DAVIS: STODDART: "Resolved that this letter and material be placed in the Councillors boxes for their perusal." REPORTS OF COMMITTEES ACCOUNTS OWING BETWEEN TOWN OF AURORA AND DILCUE LTD. •" "· \ ':1 ~-•• -10-APRIL 16, 1962 Mr. Dadson then asked if thete was any- thing they might do regarding parks and where willing to work along with Council in this connection. Mayor Nisbet personmtlly thanked the gentlemen for the excellent job they had undertaken on the Park lands on the north side of Wellington St, W, and advised they shoulCl contact Councillor Murray and work along with him in this connection. Mr. Bud Gilbert appeared on befialf of the Public School Board and introduced Mr, J Lewis as their spokesmar.t, Mr. Lewis stated that the delegation were present this evening to request from Council a sum o:f money in order that they may build a 4 room addition to the Regency Acres Public School. Mr, Lewis outfined why the addj~­ ional facilities were required and s·ce.ted that the estimated cost for erecting and equi::~ing a four room addition would am.Jw."'"lt to $85,000.00. DAVIS: STODDART: "Resolved that the necessm•;r By-law be prepared approving the extension of 4 rooms to Regency Acres Public School at an estimated cost of $85,000,00. Carried, ·-·~···----..... ,.._ ............ ,. ....... -. ~~~~~~~~~~--~~~--~- V"'~ t·· .) ~ f~ 1 i v.~ ..... 8TH REGULAR REPORTS OF COMMITTEES WORK SHOP - BUILDING TOWN WORKS REPAIRS TO WATER $$RVICES -11-APRIL 16, 1962 Councillor Corbett reported that at the last meeting of the Recreation Committee a workshop to be located at the Town Works Building had been discussed anu stated that this work shop was deemed necessary now due to.the extra parks and extra equipment needed and that he did not have the proper facilities at his home, Councillor Corbett reported when the Town was small he was able to do this work at home but not it is too extensive and the repairs to picnic tables, bleaches etc, require a larger room, Councillor Corbet advised that the Town Superintendent advisedthat a cement floor may not be laid in this part of the Works Building till the fr·ost in out of the ground although Councillor Corbett felt he would rather have a wooden floor, It was decided that Councillor Corbett will get an estimate of the cost of this work and if the amount is over $200, will bring a report of same back to the next meeting of Council. Councillor Jones presented a report of the Works Committee Regarding repairs to water services in which the Commmittee respectfully submit the following: "That on Thursday April 12 the Committee met for the purpose of discussing many repairs to the water service as per list attached re reto, 1Ul members of the Committee present also Councillor Mr~. Moffat and Councillor Corbett, After considerable discussion it was recommended that the Engineer be asked for an itemized estimated cost so that the most necessary repairs may be carried out as far as costs will permit, JONES: DAVIS: "Resolved that the report of the Works Committee re repairs to Water services be approved," Carried.- r-· ----~---···------------ 8TH REGULAR f'~ TREES -PROGRAM!VlE I ! i.-.==<1 CounciL ~. ...=,.,. I , ! \;,..., .. ~· -12-APRIL 16, 1962, Councillor Murray reported on behalf of the Parks Committee that they had approached tho Fire Department regarding burning grass in Park Lands and that this is being under- taken this · . evening. Councillor Murray also reported an a progr- amme of purchasing some trees to be placed around Town in barren spots and would re~uest the public to help in this matter, Councillor Murray stated that with the Town doing the planting each tree might be planted at a cost of $5.00 and if the pe,Ople requesting trees would pay $4,00 per tree and the Town carry the rest it would be a good start in planting trees if approx- imately 200 were planted, Councillor Murray stated that fast growing,,,., Maples would be mainly planted together with decorative trees on corner lots, the trees would be 6 to 8 feet tall and the Parks Committee would like to publize this and ascertain if the public were willing to go along with a tree planting programme as outlined, Mayor Nisbet stated that an ad should be placed in the newspaper and request that the public to let the Town know if they are interested, Councillor Moffat stated she understood that the Parks Board would do some planting of trees this year and asked if they have any money,, since a grant was paid to them each year from the Town. Councillor Moffat felt the Parks Board would do the planting of the trees and landscaping as originally planned and are we stepping on someone elses toes by doing this planting ourselves. ' ,. \..,~ . .,.., 8.T,H REGULAR POLICE CADET SAURO SUBDIVISION AGREEMENT NEW INDUSTRY STREET LIGHTS NORTH END OF TOVffi -14-APRIL 16, 1962 Councillor Davidson reported that the question of the Police Cadet be ing pro- moted to third class constable had been discussed and that the Police Committee feel that a promotion to a probationary only is sufficient however that a replacement might be required for the office. Councillor Davidson stated he had no recommendations for this evenings meeting and it was decidBd that a meeting would be held Thursday eveing of this week and a report be forwarded to Council from the re- sults of this meeting. Councillor Child reported that a Planning Committee meeting had been held regarding Mr. Sauro's Subdivision agreement.and that Mrs. Sauro had submitted a copy of what she felt a subdivision agreement should con- tain. Councillor Child stated that during the Planning Meeting several items were omitted and he had subsequently requested the Clerk to forward to her a new agreement that the Committee found desireable and understood from her to-day that she is awaiting this copy N for her perusal. Mayor Nisbet reported that the Pacart Plant in Aurora is now being rented to aw new Industry as of the first of May. Mayor Nibbot reported that last year the Town had requested tho Hydro to instal street street lights at the south end of Town and Mr. Copland had now inquired if the Tovm would desire the same lights extended to the north edge of Town, IVIayor Nisbet stated he will obtain a firm prize ort the installation of these lights for the next Council meetingr- Reev~ Davis inquired as to whose responsibility it was for cleaning u~ che Township of Whitchurch side on Yonge Street and Mayor Nisbet felt the Town should accept the responsibility to clean up this area. f'-',,_.,., I ~_.,' 8TH REGULAR CLEAN UP CERTAIN AREAS PERMITS RE FIRES -15-APRIL 16th,l962 Councillor Moffat reported ·that last~ programme had been instigated to clean up certain areas and could the ~ame programme be sparked again this year, since a percent- age of the work requested last year was not completed. Fire Chief Harry Jones reported ~everal spots in Tovm had not been done, some had· said that it would put them out of business if the building were torn down fur~her that it was a fire hazard i~ children get in these old buildings and start a fire however Fire Chief Jones stated we may only ask the people to co-operate and cannot force them. Councillor Moffat stated if a fire ha10ard existed can they not be forced and Fire Chief Jones stated ~es if proven to be a hazard. MOFFAT: STOBBART: "Resolved that the same Committee as that of 1961 be appointed to carry out a clean up of required areas in Town during 1962. ~~~ Fire Chief Jones r~orted that he required permits regarding~t certain times and places and stated that King Township had supplied him with a cop~ of their permit and by-law, and further that Newmarket also has a permit for incinerators. Fire Chief Jones recommended that a permit should be isaued for burning any certain size of fire, ____- Councillor Child inquired as to who enforces the by-law and Mayor Nisbet stated the Fire Chief did. Reeve Davis stated this would allow the chief control of big fires that are set and felt it was a good idea in control of grass fires started from bonfires and incinerations, Councillor Jones stated it was easy to pass a by-law and nice if it could be enforced but how are you going to locate the person who actually started a grass fire and . further around the streets you see piles of . dead grass and sod thrown out in ditches .. and inquired if anything can be done ~o stop this. ~;>"'~""'~ I !:' I .· lvo"-..; 8TH REGULAR PERMITS RE FIRE NEW BUSINESS GRASS & SOD IN DITCHES fly~· -16- MURRAY: STODDART: APRIL 16, 1962 "Resolved that the by-laws Committee review the by-laws and see if aNruendments are necessary in this connection." Carried, Councillor Jones remarked again the grass and sod that is thrown in ditches and that we advertise in the newspaper that no dumping of this sort be allowed in Town. Mayor Nisbet stated he felt we must rely on the good will of the people to co-operate, JONES: CHILD: "Resolved that an advertisement be placed in the Aurora Banner and that the appropriate section of the Highway Traffic Act be quoted therein concerning dumping," Carried, Councillor Jones stated that at the end of Dunning Ave there were 4 trees located out on the road and a lot of rubbish was collecting there and felt that 3 trees should be removed, Also would like to cut the bank back two to three feet behind the Hydrant and ievel the area off at this location, Councillor Jones stated they had discussed the painting of hydrants in Town and inquir- ed if they should be painted more then one colour and would like the consent of Council regarding painting the hydrants with gold or aluminum tops. The Works Committee were requested to take a look at this situation. Councillor Murray stated that convention time was coming shortly and the Ontario Mayors and Reeves convention would be held in Port Arthur this summer and felt that it is only fitting and proper that our Mayor represent Aurora at this convention, MURRAY: DAVIDSON: "Resolved that our Mayor be given permission to attend the Ontario Mayors and Reeves Convention at Port Arthur and allowed expenses."
