HER MAJESTY'S SHIP "AURORA" REPORTS OF COMMITTEES -2-October·5th.1964. From Mrs. Alice W. Bell, Secretary, Aurora Recreation Committee, enclosing the resignation of Mrs. C. Lee. STODDART: "Resolved that a letter be sent to Mrs. Lee thanking MOFFAT: her for the interest she has taken in the RecreAtion Committee and that we accept her resignation with regret." The appointment of a successor was held in abeyance to see if a woman may be suggested. From Lieutenent Commander, Davis C. Edwards, Royal Canadian Navy, suggesting that Her Majesty's Ship "Aurora" should be recognized in some manner by the Town of Aurora, possibly a memento having on it the crest of the Town. REEVE STODDART IN THE CHAIR Mayor Davis presented a report of the Committee of the Whole in which the Committee respectfully submit the following: The Committee of the Whole met at 7. 30 p.m., Monday; September 28th. 1964 1<ith Messrs. Davis and Jorgensen of Crysler, Davis and Jorgensen Ltd. Consulting Engineers to consider: l. Additional Sewage Treatment requirements for Aurora. 2. The Cost of paving and sidewalks on Haida Drive. The type, cost and present operating experience of the sewage Plant recently completed by this firm for the Town of Picton was explained in detail and they consider it to be operating very satisfactorily~ ·t ' t '. 18TH REGULAR -3-October 5,1964 REPORTS OF COMMITTEES CONTINUED REEVE STODDART IN THECHAIR In their opinion the present Aurora Sewage Treatment Plant is very good 0ne and if looked after properly will continue to service part of the Town's sewage. They suggested an additional plant of a type similar to the "Smith and Loveless" activated sludge process. 1. Their charges for a report, after a study of the sewage treatment re~uirements and the Proctor and Redfern rep crt, and the costs involved to build a new 500,000 U.S. Gallon sewage treatment plant, is to be submitted in two weeks. 2. The extras to the contract for paving and the construction of the sidewalks and curbing on Haida Drive was discussed. Mr. Jorgensen explained that 1,200 tons of additional material had been used which was necessitated by the difference in depth of the old 12" curbing which was removed and which had been estimated to be 9" deep. This was the main item causing an increase in costs. A Breakdown of the extra costs was re~uested and promised. Mayor Davis presented a report of the Committee of the Whole in which the Committee respectfully submit the following: The Committee of the Whole, together with the Aurora Planning Board, met on Thursday, October 1, 1964 at 8.00 p.m withMessrs. Adams and Sheaffer of the Community Planning Branch, Department of Municipal Affairs to discuss the various aspects of Draft Plan approval for the proposed Springburn West Subdivision Plan. h '~ ·~-... 16TH REGULAR -4-OCTOBER 5,1964. REPORTS OF COMMITTEE CONTINUED REEVE STODDART IN THE CHAIR PROPOSED SPRINGBURN WEST SUBDIVISION Mr. G. Adams outlined in details the following points: 1. That a draft plan is a working model only and cannot be registered as such. 2. Three items must be taken into consideration prior to approval and they are "USE, LOCATION AND TnliNG", Should one of these items be out of line then approval of a draftplan would be considered premature and the Department would not recommend approval of a premature plan. 3. The restrictions placed on Aurora's future growth by the O.W.R.C. pending increased sewage treatment facilities makes any plan premature at this time and would not be approved. REQUEST FOR WATER SERVICE Mayor Davis presented a report of the Committee of the Whole in which the Committee re~pectfully submit the following: The Committee of the Whole met Monday, September 28th.l964 and considered a request for a water service and recommend that prices be obtained to extend , the 8" watermain on Centre Street, Easterly to the corner of Industry St. DAVIS: MOFFAT: "Resolved that the report of the Committee of the Whole Dated October 5,1964 re water se1viee be approved." Councillor Patrick presented a report of the Works Committee in which the Committee respectfully submit the following: Councillor Patrick reported that 6 Tenders had been received for Winter Sand and the one accepted, although not the lowest bid, would be cheaper in the long run because of hauling expenses. The two prices for the salt are both the same. The Committee therefore recommend the following: That the Town pucchase the winter sand from the Baker Sand and Gravel Plant, Lake Wilcox, at a cost of 75 cents per yard at the pit and that the winter salt be purchaser as follows: one half the re~uired amount from the Canadian Salt Co. Ltd. and one half the required amount from the Domtar Chemicals Ltd. at a cost of $10.407 for fine and $11.952 per coarse, per ton delivered. 3illl.TRICK: ?STODDART: "Resolved that the report of the Works Committee be winter sand and salt requirements dated October 5,1964 be approved and the Seal of the Corporation be attached hereto." Councillor Child verbally reported that the Zoning By-law is now in the hands of the printers and a copy will be forwarded to all property owners • Councillor Williamson presented a report of the Police Committee · in which the Committee respectfully sulmit the following: At a regular meeting of Council on September 21,1964 the ·appointment of the Humane Society Inspector as a Special Constable was duly referred to h the Police Com.'lli ttee. The Committee now recommend to Council that this appointment not be approved. WILLIAMSON : CHILD: "Resolved that the Police report dated September 28, 1964, re the appointment of the Humane Society Inspector as a spec) al constalble, be accepted." Carried. Councillor Williamson presented a report of the Police Committee in which the Committee respectfully submit the following: That the Application of Miss Faye Louise Oakes, Brown Hill, Ontario for the position of Aurora Police Department Dispatcher be approved effective October 6,1964 at a weekly salary of $45.00." WILLIAMSON: PATRICK: "Resolved that the report of the Police Committee re: Police Dispatcher, dated October 5,1964 be approved, and the Seal of the Corporation be attached hereto." Carried. Deputy Reeve Moffat asked if th~ motion regarding the High School arbitration could be reviewed as she is opposed to any further proceedings being taken. Mayor Davis ruled that it would require a motion by a member of Council who voted in the affirmative to reconsider the matter. PATRICK: WILLIAMSON: "Resolved that the Fi!!ance Chairman sit on a comittee to prepare abrief." Carried. Councillor Simmons asked for a decision. on the heating of the Police Cells. Councillor liTilliamson asked to have the "no exit"' sign at George on Tyler taken down. Councillor Manning thought there is no harm in leaving it up for now. Mayor Davis asked if anything had been heard about the arbitrators fees. Clerk Johnson replied "no" answer received." Councillor Child stated he had been told that authority :for payment is in the "Arbitration Act." Councillor Manning said this Act is not applicable to High Shool Arbitrations. Mayor Davis asked about the Holland Valley Conservation Authority agreement with the town. Deputy Reeve Moffat replied it is in their minutes that $1,000. is allotted for Aurora phase one this fall. ... De La Haye had removed some of the earth roadway from Industry St. and placed it on his property, which will create a drainage problem. CHILD: STODDART: "Resolved that we retain the services of Crysler, Davis and Jorgensen, consulting engineers, to define the proper rules and regulations for this whole area pertaining to drainage." Carried. A plan to be drawn up for the water serYice extension to be laid on Centre St. to Industry St. MANNING: "Resolved that the firm of Crysler, Davis and WILLIAMSON: Jorgensen be retained for the final inspection of Temperance Street roadwork and sidewalks before release of the hold back." Carried. Councillor Williamson asked permission to hold their annual tag days on Friday and Saturday October 17th. for the Boy Scouts evening October 16th PATRICK: "Resolved that permission be granted." MANNING: Counci Carried. Councillor Williamson suggested that in future Council members be advised when relatives of a ~o;~ship Council member dies so we can attend the funeral.
