MINUTES OF THE 1ST REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL. CHAMBERS ON MONDAY,
JA}WARY 3RD. 1966 AT 8,00 P.M.

Mayor Clarence Bavis , wearing his chain of office, addressed Council :-
Mr, Reeve, Hr. Deputy Reeve and members of Council, as your Mayor I would like to
nalce a few brief remarks prior to commencing the Agenda of this -the First regular
~eting of Council for the year 1966.
'•le are no1< entering the second year of a two year term for Council and let us
ronsider for a moment some of the happenings in the year just completed ·• 1965.
It has become quite evident, when one looks back on the number of meetings, both of
Council and its com.mittee, and the ever increasing agenda of municipal operational
requirements, that the previous year proved to be one of staggering problems and
complexities peculiar to a municipality concerned with its future financial andc
stable grm<Tth possibilites. May I sincerely statethat each and every member of this
1965-1966 Council put his best foot forward, dug in, and finalized the ground work
for what we hope is a year of outstanding achievement in the Town of Aurora.c
The ground work referred to represents in my opinion, the main factor in the ultimate
eompletion of a pnoject and certainly entails the utmost in achievement and personal
endeaVlours • I am quite proud that members of Council ,each ,responsible for an
important functioning committee, have made through their combined efforts my preYious
remarks possible (to say) this evening.
As Chairman of the Finance Cormnittee of Council, I am quite happy to announce that
the operation of the 1965 Municipal Departments staid in the main, within the
estimated budget allottments for the year. This allows for a favourable year end
operation report and as soon as our accounts payable have been finalized, a financial
report for the year 1965, will be made available for Council's attention. RevenuP.s
1<ere 1<ell in line 1<Tith the annual estimates and it is 1<orthy of note that the
1965 tax collections were most outstanding. As a matter of Fact 95$ of the 1965 tax
levy has was received which is well in advance of previous provincial average figures.

Collection of tax arrears also reflect an excellent picture in 1965 and leave a
balance outstanding at the year end of some $29,000.00. The total current and.
arrears of taxes outstanding at the end of 1965 represents only 7.5& of the tax levy,

Sallteral Special Committees of Council weve initiated in the year 1965, and operated
efficiently and thereby performed the function for which they -;rere created.
Now· let us commence the business of the operation of the Town of Aurora for 1966.
Our finalization of the Plans formulated earlier must be undertaken with a. certain
amount of despanch but <lith a. definite watchdog approach on the financial
stability aspect that will have a bearing on the residents of this municipality.
I am confident that Council members will carry out its forthcoming takk to the
best of their ability and with the betterment of Aurora always kept in the foro
ground.
Gentlemen -Let us now get down to the business at hand?

Council resolution relating to a proposal for the establishment
of a Community College in Aurora.

From L. French, 13 Aurora Heights Drive, complaining of the site
chosen for the for the new Arena and asking for a reply to
specific questions.

ILLIHGWORTH: "Resolved that the Council has given many hours of

Arena and Co~~unity centre complex before mak~ng a
decision. That this site was chosen because it is
Park Land and not residential and therefore the
least nQ~ber of residents would be affected.
During Council's visits to various Arena's the
noise problems was considered and it was reported to
be minimum and one of the reasons for Council's
decision was the direct access from Yonge St. and
not thru a residential area.
The Council through the Police? Committee intend to
maintain rigid control oft he Arena and area and not
allot; rowdyism of any kind.

.Jehovah's Witnesses , complaining of a member of Council accosting
a lady member of .Jehovah's Hitnesses and alleging that kte produced
a badge apparently intended to be accepted as Police idimtification and
found her in vimlation of a Town By-law in calling and distributing
religious literature on a holiday.

Deputy Reeve Simmons, Chairman of the Fire Committee, presented
the Annual Fire Department Report for 1965 and stated that the
expenditures had been held within the budget and the new truck
would be here next month.

The Mayor and Councillor Illingworth attended a Special meetin~
of the Aurora Planning Board on Tuesday, December 28th.l965 •
The purpose of the meeting was to prepare a proposed budget for
the operation of the Planning Board for 1966. As outlined in
Paragraph 7 of the Planning Act.
The proposed budget will be submitted at the next regular
meeting of the Planning Board for consideration and approval and
then submitted to Council for their consideration.
It is planned. the.t the Zoning By-law will be completed and
printed in 1966, instead of 1965 as previously budgeted,
Tl'lerefore, It is proposed that the Official Plan be printed
from the 1965 Budget and the Zoning By-law be included in the
1966 budget.
It is noted that the Planning Act does not require circulation
of the Offical Plans to each householder (Section 10 ( 6) ' Hold
Public meetings and Publish information for the purpose of
obtaining the participation and co-operation of the i'lhabitants
of the Planning Area in determining the solution of problems
or matters affecting the Developement of the Planning Area.)
Therefore, your Planning Board reco~~ends that the Draft Official
Plan, As prepared by the York County Planning Office be printed ,
in the Aurora Banner, on or about January 19th .1966 at a cost not
to exceed S900. 00 prior to publication date, arrangement 1?ill ·
be made to hold public meetings ns previously advised,
Mr. Dmrson Advises "Administravely, it is suggested that no
attempt be made at reWriting the original draft. ~ather, it is
proposed, that items 1 to 17 (of this suggested amendments) be
resolved by the Planning Board, together with the outcome of any
public meetin~il.

Councillor Trent presented a report of the Parks Cow~ittee in
whic!:l the Committee respectfully submit the following:
I, Hilli8l11 Trent, mmld like to thank those member~ 6f the
Parks Committee for their assistance during the year 1966. 1~e
>muld further like to thank Council f~r their confidence in
their Parks Committee.
Outside of the General Maintenance of Parks 1;e were able to
improve some parks with tree planing. It is our hope that in
the fu±:ure that a progral'l of Parks improvement be adopted and
that a parks keeper be employed to set out and follow this
proa;ram.
It should be also noted that the passing of the Plant Disease
Act for Dutch Elm Disease was a milestone in Aurora and
additional monies should be allocated to the Parks Co~ittee
to carry out a tree program.

discussion it was decided to allow another week for the 30 day
request set at Council meeting of December 6th. to be
complied with.

informed that "Council would discuss this proposition in the

Councillor Illin~worth stated that as the Plant Disaase Act
has been adopted an Inspector should be hired. Councillor
Trent said he had contacted the Department of Lands and
Forests and hoped a Town Employee would take the course
to learn how to control the Dutch Elm Disease.
Councillor Hurray said no employee has been ap:9ointed to
take charge of the Works Department 1<hen Tmm Superintend -
ent HcGregor is absent. 1~a,.,or Davis said a discussion ·will
be held to decide this matter and Mr. HcGregor should be ,,
present.
~!e.yor Davis instructed the Deputy Clerk to advise Town
Superintendent McGregor that it is Council's decision that
he be asked to attend all regular council meetings.
Councillor W. Davis stated the togoggan slide in Centennial
Park needs repairs. Councillor Trent said the Parks
Comnittee decided to refer this matter to the Centennial
Parks Com_mi ttee.
Councilillor Illing1•orth stated the "NO EXIT" sign had not been
h~en installed on Huron Court and several other Places.
Councillor Murray replied that "NO EXIT" signs were on
order and most of the signs recently purchased haa been
put up.

Councillor Williamson read an news exeerpt that London
Board of Cotnrol recommended that a tax be imposed on
cats.

responsible for the maintenance of theFart of Kennedy St. West
in King Township anil. asked what amount was involved. The
Agreement with King Township to be considered at the next
Council meeting.
Deputy Reeve Simmons said that in view of proposed C.B.C. and
Cassar subdivisions this CotUlcil review the present subdivision
By-law end make any changes de~~ed necessary.
Councillor Illingworth suggested the Works Committee investigate
the possible use of rubber blades on snow plows and graders.
