PROCEDURE
-11-January 21, 1963.
Mrs. c. Buck appeared as first delegate request~
ing her rights in Council when addressing
Council members. Mrs, Buck was informed
that it is the normal procedure that delegates
submit a letter to the Clerk first where then
it is forwarded to Council as Corresponde:t1Ce
however, delegates do have the right to address
Council without prior arrangements providing
that they do not debate with Council. Mrs. Buck
then asked Council if they were aware Simpson-
Sears had closed and was she right in assuming
that they were carrying on a lucrative trade
without paying taxes. Wlrs Moffat then drew
mention to a clause in tw by-law which might
have restrictions on this subject, Councillor
Manning then suggested that this be referred to
the Solicitor for his report.
