Hr. Shankman explained his draft plan and his intention to include the following in

Letters of intent for a Junior De~artnent Store and a food chain store have been
received and an indication from a Theatre corporation.
A possible Hotel, privately owned.
A Nursing Home, with 126 beds, on a 4 acre site.
A centrally located Public School site of 5.3 acres.
A park ARea of 7.8. acres.
Two Areas of 11.1 acres and 17.5 acres for the Nursing Home, 8 t:l!'.· 9 storey· apartments
of approximately 1,000 suites, and mutiples of 2 or 3 stores (split level type.)
257 RESIDENTIAL LOTS:-
50 lots with 65 foot :t'!'Ontage in north-west area.
150 lots •nth 60 foot frontage in >fest centre area.
57 lots with 50 foot frantage in south-w·est area.
A total land area of 37.4 acres, all detached single family homes.
Previous experience at nay Ridges •.!,\'!.~eat~t a vrice range of homesfrom $17,500.00 to
:1J21,600. 00. Price range of course is dependent on demands encountered at the time
of actual construction.
Over 2 miles of streets (16.4 acres).
Nothing definite was established concerning a time limit for the completion of the
proposed subdivsion.
The Committee decided to consider these proposals at an early meeting and if it is
.resolved that the project be furthered, then the draft plan be referred to the
Planning Board for study and their recommendations.
Mr. Shankman again offered to give to the Town of Aurora the C.B.C. owned commercial
land on Regency Drive (except for approximately 4 acres fronting on Yonge St.)
and to provide the Regency Drive access road from Yonge Street. He also agrees to
allow the Town to use the earth from the Yonge Street frontage for levelling purposes
and to. forward a letter confirming this matter.

Conservation Authorities, to ensure that the construction of

Councillor Illingworth presented a report of the Planning Committee in which the
Co:~mittee respectfully submit the following:
1. MEETING WITH COUNTY ASSESSOR RE CREDIT OF ADDITIONAL ASSESSMENT
REFERENCE MINUTES OF COUNCIL DATED ~~y 17TH, 1965
This subject was discussed in detail between the county Assessor and Aurora Town Clerk
and it was reported that all new buildings and/or alterations to buildings for which
a building permit was issued will be automatically actioned by the Assessment Office.
Your Committee recommends that instructions be issued to hhe Town Clerk and Building
Inspector to maintain liaison with County Assessment Office, to ensure that additional
asssessment is credited, and it is also recommended that instructions be issued
to the building Inspector to carry out periodic inspection of all areas of the Town
to ensure that building permits are issued for all new construction or alterations.
2. INCREASE OF HEIGHT OF BUILDINGS ON YONGE ST.

In order to encourage and permit increased commercial development in the commercial
areas on Yonge St. your Committee recommends that the Town Solicitor be instructed

5. COIN CAR HASH -SHP'PB1G PLAZA
A request has been receiYed through the Building Inspector for the canstruction
of a coin operated car wash on the Yonge St. Frontage of the South-en shopping plaza
opposite Brewer's Hare house.
\~ile it is agreed that this is a COl'l"lercial building in a commercial area, it is
felt that the construction of such a building in the suggested site 1fOuld be a
detriment to the Shopping Plaza and the southern approach to the To1fn. Your
Committee recommends '-1r. '1erker be advised of the aboe and requested to sf!!lect
another site, possibly to the rear of the shopping plaza. (It is understood that
Mr. Merker is ~filling to select an alternate site). It is also recomended that
instructions be given to the building inspector and tmm engineer to investigate
the disposal of waste 1fater, prior to issue of a building permit.

Your Committee has reviewed the dr9.ft by-la1·T prepared by the Town Solicitor to cover
the apartment development in Block B Golf Glen. Your Com.Tiittee does not agree with
the principle of a separate-by-law for each apartment develo1Jment, and reconmlends that
the general by-lmr suggested bv the Aurora l'lanning Board, and as suggested in
Department of Municipal Affairs Letter dated February 24,1965 re by-lav 1620.
He understand that the proposed by-wr cone erns apartment development .rithin the
Golf Glen Terrace Subdi±ision. Hm-rever, we feel that certain specific regulations
lrhich are important for appropriate apartment development are still lacking in the
hy-la>r. \{e .rould suggest, then, that consideration "be given to expanding the proposed
regulations. Such standards, 1-rhile applicable to the subject development ,1 .rould also
be a'.·ailable as reference at sone later date, >rere the Municipality to cd'sider ·
introdudng further apartment development. Aprpoval of the proposed hy-la>r as
recommended by the Planning Board .rould require the repeal of by--la<r 1620. The nmr
by-law. when adopted would be an interim hy-law and included in zoning by-la.r.
9. BUILDING PERMIT ·· COLLIS LEATHER
A building permit has been issued to Collis Leather for alterations to office and
plant in the value of $185,000.00
10. PROPOSED ALTERATION TO 41 SPRUCE ST. (CORNER OF CATHERINE)
A request has been received through the building inspector for a building permit to
alter the house located at lfl Spruce St. to provide 10 self contined bachelor suites
each >rith its o~ entrance, bathroom and kitchen. It is planned to rent suites to
female tenants only, therefore there would be no children and no shcool problem.
-; · At the present time, the house is being used for flirt-s and rooms and it is believed
there are more people in the house now, than there would be if alterations >rere
allowed. Your Com_mittee agre·ee with the buildinp; inspector that such alterations
1·rould provide much needed accomodations for anattached 1-romen, orith desired privacy
and facilities. As these facilities are not inten(ed for family use, but are for
sin1>:1e occupancy only, it is not felt that they fall within the provisions o'f' by-la;r
).0;;·::. Ho.rever, your Committee does not agree with the proposed parldng facilities
on the north side of Catherine St. It is recommended that Consideration be given
to placing the parking lot in rear of the building, rather than on the side, and that
such parking lot be paved. Suitable shrubbery should be placed to shelter the vim·r
of the proposed parking lot from adjoining lots.
It is also recommended that consideration be given to estabishing a»o~~ policy
regarding the conversion, of large houses to other residential uses.
11. PROPOSED WIDENING OF GURNK ST . AT HARRISON
Prior to any building on the si.'.e of the old arena , your Comrni ttee recoJ11lllends that
action be taken to >riden !}urnett St. at Harrison to reduce the sharp and dangerous
turn at this intersection.

SERVICES COMMITTEE -Councillor Davis presented a report of the
Services Committee in 1i'hich the Committee respectfully submit
the follmi'ing :
The Services Committee met at 7.00 p.m. Monday, November lst.
and had a further discussion on the meeting held on Tuesday,
October 26th. with Mr. R. Brill and also considered a letter
received to-day from Mr. Brill outlining his services offered.
The Committee recommends that Mr. Brill be engaged for a three
month trial period.
With reference to meeting Tuesday, October 19,1965, at Town Hall
regarding Canine Control, I am submitting a further bid on
this positon.
After reviewing all the information available I now feel that the position should pay
a minimum of $2,800.00 per year. The following services would be performed.
1. Patrol of Town at least once a day (or night) 6 days per week. Times will vary to
assure complete coverage.
2. I agree to prosecute, if necessary, tbose people who continuously disregard the
by-law and will do so.
3. I agree that dogs will not be released te the public unless they have first
purchased the necessary license from the Town.
4. I agree to hold all dogs picked up a minimum of seven days and will dispose of
same in a humane m~nner, only when necessary.
5. I agree to answer calls for injured or sick animals and having them attended to by
a qualified vet, when necessary.
