STORAGE ASPHALT TOPPING OF SIDEWALKS -e-July 16, 1962 Reeve Davis reportedthat a Comrni·~tr.ee of the Whole meeting would be held to-mo~row even- ing regarding Police and Fire Communication Systems,for the Town of Aurora. Deputy Reeve S~oddart presented a Finance Report which stated that 72.8% of the 1962 Taxes had been received as at July 15, 1962 Mayor Nisbet, Ieputy Reeve Stoddart and Councillor Murray congratulated the ~own Staff regarding these excellent tax collections, Cou~cillor Corbett reported that soon a start wou:d be made to construct a small building for chlorine and it was assumed that :the start ~ould take place approximately the last of August or the first of September. Councillor Jones presented a repori cf the Works Committee in which the Committee respect -ful:y submit the folloWDlg: "Tha; on Friday July 13, the Co.mmi ttee met for the purpose of opening tenders on the asphalt topp:ng of sidewalks, Members pr~sent Mayor Nisbet, Councillors Moffat, Murray and Sinclair After opening five different tender~ we recoamend that the tender of Glendala Paving Co, l::e accepted at a price of $1 ,468./8. 11 JONES: DAVIS: "That the report of the Wor-ks Committee re sidewaks be ac~epted and tge Seal of the Corporat:.on be attched hereto." Carried, 1=\ I ''<-'-. 14TH REGqLAR REPORTS OF COMMITTEES SCREENING -BALL DIAMOND -MOSLEY PARK MEETING WITH COLLIS LEATHER CO, ·r~J~­ ~~ 9 -'1:§.-. ijuly 16, 1962 Councillor Murray reported that the necessary screening was reeommended along the first and third base sides on the Flood Light Soft Ball Diamond in Mosley St. Park. MURRAY: JONES: Resolved that theframe work and screening be installed an the flood light soft ball diamand in Mosley Park, This screen to run down the first and third base lines for a distance of 50 feet and to be 8 feet in height, This work to cost approximately $400,00 and the Seal of the Corporation be attached hereto," Councillor Child stated he could not see the need of this screening and felt that more harm to children took place at the hard ball diamond rather than the soft ball diamond. The motion was then defeated. Councillor Moffat reported that at the last meeting of Council it had been suggested that a meeting be arranged between Council and Collis Leather Co, repr•esentatives and that this meeting should be arranged in the near fu~ure, Counc;W.lor lvlof:fat reported J.n co:rmection with the D • ,Jensens~m brief ::-egarding Meil.tal Health and stated that she had seen Dr, Jensen that day and he had stated that he knew of 1 welfare case whe~e the husband was mental and required certain drugs for this purpose, Councillor Moffat stated that the cost for one patient might run from $20, to $30., f)::' month and that a patien".; migh·~ :t'equire thi.:> type of drug for at least 6 months and felt that Dr, Jensen's brief requesting t'''r•·'"-''"'"'c.li' ~iesto take care of medication and d:~gs for mental patients on welfare was a good thing, ,_ r.e':'"'" I, 14TH REGULAR MENTAL HEALTH UNFIN1SHED BUSJNESS PUMP /ft!? !{ u( a-- G£o'fi,&-IE S7. ;..;.10-July 16, 1962, MOFFAT: "Resolved that we reply to CORBETT: Dr. Jensen in the affirmative that the Town of Aurora will assist in paying for the cost of medication and drugs for welfare patients in need of this assistance," Councillor Child stated that he had been closely association recently with the Mental Health Unit and felt that this assistance could become self -supporting add that the Town of Aurora should be aleader in this field, Councillor Murray stated he agreed with Councillor Child but did not like it to be taken over by tha County. Mayor Nisbet stated he felt we should help out these families that require treatment under this Mental Health programme. The motion was then carried. Councillor Jones :advised Council that 1 the pump that had ,been r:, forwarded to Babcock, Wilcox Ltd. Qf' Torotd;'o for repairs would cost $810.09 ,~ re~uested Councils advise in this matte~ ' DAVIS: MURRAY: "Resolved that Babcock-Wilco~ Ltd be requested to return to the Town of Aurora this pump without the repairs being undertaken." Carried, The By-law was then read a first time. "That the by-law now before the Council be read a second time and that the Council resolve itself into a committee of the whole for that purpose," Carried. The By-law was then read a second time, "That the by-lllffi now before the Council be read a third time this day and that rulee 22 of by-law no. 1468 be suspended for that purpose," Carried, "That the third reading of the by-law be taken as read." '''' -,,.,., ,,_.,,_.,__,,,_,,_~~·-····~•~•·•~"-' ••••••••·-•---'-·•-•'=0..'<::<-<0 .• >.•.•-•-» '-"·"·"·••~~--·~·-•- ·-~ 14TH REGULAR NEW BUSINESS WATERING RESTRICTIONS -1~ July 16, 1962 Reeve Davis inquived regarding the water situation and inquired if the elevated tank level had dropped to 3 feet recently and the Town Superintendent advised that this had happened 1 day last week~ Mayor Nisbet felt that if Town .aesidents would co-operate : : with the present watering restrictions then we can get by as far as the water situation is concerned, Councillor Child felt that we rely too much on local paper to get into all the houses in Aurora and felt that a letter should be forward- ed to every house holder advising of the water restrictions and further stating that any infractions will result in a summons. CHILD: DAVIS: "That a letter concerning water restrictions and penalties be forwarded to every householder in Town subsequent to this letter being approved by the water Committee," Carried, Councillor Murray stated that it may be more feasibi0 if watering was allowed two hours every second night and that this could be done if the Town were divided in two one half being allowed to water one night and the other half allowed to water the following night • Councillor Murray felt that this would be a bette:!:' solution to.the problem, MURRAY: DAVIS: Resolved that the by-law be ~ended :j.noJ;"der.that the Town be divided ri,o:ftfi e.:nd sputh to allow watering tw6 hours every o.tl:ler night. CHILD : CORBETT: --a-July 16, 1962 Councillor Sinclair ag~eed with Co~ncillor Jones view in this matter, The preceeding motion was then defeated. JONES: SINCLAIR: "Resolved.that the present water restriction by-law be amend to read "That watering be allowed between ?.oo p.m. and 8.00 p.m. each evening," Carried. Councillor Murrary remarked that the Town of Aurora has changed.over the past number of years and for example one part of the Town the sewers and watermains are om~ local improvement and in other parts some pay for these services , when they purchase theiF house. Councillor Jlllurray felt that consider- ation should now be given to establishing a ward system in the Town and would request that discussion on this matter take place in the near future. Reeve Davis stated that there had been a request from the Recreation Commission ~o ask Council what their intentions are with completing Regency Acres Park. Town Engineer Mr. Murray stated that soil had been donated by Mr. Sauro and that the Baseball diamond had not been completed due to not enough fill being obtained at that time. It was decided that Reeve Davis would meet with the Parks Board and Councillo~ Murray would attend the next Recreation Commission meeting, with regard to this matter. DAVIS: JONES: "That the Engineer be authorize to purchase a 6 11 pressure relief valve for the water system at the north end pump house at an approx- imate cost of $895.00 and the Seal of the Corporation be attahhed hereto." Carried, "That this meeting adjourn" The meeting then adjourned. ~~A
