Mayor Davis presented a report of Special Community Centre
Committee in which the Committee respectfully submit the
following:
.Members of the Special Community Centre Committee met on
Wednesday, February 16th.l966. Councillors Corbett and Trent,
and Mr. E. Batson were in attendance,
Mr. Batson brought to the attention of the Committee the need
for deciding on a name for the Community Centre and setting
a policy as to rates, staff requirements, etc.
It was felt that these items were not within the terms of
reference for this Committee, which ~as set up for the
building of the Community Centre.
It is therefore recommend that Council or Council in Committee
discuss the above references and other items negarding the
administration and operation of the Community Centre.

Councillor Illingworth, Chairman, of the Police Committee,
complimented the Aurora Police ·'officers on the efficient
direction of traffic during Saturday's Parade.
Also the Principles of the Schools had complimented the
Officers f~r the Safety program and the good results.
Also the Police Force working as a team had cleared up a
series of break ins and the two Juveniles involved may be
straightened out.

Councillor Illingworth presented a report of the Police Committee
in which the Committee respectfully submit the following:
The Police Committee met at 7.30 p.m. Thursday, February 27th. with
all members present. Chief Constable Langman and Councillor Davis
were in attendance.
Minutes of Council dated February lth.l966 referred the following
matters to the Police Committee for study and recommentation.
1. FURTHER STUDY OF TRAFFIC ON YONGE ST. -Your committee considered
various methods to improve the movement and control of Traffic on
Yonge St. In view of the recent report of the Department of Transport
regarding Traffic Signals, it was not felt that a further study at
this time would reveal any apparent change and that other ways and
means should be considered. Therefore your committee recommends the
following:
(a) A request to the Department of ~ransport to carry out a further
study of Traffic conditions on Yonge St. similar to that carried out
in December, during the month of ~une or Juiy, 1966.
(b) A Pedestrian crossover be approved on Yonge St. at the north side
of the Kennedy St. Intersection. This crossover will assist the
Children crossing Yonge St. to the Swimming pool and should help in
breaking the flow of traffic on Yonge St. to allow local : traffic
to enter unto Yonge. St.
(c) Your Police Committee be authorized to meet with Officials of the
Gray Coach lines to discuss the possibilities of limiting the number
of Bus ·.'Tops in Aurora. Traffic problems are encountered when the
buses stop to unload passengers haphazardly the fUll length of
Yonge St. There is considerable danger to the disembarking passengers
as many of them wish to cross the road and there is little or no
control at many of these stops. It is hoped to arrange a number of
designated stops, which would be clearly marked, and the road
widenad the width of the bus and three times its length by using
space between curb and sidewalk.
(d) The Town Engineer and the Works Committee investigate the cost
and possibilities of widening the pavement at such designated bus stops
as outlined Par. (c) above.

(e) Council direct a letter to the Aurora Board of Trade requesting ··
that they advise all eetail merchants in the Town of Aurora to ..•
encourage all deliveries to be made at rear doors, and the rear
lanes be improved for deli very ,.. purposes. The pres ant method of
double parking for delivery purposes cannot be allowed to continued.
(f) Improvements are required at the intersection of Yonge St. and
Murray Drive, to include the installation of a signal light for west
bound pedestrians (Lights at present only cover north, south, east
traffic). This signal light would be push-buttoned controlled but
intergrated with present tnaffic light sustem. It is requested that
this item be referred to the Uepartment of Highways. It is also
requested that the Aurora Hydro be requested to take action to
brightly illumiate this intersection at night. Further , it is
requested that Council expedite action to annex the east side of
Yonge St. so that control of traffic in this area may be improved.
{g) The improvement of Traffic by banning the parking and stopping
of vehicles on that side of Yonge St. During Rush hours, on which the
rush is taking place, will be included in the report on By-law 1670.
2. Observation of this area revealed no apparent current problem
and no complaints have been received. No problems are anticipated.
Therefore it is recommended that no further action is required.

Your Committee considered this By-law and recommend that the following

Councillor Illingworth presented a report of the Police Committee in
which the Committee respectfully submit the following:
1. PREVIOUS POLICE COMMITTEE REPORT DATED DECEMBER 611IH. 1965 RE
LIGHTING AT CROSS OVERS
This item was further discussed in view of a recent 6orner's Jury
recommendation that Yello~ or Amber flashing signals be installed at all
pedestrian crossovers. It was felt that the illuminated signs as used
in Markham, Leaside provide adequate lighting and that flashing lights
tobe considered later if felt required at that time. Recommend that
Council take immediate action to implement the report of the Police
Committee dated December 6th.l965, regarding crossover lighting and
improvement of Lighting in Town generally.
2. CARETAKING SERVICE AT POLICE OFFICE -The caretaking service as
arrange(!_ by the _;roperty Committee is most satisfactory and action
has been taken to ensure security of disposal of confidential material.
3, RADIO FSE,Q~!CY CHANGEOVER -Due to interference from Rochester,
it was necessary to change the frequency of our Police ~adio. This
Changeover has been carried out at a cost of $36.00 per unit and is
working satisfacotry, An additional $35.00 ·' · was required to put
equipment into working order.

4. POLICE CONTRACT NEGOTIATIONS -Your Co~ittee submitted its
recommendation to the Aurora Police Association on February 15,1966
( copy was provided to each member of Council). The Police
Association have requested another meeting and this will be held
Tuesday, March 1,1966 at 8.00 p.m.
5. CRUISER RENTAL -The present contract regarding cruiser rental
expiees March 15,1966. Your Committee reco~ends that no action be
taken to renew contract at this time until Police Report discussed
in detail, as it isfelt that purchase of cruisers may be more
economical. A further report will be submitted.
6. ACTIVITY REPORT -During January 1966, The Aurora Police Dept.
carried out investigations as follows:

7. PUBLIC · ~-·"1.1'-'EIONS -Reference is made to a recommendation of th2
Police Committee-regarding a public relation policy dated February lTth
1966. It was intllded that such policy would supplement the existing
policy. However, due to a misundersta.nding, the recommended policy
was used inp place of the former policy and as a result the To•m
received some rather unfavourable publicity. To clarify the matter,
the following pol"icy is reccommended to replace all former policies,
(a) Police Dispatchers will be authorized to provide accredited press
personnal with a short description of the occurence, the location
and the Time of occurance, This will provide press persomnl 1. with
the opportunity to carry out their own coverage.
(b) When the investigating Officer has completed his tour of duty, an<}
at the time of making up his occurence reports, will enter into the
daily log book. (Press Release Book) such details as T!lay be required,
names, ad.d~esses, type of injuries, charges, etc.
(c) When Bntry has been made in the daily log book, the dispatchers
is authorized to release details to accredited press personal on
request.

Annual Meeting of the Association at the Park Plaza Hotel, Toronto,

North, which had been left with the Town Engineer to meet with the

meet to-morrow. (March 1st.)

Councillor Trent presented a Personal Brief on the recent
Ontario Good Roads Seminar
Mr. Mayor:
First of all the Council of Aurora is to be congratulated on
their good judgement, allowing members of the Council the
opportunity to attend the Ontario Good Roads Seminar, I hope
that after each Councillor has had an opportunity to study
the papers as submitted by the distinguished authors he will ,.
realize the worth of the matter related to Councillors. As
pointed out by the President of the O.G.R.A. , Mr. C.R. Anderson,
"It is the responsibility of each one of us to keep up with
the changing times. We must stress the need for education"
(Of Elected Officials). Futher on Mr. Anderson says "There
is no such thing as a learned man-just learning men". So
often men are elected to Government with no idea of the
responsibility conf~onting the. It is through these
opportunities to learnth?ct a person can be of more service to
their Community.
Further it should be noted the full schedual for the discussion
of the attending Councillors. Again a nQ~ber of papers were
submitted to those in attendance but unfortunately copies were
not available. Wednesday morning Deputy Minister A.T.C. McNAB
submitted a pnper on "steps in a pattern for planning~ and as
you noc1ou.ht can derive from the Title the Deputy Minister
stressed the importance in setting up a plan for street improve=
ment as well as lay out.
It was pointed out the elected Official might not be to read.Hy
elected at the next election but the official would be at
least satisfied in the knowledge that he had contirbutad to a
better community. One only has to think of Cities like
Washington a that were laid out by Lafayette and compare
this to hodge podge of our own lay out. I am sure if the
challenge was given to our Planning Board they in their wisdom
would come up with a satisfacotry solution. I can't help t' ink
of the remark passed, by an Engineer at one of the ma~y bull
sessions held in our room. He said words to the effect that the
only reason line roads almost met was so the surveyors could
toss back a few together. It was noted how expensive this
arrangement is to present day road authorities when they want
to straighten up intersections a that don't meet. Another
person pointed out it was a built in traffic control for years
gone by. Anyone tra~elling in a easterly or westerly direction
in York County had to slow down or else go into the farmers fielq.
Where the person travelling north or south had a'
straight road and could maintain speed. I leave it to your
imagination which explanation is riBtt ••

Councillor Trent's report re O.G.R.S. eontinued
At a later meeting Wednesday, the resolutions committee presented their report,
I have a copy of 65-66 resolutions which I would direct to conscientious
Councillors to see other elected officials throughts to improve roads and highways.
I spoke to several of the resolutions and the Chairman V.K. Croxford of the
resolutions report asked that next year we submit to the resolution committee a
resolution to the effect that the Department of Highways consider placing trash
containers with accompanying signs denoting their existance, and, they possibly assist
the various road authorities in the cost of setting these up in their district or
municipality. I would like to . close my remarks by saying I had definite ideas
as to the results of these meetings prior to my attending and I am pleased to
report they were shot down in flames. These meetings are serious business and not
as frivolous as I thought. I intend to have a meeting with the members of the Works
Committee in the near future and present a committee report with recommendations
and resolutions pertaining to the O.G.R. Seminar.

Councillor Illingworth verbally reported on the Home Makers
Service now being supplied from Keswick to Steeles Ave. by
Mrs. Van Camp of Newmarket who will be licensed on April 1st.
by the Province. 9 calls had been received from Aurora who
had paid their own charges but some welfare assistance may
be necessary in the future. He said we owe them a vote of
thanks for a good job done.
Reeve Patrick verbally reported. that the Police and Fire radar
wave lengths has been separated and that by May all York
County Fire Departments would be on the same band with the
Ontario Fire Marshall. Headquarters for the County will be
Maple.
Councillor W. Davis, Chairman, Fire Committee asked
Reeve Patrick for a copy of the Co~nty report on fire radar
equipment.

During August of 1965, the Federal Government passed the A!'ea Development Incentive
Act which designated 81 areas in Canada where industries cou;ua. qualify for grants
and tax concessions. Areas are determined on the basis of hif'(h uner.'.plo;vnent, based
on statistics from loca.l National Employment Service Office and low ever age income.
In Mount Forest recently, representatives from 35 \>/estern Ontario Municipalities met
to discuss the Federe.l Act and found. it to be unfair, c1iscril'linatory and in killing
industrial growth in areas not designated under the program. Delegates to the meet~ ·
agreed that their municipalities had little chan~e of obtaining new industry when
indsutry would go to other nearby centres designated by the qovernment and receive
cash grants on construction of nm·r builc'.ings or additions to existing facilities
a nee also receive tax concessions. The building of the 25 !'lillian dollP.r plant
in Midland is a goo<'. cxe._mple.
At the same time, Municipal Officials in Smith Falls charged that is is impossible fof
a community not located in e. cl depress,od area to obtain new industry because of
the interference .:by the Federal Government and stated the case of Goodyear Tire anr1
I\ubber who have decided to builc't a 5 million dollar hose plant in Collingcm~i'. · ·
instead of SJ'lith Falls. Official of Goodyear advised that under the Act, Goodyear
is entitled to about 1/4 million dolle.rs for locating in Collingcwod rather than
Smith Falls.
It is believed that this Federal nrograrr,, while no cloublt of great benefit to the
81 areas so d.esir~nated~ is unfair and unwarranted entry into the business and
I'lUnicipal effort of the gre>nter portion of Canada, endeavouring to pronate their
mm communities, but unable to do so because of the interference of the Fcd.er'l.l

Councillor Illingworth read a brief.
It is noted in a recent edition of the Toronto press, that the Metro
Toronto Industrail Comm. has prepared a brochure on "Toronto -The
Exciting City" and over 50,000 copies will be distributed across the
country and overseas. The construction of industrial buildings is
being promoted in co-operation with the Toronto Planning Board and
the Redevelopment Advisory Council. Brampton, Oakville, Richmond Hill
Ajex Toronto Township and Vw\~~n ·Townsfi~ contributed
financially to the commissions activities.
Last year municipalities received $13,440,000 .· in taxes from
industries that located in the disctrict with the commissions help.
Anyone who has driven do~ Keele St. recently can testify how Vaughan
Township has benefited.
It becomes more and more evident that to attract industry, a co-
operative, rather , than a competitive approach is required. With all
due respect to our Industrial Cormnission, who have worked hard and long
under rather difficult conditions, it is felt that the time has come to
consider a broader field and co-operation effort similar to that
carried out in Metro Toronto and adjacent Municipalities.

Councillor Frank Williams, at the inaugural meeting of Whitchurch Council advocated
a combined industrial committee for Aurora, Newmarket and l~itchurch. Reeve
Ross Farquharson felt that the plan was worth thinking about and our Mayor thought a
combined committee might be a step in the r$ight direction.
In this day, when the thought is towards a Regional type government, the need for a
broader outloik on all aspect of municipal government is required.
