Consulting Engineers Ee; Haida•Dr. to August 31,1963 ...!h914.24 i 9Til '1EGULAR CORRESPONDJ!;NCE 1967 CENTENNIAL COMMITTEE REPORT =6= October 19th.l964 A report from the Gentennial Committe (1967) The Committee has reviewed the various reports and recommendations from the organizations in town and the replies from our aitizens through the questionaire coverage. From the above review thGre is no doubt that many support a major program to develop youth and community centres, a historical project and a park development program, with lesser support for many other activities which would provide useful facilities for our town. Considering further the aevelopment of any one of the major projects mentioned above, financing becomes a major consideration as well as the planning and development. lve therefore be: conclude that our centennial project ghould A. The development of an overall parks and public land use plan. B. The development of our existing park areas to such a plan. C. Tee .ce.cquisition of lands for public use whether with =in the municipality or adjacent areas. To Implement such a program it would be advisable to: A. Request the Planning Board to develop such a plan. B. Request the Parks Board to undertake this work. C. To recommend a joint effort between the bodies. Should council choose to have the Centennial Committee organize this program, we suggest that the Committee be enlarged, drawing personel from such other interested organizations who have a more permenent status within the Town. \Vhile all of the above is only a recommendation from this committee to Council for a centennial project, we feel quite strongly that an overall plan should be formulated and lands acquired so that a co-ordinated development can be made in the future • . .,...__._ ·----> 19TH EEGULAR CORRESPONDENCE CONTINED 19.67 CENTENNiftL COMMITTE REPORT INFRACTION OF LAND USE BY-LAvT ,._ ~-~ -7-Oct. l9th.l964 This program of physical planning will also permit the economic planning to finance such a program in a manner geared to our ability to pay. However, to obtain the best advantage for the Municipality, our development of a plan and present park development or purchase should at least equal the grants aveilable from the Provincial and Federal Governments. This would mean a projecc of between $27,000.00 and $30,000.00 with our share of $9,000.00 to $10,000.00 Over hhree years would not be a burden on the Taxpayers (which has been their request) and yet set a program in motion that will serve a majority of our citizens for many years to come and be a lasting and progressing centennial reminder and pDoject. 1•Te respectfully submit this report for your consideration and await any further instructions and comment. If it would serve any useful purpose this committee will meet with council for further discussion. CHILD: MOFFAT: "Resolved that ·we accept the recommendation of the Centennial Committee .and authorize them to carry on and enlarge their Committee and a hearty vote of thanks be sent to chairman Doug Richardson and his Committee for this report." CARRIED. From Owen Barr, Hillview and George St. asking Council to amend che Land Use By-law to permit an infraction as his buildings are too close to the lot line. CHILD: STODDART: "Resolved that his matter be turned o-:-er to the Planning Committee and the Building Inspector and if it is confirmed that the Town had issued a building permit in error we will have to accept it and a letter is to be sent to the Committee of Adjustment from the Town Solicitor saying the Town is responsible.'' Wolstenho~e, 53 Knowles Cres. appealing to the Council for a rebate of the portion of his t8xes which he has over paid for several years due to an error in his assessment. REPORT ON SEWAGE TREATMENT PLANT PATRICK: "Resolved that tbis matter be turned over to v!ILLIAMSON:to the Assessor to quote the relevant sections of the Act to assist him." JONES: MANNING: "Resolved that this motion be amended and referred to the Finance Committee to see just what is involved." Carried From Crysler, Davis & jorgensen offering to make a comprehensive report of the Sewage Treatment Plant required for the sum of approximately $750.00 , not more then $1,000.00 WILLIAMSON: li'.ANNING: "Resolved that a letter be sent to them asking them to lay out the terms of reference and tell us exactly what they will do and explain what the report will contain." Carried .DELEGATIONS ~--SPRING BURN HEST SUBDIVISION Mr. A. Coasar, cppeared. for Springburn \>lest Ltd. and referred to the recent committee of the whole meet ing '>Ti th ~lr. G. Ada.-ns of the Planning Branch, Department of Hunicipal Affairs, anC. at the meeting ~1r. Adams explained the Department' n reasons for 1·rithholding approval of the proposed subdivision until the sewage requirements of the 0. \-I.R. C. are complied >ri th. ~-lr. Cassar stated he should have been allmred to be present at the meeting and >layor Davis explained that \!r. Adams said he 11ould appear by himself first but vould come to a second meeting if required. As Council made a decision at their October 5th. meetiug it was not considered necessary to hold a second meet- ing. 19TH REGULAR DELEGATIONS CONTINUED SPRINGBURN WEST SUBDIVISION REPORTS OF COMMITTEES I TREES TO BE PLANTED ~·· ;-·~-.,·.·· I I ~-~-·-·' REEVE JENNINGS ILLNESS -9-October 19th.I964 MR. Coassar again asked Council's approval of a draft plan and stated he was not being advised of town correspondence regarding his subdivision. General discussion followed and it was decided to keep Mr. Cossar informed in future. Mr. Cossar was told that the Planning Department of the Department of Municipal Affairs had suggested that land use and location were in line with their requirements but the timing for a new development was premature as the present sewage facilities were not suited for the extra load such a building subdivision would place on it. 'IITLJLIAMSON: MOFFAT: "Resolved that Mr. Cossar be notified of anything concerning the Springburn West Subdivision in future." Carried. PARKS BOARD _ Deputy Reeve Moffat verbally reported that the Parks Board had enough money to buy and plant 40 trees. CHILD: "Resolved'that 40 trees be purclrased·.and MANNING: planted." Carried. Carried 19TH' REGULAR REPORTS OF COMMITTEES FUEL OIL TENDER '~-· HEATING OF POLICE CELLS ~··~· ... ~- -10-October 19,1964 Councillor Jones presented a report of the Property Committee in which the Committee respectfully submit the following: Tenders for the supply of Fuel Oil to Municipal Buildings were received on October 16th. 1964, prior to the deadline previously established. The tenders were subsequently reviewed and the Committee recommend the following: That the tender of KEN ROSE, AURORA, at a price of 14.4 cents per gallon for the delivery of Fuel Oil during the period November 1, 1964 to October 31, 1965 be accepted." JONES: ''Resolved that the tender of KEN ROSE, at a· WILLIAMSON: price of 14.4 cents per gallon for the delivery of fuel oil, to municipal buildings during the period November 1, to October 31st. 1965 be approved and the Seal of the Corporation be attached hereto." PLANNING -Councillor Child verbally reported that he is disappointed to have to report that the O.M.B. hearing on the Zoning By·"law is held up until our Land Use Plan is brought up to date and there will be a Planning Board meeting to-morrow night. RECREATION -Reeve Stoddart stated the Recreation Co~~ittee aaid they would take over the flooding of the oudoor rinks. Deputy ll.eeve Moffat said the Parks Board will continue to look after the flooding until December 31st •. after 1·rhich the date the matter will be recor sidered(w·hich date the matter will be reconsidered\ as this is a ~ecreation problem. ! POLICE Councillor Hillia~son verbally reported that the Traffic situation at Harrison and Edward will be covered by by--laws. Councillor vlilliamson also verbally reported that Mr. Preston and Chief Hm. Langman would attend the co· ordinator course on November 16th. Mayor Davis asked if the Aurora Centennial coin and plate had gone forward to Her Majesty's Ship "Aurora" . Clerk Johnson replied the articles were being obtained. Mayor Davis aaid he had been requested by the owner of the property next to the former library to allow the removal of the fence between. Councillor Patrick suggested that all the monthly bills and accounts be put in one file alphabetically and Clerk-Treasurer Johnson stated this vould be more efficient in conjuction with the new "McBee " cheque system. PATRICK: "Resolved that the Clerk-Treasurer WILLIAiiiSON: be authorized to put this system into effect." Carried. Councillor Child reported that loud noise vas emanating from the Specialty Extruders Ltd. plant at night and asked if anything could be done and if the noise by-lav would cover.
