Committee, enclosing a cheque for ~336,87 being the
balance remaining in the Centennial bank account,
Mr. Glass reported expenditures had been $20,796.19 and
receipts $21,133,06 and the books were being turned
over to the Town Auditors, He expressed his appreciation
for the support and co-operation of Council members
and for the privilege and honour of actings as
Centennial Chairman,

W~ole in which the commit~ee respectfully submit the
following:
The Committee of the Whole met at B.p.m,-Monday
September 14th with Mr, John Barr, Assistant Director
and Mr. Karl A. Reichert, Engineer , of the Sanita~
Engineering Division, Ontario Water Resources
Commission
The merabers of the O,W.R.c,· has reviewed the Proctor
and Redfer report on the Sewage Plant needs and would
not recommend that Aurora build a new plant using
the "total oxidation basin" process at this time as
they thought this would be in the nature of an
experiment there being no muni£ipal sewage plant of
this type in operation at the present tirae,
The alternate proposals of:
(a) Extensions to the existing plant•
(b) Construction of a new activated sludge plant to
the north of Town, to be used initially in
conjuction with the existing plant,
Will require further study by this Committee,
DAVIS: "Resolved that the Committee of the Whole

Mayor Davis presented a report of the Committee of the
Whole in which the Committee respectfully submit the
following:
On Monday September 14th. at 9.00 the committee met with
the}Ollowing representatives of the firm of Smith and
Loveless, Oakville:
Mr. Wm. Wachsmuth -Canadian General Mangger
Mr. David Hickling -Assistant General Manager
Mr. Anders Linstol -Canadian Chief Engineer
Mr. James Cummings -Canadian Service Manager
Mr. Ray Golly -u.s. Chief Sanitary Engineer
'
Films were shown of the activated sludge process
sewage plant which are manufactured by their company.
Considerable discussion followed and Mr. Wachsmuth stated
they could supply a plant of 1,000,000 U.s, Gallons at
a saving to the Town of $150,000 and can supply any size
plant, and requested members of the committee vist the
new $240,000 Picton, .Ontario,. plant and the McCanless
Township plant near Pittsburgh, u.s.A.

Reeve SToddart presented a report of the Finance Committee
in which the Committee respectfully submit the following:
Pursuant to resolution of Council of September 8th,1964
the Committee requested Mr. Dunlop, Town Auditor, to act
as an independent insurance counsellor and to make a
recommendation to the committee outlining the best
insurance tender received, The Committee therefore
recommend that Mr. Dunlop's recommendation to accept
the Western Assurance tender as outlined in his letter
attached hereto, be accepted,"

Reeve Stoddart presented a report of the Finance Committee
in which the Committee respectfully submit the following

land has become vested in the name of the Town of Aurora:
"Block G, Plan 475 and the easement thereon, on the
West side of Yonge St, North in the Town of Aurora,"
Therefore this Committee recommends that this land be
acquired for the purposes of the Corporation and the
necessary by-law be prepaired,"

Deputy Reeve Moffat verbally reported receiviag
a request from the Public School Board to use
Regency Acres Park for bootball games.
MOFFAT: "Resolved that permission be granted to the

goal posts and permanent bases, (which will
be covered by plates when not in use) in
Regency Acres Park, provided the Town
is not held liable. for :i,njuries to any
person."

Councillor Jones presented a report of the Property
Committee in which the Committee respectfully submit the
following:
That tenders be called to supply fuel oil for all
municipal buildings.
Tenders to be reeeived prior to the second regular
Council meeting in October,

Deputy Reeve Moffat asked how well has the 1967 Centennial
Committee progressed. Mayor Davis replied it has been a
difficult task to decide ona project but it has been
narrowed down to two and there will be a report soon.
Councillor Williamson stated
has not bee n removed:

WILLIAMSON: "Resolved that the barrier be removed to

Councillor Simmons reported receiving complaints about
the oil slicks which are appearing in the creek
near the Alanco factory.

"Resolved that a registered letter be sent to
Mr. L •. Sauro ad-wising him that if the matter
is not cleared up in a couple of days it will
be necessary to again notify the 0, W. R, C."
Carried,
Mayor Davis read the report from the Planning Board in
reply to Council's request of August 17th that a decision
on the final draft plan, which has been submitted by
Springburn West Ltd, be made and Council advised of the
Board's decision.
General discussion followed and Council duly enacted
the following resolution,

Councillor Child asked who is responsible if a drainage
probleo is ereated by the 2" black topping of sidwalks
at driveway entrances. Councillor Patrick replied he was
watching this.
Mayor Davis asked if the needed repairs to the Tennis
Court had been decided on. Reeve Stoddart replied a tender
had been recmived.

Co. Ltd. to repair the Tennis Court as
specified in the Tender at a cost of $166,00 be

Councillor Simmons reported receiving a complaint on the
condition of the lots on Aurora Heights Dr, which are
liteered with debris,
CHILD:

"Resolved that we get in touch with the owner
and ask him to clean up the lots and remove
the shack:"
CARRIED.
Councillor Simmons reported a dangerous situation to
children who are sliding down the paved bank at the top
of Temperance Street hill and may get hurt,
SIMMONS:

"Resolved that the Works Department put 2 x 6
planks across the posts,"
Carried
Councillor Patrick suggested that the posts in the centre
of the parking lot off Temperance St. which are a
hindrance to proper snow cleaeing be removed. Mayor
Davis advised Councillor Patrlck to have. the Works
Department men remove them.
Mayor Davis reported being visited by Mr, J.D. Hisey,
P. Eng, B.A. Sc and said he thinks it is time Council
made a decision on the.consulting engineering firm who
will be engaged to supervise the proposed expansion of
the Sewage Treatment Plant,
Councillor Jones reported the water works -police
building is being painted and new eavestroughs are
required and at a cost of $70,00,
