In view of this lack of co-operation and apparent non-confidence shown in the requests and recommendations madeby this Board, the Members have no alternative open to them but to tender thair resignation and this is tandered herewith." Bennett, Secretary Aurora Memorial Arena Board: (QUOTE) Following Council's decisions of Tuesday last, an emergency meeting of the Arena Board was called, when it was duly moved and seconded and unanimously approved, that this Board tender it's resignation forthwith and that the fUnds remaining in the Board's bank account ($3,017.230 be transferred to the Treasurer of the Town of Aurora, a cheque for which is enclosed herewith." ' I i I ' I i j I I I, 14TH REGULAR - 4 - August 16,1965 CORRESPONDENCE CONTINUED SEWER SERVICE G.L.FOWLER From G.L. Fowler, 108 Tyler St., stating he wished to install a sewer service but is unable to connect on the street sewer main as it is higher than his basement. MURRAY: SIMMONS: "Resolved that the Works Committee be authorized to construct the necessary sewer at the least cost to the Town and Mr. Fowler." Carried. REPORTS OF COMMITTEES COMPUTER PROGRAMMING OF REVENUE AND EXPENDITURES REEVE PATRICK IN THE CHAIR ~-- Mayor Davis presented a report of the Finance Committee in which the Committee respectfully submit the following: The Committee met on Thursday, August 5,1965 along with the Town Auditor , D. Dunlop to consider convetting the present hand written general ledger to that of computer programming. The latter method would eliminate the general ledger and its relevant pPsting and merely entail office recording of books of original entry. A monthly summary of all revenue and expenditure would be forwarded to the auditor for insertion into the computer and within a few days a complete monthly financial statement would be returned for Council's information. The benefits accruing would include: 1. A full-fledged bookkeeper would not be re~uired. 2. A complete monthly statement including balance sheet and revenue and expendiuures , with budget comparison, would be available early each month. 3. Revenue and expendiutres would be computed on an accrual basis so that each monthly statement would reflect actuals to date and allow for more accurate analysis of the forthcoming year end results. This would include supplementary taxation as derived. The computer system of accounting would now appear a re~uisite of the imminent future and since machine accounting systems are very expensive. and becomming outdated, this committee therefore would.reccmoend the conversion to the computer operation mentioned above effective September lst. 1965. The cost of this Conversion would result in the following Programming -Initial cost $300.00 -..,. "'1sertion cost 50.00 Estimated monthly charges 60.00 D. Dunlop , Town Auditor explained the advantages of this service. This meeting was convened by the Mayor to appoint an acting Chairman. Mr. David Hill was appointed acting Chairman with authority to carry on until next regular meeting and to arrange for election of Chairman, Vice Chairman, and Secretary. Mr. Hill advised that this meeting would be held Tuesday August 24th. 1965 at 7.30 p.m. Mr. David Hill and Councillor Illin~orth were appointed to represent the Planning Board at joint Meeting of Centennial Committee and Parks Committee on August 17,1965 Members of the Planning Board were invited to attend the Committee of Adjustment hearing on August 20,1965 re lot severences on Kennedy St. West. ILLINGWORTH: "Resolved that the report of the Planning Committee re appointment of acting Chairman be accepted." PATRICK" Carried. Councillor Trent·presented a report of the Parks Comrnittee in which the Committee respectfully submit the following: Due to the lack of an Arena this winter, it is the contention of this committee that additional monies should be made ~vailable so the Parks Committee can get started on Planning an Outdoors rinks construction program. Committee to name two Parks: The 1967 Centennial Committee requests of Council the following: l. That the name "Centennial Park" be confirmed for the parkland. area formerly owned by Mr. Vanek. 2. That, in accordance with the request of the Department of Municipal Affairs, the name of Regency Acres Park be altered to some name compatable with Centennial year. The Committee recommend the name "Confederation Park" or some similar name. ILLINGWORTH: PATRICK: "ResoiVed that this matter be referred to the joint meeting of the Centennial, and Parks Committees with the Parks Committee of Planning Board to be held to-morrm< night, (Tuesday August l7th.l965). Councillor Illingworth spoke about the issuing of a building permit to Mr. Taylor, Kennedy St. West on low lying land authorized by a motion of the 1964 CounciL He asked that Council go on record and declare certain town lands as low lying. Councillor Williamson said that Mr. Taylor is going to beautify this land when his home is finished. Councillor W. PARK AREA AMALGAMATION OF PARKS, AREA AND RECREATION REPORT ASKED BY-LAWS RESERVE FUND # 1648-65 BY-LAW # 1650-65 PARKING MOSLEY ST Councillor Trent again asked Council to view the Park Area on Dunning Ave. and decide to improve or close the pathway across it. Councillor Trent stated that he had moved a motion, which was passed on July 19th.l965, asking for a report from the Special Committee appointed to study the feasibility of amalgamating the Arena and Parks Board and the Recreation Committee and asked when it would be brought in. By-law is in second reading •. TRENT: "That the by-law now before the Council be read a WILLIAMSON: second time and that the Council resolve itself into a committee of the whole for that purpose."
