· SPECIAL RECOH11ENDATION ON SEWAGE TREATI>1ENT FACILITIES
1-Je have studied many reports by the 0,1,J,R.C. and in particular the
Preliminarv Report py Proctor and Redfern Consulting Engineers.
Hereunder are specific recommendations which we think are in the
best interest of the Hunicipality at this time.
1. Extend the existing sewage plant using a conventional activated
slude treatment facility. The size of the extention 1,000,000
G.P.D. integrate this new facilty as much as practical 'I>Tith the
existing plant. Estimated Cost~ ..... ~400,000.
2. Investigate the possibilty of separating the storm and sanitary
sewers in the dmmtown area with a view to curtailin~t storm water
flow to the treatment plant. It is quite possible that some
70% of the storm water flow could be redirected tTith a modest
expenditure by the .Municipality' this indirectly increasing the
capacity of the sewage treatment facilities.
3. Ii::rz•cstin;ccte some means of improving the flow characteristics of
the receiving streams.
COMI4ENTS -Simth and Loveless "Oxigest Treatment Plant 11
The package plant by Smith and Loveless is very attractive on a
basis of cost, however, there are two factors that are c•c.inst this
unit. FIRSTLY_ this type of sewage treatment facility is relatively
new and its performance in accepting t'10. industrial waste flow in
Aurora could be substantially less than the conventional activo.te~.

A new location for the s1mge plant away from the densely
:)<:P1lhteci' areas has many merits particularly in the long range
planning aspect. Hmrever, 'le do not feel that the expense
of a new facility such as this should be borne soley by
the Town of Aurora since it would be an area facility which could
accomodate lands beyond the Tmm limits.
All of the above is respectfully submitted with a view to
assisting Council in this matter.
Hr. Reid said the suggested extension of the existing plant and
diversions of the do'lntmm storm :;ater flow would take care of the
present to'lO requirements and future development 1<i thin the town
and including the proposed annexation of part of \.,r]1itchurch T>~.
Regarding item 2 Mr. Reid said at an estimated expenditure of
bet'leen $50,000. to $100,000. it would eliminate the present up.
setting of the plant for 3 or 4 days and eliminate the discharg-
ing of raw se'lage into the creak.

Further to our ;;meting early in iU'J.Y and the brief sub.:Jitted at
that time wherein tentative estimates on costs, to replace the old
arenu on it's present site or to provide an expe:nded facility on a
~ore suitable location was presBnted,
We underotand that Council has in the interim, conducted a
feasability study with respect to the Town's financial capability
to support the project.
The following subc;dssion elh1inates the old arena site since
this is considered to be inadequate, uneconomical and unwise for the
present and future needs of Jmrora:
A, To provide for the existing recreational activities both indoor
and outdoor, l!fld to develop the location for year round use for
these and other activities it is submitted that a site of so1;1e
twenty-five acres would be the iainimum. In this regerd we have
considered five possible properties:
1. The town owned Centennial PEllr'k. The soil tests on this prop=
erty reflect this site to be less suitable from the standpoint of
bearing and frost susceptibility for an arena type structure. It
has been reco:mJended thet such a site should not be used unless no
other were available and then considerable engineering studies
would be necessary to minimize these problems. There are, of course,
other proble;,Js inherent with this site such as the relocation of
the works depcrblent; the cleaning, stre.ightening 2nd bridging of
the creek; the adequacy and engineering relative to parking require=
ments; the desireability of encroaching on a good passive perk site
E\nd so on.
2 o The property on '1lellington St. '.Jest, solile twenty-six acres,
owned by the Lorne Lee Estate is thought to be C~lore readily useable
fro>r• the standpoint of bearing and frost susceptibility problems
native to an arena structure. It is reasonably central and access~
ible for both water and sewage services and tr!lffic, It is bounded
on the South end :'!:ast li;;,i ts by greenbelt area which in the future
can be developed to enhance the pe.rk aspect, l'lirs Lee is open for
negotiations and suggests an offer be illade but would not make any
fir•;1 cmmJitment beforehe.nd as to price,
3. The property on :'!ellington St. ,'!;ast, owned by a T!lr Tir.Jbers and
in ':'!l:d tchurch Township h;J;:Jediately abutting the Town boundaries,
has approximately seventy acres on the south side of the road. ltlr
Ti;.1bers has offered to sell thirty acres adjoining the town for
.$2,500o00 per etcre and give the town the first option to acquire the
re;;Jaining ecreage to the hydro towers with no increase in price.
This property is thought to have the contours which would per:;lit

are projected as 49,000 squere feet at $10.00 or $490,000.00. This
does not envisage an elaborate design or provide for fancy ~end unnec~

r~,inimum of maintenance is all that is envisaged. Land costs ere

in the amount of $350,000. for the purpose of ere~ting
a co~munity centre complex or arena.
Be it further resolved that the application to the
Ontario Municipal Board include a revised five year
capital expenditure forecast.
And that the Ontario Municipal Board be advised that
should aprpoval be allo;red the Tmm Council is
considering a plebisite prior to any actural
expenditures of monies to >rards this;project.

The Action Committee have undetaken a great task and have 1Jade
proposals as to how we can build and finance our new cor.1plex. You

of space at an estimated cost of $480,000,00 this does not include
the land which for our purpose could represent another $100 1 000,00e
1'he Action Coi.lliiittee pointed out a way of financing. They proposed
debenturing the a:Jount for 20 years so the Action Cm;K;dttee could
get started, It was proposed that the insurc~ce ~oney ~nounting to
$72,000c00 plus the sale of the !;.rena property would realize an
additional $35,000.00 plus grants would add up to $250,000,00 to be
applied towards the cost of the building. I think it should be
pointed out at this tihle that there is $28,000 still owing on the
old Arena, so that the $72 9 000,00 is not an accurate picture. 'j['teti::::
amount would be decreased to $44,000.00, also there has been no firra
offer tcbled in the Council Cha.nbers for the krena property so the
$35,000,00 is only a quess. It should be pointed out to date there
have been no grants allotted to us, so again we do not have any
indication as to the worth of these grants, if there are any Grants?

\s most of Courtcilr Rfiow, a senior citizens group,, known as the friendship Circle, has
)een formed here in Aurora. It is jointly organised by a Sorortiy Qroup, theSigma Beta
--Phi, and the AUDora Recreation Committee.= -
The young ladies of the Beta Sigma Phi nave worked hard and long at creating this group.
Amid many diffi~ulties and disappointments, they have at last managed to get off the
ground with this club, and are now most happy to report that the club has become a great
success, with msnjr older people 'in Aurora now members. At present, some 75 people over
the age of sixty five are now-membens -and enjoying_ ?Very minute of their meetings. A
great deal of credit must go'to the young ladies who have persevered in making this
venture a great success.
When there was talk of creating a new Recreation Complex here in Aurora, it was at fixe~
though advisable t,.o incorporate a Senior Citizens Room in this building, as most of
the c~r;t 1-roulc. be obtained in grants through the Department of \felfare. However, furth9r
throught has been given to the question, and several points indicate that Victoria Hall
1-rould be much more practical for use by the Senior Citizesn.
FIRST Host of the Senior Citizens have, more or less 11 Gro;m Up" with Victoria Hail,
and it has many sentimental aspects to them.
SECOND Victoria Hall is far J:tore centrally located than any new building that ll!ay poe r>
ibly be erected, as most of the Senior Citizens are from the Centre of Aurora.
,,., "THIRD Should a room be located in a ne1f recreation centre or arena, noise of children
at play might be most detrimental to the turnouts of the meeting.

circle. Great plans are in store for this group in the fall, and durin~ the next
winter. '.•Tith some 75 members, much can be done to make their life an enjoyable
one from day to day. There is nothing so dopressing as ·loneliness, and it is
"Che fervent hope of the Beta S.igma Phi that the Aurora Recreation Committee that
some ha:ppiness can be brought to these people through cempanshi') with others.
Plans include visits to other Senior Citizens Groups in Ontario, of 1<hich thcrs e.rcc
over 375 !> Arts and craft programmes are also planned;; as 'i·Tell as Care\ games,, Binttos,
film shows, etc. and. just plain evenings of discussion and talk. It is hope t·:>
interest various Service Clubs in Aurora to supply furniture ~ a T.V. set, dra<}es ~
cards, games etc. but the Aurora Recreation Committee does not feel justified J.n
e.pproacliling such clubs and groups for any other expenditures over and above the·
ones mentioned.. Thus, this letter to the Aurora Tmm Council.
