Dinsmore, New Chairman and presented 1964 financial statement and the 1965 budget and spoke about the various activities and the extensive program of the Recreation Committee. ILLINGWORTH: SIMMONS: "Resolved that this report be referred to the Finance Committee for very favourable consideration at budget time." Carried. DEPUTY REEVE PATRICK IN THE CHAIR INTERVIEW WITH lOWiil EMPLOYEES . Mayor Davis presented a report of the Special Liaison and Peraonnel Committee in which the Committee respectfully submit the follwwing: The Committee met on Monday, February ,8,1965 and duly considered the dutes and responsibilities entrusted this Committee subsequent to its appointment by Council on February 1,1965. The Committee considers at this time that the following items deserve its earliest attention: 1. Proceed to initiate interviews with employees and it is recommended that employees of the Works Department be interview interviewed firstly commencing on Monday evening, February 22, 1965. The interviews will be carried out with a limit of 15 minutes for each employee separately. It is the committee's desire, in the first instance, to ascertain not only grievr'.'"" " but hear constructive critisism to better department operations and liaison methods. 2. To analyse the findings emerging from these interviews for final submission to Council and possible comparison of our operations with other similar municipalities. 3. To inaugurate a By-law to define duties, working rules, regulations and salaries for the employees of the Town of Aurora to be submitted to the by ·law committee for reporting to Council. The Committee wishes it understood that its intention is mere- ly to act as a fact-finding body regarding department liaison and personnel and not to cause any interference with a chair- man in the operation of his committee. Carried. ,__ ____ _ 4TH REGULAR -9-February 15,1965 REPORTS 0~ COMMITTEES MAYOR DAVIS IN THE CHAIR SURETY BOND TAXI FARE INCREASES POLICE DISPATCHERS FINANCE COMMITTEE-Deputy Reeve Patrick presented a report of the Finance Committee in Which the 6ommittee respectfully submit the following: Pursuant to the provisions of the Municipal Act, R.S.O. 1960, Section 234, The bond held by the Town of Aurora covering security of those officess handling municipal monies, must be produced to council at a meeting held not later than February 15th. in each year and council shall further direct where said bond shall be deposited for safe keeping. The Committee Hereby recommends that the surety bond be deposited in the Town safety deposit box. PATRICK: DAVIS: "Resolved that the report of the Finance Committee regarding the ~own of Aurora Surety Bond be accepted." Carried Councillor Williamson presented a report of the Police Committee in which the Committee respectfully submit the following: That the Taxi cab basic charge for the first mile be increased to 50 cents and lOcents for each additional 1/3 of a mile remain as is, and the necessary by-law be prepared. Councillor Williamson presented a report of the Police Committee in which the Committee respectfully submitt he following: The Police Committee along withMayor Davis, met at 8.00 p.m. Tuesday, February 2nd.1965 with Reeve Jennings, Deputy Reeve Cook and Councillor Rubble of King Township to consider a pro- posed increase o·; the wages of the operators of the Police Dispatching service and the hiring of another dispatcher to cover emergencies, days in lieu satutory holidays, vacations and to allow each dispatcher one week end off per month. The King Township representatives agreed to submit the question of the aharingon a 50% basis of the cost of extra help for statutory holiday, leave and vacations to their Council at their next regular meeting on February 15th.l965. PROCEDURE FOR HANDLING CORRESPONDENCE-It is recommended that all correspondence and all matters pertaining to Planning be passed from Council to committee to Planning Board and from Planning Board back to Committee to Council. 2. VACANT LOT-CHILD DRIVE -REGENCY ACRES-It is recommended that the present owner endeavour to sell property to owner (O.mers) of adjacent property. It is also recommended that the Works Dept. carry out periodic checks during summer months for weeds, etc, and if necessary cut and charge such costs to mmer. 3. VACANT LO'l'S -APPROVED FOR BUILDING -It is recommended that every effort be made to encourage building on emply lots inapproved area, e.g. 31 lots in Aurora Heights and 44 lots in Golf Glen Terraces. 4. INDUSTRIAL COMMISSION REPORT -It is recommend that immediate action be taken to obtain required easement from Fry Associates for the continuation of Industry St. North. 5. COMMITTEE OF ADJUSTMENT -In accordance with section 32 of the Planning Act, it is recommended that a Committee of Adjustment be formed comprising members as follows: 2 members for l year year 2 members for 2 year term 2 members for 3 year term and for 3 year term thereafter. One member to be appointed as chairman and one member as secettary-Treasurer. Names to be submitted by Planning Committee. 6. LeTTER FROM MR. JUBB-REconmend that letter be passed to Finance Committee with favourable consideration for items l and 4. T. Murray presented a report Of the -Works Department in which the committee respectfully submit the following: The ·Works -Gommittee met --on T-hursday --February 4th. All members and Mayor Davis were present. It is recommended that the' Aurora Hydro be asked if they-can do the yearly tree cutting an:il triinm.ing and to ·~fve us an approximate figure as to what it would cost. · · · · The Works Department have one small chain saw that needs repairs, it is also felt that there is need' for a larger saw. Therefore we recommend that repair of' the smal_l one and the purchase of a new saw at an approxima:te cost of $275.00. · · There are a 'lot of unanswered questions as to what is to be done to Yonge St. (Centre tol Church) also,h0w will the cost be divided between the ProVince and the Town. Davis presented a report of the Services Committee in which the Conmittee respectfully submit the following: The Services Committee , along with Mayor Davis, met at 7.30 p.m. Tuesday, February 2nd. to review the Aurora Welfare problems and passed the following motion. "Resolved that the administration of welfare in Aurora be left in the hands of A.J. Wood and that he submit a written report to this Committee at the end of the month." DAVIS:vl: "Resolved that the report of the Services Committee WILLIAMSON: re welfare problems be accepted." ILLINGWORTH: HILLIAMSON: Carried. "Resolved thatwe comply with the suggettion of the Aurora Board of Trade that the old Library building be named "Victoria Building". ' li L,,~,~ 4TH REGULAR NEW BUSINESS GOOD WORK OF WORKS DEPARTMENT STAFF FLO(&DING DURING STORM BAPTIST CHURCH DEDICATION SERVICE RAISING OF NEW CANADIAN FLAG FLYING OF THE RED ENSIGN -14 -FEBRUARY 15,1965 Mayor fiavis through Chairman J. Murray, thanked Town Superintendent J. Browning and his staff for their good work during the recent ice storm, did suffer some but not to the extent we could have. Councillor Murray stated the sanding trucks were out before calls were received. Mayor Davis asked what action is needed to control storm flooding in the area bounded by Larmont, Mosley, Metcalfe & Berczy Streets. Councillor Patrick stated that a storm sewer should be designed to take this run off of water across Berczy and down Metcalfe and Mosley to the creek. Councillor Illingworth said the Planning Board would check the contour maps re this situation. Ma~or Davis reminded Council members of the dedication services at the new Baptist; Church on Tuesday evening February 16th. 1965. Mayor Davis commented on the raising of the new Canadian Flag to=day and said a half hour should be set aside for a ceremony when we get ours, which is on order. MURRAY: "Resolved that as an Economic change is taking place the Clerk get a report or minutes of the Conference on REgional Development." Carried. Councillor Illingworth brought to Council's attention the receipt of an abjection to the by-law inceeasing the height of buildings now being considered by the O.M.B. Councillor Patric.k invited all members of Council to the North and East Gwillimbury and Georgina Island fish derby on February 28th. SIMMONS: "Resolved that the meeting adjourn." PATRICK: Carried.
