Robarts, to declare the Canadian Red .EQBign as Ontario's official flag and enquiring as to what action was taken by Mayor Davis. Mayorna.&• said the Chairman ruled the motion out of order as practically all members of the Association felt the subject was not aproper one for discussion as the Association had not been formed for that purpose. All m~9bers of Council concurred in this opinion and support the action taken at the meeting, CHILD: MOFFAT: "Resolved that the Clerk reply to Mr. Matthews and send him a copy of Controller Lamport 1 s resolution," Carried. Mr. D, Harrow displayed a polyethelene disposal garbage bag and explained the good points and asked for Council approval • Several members of Council expressed their opinion that there are certain advantages in the use of the, plastic bag, which will be sold by the Jaycees, Mr. Don Refern and C,S, Sutton submitted and explained a detailed report onthe sewage treatment requirements of the Town and have studied four alternative treatment plants at an estimate cost of $520.000to $1,250,00~ Mayor Davis said Council would study the report and a meeting arranged in' early fall, A trip to Alliston to view the new plant will be arranged. Re-considered the request for an increase in taxi fares from Wm. Patchett, who was present, and provided futther information The Committee has decided that the taxi fares are adequate for the present. 2., Mr. Cossar and Mr, Buchinger, P. Eng., appeared for Springburn West and displayed a draft plan of a proposed subdvision and requ,sted draft approval. This matter was referred to Pieftft~ft~-Beare-£er-a-reper~, a joint meeting of Council and Plannit.;s Board, 3. The report from the Arena Board was discussed thoroughly, but at this time due to the high tax rate this Committee regrets that we cannot see our way clear to implement the suggesti.ons. However with the expected change in school taxation, it is hoped this will be possible in the near future. This committee wishes to express our sincere appreciation to Mr, Bolsby and the members of the Arena Board for the exceptionally comprehensive report. 4, It is recommended that the sale of the 300 H,P. motor and pump be deferred until several possibilities are investigated. 5. A letter to be sent to the Honourable J.P. Deschatelets, Minister of Public Works, advising him that the Town is interested in the present Post Office building when it is aHailable, 6. MAYOR DAVIS presented a report of the Committee of the Whole in which the Committee respectfully submit the following: Tj:le Committee of the Whole and t.he Planning Board met at 8~00 p.m. on Tuesday July 14th to consider the request of Springburn West for approval of a draft plan of a proposed subdivision and this committee recommends that the attached report from the Planning Board be approved at the questionaire be completed by the Clerk anCI the Secretary and forwarded to the Department of Municipal Affairs. DAVIS: MOFFAT: "Resolved that the report of the Committee of the Whole dated July 20th.l964 re request of Springburn West for approval of a draft plan of proposed subdivision be approved.u C arried • COUNCILLOR PATRICK introduced Mrs. Parish of 12 Bailey Cces. who complained of discoloured water and displayed a bottle containing water and asked that it be tested. He explained that the mains were being flushed and this sometimes caused a temporary discolour- ation. COUNCILLOR PATRICK r.'-at&1 that suction lines had been taken out of the well and the water table is up 1~ inches Councillor manning disagreed with this statement and the method ~f draft pumping. Deputy Reeve MoE~at reported receiving a request from Mr. Brehm to play soccer inthe Town Park on an occasional sunday afternoon, The Deputy Reeve told him to check with Ernie Batson who thought it should be a council decision. Councillor ,Manning replied that the Chief· was smarting from the withdrawal. of .. summons last year, Councillor l.'atrick_and CounCillor Child suggested calling the Police ·whert a breach bf the by-law was noticed, Councillor Child advised council that the east boundary line, of the former Petlovany property now owned by the Town, bisects a house and asked for direction. Mayor Davis referred this matter to the Town Solicitor for a legal opinion, STODDART: MOFFltT: "Resolved that Council continue past the hour of ll o'clock and that rule 3 of by-law 1468 be suspsended for that purpose," Carried, Councillor Williamson spoke on a' ·tetter J?ubl.'ished in the Aurora Banner and took exception to the statement that the Council members centennial costum~s were paid by the Town. All costumes were paid for by those ordering them at no cost to the Town.
