POLICE COMMITTEE Councillor Williamson presented a report of the
Police Committee-in which the Committee respectfully submit the
following:
The Rolice Committee met on Vlednesday, May 12,1965 and discussed
the matter of parking on Wellington St. East, Aurora, pursuant to
the provisions of Town by-law no. 1464 which stipulates that no
parking is allowed from 245 feet east of Yonge St. on Vlellington
Street, east to the easterly town limits, on the south side.
The By-law further provides that tne appropriate signs must be
erected before the by-law becomes effective. Therefore, this
Committee recommends that. a letter be forwarded to all local
doctors, who do not provide adequate parking tf facilities at this
time, to the effect that "No Barking Anytime" signs will be
erected in their locality by September lst.l965 and that they
should govern themselves accordingly.

Reeve Patrick said Mosley St. from Yonge to Victoria should
be included as it is a "fire route" and is sometimes blocked.
Councillor Murray suggested "no Parking" from 4.30 to 6.00
p.m. on Wellington Street should be enforced immediately.
Deputy Reeve Simmons suggested Council asking the County
to widen the pavement on \-!ellington Street.

Councillor Williamson presented a report of the Police
Committee in which the Committee respectfully submit the
following:
The Bolice Committee met on Wednesday, May 12,1965 at
7.00 p.m. tointerview applicants for the position of
Police Constable to fill the vacany recently created.
Five applicants were interviewed and this Committee
recommend that the application of Charles Edward Mcintaggert
be approved and that he be appointed a Third Class Police
Constable for the Town of Aurora effective, June 1,1965.
The. Committee further recommends that consideration be
gi~en to the hiring of an additional probationary constable
in the near furture.

Mayor Davis presented a report of the Finance Committee
in which the Connnittee respectfully submit the follmving
The Finance Connnittee are pleased to report that as of
this date some $676,964. of the 1965 taxes has been
collected. The amount represents 57.6% of the 1965
tax levy.
County levy amounted to $167,732.92 was paid on the
14th. May • discount saved by early payment amounted
to $4,700.00.

the following:
The Committee met with Mr. McCaffry of York Sanitation regard-
ing several matters conderning garbabe collection in Aurora.The
following items were discussed.
1. (a) GARBAGE COLLECTION -LORNE COUSIN"S -The matter of
crossing the private railroad crossing on Cousins Drive east,
to collect the garbage of the one hcuse in the tC'N!l limits
owned by Mr. Lorne cousins was intrcJduced, Mr 1:~cCaffry
stated he ;ras definitely opposed to having his :brucks cross
the railway due to danger, damage, etc. The Committee recommend
that the householdE:Or be requesteO. to rlace hia garbc.r:e on the
west side o:C the railway tracts for ;.'"eekly pickup.
(b) NOTICE AIID JILLING-The Commi ttec tu:r·ther recomcnenas t:1at
a card, si!'lilar to the one att.ached hereto, be enclosed wi·ch
the montly water and garbage millings, outlining the Town
By-law with respect to regulations <.;Oncerning the collection of
garbage an6. in addition the fact that colJ.ection of ga:rder:
refuse etc. is scheduled for the second monday o:-each month
throughout the year.
2. DOG CONTROI, MATTERS-This Committee recommends that a ne·w
Agreement be drawn up between the North York Humane Society
c.nd the Town of Aurora containing the following amendments:
Clause l & .. 7 -The yearly retainer ·. fee be altered to read
$2,300.00 payable on a monthly basis.
Clasue 4 be altered to read that the 4 day ptriod of impounding
dogs be calculated from the time the Town Clerk's office js
notified of said impoundment.
Clause 5 be altered to include the sau~e provision as Clause 4
as amended .•

Mayor Davis, Reeve Patrick and Councillor Illingwroth
attended a special meeting of the Ac:rora Plannir:.g
~oard on ~uesday, May 11,1965. The purpose of the
meeting was to meet with Mr. Conroy G. Dowson,
Planning Consult8.nt, County of York.
Mr. Dowson s·u.bmitted his r8port on the draft officie.l
plan and zoning by-law for the to,,rn of Aurm:a, The
report was most comprehensive and provided a clear
revim-r of the present stateof the official plan and
zoning by-law. Insummary, Mr. Dowson outlined the
following points wbich reguire follmr-up wcrk:
1) An evaluation of the capacity of the Town to enter-·
tain further urbanization in terms of sewage handling
facilities and adequate supplies of potab:e water.
2) Some technique is required to c~sure the
construction of buildings on the flood plain of the
Holland River is effectively controlled or prohibiteJ.
This can be done by:
J.. Adding to by-law 1576 and/or the general plan for
land use.
2. By a separate by-la;r under section 30 (1) 3 of the
Planning Act OR
3. By regulations passed pursuant to the conservation
Authority Act.

by next year the by-law should be acceptable to the O.M.B.
