Mayor Davis presented a report of C.ouncil in C.ommittee in which
the C.ommittee respectfully submit the following: •
C.ouncil in C.ommittee met at 8.00 p.m. January lOth. with Mr. Miller
of Town Planning C.onsultants Ltd. to consider the preliminary
report submitted re the proposed annexation of part of Whitchurch
Township. ·
Mr •. Miller explained several sections of the report and stated
that this preliminary report has been submitted to Town Engineer
J. Reid for his study and recommendations •
Mr. Miller is to consult with Mr. Reid and if the Engineer's report
is compat.!).ble and completed in early Febnuary the final report
will be submitted to C.ouncil for approval and subsequent
adoption and the necessary annexation By~law prepared and when
passed forwarded to the Ontario Municipal Board for approval in
March.

Mayor Davis presented a report of C.ouncil in C.ommittee in which
the C.ommittee respectfully submit the following:
C.ouncil in C.ommittee met on MOnday, January 10,1966 along with
members of the Parking C.ommittee, Aurora Board of Trade and
considered an offer from Mrs, Knowles concerning the sale of a piec~
of property due west of the Town owned lot in the parking area,
behind the Municipal Building.
The C.ommittee now recommends that a letter be forwarded Mrs.Knowles
stating C.ouncil's position in this matter and outlining the followiqg
points, ·.
1. C.ouncil does not consider the purchase of this lot to be warrant-·
ed.
2. Included in the area for sale is a rite-of-way allowance.
3. They are business people, renting a business premises, have
apartments and as a result should provide some parking
facilities.
4. Other business people who are not able to provide parkingareas
do pay an annual fee in lie~ thereof.

Deputy Reeve Simmons presented a report of the Property Committee
in which the Committee respectfully submit the following:
The Property Committee met on Wednesday, January 12,1966 at 7.00pm.
and submit the following:
1. .TENDERING POLICY -The Committee recommends that when the
annual tender is let for fuel oil that the contract include the
cleaning and maintenance of all furnaces owned by the Town and
also they be available at all times for emergency• calls. The
annual service to include such items as the regular inspection and
yearly changing of nozzles, etc,
2, TERMS OF REFERENCE RE THE DUTIES OF CARETAKER FOR THE POLICE
OFFICE IS RECOMMENDED AS FOLLOWS

1. Repiace completely the wrought iron gas line. Estimated costs
$300.00.
2. Clean with steel brushes and apply a seal coat to the inside
of the concrete dome. Estimated cost $3,500.00.
The completion of the above will allow the Digester to be placed
back into operation.

The following items were discussed
1. REVIEW OF COMMITTEE OF ADJUSTMENT DECISIONS
Your Committee reviewed the decisions of the Aurora Committee of
Adjustment re a minor variance in set back of front yard of 3
properties in Aurora Heights. The minor variance was caused by an
error by the surveyor. As no objections were submitted, a favour-
able decision was given by the Committee of Adjustment and this
Committee concurs in their decision.
2. ENTRANCE TO SWIMMING POOL VIA REUBEN STREET
In accordance with minutes of Council dated December 10th.l965,
your committee reviewed the Reuben St •. and swimming pool area and
recommend the following:
(a) The road surface of Reuben St. be made suitable for traffic
and parking of motor vehicles.
(b) A 4 ft. asphalt walkway be made from the end of the roadwa~
to a bridge crossing the creek., and to a position adjacent to the
pool area.

3. PROPOSED POLICY RE ALTERATIONS TO LARGE SIZE FAIMLY nWELLINGS
In accordance with minutes o~ Council dated November lst.1965, your
Committee considered a policy regarding the conversion of
large houses to other residential uses. It was not considered
practical to prepare a by-law to control this type of building at
this time, as more study is required and control to be considered
in conjunct.ion with Zoning By-law,
4. PROPOSED COMMERCIAL VHE!CLE PARKING BY-LAW IN RESIDENTIAL AREAS
A policy regarding the restriction of Commercial vehicle parking
in residential areas was considered but no action is recommended
at this time and policy to be considered in conjunction with
Zoning By-law.

RE JEHOVAH
WITNESSES
COMPLAINT
The Police Committee met at 7.30 p.m. Monday, January 16th.l966
to consider a letter received from Mr. Thomas Mackie, Presiding
Minister of Aurora Congregation of Jehovah's Witnesses, as
outlined in Council minutes, dated January 3rd.l966. A brief
summary of the events leading up to the reference letter are as
follows:
(a) In response to some complaints from residents of Regency Acres
that members of the Jehovah's witnesses were calling at their homes
on January lst.l966, Councillor Murray contacted the Aurora Police
Dept. and proceeded to Regency Acres to discuss the matter with
the members of Jehovah's witnesses.
(b) The Aurora Police Department was requested by Councillor
Murray at approximately 11.30 hours, January lst.l966 for an Officer
to speak to some member of the Jehovah's witnesses in R&gency Acres
who were making a nuisance of themselves by going from door to
door.
(c) There is some difference of opinion as to the manner in which
Councillor Murray identified himself, Councillor Murray advised
the members of the Jehovah's Witnesses that there may be a by-law
against this work on holidays.
(d) P.C. David Knowles, of the Aurora Police Department, proceeded
to Regency Acres and spoke to Mr. Mackie and in reply advised him
the he was not sure if there was a by-law covering the
distribution of literature on holidays and would have to check.
Your Committee has checked and found that there is no applicable
by-law to cover the distribution of literature by a religious
organization, nor is it felf desireable to introduce such a by-law
Your Committee recommends the foliowing:
l. A letter rorwarded to Mr. Mackie replying to his question as
follows:
(a) In so far, as the Town of Aurora is concerned, no complaint
will be considered, as it is felt that this is not a municipal
matter, but a matter that should be between the householder and the
calling member of the religious organization.
(b) No by-law is in effect regarding the distribution of literat-
ure from door to door, by a re:.igious organization.
(c) Members of Council are not issued with any type of badge or
identification other than a printed business cara.
(d) It is further recommend that when members of Council receive a
similar type of complaint, or a complaint that may require Police
action, he take no personal action, but direct the complainant to
roll the Aurora Police Department for investigation and action, as
may be required.

Councillor Illingworth presented a report of the Planning Board in
w·hich the Board respectfully submit the following:
The Board respectfully submits the following points for consideration
by The Aurora Town Council:
1. The proposed Plan of Subdivision is not consistent with the
proposed Official Town Plan which calls for a gradual growth over
the next twenty years, at a rate of 4% per annv.... the present
projected services for the Town are based on this rate of growth.
The Plan under consideration will increase the population 50% over
the next five years and will thus outdistance our projected services
by a substantial ~argin.
2. A Capital Levy should be calculated by Town Council covering the
entire development i.e. Shopping Plaza, Apartments, individual lots,
etc. and an agreement made with the developer that payment should
be made on a "progress basis" that is when building permits ere
issued.
3. Further study should be given as to the size of the proposed
Shopping Plaza. It is felt that perhaps the Town does not need a
further small shopping centre of the type now under consideration.
4. Water and Sewerage Facilities. It is estimated that the
proposed development will absorb 50%of the proposed new sewerage
disposal plan~
N new standpipe will be required, also a new well to increase the
existing watersupply, which will greatly increase the capital oulay
for the Town.
A report should be obtained from O.W.R.C, also perhaps the Holland
River Conservation Authority should be requested to comment on the
Plan.
5. The Department of Highways of Ontario Should be advised of the
proposed plan particularly with ~egard to the possibility of the
re-aligment of the stream end future road widening requirements.
6. School requirements: The present proposed acreage should be
increased to include e Separate as well as a Public School site, end
additional High School facilities should be considered.
It is felt ahat all these points need further investigation and
clarification before the Bbard can arrive at a report which will be
of m9re assistance to Couqcil.

Councillor Corbett said a meeting is being arranged with Mrs. King
of the U.C.W. and Miss Moore of the Homemaker's Section of the
Provincial Welfare Dept. with the Services Committee.
Councillor Murray said the skating rinks · · would all have lights
by to-morrow. And that never before had he seen so many people
skating in Aurora.
Councillor Trent presented a report of the Works Committee in which
the Committee respectfully submit the following:
Recommends that the Public School Board make other arrangements for
snow removal.

Councillor Trent presented a report from Town Engineer J.D. Reid
The following were in attendance at a meeting held Friday, afternoon
on the 17th of December 1965 at the Department of Highways Offices,
Downsview,Ontario.
M. Ernesaks , Planning Section, D.A. White, District Municipal
Engineer, J. Davidson, Program section, G. Pandoe, Program Section,
J.D. Reid, Consulting Engineer, Aurora.
The purpose of the meeting w.as to discuss alignment and road widths
along with general requirements for the improvement of Yonge Street
within the Town of Aurora. The meeting was called by ~~. Ernesaks
of the Planning Section in order to seek information concerning the
type of construction that would likely be undertaken within the
Town limits.
PARTICULAR ITEMS DISCUSSED \VERE
1. The intent of the Department of Highways to reconstruct and
widen to 4 lanes Yonge St. from the north limits of Aurora northerly
in 1966.
2. The problem of transition from a 4 lane highway to the existing
pa¥ement within the Town limits.
3. The possibility of eliminating 2 small bridges within the Town
limits under Connecting link Agreement.
4. The preparation of a functional report covering Connecting Link
program within the town limits.
We could nop give specific answers to the above , but did indicate
that we thought Council would favor the preparation of a prelimin-
ry report on Yonge St. providing the Department ofHighways was
prepared to pay 90% of the cost without qualififications. ~. vfuite
and Mr. Davidson said that they were prepared to consider such a
report upon Council's request. This report would not in any way
obligate Council to proceed with any portion of construction, but
would give a clear description of proFssed work and the distribution
of costs.

Councillor Trent asked if a reply has been received from
Mr. De Geer regarding his default in not completing the clean up
of the old Arena site. Clerk Johnson informed Council that no
reply has been received and the matter has been referred to the
IDown Engineer and Solicitor.
Councillor Illingworth asked if Mr. Fry had replied to the Town
Solicitor's letter and Clerk Johnson said "NO"

Mayor Davis stated that the incident in the south end of To>..n
which created a safety hazard and was reported in the newspapers,
should not be allowed to happen again. He asked the Police and
Fire Committees to investigate.
Mayor Davis asked Committees to prepare their 1966 budgets.

Councillor Illingworth stated that loans can be obtained under
Municipal Development Loan Act at 5 3/8% interest and if the
work is completed by 31st. of March that 25% of the loan will
be forgiven.

"Resolved that we write to the Department of
Municipal Affairs for information regarding an
application for a loan under the Municipal
Development Loan Act re the proposed
construction of an Arena-Community Centre."
CARRIED.
Councillor Illingworth commented on the critizism that the
proposed building was only for hockey and consider it as a
community Centre and so refer to it this way in future.
Councillor Davis complimented the fire brigade on a very good
job done at the fire on Wellington Street West.
