Councillor Jones presented a report of the Works Committee in which the Committee respectfully t:iubmi t the following.: That an Thursday February 21, 1963 the Works Committee met for the purpose of discussing what street should be pave~ this year. All members of the Committee present -also Deputy Reeve Stoddart, Councillors Sinclair and Manning. We recommend tha paving of Temperance Street, from Kennedy Street north to Wellington Street -inCluding the construction of the bridge on Temperance Street and the Town Engineer be instructed to prepare the necessary documents for· this project. REPORTS OF CONJMITTEES Report of By-laws Committee, Councillor George Sinclair Mr, Reeve and members of Council, on Thursday last, February 28, an Aurora citizen called my attention to the placement of political posters on trees owned by the Town on Wellington East, As this procedure was a violation of By-law No. 1532 passed by council on July 16, 1962, I went immediately to see the Town Clerk, who informed me that already he had had many calls from citizens protesting the putting up of political posters on town property. He also added that Councillor Manning had told him that the By-law concerned would not stand up and he, would ignore it• Mr. Reeve, the By-law concerned was presented to Council by the then Chairman of the By-laws Committee, Councillor Jean Moffat, and it received the une.nimous support of Council with one exception, namely, former member of Council, James Murray. It should however be noted to the credit of Councillor MUrray that although he strongly opposed the By-law he did not attempt to sabotage it after its third reading, which was moved and seconded by Reeve Davis and Councillor Corbett respectfully. Council exercised its legal right to take necessary measures to protect town property from defacement, and the By-law introduced by Councillor 11ioffat did just that, to the great satis- faction of Aurora ditizens, Town frees should not be used as pillars for politcal mendicants, plastering them with colored posters appealing for help. On Saturday morning last I asked the Town Clerk to phone Chief Langman to enquire what steps were being taken to remove the posters in accordance with the By-law. Mr, Langman was temporarily away from his office, but on his return he sent P,C. Lewis to see me around lunch time and to advise that as Councillor Manning pratested the By-law ho,the Chief, could take no action. I instructed P.C. Lewis to inform the Chief that Council did not take instructions from Councillor manning; that n~. Manning was serv- ing on Council not in a capacity of legal adviser, but as a member of Council only and that the posters would have to come down in accord- ance with the effective By-law. Some fifteen minutes later P.C. Lewis returned to inform me that there had been a mistake, and that it was the Town Solicitor who had advised that the By-law concerned would not stand up. To that communication I had no comment to make, other than it would have attention, . Mr, Reeve, this Town Council is the single executive authority of this municipality and my recommendation is, that we stand, if not unanimously, then by a majority! in defence of By-law No. 1532 and order the removal of the offend~ng material from town property. ~~ .. r;x;~·.,,. '"""'~ 5TH REGUL.AR 5-March 4, 1963, REPORTS OF COMMITTEES RE: PLACING OF POSTERS ON PUBLIC PROPERTY Councillor Sinclair raised the poster incident for action but it was understood that many other council members had received complaints as had the Clerk's office, Mr. Sinclair asked the Town Solicitor who gave him permission to pre- pare a new by~law restricting the placing of · political posters on public property, Mr, Mac~herson replied that no one had authorized him to do so, but, he and the clerk had reviewed the present by-law, found it "less than perfect" and decided a more comprehensive one should be prepared, Councillor Sinclair declined to propose a new by-l~w handed to him for council's consideration. Councillor Sinclair presented the following motion: ·, "That the Town Clerk be instructed to write to the several political organizations at their nearest postal addresses indicating that it is not permissible to erect posters and notices on town property in Aurora and that relevant · information is obtainable from the Town Clerk at the Municipal Builings, 27 Yonge St. Aurora O:"'t'U'iO, 11 "" ",.'"''u Carried, I; \W\"''' 'GOLF GLEN TERRANCE Councillor Child verbally reported that the plan SUBDIVISION of subdivision for Golf Glen Terrances has again been considered in draft form by .. the Planning Committee, and has been returned for "some minor adjustmentfil," AURORA HIGHLANDS :Mr, Child also reported he was impressed by the GOLF CLU:S new Club house plans for Aurora Highlands Golf · Club, however, he said the tlub might be delaye~ in obtaining its club licence from the L,C ,B,O', unless supported by Town Council, It was decided to ask Mr. Sanders to meet with Council and give the details of the club's plan~ before proceeding further, . -·---~-,--..,., .... ~~····----·· ··-····;}ll;lf.~~-... ~~-~ .... Councillor Jones reported that the cutting of the pipe in the new well has been completed, but; a considerable amount of sand is lodged between the:-12" and 16 11 pipes of which some has fallen;· to the bottom. J\lfr. Jones statedhe has been advised by International Water Supply Co. that the well should be. cleaned, and the two 12" and 16 11 pipes packed with leadr.. the additional cost to be from $1,200. to lP2, 000. · WILLIAMSON: "As I wa.s the mover of the origina;L JONES: motion authorizing Internation Water Supply Ltd. to cut and remove the pipe at the new well providing' that if the cost was to exceed •· $2,000. that a report be made to Council before proceeding with further work, and in view of the facts as presented in Councillor Jones report I would move that thelf be authorized to complete the job ·, up to a cost of a further $2,ooo.op and the Seal of the Corporation • STODDART: JONES: be attached hereto." Deputy Reeve Stoddart informed council of the meeting to be held Tuesday March 5, 1963 at 7.30 p.m. to discuss water, followed by a Finance Committee meeting. Councillor Sinclair presented a report of the By-laws Committee in which the Committee respectfully submit the following: In order to facilitate the study and completion of normal Council business it is hereby resolve~ that the following regulations shall apply in the matter of representations to Council by (A) A petitioner in person or (B) a number of petitioners forming a delegat:i,on, viz: 1. A letter shall be sent to the Town Clerk at the Municipal Offices, 27 Yonge St. s. at least seven days prior to an ordinary gener13-l meeting of Council stating the ~~pose of t~e petition; 2. Council shall decide by a vote whether the subject matter of the petition can be derter- mined by letter, or alternatively that the · petition shall be supported by a hearing at Council, 3. In the event of a hearing by Council a letter shall be sent by the Town Clerk advising th~ petitioner or :petitioners of the next ordi~ ary general meeting of Council and inviting. a :personal appearance; 4. In the event of a personal hearing by Council only such subject-matter as is contained i4 the :petition shall be discussed, to the exclusiou of extraneous comment, .,.
