A letter from the DepL of Highways
in regard to the. installation of lights
on Yonge streetjand agreeing to pay
50% of the cost if their standards are
complied with, was read •.

A Mr. 1-J. R. White of the Humane Society
appeared before council and requested
that the Town of Aurora enter into an
agreement with the Humane Society to
look after canine and feline control.
Mr. 1tJhi te suggested that the T01m sub-
mit to the Humane Society an annual
amount which they would agree to pay
quarterly for this service. At present
Newmarket and E.Gwillimbury pay $2,500.
and $2,000. respectively • .Mr.Hhite
stated that there were a great many
calls from Aurora for dogs to be picked
up anQ. taken to other homesj however,
stray dogs were not dealt .with. The
Society have· a new van and would hire
a second .. man.The shelter presently is
located in King Twp. on Jane St.
MayorNisbet--Engquired as to the impo-
unding fee, (answer $5.QO.). Would there
be a charge for each dog picked up?
(answer; this is included in the annual
fee.) Could the owner be charged for a
quarantine.( answer~ The Town is liable
under Public Health'Act.)
Mr. VJhite str-essed that the Society's
policy is not to experiment with animal:;
that are pets, but animals should be ·
rai11ed specifically for experimentation
purposes.

that their request to discharge
sanitary sewage from the Ontario
Hospital School into the Tmm of
Aurora sewage system, be approved,
pending the 2pproval of the Ontar:'.o
vlater Resources Commission for Ontqr-
io, and also provided satisfac+:ory
financial arrangements can be mdd).
Councillor Sinclair;-Understand it is proposed
to put hospital effluent into the 15"main. Am
against the proposal as the hospital is not :~
Town, the cost can not be estimated and have
heard lagoons suggested which would necessi+;::>.te
the purchas~ of considerable land. If accepto~
we have no;'-· idea of the outcome and would l:>e
signing away our rights of control.
Councillor Moffat;-This is not a new idea and
not a case of signing nway our rights. This is
a Government Project and they will re-imburse
the Town for the increased costs involved.
Mayor Nisbet;-The hospital authorities consider
themselves as part of Aurora, and it would impr-
ove the condition of our plant to include these
people.
Councillor Jones;-1'1/e do not knmv what the
hospital will pay yet.
Deputy-Reeve Stoddart;-The motion will include
"Provided satisfactory financial arrangements
can be made."

Councillor Sinclair;-If agreed to this wovld
mean surrendering more to Provincial Governme:::t
control of the Hunicipal authority. I do not
like to see further encroachment on local auto-
nomy.
Councillor Murray;-If Councillor Sinclair had
been present at the special Committee meeting
Monday August 13th, in which we met representa-
tives of the Dept. of \1Jorks and 0.1;!.R.C. he
would heard. the discussion and explanation
which would satisfactorily have answered many
of the questions he is now asking. They are the
tenants we are the owners.
Councillor Sinclair;-Are we up to maximum
capaCity?
Mayor Nisbet;-1;1/e are now beyond maximum.

as the Hospital requires an answer.

Councillor Corbett;...: Reported that the Engineer
had closed the plant from Friday evening to
Mo11day morning. The committee has now decided
to have someone on duty Saturday & Sunday, and
the Engineer ha.s drmvn up anew schedule lvhich
the men have agreed to. An .effort lifill then be
made to trace down the odours which have been
so prominent on the weekends. · ·· ·

ract to the Gallo Paving Go. for the Asphalt
toppinr; of sj_dewalks.

rt that it would be necessary for him to assume

The high land is also very rough and needs som~
clearing, and leveling done.
It is felt if some of the high land is bun-
dozed into the low lyine; areas and levelled off
this then could become a very lovely park area,
The committee feel that for grading, leveling,
stump removing, landscaping, tile draining,
reseeding, and a general cleaning up of this
area, a sum of $2, 500. 00 1;rould be required.
Since there is not this amount of money avail-
able in the Parks budget, we recommend that this
money could be acquired from the Capital Levy
fund, because tne need of this improvement is
brought about by the overall increase in popul-
ation, which has been caused by the Subdivisions.

Park are now paved by the Lion's Club. There are
a fe1;r odds and ends to clean up and the Parl;:s
Board vrill have to spend a .little doing this.
Removable posts have been put in, so that the
Park may be used for other purposes such as a
rink, or outdoor dances.

Councillor Corbett;-1;Jhen paint for the sewerage
treatment plant was ordered it 1•as $275.00 5 we
are now billed for $500. I understand the engin-
eer ordered more paint by phone and did not ask
me. vie are now stuck with $250. of paint. Some
can be returned and I vlill contact the C.I.L.
and will also take up this matter with the
engineer.
Mayor Nisbet;-You should find out, you are in
charge.
Councillor Moffat;-The engineer is not here and
I think he should be to answer as I do not like
this sniping.
Mayor Nisbet;-\!/"alter Lm,re requests $5.00 a
pick up instead of $4.oo, due to increase in
calls without results.

matter but I ca,n not work. harmoniously with 1'111

On the evening of July 17 ultimo you gave me permission to make a
personal statement to council prior to members resolving themselves into
a committee of the whole. Subsequently I learned that my statement at
that time had no official status since it was mad.e prior to council
being, called to order.
In order to repair that omission I w~h now to recapitulate material
portion of my statement, to confirm their official status and enable
them to be written into council records.
Until such time as an ade"Ciuate apology has <teen made in connection with
the unprovoked and undeserved humiliation to which I vas subject by
Councillor James Murray in circumstE~.nces of which you, .Mr. Mayor, and
members of Council were fully informed, I shall not be, as I would vrish
to be, at peace with this council. . ·

you, Mr. Mayor,had learned in the afternoon of that day, as you informed
cor.J;J.cil , you asked Councillor Murray if he had anything to say. His
answer was, "that it was too ridi.culous to answer."
What Councillor Murray casually dismissed as "too ridiculous to answer"
1,.rere a series of threats made to me, followed by his telling me "to get
the hell out of the town office," that I was cluttering it up," and that
"another man"namely, Mr. Stew Patrick, "was more entitled to the Council
seat."
My eligibility for the then vacant seat was confirmed by current legis-
lation and .I vras s>vorn into office on the morning of July 13 ultimo by
the toWn clerk, in the presence of the Mayor. Also present was Council-
lor Murray, who stood in the doorway of the clerk's office minutely
observint; the proceedings, but offering noprotest as I took the oath
of office.
Y€lt only four days later he subjected me to the affronts I have describ-
ed for the reason, as he declared,.that I had "raised a dead and forgo-
tten .issue," namely his involvement in affidavits concerned with ·
election procedure at polling station No.1 on December 2, 1961, which,
as I noted in my Statement to council on July 16 ultimo, affected the
composition of this council of which I had become a legally-gqualified
member.
As I suggested, if Councillor Murray feels so strongly concerning the
affidavits in question it is possible, I presume, for him to proceed
to obtain their release for public inspection as proof of the innocence
of his involvement therewith. In the alternative the question of the
innocence of· his involvement therewith vrill continue to remain in
speculative abeyanc.e.
Is it not signifieant that when the opportunity of public enquiry was
placed full,y before him he diligently. sought the sanctuary of hush-
hush. rather than ~he form .of such appropriate examination? In. all the
circumstances it would. appear that my right to . a seat on council is
more firmlY establfshed than ts the. ca.se with Councillor N't.J.rray. .
In conclusion, Mr •. • i·1ayor, I .did not anticipate that l'lY acceptance of
the vaeant coiJJicil seat wo-qld incur my being publicly threat€ln€ld and
abused by Councillor Murray, who,;fqr. some years was mayor of this town,
a pqs:j,tion that carries with it the honorable responsibility cif fulfil-
ling a code, of behavior that should be a model for 1,rel1-meanipg citizens
anq a: pattern of :Pei'S}mal c.onduct abOVE! reproach, ·
How far it is possiblE) to fall from such standard.s of public decorum is
most ;I.amentab:l.Y evidenced in the statement of faqt that, with deep ·

the streets to accomplish this.
