:
The purpose of the meeting was to relate the construction to be
undertaken on No. ll Highway between Richmond Hill and the
Vandorf Side Road just south of the Subway. It is proposed to
widen No. ll Hvry. to four lanes approximately~ fifty-two feet
wide with ten foot gravel shoulders. The two lanes will be.
divided similarly to No. T Highway by a median strip, The
contours of the Highway will be ch.anged to eliminate as many
depressions as possible and hills >rill be reduced as much as
practical. All intersections will be improved with special
attention to Elgin Mills sideroad and to the Gormley sideroad.
Commerical entrances will also be improved. The Bond Lake Curve
will be improved. Due to a suggestion, illumination will "Qe
c.onsidered at the Gormley sideroad. Engineer M. Ernsacks reco!pm-
e!)ded that this itembe included .in a resolutio!l to be submitted '
to the D.H.O. before April 10,196b.
There w·as a question posed, "What provisions were being ll)ade
for the transit traffic using No. ll Highway, particularJ.y
during this summer? ' One of the Engineer's answered '''that
