A letter lffrom the Newmarket Spri.nv Service, Town Bus and Municipal Garbage Collection suggesting Council now consider a Municipal Bus Service for Aurora and offering to place buses on a three months trial service when the schools re-open in ~~ptember. '-,·, .. • '!'":,, 1 ~TH REGULAR DELEGATIONS i REGENCY ACRES BALL PARK ·~ ,. -3-August 7, 1962 Councillor Corbett -authority has been received to build 12_pnrk benches and these benches would be div2ded between Regency Acres and Aurora Heights, also that Mr. Adgey was in charge of this item. Mr, Garrels -always seems to be a "next week time" promise. Councillor Corbett -the list was just received from Mr. Adgey and delivery will be to-morrow. Councillor Murray -eight benches were scrounged and delivered two weeks ago, to both parks. Mr. Garrels = four benches •re J rBquired for the players and nde ~re availabe for the spectators. Councillor Murray -regarding the grading ask Mr. Browning what has been instructed •..... Mr, Browning -To-day Councillor Murray requested me to undertake the grading; however require fivemen· to unplug a sewer to-morrow and might be able to do the grading on Thursday, Mayor Nisbet -Four benches are to be delivered to Regency Acres to-morrow. Mr. Garrels -why the delay in grading received a call last night that grad- ing would be done to-day. Councillor Murray -said this week some time and not any specific day". 1 2TH REGULAR DELEGATIONS REGENCY ACRES BALL PARK ,..,.,... __ ' _,;_,~r' --4--August 7, 1962 Mr, Garrels -Mr. Adgey promised us on Saturday morningthat grading would be done to-day, Tuesday Morning, and ready for two ball games to be played to-night, Mr. Browning -if we tear it up and grade it there won't be much ball played within the neYt few weeks. Mr. Garrels -Councillor Murray said last year that trees would be planted. Counciilor Jones -At the last Parks Baord meeting it was agreed that to do anything this year was uselessi howe~ it was agreed it be scarified and fill -ed in September, then it would make a good ball park for next year. Mr. Garrels -asked regarding plans for parks in Town, Mayor Nisbet -The purpose in setting up the Parks Board was to inagurate a long range program for the Town. CouncillDr Child -Might save such future presentatations to council if a long range program could be publi= cized, ... ~ . ' J 1 }TH REGIJLAR REPORTS OF COHMITTEES LETTER TO VAUGHAN TWP, Lloyd Propery -~~-i _5_ August 7, 1962 Mayor Nisbet -suggest that a letter be forwarded to the Township of Vaughan offering any assistance required to alleviate the great loss suffered by the Village of Haple. DAVIS: "Resolve that such a letter STODDART: be forwarded,~' Carried. STODDART: "Resolved that Council DAVIS: decline the offer to purchase industrial lands known as the Llo~d property at this time pursuant to a recommendation by the Aurom Indust:~:ial Commission." Councillor Child -regret that this is the decision ~f Council and as a member of the Aurora Industrial Commission feel we need indust~tal land on a well travelled highway. Councillor Hurray -also feel it is shame not to purchase thts land and would agree to its purchase pending the approval of the Department of Municipal Affairs to expend the nee= essary monies from the eap~tal Levy Account. Hayor Nisbet -Feel that Council is only too willling to help Mi's. ! ACCOUNT DELETED FROM LAST ACCOUNTS -6-August 7, 1962 Councillor Corbett -Last Tuesday evening, Mr. Graham called ~e concern- ing a roof leak at the Remington Rand building and subsequently on \>Jednesday morning Councillor Jones and myself, to=gether with the Fire Chief · · and two workmen climbed up a fire truck ladder to survey the eavestrough. We found that the eaves- troygh was running over due to a mess from the pigeons. This mess was then cleaned out and I caulked the two or three holes that were apparent; it is no~; necessary to await a rain to see if this situation has been rectified. Councillor Jones ~ this afternoon, I called my committee to-gether and look -ed at the sidewalk south of the bus stop on Yonge Street and found that without putting a curb in it was impossible to patch it. The Committee then decided to obtain prices on putting in the new curb from Tyler Street down. and will try to have these prices available for the next meeting of Council Feel it maybe more than what is in the sidewalk budget. MURRAY: JONES: .r "Resolved that the account of J.. Chapman in the amount of $186.15, wings and wire for backstops, deleted from the July accounts be no•• approve fQr payment and the Seal of The Corporation be attached hereto," Councillor Murnay -the forgoing item was deleted from the last accounts; however the Clerk and I checked. and found the account to be in order.: Councillor Hoffat -raised the questi<m when accounts were presented sincethey were entered as backstpps and should have read wings and wire, The motion was then carri.ed, 1 5TH REGULAR REPORTS OF COMMITTEES POLICE OFFICE -CLERK ·~ -~'•o .. ,;,· ·'7-August 7 1 1962 Councillor Sinclair presented a report of the Police Committee in which the committee respectfully submit the following: "I have to rejlont as follows: On Monday, July 20, Police Chief Langman called me to state that his clerk had quit that day and he requested an immediate replacement. He asked if he could proceed to fill the vacany at the same rate of pay i.e, $25. weekly for five half days. I expressed agreement to his request at the same terms, as a temporary arrangement only and subject to immediate confirmation by my committee's vice-chairman, Councillor Child and subject also to confirmation by Council at their next meeting. Chief Langman accepted these provision -al arrangements and, I understand acted accordingly. SINCLAIR: "That the report of the CHILD: Police Cmmmittee re Clerk for Police Office be accepted and the Seal of tae Corporation be attached hereto." ",~- .. ~ .... -8-August 7, 1962 Councillor Murray -not going to make an issue of iti there are three members on the Police committee, 1,;hy don~t they talk to the three_members Councillor Sinclair -prior to the present arrangement, I diq say I wouldn't sit nn any committee where Councillor Murray was on; at a later meeting, Mr, Mayor 5 I was asked to accept this chairmanship, and I did agree to accept same, Councillor Child ~ did receive a call from the Police Chief regarding this item and learned that Mrs. Lewis had to resign hurriedly dU&to an adoption proceeding. No name was mentioned in the report and I'm not going to mention• : it since it appears to be controversial. Councillor Sinclair~~since I gave my consent to this arrangement, the Police Chief did not mention any name to me but advised it was an emergency, although he had said that Councillor Child had agreetit was not a satisfactory arrangement. I under= stand that on last Friday two weeks notice was given to the new·employee. Councillor Sinclair -question regard- ing council procedure~ the function of a head of a committe is to plac e the matter forward to council; the function of a chairman of a board would be to go ~the board, It is noted that Councillor Murray is chairman of;;the Parks Board and also chairman of the Parks Committee. Does that mean Councillor Murray reports to himself? If Councillor Murray is chairman of a committee the.n what he does is report to his board but since he is chairman of this board the situation appears similar to Charlie McCarthy reporting .to Edgar Bergen. Mayor Nisbet -we elect members to a board but they choose their own officers, Councill= or Child is also vice=chairman of the Planning Board. Councillor Child -never find the Chairman of the Planning Board also chairman of the Planning Committee of Council. Councillor Sinclair-only wish to have this matter elucidated, Councillor Murray -If a case of Charlie McCarthy and Edgar Bergen, which one is the wooden dummy. Councillor Sinclair -that is for Councillor Murray to decide, Mayor Ni.tbet -the C:.N.R. bell now in stor- age at the works building should be mounted;_ the Parks Board feel it should be erected_· someplace and they should decide on a location~. Councillor Moffat -the Board of Trade is responsible for its location and at the time the thinking around the table was to get in touch with Ottawa requesting permission to place it in front of the post office. -~. r . BELL -10-August 7, 1962 Mayor Nisbet -feel the billings well proper- ty would make a lovely little park for people out walking and ~lso a good location for the bel~. Councillor Murray -at next meeting c!f Parks Board could discuss the billings well area hm'!ever this is a waterworks property and should be in conjunction with the water committee because of the pipes etc. Mayor Nisbet -will discuss this matter with the Board of Trade President. FIRE BELL Councillor Corbett -the fire bell should be finished and ready for erection next week; however Mr. Barwicks illness had helD up this work. STATEMENT -PREVIOUSLY Councillor Sinclair -wish to make a note that PRESENTED at the next ordinary meeting of council I want to bring up something appropro to the statement I previously presented. I was ad= vised that this statement I made was not in· Council and therefore I would like to request a further opportunity at next regular meeting of Council. PAVING STREETS = Councillor Jones -previously passed a resolu= tion to pave two streets intown but have to this this date received no word from the Town Engineer, In addition the District Highway Engineer states he does not approve of asphalt curbs, I do not know how he got hold of th:ils item. DAVIS: NOFFAT: Carried. "That the third reading of the By-law be taken as read," Carried.. Reeve DC>vis -the Warden has called a special meeting of County Council to=morrow night regarding County Police and County v.Jelfare, feel the Deputy-Reeve and myself would like the opinions of Council regarding these items prior to the meeting. C.ouncillor Hoffat -is this the first of many meetings to discuss these matters. Reeve Davis -has been discussed several times thoroughly and therefore to-morrow night, meeting could decide one way or the other. Councillor Hurray= not too clear onthe vJelfare setup but certainly have studied the County Police proposal and I thing we ',:.ould be very foolish to get mixed up in a County Police Force from a finance and service vie>v point. Think we have as fine a police force as any in the County of York and feel a County Police Force can only be of a lower standard than we now have. !·' '-:-... ... ,/ •., ___ . .~ ' ! ! ·- ,; 1 5TH REGULAR COUNTY COUNCIL- COUNTY POLICE AND COUNTY 'dELF ARE .. ---......... =13= August 7, 1962 Councillor Child -go along with Councillor Murray in this instance; have heard from several soucces that our Police Force is one to be proud of and has a very clean record, Regarding Count:r \Jelfare it would appear to be the same old story that the more th county gets the more it will cost us. There:= fore I am against both. Councillor Moffat; -I'm for keeping the Police and '.1elfe.re on our own basis, feel our standard of t!elfare here is good when compared with that of all the County. Councillor Sinclair - I know nothing 2.bout Helfare so cannot express a view on it but do feel we should hold on to our pre~ent police set-ul)· Vital we maintain distinc't.ive town control of our ~olice force, Deputy Reeve Stoddart -think at presept we are right in opposing but feel it w;i.:ll come eventually although it will cost !lJ!;:)re. l1ayor Nisbet -Aurora I feel, seems to handle its affairs more economica.lly the.n anyother to:m e.round and feel it :rill not be better under the county system. Also feel our welfare is better if .done by local authorities, no mention has been made by the County that an office will be located in Aurora and there= fore we would be required to go outside Town for these offices. Councillor Murray -possibly a resolution that our Council opposes these matters would assist the Reeve and DeputyReeve.
