CARRIED. From H .R, Jones, Fire Chief' ,stating that the laneway at the rear of Number 41 Yonge St. 8 is blocked by autos and is a fire hazard. and asked that the lane be kept clear. MAYOR DAVIS IN THE CHAIR FIRE COMMITTEE SEVERAL ITEMS Deputy Reeve Simmons presented a report of the Fire Committee in which the Committee respectfully submit the following: The Committee met on Wednesay, September 8,1965 and discussed several items relating to the Aurora Fire Department. 1. The matter of reeeiving a detailed breakdown of Firemen's stipends prior to payment thereof was resolved in that the said breakdown would be submitted to the Fire Committee, Appropriate listing covering the last pay period, December 31 1 1964 to May 31,1965 i~ attached hereto. 2. Fire Department vehicles were considered and recommend that Council seriously consider the purchase of a new fire pumper since the newest fire truck we now have is of 1951 vintage and the oldest 1945. The Committee would recommend that Council authorize them to obtain specifications and costs of a fire pumper. The Committee feels that an aerial ladder truck is premature atthis time. 3. The Committee further recommends that Council enact the necessary resolution required to request the Ontario Fire Marchall 1 s.Office to undertake a complete study of Aurora's Fire requirements and prepare a report for Council's perusal This survey and subsequent report will be conducted, upon request, at no cost to the town, R. Aurora, for Cab Driver's License be approved. WILLIAMSON: SIMMONS: "Resolved that the report of the Police Committee re application of D. Zitoynis, for cab driver's license be accepted," CARRIED. POLICE-COMMITTEE -Councillor Williamson presented a report of the Police Committee in which the Committee respectfully submit the following: Police Committee met Wednes~v, September 8th. at 7.00 pm. with all members present as well as the Chief of Police. This meeting was to deal with unfinished business. 1. No Parking Anytime signs have been placed on the south side of Wellington St. E. but it is recommended that more signs be purchased ana placed closer together, approximately 100 ft. apart ~rom Dr. Devin's to Berazy. St. 2. With Eegara to the 15 M.P.H. in school zones, this was previously looked into ana we do not have the authority to set this speed limit. 3. A resolution from the Clerk of the City of Toronto, re Amendment to the Highway Traffic Act, so that the Police could control the speed limit in lanes running back of houses and parallel to the street was discussed, ana as this is not applicable to Aurora it was decided no action was necessary. 4. Binion Motors had been contacted ana as first class cars were supplied as required, it was felt the rental rate was not excessive as this was the rate quoted by other suppliers. 5. The question of the new traffic lights at Wellington and Yonge had been referred to the Department of Highways (See minutes of June 7th.l965) and they are awaiting a report from the Hydro Office before taking any action. It is felt strongly by this Committee that the foll01·Ting signa are required: STOP SIGNS AT: YIELD SIGNS AT: Mary St. and Industry St. Highland Court and Kennedy St. W. S~oux Gate Foreht Cres Iber Court Wenderly Drive The Committee suggest these should be bought by the roperty Committee through the Works Dept. and put in place by the Works Dept. with the co-operation of the Police Department. There should also be several signs in Golf Glen Subdivision. It is felt these should be installed by the Town and charged to the Subdivider. There is no By-law prohibiting parking on Centre St. and it is recc~ended that the necessary amendment to the Parking By-law be prepared. Signs reading NO. STOPPING 4.30 p.m. to 6.30 p.m. would require changing the wor.'.ing in the present by-law from PARKING TO STOPPING. ILLINGWORTH'! W. REPORTS OF COMMITTEES CONTI~TIJED CANINE CONTROL SERVICES COMMITTEE Councillor W,,Davis presented a report of the Services Committee in which the Committee respectfully submit the following: On Wednesday September 15th the Services Committee met with Whitchurch Council and Councillors T. Taylor and B. Eves of Newmarket. Also present was Dr. Murray, Hedical Officer of Health, for York County and President Coad and Vice President Gadsby of the North York Hamane Society and Aurora Reeve Patrick and Councillor Illingworth. East Gwillimbury were invited but did not send a representative. Councillor Walt Davis chaired the meeting and stated it had been called to discuss the discontinuing of canine control by the Humane Society which will require $20,000.00 per annum to continue. The Humane Society suggest that the $20,000. be shared equally by the Four municipalities, Aurora, Newmarket, Whichurch and East Gwillimbury. After further discussion the following motion was passed, TAYLOR: KENT: :Resolved that all four municipalities be required to report on to the Humane Society by September 30th. their intentions." CARRIED. ILLING\-IORTH: "Resolved that as we have no alternate plan lt/ILLI.A.1\1SON: that we enter into an agreement with the Humane Society for 1 year at $5,000. providing the other three municipalities decide in the affirmative. Hayer Davis stated vfuitchurch Township have another proposal from a MarkhamH~J and suggested Chairman W. Davis. attend a meeting on Tuesday, September 21st. in Whitchurch. I I <j 'i ' 16TH REGULAR UNFINISHED BUSINESS RE: BLOCK "B" WARD SYSTEM MEETING PARKING COMMITTEE HEATERS AND ICE PLANT - 8 - SEPTEMBER 20,1965 Mayor Davis reported Mr. Kelner would attend a special meeting on Monday September 27th. 1965 at 8.00 p.m. Councillor Murralf asked that Committee of Council meet and and study the ward system proposal as he had requested at the August 16th Council meeting. Mayor Davis said a meeting would be held on Tuesday, October 12th.l965. Councillor Trent verbally reported that the Richmond Hill Tree Service had made a survey of trees subjec to Dutch Elm disease and found 137 diseased or dead elm trees on Town property 215 diseased or dead elm teees on Private property. 92 healthy elms on Town property, 228 healthy elms on Private property. SIMMONS: "Resolved that this matter be held over for a WILLIAMSON: Commmttee of Council meeting on Tuesday October 12th. and that Mr. Van Dyke be invited to attend." CARRIED. Councillor Illingworth referred to excerpts of Council Minutes on Parking of May 17th, Parking Meters June 7th, Dr. Black;s offer to purchase part of Griffith property, June 21st, and said that $8,300. has been spent but no report has been received from the Parking Committee and nothing done. ILLINGWORTH: TRENT: "Resolved that Parking Committee of Council submit a report by Sept. 30th.or the Parking Committee be disbanded and Council take over and mark out parking lines and other necessary action." CARRIED. Mayor Davis stated the Board of Trade Parking Committee is holding a meeting to-night and a report would be forth coming to-morrow. Councillor Illingworth asked if the heaters and Ice Plant at the Arena had been sold and was advised Tenders have been called. Committee agenda. Mayor Davis said this matter would be considered at the Monday September 27th. meeting at 7.30 p.m. Councillor Illingworth referred to the Council minutes of August 16th re the letter signed by seven members of "Ac~;ion Committee" tendering their resignations. ILLINGWORTH: SIMMONS: ';:\ "Resolved that l. we accept the resignation, with our thanks for a job well done, of the seven members who signed the letter, 2. The remaining six members of the "Action" Committee be advised that as the majority have resigned and as the need of this Committee is no longer necessary that this Committee be disbanded and a letter be sent thanking them for a job well done and hope their services will be available to the town at a later date." 3. That By-laws 1635 and 1638 be repealed. WILLIAMSON:"Resolved that we vote on each part of the motion MURRAY: separately." ILLINGWORTH: SIMMONS: "Resolved that as five members of the Aurora Arena Board have resigned, we accept their resigne,tion and send a letter of thanks for a job well done and the Arena Board be held in abeyance until such time as a new Arena Board is required." ILLINGHORTH. W. DAVIS: "Resolved that since there are no Arena or Parks Boards at present that this special committee be disbanded and Council in Committee consider the amalgamation of Parks and Recreation Committees of Council." CARRIED. Councillor Illingworth stated the appointment of a member to fill vacancy on the Planning Board should be decided at the next Council in Committee meeting. Also the E.M.O. meeting mentioned in the minutes of August 16th. DAVIS: 1-1: "That !eave be given to introduce a By-law 1~ENT, to adopt the provisions of the Plant diseases Act, the regulations thereunder and the amendments thereto. ;r CARRIED. Councillor Illingworth reported observing 2 men ®easuring the roadway on Cousins Drive and was informed by them it was for the T.V.
