These letters were referred, by Mayor Nisbet, to the appropriate committees, Mrs, E, Buck objected to Councillor Sinclair's name being on the new Public Library plaque since he objected to the Library in the first instance. Some Council members did not believe this was a suitable subject and the Mayor so advised Mrs, Buck. ' ~~ '··~'"' t 6TH REGULAR REPORTS OF COnWITTEES POST OFFICE BUILDING DOG SHOW WATER ACCOUNTS WRITTEN OFF -9-March 18, 1963, Mayor Nisbet reported he had discussed, with Mr. B, Hodgson, of the Federal Department of Public Works the building of a new Post Office and, the Department wants to know if the Council is interested in the present building, Arrangements can be made to inspect it, This matter was referred to a Committee of the ¥fuole meeting, Mrs. Hamilton of the District Kennel Club has informed the Mayor that Aurora Centennial Bronze Coins will be for prizes at the Dog Show, Deputy Reeve Stoddart present .a report of the Finance Committee in which the Committee respectfully submit the following: "The Finance Committee met with other members of Council on Tuesday March 5, 1963 to discuss uncollectable water accounts, The Committe hereby recommend that the water accounts totaling $180,80 1 as detailed on the attached list be written off, STODDART: MOFFAT: "Resolved that the report of the Finance Committee re uncollectable water accounts in the amount of $180,80 be accepted, and the §eal of the Corporation be attached hereto," Carried, ·~~ ---. -.. --"·----· '---..!_ [ 6TH REGULAR REPORTS OF COMMITTEES EDWARD ST, LOCAL IMPROVEMENT RE: 1963 BUDGET '~,-----~-----. .,,.,.,_ -10-March 18, 1963 Deputy Reeve Stoddart presented a report of the Finance Committee in which the Committee respectfully submit the following: "That this Council are not in a postion to accept an additional portion of the Edward Street Local Improvement costs as requested by the petitioners, of The request for the construction/these works as a local im?rovement is the result of a direct petition. STODDART: MOFFAT: "Resolved that the report of the Finance Committee re Edward Street Local Improvement be accepted," Carried, Deputy Reeve Stoddart present a report of the Finance Committee in which the Committee Respectfully submit the following: As Chairman of the Finance Committee I had hoped to present our report this evening !'ncl. _,_::> declare the Mill Rate for the current Year, This intention must be delayed as the result of certain events which have taken place in the past few days and which I will refer to shortly, First of all, let me say that my Committee, supported by all members of Council, decided that this year we would hold the line wherever possible on costs,. so that we could keep our Mill R~te to its present level, To carry out this policy we have refused requests for salary increases, and in many other ways we have cut cots, Within the present Budget limits we had plans for improving the condition of many of our sidewalks and curbs, and we planned to pave Temperance St,, one of our oldest and most important streets,· .which is so ba: .dly in need of attention. Besides its residential chara.ctsr, it also provides an artery from Yonge St. f c ; · traffic purposes. This would have been a first -class undertaking in this our Centennial Year, r· '--'··· F=·'•> I 1 L..:... .• ' 6TH REGULAR REPORTS OF C OJ.\IIMITTEES RE: 1963 BUDGET -11-March 18, 1963 This and other smaller but necessary projects will now have to be abandoned in view of developments which we could not forsee, and which have come as nothing less than a shock to the Finance Committee and members of Council, I refer to the unprecedented demands made on us by the Boardsof the High Scho~l and Public School. As a result of these demands our own modest budget projects will have to be completely revised, So that the taxpayers of our Municipality may understand what this Council is faced with, let let me explain that the Aurora and District High School Board demand a sum amounting to $556,685,00. The principal amounts in the requisition are Teachers' Salaries $508,900,00 Supplies to Pupils Aurora an~ King $45,000,00 Cost of School Plant Operation $63,700,00 Transportation ~t74,900,00 and Debenture Payments $169,378,00, Aurora Public School Board's Town Tax levy amounts to $350PQO,OO and their principal demands are for Teachers' Salaries ~t297 9 .000, 00 supplies for pupils co sting $23,000, 00,. Plant Operations $33 9 000,00 9 School transporation $7 1 500.00. many other costs are too numerous to specify at this point, At a conference with Council the Public School Board agreed to delete $15,000,00 from their Budget, but no reduction was suggested by the Aurora and District High School Board, Although~ Provincial Gr~s are made to the School Boards the fact remains that this town is now faced with a financial problem exceeding anything known in its past history. And it is a problem over which this Council has no control, since as the law stands at present requisitions made by School Boards cannot be countermanded by Council. Unless therefore the School Boards can find ways of cutting their uresent costs this Town is faced with a Mill Rate far in excess of anything anticipated, in spite of our own determined efforts here at Council to hold the line, ._.___ ·-----··~· -'"·'==-~a--~--->-·- ~-----. r \.._:._._,.. 6TH REGULAR REPORTS OF COMMITTEES PARKS BOARil PURCHASE OF MOWER PARKS BOARD PLANT TREES -12-March 18 1 1963, Councillor MOffat presented a report ofthe Parks Board in which the Committee ~spect­ fully submit the following: The Parks Committee met and recommend "That the necessary authority be acquired for paying a sum of $1,853,26 to purchase of a 4 blade, 30 inch roughmaster gang~mower,11 The funds are to be expended from the Sub- divers Capital Contributions Reserve Fund set up under Section 299 of the Municipal Act, R.s.o. 1960, Due to the fact that the Subdivisions aoncerned have or will have all the services deemed necessary, these monies therefore are not required or likely to be required for their original purpose," MOFFAT WILLIAMSON "Resolved that the report of the - Parks Committee re; the purchase of a 4 blade, 30 inch, :roughmast -er gang-mower at a cost of .. $1,853,26 be accepted and the Seal of the Corporation be attached hereto," CC~rried, Councillor Moffat statod the Parks Committee Budget would be lowered by this amount, Councillor Moffat reported hoping to start a tree planting project of fifty trees by a nursery an 1furray Dr and Aurora Heights Dr. It is expected that Mr Iltyd Harris will also sponsor fifty of-these trees, . ·~--·· ~-~---~~-~~--~ ' ·1 .. , i ~ ~~ ( 6th REGULAR REPORTS OF COMMITTEES PUMPING AND CLEANING WELL -13-March 18, 1963, Councillor Jones reported being advised by Mr. Kirk of the International Water Supply Co, that the cost was now $4 1 000, and estimated a further $1,000, cost for the complete cleaning and pumping which would take another week, They had r<L~ into unknown troubles and had found a hole in the casing 78 ft, down which required another piece of pipe being put on, Sand, stones and water samples wh~e shown and explained by the Town Engineer,. also clay had got into the well and these particles would have damaged the impeller of the new pump; DAVIS: JONES: "That a sum up to St1, 000,00 be approved for the purpose of pumping the new well to clear same and also for testing · purposes and the Seal of the Corporation be attached hereto," Carried, CAB DRIVER'S LICENCE Councillor man.ing presented a report of the ~ Jila:aance Committee in which the Committee respectfully submit the following: "That the applications ofHERBURT ARlrHUR EVANS and PAUL STEWART GEDDES for Cab Driverls Licenses be granted, NlANNING: CHILD: "Resolved that the report of the Police Committee re' cab driver's licenses be accepted,'' Carried, ·......,..~~ .. ~~~~~. l~" l "'·--~ 6TH REGULAR -14-J\'lARGH 18, 196 3 lli5PORTS OF COMMITTEES DOG CONTROL FLO"ODING AT PUMPING STATION REPORT OF CITIZENSHIP AND CULTURAL COMMITTEE Cou.YJ.Cillor Manning stated there were numerous dogs running at large and felt the public did not understand dog control in Aurora, and should be informed that any citizen may lay a charge, if a dog is running at large in a public place, by phoning the North York Humane Society who will pick up the dog, and charge the owner $5,00, Councillor Sinclair stated tho Humane Society had agreed to have truck on Aurora streets at least once a week but he had not seen it and asked that this be investigated, J\'lANNING: r.fOFFAT: "Resolved that an advertisement be put in the "Ban:.rJ.er" explaing the machinery available for dog control in Aurora," Carried, Councillor Williamson reported a flooding condition at the Centre St, Pump House which would be taken up by his committee to see what might be done, Wtt, Roy Dowling supplied copies to Council and read the Committee's report, The 1Byor thanked Mr, Dowling and stated the Council would study this report and the recommendations therein and arrange ameeting of Council with the Committee, L ................. ·····•·· ....................... ..... ........ ·=·--··=·--= .. ··~--~~--~ ·• ••• • •'~'·'·""·"·'·"'"~o••' • •. , • ~-=""'"-""'·'.,.._, 6TH REGULAR BY-LAWS BY-LAW # 1564 WATER BY-LAW # 1555 -15-March 18, 1963.
