C OriiMITTEE REPORTS 1963 FIRE REPORT NEW LIBRARY CIRCULATION. Reeve Davis, Chairman, presented the Fire Department report a..l'ld asked Fire Chief H, Jones to speak, The Chief drew attention to the many false alarms, some on the fire alarm-box system on which only one alarm had been received in the past ten years and suggested they be taken out and this matter is referred to the 1964 council. He also reported several members of the fire brigade now lived out of Town which is not satisfactory and the truck needs a larger motor, Mayor Nisbet,Reeve Da"ltis and Councillor Sinclair complimented the Chief on the detailed and comprehensive report, Mayor Nisbet, Council nibrary representative reported the increase in circulation on Saturday from 200 books to 600 since the opening of the new Library. UNFINISHED BUSINESS mayor Nisbet reviewed certain matters from the 1963 Council minutes for further consideration, A suggestion received by Reeve Dayis that the Planning Board be disolveed, The meeting with the Culture a..l'ld Citizenship Committee had not taken place due to the ill.ess of the Chairman. Carried, lVIOFRAT: "That the by-law now before the Council be STODDART:read a third time this day and that rule 22 of by-law no, 1468 be suspended for that purpose," DAVIS: "That the third reading of the by-law be STODDART:taken as read," ViiLLIAMSON:t CHILD: Carried, "Resolved that the section of Council procedure by-law !l 1468 referring to delegations requiring notice of seven days be amended to read 48 hours prior to meeting, In discussion of this motion Councillor Sinclair expressed surprise and stated very careful study had been made b~fore this by-law was passed, Councillor Moffat pointed out that 48 hours would not allow sufficient time for the placing of the delegation on fuhe agenda, and should be 72 hours, WILLIAJVJSON: "Amend motion to read 72 hours. 11 CHILD: Further discussion : Councillor Jones stated he agreed 48 hours was riot enough time but as several amendments of the by-law were contemplated in 1964 they should be all done at once. Mayor Nisbet congratulated council members on their re-election and Mayor elect Davis, also Ron Simmons on his election for 1964, He wished them all every success and thanked them for their help and co- operation and had enjoyed his time as a Council member thru the years and considered it a pleasure and privilege to have served the Town as Mayor for the past 3 years, Also said it was nice to see the visitors here to-'night. Reeve Davis replied and thanked the Mayor for his good wishes and we wish to express our appreciation of a good job well done and ho~you consider returning to Council, Mayor Nisbet replied that there were a great many things he would have like to have done, some in a different way, he will not lose interest and if the:i:l! is anything he can do he willhelp. Councillor Sinclair stated ~o a large or lessor degree he had known all councils for past 14 years and none have worked more harmoniously than the 1963 Council, and hoped the same spirit will endure during 1964. Councillor Sinclair said that on July 22nd he questioned the statement of the Engineer that the Temperance St, paving would be firu.ahed by Oct. 15th and bet him a hat it wouldnlt be, On October 21st he congratulated the Engineer on .. the finie>h of the road. He then read remarks of the designer of the hat and asked the Mayor to make the presentation, which he did with appropriate remarks, Engineer Murray stated the contrril!ltor should have received the hat and the good \'feather had helped, "That the meeting adjourn."
