Brown and Mr Graywall of the Community Planning Branch of the Department of Municipal Affairs at B·.oo p.m. Monday July 12th to consider the matter of Urban Renewals" . ··I ••• ( ' ' -~~-- -.:_, l,j •: 13TH REGULAR REPORT3 OF COMMITTEES URBAN RENEWALS PARKS COMMITTEE MEMBERS ALSO ON RECREATION COMMITTEE ANNEXATION -PART OF \VHITHCHURCH TWP; - 4 - July 19,1965 CONTINUED Mr. Brown explained the possibility of receiving financial assistance from the Federal and Provincial Governments of 50% and 25% of the cost of the redeb~lopment of blighted or substandard areas in an urban municipality, and a federal grant under the national housing act of 75% of the cost of an urban renewal study. It was decided that Norm Cook would undertake to make a study of square footage on the main sts. used for merchanizing and storage purposes, and Mr. Brown to get to-gether with Mr. Dowson to discuss this situation. DAVIS: PAlRRICK: "Resolved that the report of Council in Committee dated July 19,1965 be accepted." CARRIED. Mayor Davis presented a report of the Striking Committee in which the Committee respectfully submit the following: The Committee met to discuss suggested changes in the members of the 1965 Recreation Committee of Council. The Committee recommends that the Recreation Committee remain the same until January, 1966. DAVIS: c. Mayor Davis presented a report of the Finance Committee in which the Committee respectfully submit the follm.ring: The Committee met o~ Thursday July 8,1965 and discussed several items including the proposed annexation of part of the Twp. of Whitchurch. The Committee agree4 that the application for annexation should be proceeded with without delay and would recommend that a firm of Consulting Engineers be engaged to prepare the necessary brief for application to the Ontario Municipal Board. SAVE LIVES A1TID PROPERTY The Aurora To..n Council in conjuction ><ith the Aurora Police and Fire Department have come up ><ith a spendid idea to save property and maybe lives. The To..n has no-,r a 24 hour s><itch board personal service that cciuld report fires to the fire department the minute the alarm goes offin any facotry, store, rest home, public building or any place ><here the alrm is hooked up to this s><itch board. We think that this is a step in the right direction to save property and lives. The Canadian Under><riters Association also thinks and has stated that the proper alarm system would pay for its self in reduction of insurance rates ina reasonable length of time. The following is a reply to a letter sent to the Canadian Under><riters by Fire Chief H. jones. In reply to your specific question, we can only say that credits are given in most classes of mercantile and institutional risks, for the installation of automatic fire alarm systems. The allowances vary according to the type of alarm system installed, and of course the value of such a system to the particular occupancy of the risk. Also an important factor being the value of the risk , and the percentage of insurance to the value. As you can see from the above points, it is necessary that ><e consider the specific installation in each rish in determining the allowance to be made. Ho><ever, ><e hope it will be sufficient to state that in manufactur- ing and commercial risks, the allowance is sufficient to pay for the sytem over a reasonable length of time, as ><ell as affording additional protection; and of course in the case of institutions and public buildings, the protection available to the public and to human life is in all cases sufficient to justify its installations. ~----~~~ .. ~··= ... ~ .. ~ .. = .... ~.''"'''' Councillor Murray reported investigating with Town Engineer Reid, the flooding of basements in Regency Acres subdivision and finding that rain water is getting into the saaitary sewers thru the weeping tiles around the buildings and suggested an extension be put on th.E! downpipes from the eavetroughs to direct the flow away from the building and asked that a by-law be prepared to enforce the installation of the extension. Mayor Davis reported that at a Council in C01l1rrli ttee meeting held Tuesday June 29th. to discuss the Arena situation and passed the following motions: WILLIAMSON: MURRAY: r. Mayor and Council: It appears to me that time is of the essence in enacting a firm proposal regarding the Arena replacement matter. May I present at this time for Council·s approval or disapproval a proposal that in my ~pinion is the most logical method to finalize this problem both from an economic and expedient view point. My proposed plan will contain alternatives as follows: FIRST -Let us be agreed that an Arena Argicultural complex type of building, is the ultimate we should strive for, However to ease the financial tax burden I suggest that the complex be obtained over a three year period • For example: In 1966 the most favourable land available for this complex could be purchased In 1967 the necessary roads, sewers, water, parking lot, grading and all general servicing required could be undertaken. In 1968 the actual construction of the complex could be completed. This would result in the total annual debt charges for the completed complex not becoming a tax levy item until 1969. It is my opinion by that year our population and taxable assessment should have increased sufficiently to carry this additional tax load more easily. In addition my proposal i~cludes a provision that if the complex is to include space for the Agricultural society and the extra acerage that has been talked about , 20-25 acres,that the society should agree to share in the costs of the extra property and space that could and no doubt should be included in the complex • ,-----~·~~-==""---" ... ,..:7-:'C""-=·=~ --------~-~-~--·--·---------------------------------------------- 13TH REGULAR -ll-July 19,1965 _DEPUTY REEVE SIMMONS'S REPORT CONTINUED I propose then that the society should agree to pay somewhat as follows: One third the cost of the land. One quarter the cost of the services. One quarter the cost of the building, TIME LIMIT This approach would appear most fair since I feel the citizens of Aurora should not have to pay for the extras that w ould not be necessarily needed if the Society were not involved. If hoqever, the Agricultural Society were a~posea to such an arrange. ment of shareable costs then I offer a second proposal namely: Based on a three year plan also, that an Arena be built on the present site as follo,·rs 1966 Purchase suffi cient property around the present site to allow for adequate parking etc . 1967 Construct necessary services such as the til ng of the creek and grading, 1968 replace the present Arena with a new building designed for the utmost in recreational activities. THIRDLY and most important it would appear to me that immediately -sufficient monies be allocated from the Insurance monies to put the Arena in a serviceable condition immediately in order that ice time will be available this year and until such time as the new structure has been realized. I have a resolution prepared for that purpose and would like to read it as this time. SIMMONS: DAVIS: "REsolved that we consider spending the least amount of money as possible to \' put Arena in serviceable condition for next three years, until such time as -,f' a complex may be completed and a committee be set up by the Striking Comm. to study the cost of this proposal and report to council." WILLIAMSON: ILLINGWORTH: "Resolved that Council recognize the herc~sm of John O"Rouke and that the Services Committee obtain a suitable award to be presented to him." Carried, Councillor Murray stated that nraffic conditions were dangerous south bound on Yonge St at Wellington St. when two lanes of traffic becomes one due to parked autos on the west side of Yonge St. south of Wellington St. and asked that parking be forbidden during heavy traffic periods on Sunday and holidays. Councillor Murray suggested that the ward system be inaugurated so that the subdivisions would have a representative on Cou.,cil. Councillor Trent reptrted on his attendance at the Air Pollution Control Association conference and also read an address by Hon. G.E, Gemme. Your Worship, Fellow Councillors: Tlie following is a report of the Air Pollution Control Assoc•· · meeting which I attended from June 20; -24th,l965 at the Royal York Hotel in Toronto. It was felt by .the Mayor that since the Town of Aurora was considering an air pollution control by-law . 'Eibmeone should attend this meeting to glean information that might assist the by-laws Committee in setting up·legislation, Until one has attended a meeting such as this it would be difficult to assess the magniturde o f interest by various agencies in this world problem. I have here some papers and information which I would like to submit to the Town Clerk to be kept on file for the use of all Councillors. There is also a copy of~he Air Pollution Control Act for the Province of Ontario. If additional information is required it is suggested that Mr.W.B.
