Councillor Illingworth said that the matter has been referred to the Town Solicitor
who states it is a legal levy.

To'fn Engineer Reid's report on the most suitable Arena site in
Recreation Director E. Batson read his report.
In a.ttempting to arrive at a reasonable estimated cost for the new arena, which
plan I presented to Council a few weeks ago, and which was approved in principle
I ha.ve in the pursuance of my report, contacted two architects, two contractors
and a refrigeration company. The main idea was to shm; them the plan that I had
made up, and obtain an approximate figure from them as to the possible cost of the
proposal. I ;,rent over the plan with them all, and none could arrive at a figure
of less than ~12.00 per square foot. \>lith the arena proper being 30,800 square
feet,this would entail an approximate cost of $369,600. With the front two storey
building being 5,000 square feet, and estimating the cost at $22.00 per square foot,
the cost of the front end building would be $110,000. , making a total estimated
cost of the entire building of .$479,600. This figure includes, refrigeration,
heating, all electrical fixtures, a permanent floor, with the front building being
entirely finished. This figure, hm;ever, does not includ.e such necessary expendiuures
as, an ice planer, auditorium and canteen fixtures, maintenance equipment, etc. ·
'fhich 1wuld entail an expenditure of a:9proximately $22,000. bringing the total cost
of the arena to around $500,000.
Modifying the building as I explained at our first meeting, would reduce the cost
about $45 ,000, but I am afraid that that would be the limit of reductions in the
present plan.
I have seen a plan of the new Bramalea ARena, now in construction, and, in fact, a
copy of the plan was to be sent to me for to--night' t meeting, Unfortunately, it
hasn't arrived, and it would be rather difficult for me to explain it in detail,
However, I can say, that the arena is quite different from what we have planned,
as all facilities are at the front end of the building, eliminating all excavation
''ork nnder the seating area, as is in our plan. The cost of this building is con-
siderably lm;er than that of our plan, but, of course, it would~i;p. no way, compare
with 1fhat 1'1e are contemplating. However, it is my opinion that should Council
consider the above estimated cost at being excessive, I would then suggest further
stu~y be made by Council and myself, as to other types of arenas. I know Council
has accepted in principle, and has publicised the original plan I presented, and it
could prove embnrassing should we have to scrap the entire idea. Therefore, I
urge Council to seriously study the entire situation in committee prior to making
any decisions. I might also mention that time is drawing short, and if we were to
expect an Arena to be built by next fall, a start will have to be made by January
at the latest.
In studying the two sites in question, that is, the hill at the north eide of
\-I ellington Street, and the site immediately south of Aurora Heights Drive, at the
foot of the playground are of the Aurora Hreights School, several:' points were
taken into consideration. I therefore offer nw O'fn personal opinion, ·based on. a
carefull sutdy of both sites.

1. LOCALITY -The north site is by far, the most suitable, being in a more accessible
and more pleasant surrounding.
2. PARKINC!. -The south site presents a fe1; problems, 'rhich, at present, could
prove to be insurmountable.
(a) •• The only area, facing on Wellington St. that is available for parking, is a
200 foot by 200 foot space, now encompassing the Works Dept. This area, if cleared,
could accomodate 150 cars. The only other area that could be used for parking ,is
north of the hill, which area is part of the Centennial Park plan.
(b) The north site poses no problem for parking, with three areas readily available,
not included in the Centennial Park Plan, and which would require a minimum of grading
and fill.
One area immediately south of the proposed arena site is 500 feet by 200 feet and ·.·
would hold approximately 275 cars. Another smaller area, immediately east of the
site, is 100 feet by 200 feet, and would take approximately 110 cars. Approximately
385 cars can be accomodated in the area south of Aurora Heights Drive. If necessary,
an area, 50 feet by 200 feet, and iromediately notth of Aurora Heights Drive, could be
utilized and could hold another fifty cars, thus ma,king a total ~parking spa,ce a,vail-
a,bility for a,pproximately 435 cars.
3. PLACTNG OF BUILDING If the building was to be erected on the south site, it would.
have to run east and west, thereby necessitating the placing of the front end of the
building on either the east or the west end. Therefore, the building would not prove
to be much af an attraction from Wellington St. 0~ the North site, the building
would run north and south 1pcsing no problems, with the front end on Aurora Heights Dr.
and presenting a fine open appearance, not only from Aurora Heights Drive, but also
from Yonge St.
4. FLOOD LEVEL -Some ten days ago, I met 1<ith a representative from the Holland Valley
Conservation Authority, e. Mr. Gill, and going to the north site, I intimated to him,
our concern about the flood level in that area, should 1<e decide to build the s.rea·
there. He promised to look into all facts for me and has, in fact, done this very ··
thing. I have ~1i th me, a letter from Mr. Gill, outlining in detail, and including a
sketch of the area, of the flood level. The letter is self explanatory. I would like
· to 11Gmind Council of the similar letter, read out at our last meeting by Councillor
Bill Tren.t, in reference to the south site. It also , is self explanatory.
In conclusion, it is my personal opinion that after careful examination, the north
·site is by far the more suitable of the two sites in question, for the proposed new
.area. Of course, the~report from !1r. Jack Reid, the To'm Consulting Engineer, is also
to be read to this m~eting, and I in no way, ~?ish to oppose any of his suggestions
a.nd recoro.mendations. I, 1<holehearedly agree with his findings, and in conversation

He have examined the North and South areas of the proposed Centennial Park'' lying
between Hellington Streat and Aurora Heights Drive, The investigation carried out
was limited, and deals specifically with the general servi~ing requirements for
siting a ne'f arena. (approximate dimensions 160' x 2'75'),
1~he north site would appear to be more favorable in that it would not be necessary to
remove the existing Public 1~orks Buildings and Yards. There would also be a se.ving
·-~" in servicing requirements (water, sanitary sewer, storm sewer, creek enclosure) of
approximately $1'7,'700.00.

A critical condition on both sites is to be certain that the finished floor elevation
of the new arena is above flood level. Parking requirements could be established on
the lower ground where the frequency of flooding is approximately 5 years.

Hayor Davis verbally reporteo_ the Aurora Hydro will install several new type amber
lights at corners, displaying the street names, on an experimental basis.
Mayor Davis stated the Hydro "ould undertake a program of better lightingon Town
streets by replacing -'> certain number of lights each month.
Mayor Davis stated he had interviewed Mr. Fry regarding the easements the Town req :ro
requires on Industry St. proposed extension and Mr. Fry objects as it will
increase his taxes.

received for the purchase of a 1/2 ton truck for the Water-Work.s Department.

Councillor Illingworth verbally reported that the Committee of Adjustment had
considered 3 lots in Aurora Heights Subdivisions where the buildings did not have
the standard set--back. They have been approved and an effort is being made t0
find out if the error vas made by the builder or the surveyor.
Councillor Illing~mrth said a. report from the Planning Board meeting on December 8th
1muld be submitted by the Planning Comr.:tittee at the next Council meeting.

re paying of the Planning Board anil would. like to withdraw this statemnt.
