Commission requesting Council to ·

had obtained,

Mayor Nisbet presented a request
of Liberal Headquarters in Richmond
Hill asking Councils approval to
distribute pamphlets~from an aero
~lane over the Town of Aurora and
further stating that the Department
of Transport had approved of this
matter,
Mayor Nisbet stated that it will
mean considerable work inpicking up
the litter from thas& phamphlets for
some time after and R8 eve Davis
brought to Councils Attention that
Children might get hurt running aft-
er these falling pamphlets.

Council as president of the newly
formed Sunnybrook Ratepayers Assoc-
iation and advised Council he desir=
ed to bring a few points before
them this evening,
l'/Ir, Mercer advised that although
theE~ subdivision had been referred
to under various names we are still
Aurora and presented the following
questions to Council
1, The repair of roads -l'/Ir, Mercer
stated that the roads in some instan
-ces are in poor repair and this
does not sell our subdivision and
inquired whether the builder has
accepted these raads ar not,

2. Weed Control -l'IIr, Mercer stated -;·,
that the weeds condition is very •·· -
large in this area,
J, Builders rubbish -l'/Ir, Mercer
stated that he ascertains that they
have cleaned up onxe section but
there are still other sections that
require cleaning.
4, Mr, Mercer asked what has the
builder in mind regarding the balance
of the lots and ~uld like to know
regarding tho stype of house to be
buitt, etc,
5, l'/Ir, Mercer mentioned that two
rats had been killed on Collins Ores,
6. l'/Ir, Mercer stated that piles
of top soil have been left and not
taken care of for 1 t years •
7, That lots 108 and 110, 151 and
155 are a pile of rubble on these
lots. l'/Ir, Mercer then asked if we
could have some ruling as to when we
go to from Council to have these
matters looked after.

Mayor Nisbet stated that the
streets east of Haida Drive are
ours now but Haida Drive is still
under the subdivders control and
explained that when the roads are
taken over by the Town then the
subdivider is responsible for
there maintenance for a period of
12 months after. Mayor Nisbet
stated that we do have a Weed Insp-
ector and will have the weed inspect
-or check into this matter when he
commences his job shortly,
Mayor Nisbet stated that inspections
concerning a clean up programme are
underway at the present time and
should be in the Sunnybrook Area
shortly.

Mayor Nisbet then thanked Mr.Mercer
for coming to Council this evening
and congratulated himon forming the
Sunnybrook Ratepayers Association.
A delegation appeared before Council
concerning Beautification Week
with regards to prizes being given
for the home that makes the best
improvement during this week. and
stated that the Town is now under a
tree planting programme and that
they would like to obtain two trees
to be planted by the Junio~ Chamber
of Commerce at the prize winning
home,

Mr. Davies appeared before Council
on behalf of the Aurora Library
Board and stated that due to the
growth of the Town the present
Library Building is now inadequate
Mr. Davies stated that the Junior
Chamber of Commerce had interested
themselves, made a survey and
brought back a report and further
that the Library Board had investi-
gated the matter themselves and were
asked to bring in a definite propos-
al of some description. Mr. Davies
Etated that Mr. Bnigon the architect
is here this evening regarding a
plan suitable for this new libra~y
Mr. Davies further adRded that the
cost of Doan Hall was too high ,
and addition would be a makeshift
affair and that a new building
on the south side of the present
firehall was recommended by the
Board, Mr. Davies stated that a
plan has been drawn up by Mr. Boigon
the location is idea away from traf-
fic and might sometime be incorpor-
ated in a civic centre, Mr. Davies
stated the cost of the new building
was estimated at from ~65, to $66
thousand dollars and presented
plans and aproposal for Councils
perusal,
Reeve Davis inquired if there was t.o
be a basement and was advised no
that the building was to be contain-
ed all on one floor at approximate
4,000 square feet,
Councillor Murray stated that most
of us here in Council now are the
same members that brought about the
expansion of the Town and somehow
we overlooked the expense of a new
library and felt that we must think
in a growing Town we must consider
a new Libl!'ary and further that he
would like to think of a new building
rather then an addition and felt if
we tried hard we could nome up with
a contribution from subdivi'ders,

Reeve David congratulated the
Library Board for work put into
this matter and felt that next year
is centennial year and we should
monument and have a building to
stand for the years to come, Reeve
Davis stated he would not like to
see the present building torn down
and felt we should consider a new
building and would move that a
by-law be prepared to build this
typm of building.
Councillor Corbett stated that earbT
ier this year he had gone to the
Library Board llmd we found things in
a poor shape and after talking to
the Librarian and Mrs. Hess 1 Counci--
llor Moffat and himself went to
Newmarket and saw there Library and
subsequently had two or three
meetings with the Library Board and
stated he would go along with Reeve
Davis 1 s motion.

Councillor Jones stated he fully
agreeable that we should have a
Library and agreed that the location
for a Municipal centre that a library
might form a part of this centre
but felt that council should con-
sider first if this building will
fit in , what room is left and
also consider any propesed exten-
sion to the fire hall. Councillor
Jones suggested that this matter be
held in obeyance for another week or
two until we look this matter over
and size up the complete situation~
Councillor Moffat stated that in 1961
the idea was ciDculated that this
would be a good monument for our
cenmennial year and feel we should
give it a tittle thought. Councillor
Moffat stated that she is wholeheart
edly for the Libaary and further
mentioned that Newmarket had rooms
in there basement for meetings etc.

Mr. Boigon stated that this is

Mr. Boigen further stated that the
basement in the Newmarket LibRary
Building is not satisfactory due
to dampness etc. and felt that
the best use of all your money was
by having everying on one floor.
Mr. Boigon felt certain that the
actual cost would not exceed
$69,000, and that the balance of
the amount mf monies would be for
furnishings fees etc,
Deputy Reeve Stoddart stated he did
not like rushing into this matter
and also that our Town Planning
Consultants should be brought into
it regarding location and their
approval. Deputy Reeve Stoddart
asked if they had looked into the
matter of grants and Mr. Seidel
replied yea, and the best arrange-
ment would be on a rental basis as
we have now. Deputy Reeve Stoddart
inquired about the proximinity to
the fire hall and Mr. Boig= repli-
ed that the building is contmmplat-
ed to be moved 50 feet to the ~outh
of the firehall.
Councillor Murray stated that this
new Library is definafely needed
however, even the Libary Board do
not expect us to pass this to-night
and feel they want approval in
principal only this evening,

was right behind this new
Library as the present one is far
two small and further that if the
building was erected carefully

Councillor Davidson stated it is

Council then decided to hold a
meeting with the Library Board on
Monday May 14th, at 8.30 P.M. and
that the meetings with the Parks
Board and R§creation Commission be
so canncelled,
Lr. Ross Linton, Solicitor, appeared
before Council regarding the matter
of barking and smelling dogs and
suggested if Council were agreeable
than a by-law may be prepared to
solve this matter, lVIr. Linton stat-
ed that as a delegation he represent
-ed they were not against dogs but
the situation we are concerned with
is in the case of 2 or more dogs
being kept by one owner for breeding
pnrposes and further that the Depart-
ment of Health witlli not do anything
about this matter unless a point is
made that it is injurious to a perso
-ns health, Mr. Linton stated that
in Toronto subburs Committee of Adj-
ustments have dealt~with this
problem regarding kennels being built
lVIr. Linton suggested that a special
permit issued to owners of adult
dogs and if the kennel were to prove
un~atisfactory the permit might be
revoked, and that this situation
is serious to people living near
such a circumstance, Mr. Linton
suggested that an appropD±ate by-law
might be passed, xlVIrx pursuant to
section 379 (1) of the Municipal
Act which regards the regulating of
domestic fowl other animals etc.

Councillor Child suggested that
section 379 ( 1) of the Municipal
Act states specifically the breed
ing of' dogs •
MR. Linton stated that the section
also referred to other animals and
that dogs might be included in this
category.
Councillor Child inquired how many
kennels in the Town of Aurora are
there where dogs are kept for
breeding purposes and Mr. Linton
stated it was up to Council ;:to
decided what the definition is of a
Kennel.
Councillor Murray stated that there
was nothing to say how many dogs 1
person may keep,

Mr. Linton stated the question this
evening was of regulation not prohi-
bition and that he was not trying to
be unreasonable in this matter.
Mayor Nisbet felt that this matter
should go to the by-laws committee
RNM to work to•gether with Mr. Lint-
on and the Town Solicitor and report
back to Council.
A Mr. Marsh who was represented by
~~. Linton appeared before Council
and stated he had been to see the
canine control officer for Woodbrid-·
ge Markham area and had ascertained
that there are not statutes regardi-
ng the keeping of dogs in this Prov
-ince and that this officer is try-
ing to bring in something as on the
continent of Europe, Mr, Marsh
stated that Council might be intere-
sted to know that in his travels he
has obtained statements from Munici-
pal secretaries to the effect that
they have not had such a problem as
this one -only the problem . of
dog s running at large and have never
heard of a kennel kept all year
round.

if any relief could be expected
from the Department of Health and
Mr. Marsh stated that the health
Inspector had visited his place
when the tem~erature was down and
it had been raining but remarked in
the summer time the smell is intoler
-able. Mayor Nisbet stated that
· the 'fown solicitor advises that an
application for an injunction if the
use of dogs is a nuisance might be
made and this would be a matter
for the civil courts.

I have examined the accounts of the C0rpora
tion of the Town of Aurora for the year ended
December 31, 1961, and submit the statements
and schedules as set out in the accompanying
index:

I report as follow§:
CAPITAL AND LOAN FUND BALANCE SHEET
Two debenture issues were made in 1961 une for
the erection of Aurora Heights Public School
for $355,000,00 and one for theextentions
to the hydro-electxric sy~tem for $100 1 000,00
The public school debentureE issue is reflect-
ed in the amount due from ~chools,and the
hydro debenture is reflected in the amount due
from utili ties onthe asset s.ide of the balance
sheet, Both are included in the debenture -
debt on the liability side,
The work iB progress of $35,028.38 represents
thEE costs of a project on Edward Street, and
is offset in the liabilities by the temporary
loans of $21,712.88 and the accounts payable
figure of $13,315.50
REVENUE FUND BALANCE SHEET
The temporary loans at December 31, 1961 we:re
$31,000,00 less than they were at the prior,:
year end, and this reduction was enought to
bring these borrowings well below the limit
of 70% of the uncollected balances of current
year revenues. This is the first year for
many years that there have not been excess
borrowings, and no qualification is therefore
required to my opinion which follow this
report,

The 70% limit on temporary borrowings based
on the above would be $53,242.90, and the
$40 1 000,00 loans as shown on the balance
sheet are well below this amount.
The adbances to the water supply system were
reduced during the year by $1,154.79, which
left a balance due from them at the year
end of $734.65. The arena advances were only
reduced by $616.92 though the town wrote
off $3,000,00 of these accumulated advances,
and bore the debenture principal payments
amounting to $5,205.88 as in the prior year.
The amount shown as "Due to schools" for ; -,
$18,626.44 aepresent 1961 levy and supplemen·
-tary levy not turned over to the boards at
December 31, 1961. The $1 1 215.64 shown as
"Due to other municipalities" is a part of iJ
the supplementary levy for 1961 which was not
paid to the Gounty of York in 1961. Early
in 1962 ~hese amounts were paid in full to
the Boards and the County of York,

The amount shown as "Due to capital levy
reserve" of $374,27 represents the balance of a
$1,000,00 advance from this reserve to cover
cost of work in a subdivision park which only
came to $625.73. and not in eXcess of $1,000.00
as anticipated,
The portion of the amount shown as deferred
revenue on the liability side of the balance
sheet, and on schedule 8, which represents
accumulated underlevies to December 31, 1961
for school boards and the County of York
totalling $2,464.90 has been included in the
1962 budgeted expenditures, The December 31,
1960 accumulated underlevies were omitted
from the 1961 budget in error, but the 1962
budget will write these underlevies off
completely, This write off will leave only a
debenture preleVy of $3,301.76 in the def~rred
revenue,

The surplus for the year of $20,907 arose
from the following variations from the 1961
budget:
1. The surplus f~rwarded from 1960 was
in excess of the estimated surplus
used in the 1961 budget by $ 1,578
The 1961 budget was finalized be-
fore the 1960 financial statements
were completed, .
2, The town revenue fund's share of
the 1961 supplementary levy was 4,046
3. Total other ac··,ual revenues were
in excess of budgeted revenues by 17,753.
The large portion of this addit-

lief provincial grants

It is worthy of note that the only unfavourable
variation from the budget was item (4) above
and relief assistance was $5,013 more than budget
-ed for in the year, which would indicate that
controlable expenditures were actually in total
kept below the±r estimates for the year.
AURORA HYDRO ELECTRIC SYSTEM
The proceeds from the $100,00~.33 debenture~
issued during 1961 appear to be all on hand at the
year end in bank junds f75,000.00 in an
interest bearing account with the Guaranty Trust,
and the balance included in the cash in the curr-
ent assets. The Guaranty Trust balance which
includes interest credited, is shown in the cap-
ital assets as Investments and Speoial Funds,
G~NERAL
The officials of all boards were bonded at Decem-
ber 31, 1961 1 and the general surety bond on all
town employees was increased from $10,000 per
employee to $25 1 000, This increase gives adequate
coverage to the general employees, but in my
opinion the bond on the employees handlin~ funds
in the general town office should be for ~50,000,
to the large dollar volume handled now in
the town office.

Committee in which the committee respectfully submit

On Friday May 4th the Works Committee met,
present were Councillor Jones, Reeve Davis,
Councillors, Corbett, Mur;;.·ay, Mayo1• Nisbet
And Deputy Reeve Stoddart, Town Engineer
Town Superintendent and Water Works Foreman.
The meeting was called to discuss the pumping
situation at the North End Wells. After
opening the tenders of several pump Companies
asked for and received by our Engineer,
~~. S, Murray a lengthy discussion took place,
It was recommended that our Engineer approacl1
the O.W.R.C. for their opinion and comments
before we make a final decision. The Works
Committee request that this recommendation
receive immediate attention,

Councillor Murray reported that the tree plant-
ing programme in the Tovro of Aurora is develop-
ing excellently and that over 100 trees had been
requested and that the Town men were in the
process of planting these trees at the present
time, Counc~ :~urray stated that further ord-
ers are being received and if Council so decides
these orders could be taken for tree planting in
the fall.

Councillor Murray further reported that the
Parks Committee had been over the playgrounds in
the Town And aro looking after this property now.
Councillor Davidson presented a report of the
Police Committee in which the committee respect-

for taxi drivers license be granted,"

Councillor Moffat reported that a by-law Committee
meeting had been held regarding fire hazards and
stated that the Committee did not go along
with the idea of the Fire Chief issuing permits
with regards to the lighting of bon fires,
incineration, etc. Coyncillor Moffat stated
she felt the fire' chief had a good idea regarding
issuance of these permits which would keep control
of fires however the matter was being left for
the time being,
Mayor Nisbet stated that tickets would be avail-·
able for the mass band concert to be held on
June Jrd, 1962 at the Exhibition Grandstand. in
Toronto for those interested,

had been present at the hearing. Councillor
Murray stated he had happened to pass by the
Councill Chambers and then found out that a
hearing was ta~ing place and stated that no
other person showed up to the hearing
including Council and the Town Solicitor.

Councillor Child stated he would agree with
this statement in principal but that this by-law
had been given approval more or less by the
0ntario Municiual Board and unless there was a
good reason why this by-law might not be approved
at this hearing then there was no reason why any
person should have attended,
Councillor Child brought to Councils attention
that the building on Wellington Street East
would be occupied soon by . . Glenwood Pottery

Councillor Corbett stated that at the last meeting
discussion had taken place regarding a work shop
at the Works Building however the Works Building
had been ruled out so at the present time we are
using the small shed beside the quonset hut,
Councillor Corbett stated that this shed has been
cleared out and he will have his bench in shortly
but in the meantime tables etc, are being repaired
Councillor Corbett stated that Jlllr, Adgey will be
commencing to start painting these tables soon
but the he required his table saw in order to
have the tables ready in time for the parks.
Mayor Nisbet stated that the Aurora Heights Public
School on this Wednesday will commence the sodding
beside the school and requested permission to
obtain water from the hydrant to water this new E~M
sod.

Mayor Nisbet informed Council that the
High School Cadet Inspection would be held
this Thursday and anymembers , who can attend
please do. The time would be 2.30 p.m.
Councillor Jones advised Council that a
complaint had been received fvom a Mr, R.
Atton of Child Drive who wishes a large drain
ditch on the west side of his property to be
filled and piped and that this expenditure
would amount to approximately $5000.
Councillor Jones advised council that some
work to aleviate the condition of this ditch
had already been undertaken,
Town Engineer Mr. Murray stated that Council
will be well advised to think of closirt
ditches in since this would sa~e money: ·in
time to come.
