Letter from Tureck and Wengle 1 Solicitors for Garfreed Construction Co. Ltd., concerning the fact that no further advances will be made to Garfreed, for homes built in Aurora Heights Subdivision, by C .M.H.C, until such time as a release is issued by the Town Engineer pursuant to the provisions of the Subdivision Agreement~, l'he Town Engineer had refused to issue' such a release due to his dissatisfaction with the manner in which the services have been installed by the sub-divider. Letter from the Liquor Licence Board of" Ontario advising Council that the Board has set Saturday the 2nd day of November, 1963 as the day upon which the liquor question vote shall take place and that the appropriate by-law shall now be passed, ·. •i u ,., I . I \~ 16TH REGULAR DELEGATIONS -3-fc,~tember 3,1963 Councillor Williamson introduced a Mr, Fred Lee 1 Councillor Metropolitan Burrough of Camberwfll, e England (Population 170,000), who was visiting Aurora and who wished to sit in as a spectator during the Council meeting, REPORTS OF COMMITTEES FINANCE CO li'IMITTEE l\rEETING OUTDOOR RINK POLICE MATTERS Deputy Reeve Stoddart reported that a Finance Committee meeting was required shortly to deal with several finance items, It was decided that a Finance Committee meeting be held subsequent to the 8,00 p.m. Committee of the ¥fuole meeting on Thursday, September 5th,l963 time permitting. Councillor Moffat reported that some progress had been made concerning the establishment of an addition- al outdoor rink and would report re this subject at a later date, Councillor Manning reported that a Police Committee Report would be presented at the ne~t regular meeting of Council including the subject of winter coats required by the policemen, Councillor Manning further report that the solicitor for the Aurora Police Bargaining Committee had advised it was that Committee's wish to enter into arbitration proceedings and that two names were submitted for Councils' approval or disapproval of a name. This matter was referred to a committee meeting following this evenings council meeting, Mayor Nisbet reported: 1, The Temperance Street pavement and culvert projects had oommenced. 2. That a representative of the Department of Highways desired to attend a meeting to explain and discuss a connec.ting link agreement regarding Yonge Street, 3. The meeting with Mr. Don Redfern regarding Sewage Treatment Plant facilities was scheduled for Thursday evening, September 5th. 1963, 4. That the Aurora Hydro-Electric Commission were visiting the Lakeview Generating System, Wednesday night, September 4,1963 and had ape.ce for ten more on the bus should any of council wish to attend, UNFINISHED BUSINESS WATER SIGNS SCHDOL CROSSIN(f, CROSRW WALK, AND NO PARKING HERE TO CORNER Reeve Davis stated he is still receiving complaints concerning our water and desired an answer to what is causing the disturbance and is there anything that might be done to clean it up. Councillor Jones advised that along with the Town Superintendent he had inspected the reservoirs and recommended they be cleaned out as soon as possible It was subsequently decided that the Works Committee have the reservoirs cleaned, It was further mentioned that double pumping might be required' that water tests showed the water safe to drink, Also that the storm sewer running south of Collis Leather was leaking and required replacing~ ' ' The question of additional school crossing signs on the road to Aurora Heights Public School, the cross walk signs and the need of no parking from here to corner signs on Centre Street near Yonge Street was left with the Police Committee, Mayor Nisbet advised that at the last meeting of Council a tender was accepted for the topping of certain sidewalks, It was subsequently learned that a mistake in the bid had been made by the tenderer so the next lowest tender was accepted •. JONES: DAVIS: "Resolved that the portion of a resolution passed at the August 19th, Council meeting awarding a contract to Evans Fuels for side- walk topping be rescinded and the tender of Canada Paving Co. for sidewalk topping, in the amount of $879.24, be accepted and the Seal of the Corporation be attached hereto," Carried. 16TH REGULAR BY-LAWS # 1575 ·. J WILLIAMSON: MANNING: -5-Se:ptem'ber 3,1.963 "That leave be given to introduce a BY-LAW FOR THE SUBMISSION TO VOTE OF QUESTIONS UNDER THE LIQUOR LICENCE ACT and that the same be now read a first time," Carried. The by-lwas was then read a first time, MOFFAT: STODDART: DAVIS: NISBET: STODDART: MOFFAT: DAVIS: MOFFAT: "That the by-law now before the Council be read a second time and that the Council resolve itself into a committee of the whole for that purpose," Carried, "That the second reading of the by-law be taken as read." Carried, "That the by-law now before the Council be read a third time this day and that rule 22 of by-law no, 1468 be suspended for that purpose, 11 Carried. "That the third reading of the by-law be taken as read," Carried, All in favour of the third reading of the by-law. Carried, Mayor Nisbet remarked that this forthcoming liquor licence vote could benefit the Town since our commer - cial entities have not appeared to advance so far; that this might draw a good many people to Aurora ~~d tha~ ~ sh&uld ~ g~t b~hind ±~. /-:"~-- \ .. -c.-:.- 16TH REGULAR NEW BUSINESS WARDEN""S BANQUET SIDEWALKS LIQUOR STORE HOURS -6-September 3,1963 Reeve Davis advised that the Annual Warden's banquet would be held on November 1, 1963 and invitations would be forthcoming, Councillor Jones stated that Canada Paving Company had started the sidewalk repairs to-day; however that several other sidewalk locations required rep~irs urgently and there was sufficient monies available in the budget for the work suggested, JONES CHILD: "That the Works Committee be authorized to spend up to $500,00 for the repairs to sidewalks, same work to be done by 6anada Paving Co, and the Seal of the Corporation be attached hereto,'' Carried, n~yor Nisbet reported that residmnts on Jones Court would like gravel and some type of binder around pole in cul de sac. Mayor Nisbet advised he had received several requests that the Aurora Liquor Outlet remain open six days each week all year as they now do only during the summer months ::lAVIS: CHILD: "Resolved that a letter be forwarded to the Liquor Control Board of Ontario requesting their consideration to allow the Aurora Retail Store to retain its summer schedule of opening hours during the entire year," Carried, ,/'· i l> ,c'="• l, __ 16TH REGULAR NEW BUSINESS CHILD: DaVIS: -7-September 3 1 1963 Reeve Davis brought to Council's attention the fact that a list should be posted outlining who is . on stand-by duty during each weekend and advised that on last Friday evening a watermain had broke and no employee was located until Saturday morning, The Town Superintendent advised that a list of week end duty men was posted with the Police Department, Councillor 8~.::l~:nir felt that any enquiry concerning water matters ahould not be directed to the Police Departmant as the logical place to call in the first instance should be the Town SuperintendBnt•s Depart- ment.
