DELEGATIONS
Mr. Harold Shoniker appeared before Council and stated that his letter read
under corres;pondenee w·as self-explanatory. Hovrever, he vras perturbed that he ;ras not
allovred to speak on his ovrn behalf at the Special Meeting of Council held on
l'ovember 8.1965. Also stated he vrould like the brick colour changed on the new
home being constructed adjacent to his property. 11r. Shoniker vras advised that the
meeting he referred to vras a Special Meeting of Council containing a stipulated
Agenda and that it required a vote of Council members to entertain his letter at that
time. Also that the procedure By-lavr of Council required a 72 hour notice to appear as
a delegation which had not been forthcoming from him. Subsequent to further discussion
in this matter a letter from ~1r. Jubb, Town Building Inspector advising that the brick
and. roof colour of the home in question 1?ere to be altered to avoid similarity •·rith
Mr.Shonikers House 1ms read.

Easements on Industry St. North and the Police Dispatching Service.
Council in Committee met with Tmm Solicitor T. McPherson on Monday
November 22,1965 at 7.00p.m. and it is recommend that:
1. That the Town Solicitor write Hr. R, Fry eoncernin,;; the procure-
ment of an easement required to extend Industry Street, northerly and
that an answer be ready for Council on December 6,1965,
2. In the matter of Police dispatching service in Aurora proposed to
be undertaken by King Township pursuant to the Attached letter,
It is recommended that Aurora maintain its own dispatch service
and King To;mship be so notified,

introducted. at the first meeting, o:f the second year, of each two
year term for Councils information,
It is understood that Hr. Caircross and Hr. vlestbury will return to
a meeting with Council when the new survival plan under preparation is
completed.

PROPOSED ~lE'tl ARENA BUILDING
MAYOR Davis presented a R~ort of Council in Committee concerning the
proposed New Arena Building.
The Council in Colllmittee met at 8.00 p.m. 11/ednesday, De'eember 1,1965 to
consider a type of proposed nev arena building:,
Council members along ;rith Mr.E. Batson, Recreation Director had previously
visited numerous arenas.
The plan presented to the members indicated that the front lobby and auditor-
ium is similar in design to that of the arena located in the Tmm of Hanover.
A basic plan of the arena proper, comprising of the rink and skating area,
which is similar to an arena in the District of Coquitlan in British Columbia
was approved in principle.
The site of the uroposed ne1; Arena vas thoroughly discussed and resulted in
Tva alternative locations.
The locations are:
The south portion of Centennial Park at Hellington St. west or the north
portion of Centennial Park at Aurora Heights Drive.
The Cornnittee recommends that the location of a ne;r arena site ·~.-e finally
decided pending a report from the Tmm Engineer and town R.ecereation Director
outlining the feasibility and cost of construction on the t1m proposed sites
with respect to:
1. Sewer and Hater services
2. Soil tests of each area
3. Access ancl. parking requirements,
h. Enclosure of creek and possible removal of the present Works Department --buildings.
Their report to be presented to Council on Monday, Decmember 20,1965 for
consideration.

30th.l965. Councillor Davis was in attendance.
The Chairnan presented a list of proposed a.T'lendments to the Draft
Official Plan prep<'lred by ~lr. Dm<son, based on conments from the
Department or Hunicipal Affairs. It W<'IS agreed that the amendments
as submitted be included in the dr<'lft plan,
It was also agreed that the Draft Official Plan be printed and
circulater, to the Residents of Aurora, and that at least tlfo
public meetings be arrange(! in the Hells St Public School, one
for residential, the second for comnercial and industrial aeeas.

the Planning Board proposed budget for 1966.

conference are published and distributed The follmdng is a
few brief impressions of the conference.
l..Thl!ee hundred and eight delegates and three hundred and eight
different opinions regarding regional planning and regional
government.
2. It was quite evident that unless local governments start to
plan on a wider basis, regional government will be imposed by the
Provincial Government. Mr. Allan Reuter, H.P. P. stated.
Regional Government is much closer than believed."
3. Regional Govennrnent aonoept is not ne<r but realized by
Baldwin in 1849 and counties established for that purpose.
4. !Jo clear definition or size for a region, but it would appear
that a region should be an area which has a cow~on problem. The
size and decision regarding a region should be considered by things,
water, land, economic le.w, rather then by numbers of people.
d1any counties have unsuitable boundaries for regional Government.
5. Local government was developed to be close to the people and
we should not lose the ;'WE" of a small community to a "They"
of a larger unit of government. ·
6. Larg~r unit of government should result in more efficiency
and economic operations, but this has not been proved by the
operation of County GoverP-~ent. Possibility of a 4th or 5th
level of gover~~ent.
7. Me.king the County a region just putting a new blanket on an
old horse"' stated by Mrs. Post, Hayer of Crrilla.
8. Regional Planning may have definite benefit, but is not feas-
ible:unless regional government has control over finance for same
area.

11r. Van Roorh has re-applied for a building permit to enlarge
his pegion coop, so that his present number of birds will have
more room and can be separated. It is not planned to increase

which the Committee respectfully submit the following:
The Police committee met at 7.00 p.m. Thursday,NOvember 30th.l965
to discuss several ~atters.
It was felt nhat an officer was required on point duty at the corner
of Cousins Drive and Yonge St. during the evening rush hour in order
to permit vehicles from the factories, on the east side of Yonge St.
to exit unto Yonge St.
The Chief has been advised accordingly.

A good supply of sand and salt and gravel >·rere now stock piled.
The Department of High>mys set up their badget for 1966 aovering the
connecting link program and had allocated ~100,000.00 in the budget
to cover work proposed from Centre St. to Chruch St. Aurora.

location of thirty co~munity colleges in this area,and
