Correction of spelling of Tecumseh Drive A letter from Town Engineer Mr. Murray concerning the necessary co~1ection in the spelling of the Street name of Tecumseh Drive rather then Tecumseth Dr. was read. ' ~ ~- 7TH REGULAR RE: Pavement laid on Cousins Drive SCHOOL FOR ROAD SUPERINTENDENTS PLUMBING INSPECTION COUNTY OFYORK -2-APRIL 2,1962 A letter from George w. Cady, 61 Royal Rd Aurora, concerning the pavement laid by Mr. L. Cousins on Roya 1 Rd and stating that this road will require a lot of patching each year at a considerable expense to the Town and requesting Councils comment in this instance. CHILD: DAVIDSON: "That a letter be forwarded to Mr. Cady outlinging the particulars of this road as contained in the subdivi- sion agreement." Carried. A letter from the Ontario Good Roads Assoc. regarding the 1962 School for Roads Superintendents to be held at the University of Toronto on May 14th and 15th. 1962. CHILD: "That this letter be filed." CORBETT: Carried. A letter from Warden Sellers, County of York concerning the resolution Town of Aurora Council regarding plumbing inspection and appealing to Council to reconsider their decision and further stating that the project will be reviewed by County Council in the early fall 1962. Councillor Mo~~at stated that she had received a call from Warden Sellers and his argument was we have to pay for this service anyway and that this was not the time to change and further Councillor Mo:t.'fat inquired if we increase the rates they may never come back down again and the extra monies might be used for something else. A letteT from the Board of Transport Commissioners for Canada advising Council that a copy of Councils resolution With respect to rates of The Bell Telephone Co has been referred to Mr. W, G, Bell, General Rates Supervisor at Montreal for · consideration and report. A letter from the Department of Municipal Affairs advising the Town of Aurora that the Department of Transport states it is not necessary that thKis municipality pass a by-law for the purposes of restricting the weight of loads as such requirement is statutory. F~ench, 13 Aurora Heights Dr., Aurora, concerning an unsodded hill and improver drainage in that area, STODDART: CHILD: "That a copy of this letter be referred to the Public School Board for the necessary. Action." a . Carried, A Mr. Hostick, represented a delegation from Aurora Heights Subdivision concerning the problem of dog control in Aurora, and stat.ed if according to the Aurora Police Department their is no by-law that had teeth in it and is diffiuult to enforce then could this by-law be made so that it would work. Mr. Hostick stated that packs of 10 to 12 dogs roam the streets and molest the dogs that are taken for a walk on a leash, and further that the dog pound in Bradford is rather inaccessible to residents of Aurora and further that it takes time to locate the dog catcher. Mr. Hostick suggested that now that the Town has grown could not the Town locate its own dog pound to be shared as a shelter with the Humaine Society and this would be a saving on both sides and dog control would be more efficiant, as a result. Reeve Davis inquired where the dog pound might be located in Town since their would be numerous complaints of the noise. Mr. Hostick stated that if some action was taken against consistent offenders it will solve some of the problems, Councillor Davidson stated that the Town should raise the license fees and penalize the owners instead of the dogs, 7TH REGULAR DOG CONTROL -5-April 2, 1962 Councillor Moffat felt it was up to the Police Department to enforce the by-law. Reeve Davis then read the present Dog B~-law in force in Aurora. Town Solicitor Mr. McPherson stated that the present by-law is a strong as we can make it under the present legislation and further that any person may lay a charge if thep dog is found running at large. Mr. Hostick stated that this matter requires publicity and should be publicized that on a complaint people may be taken to court and felt that this would serve its purpose. Councillor Jones stated that this seems to be what we want however the police say no one will lay a charge. Councillor Moffat asked if we might place an add in the paper that ,people may be. :.::;,;~!:;x., .. :, .. rrosecuted if their doga are found running at large. Councillor Murray felt that we are faced with expense of a dog pound, dog catcher of our own and that it was unsatisfactory now to have to travel north of Branford to obtain a dog picked up by the dog catcher and it takes a long time to get hold of the dog catcher. Reeve Davis stated that this matter would be left to the Town Clerk and Town Solicitor to work out something in the way of a publication in the newspaper regardingi;he prosecution of owners. ''"' ''''·-~ ' :l \""-->' I ' j ' " 7TH REGULAR !)~- REPORTS OF COMMITTEES RE: CHLORINE STORAGE AT SEWAGE TREATMENT PLANT GRADER -6-April 2, 1962 Mrs. ~cCormack appeared before Council in ~ connection with a Welcome WagOn Service and stated that this service had been in existence in Richmond Hill for 9 years and felt it would be nice to aave Welcome Wagon hear in Aurora too. l\'frs. M· .cCormack stated that a ~-basket of gifts is delivered to each now family MJving to Town and this basket includes such items as brochures, location of post office, bus schedule, churches and a map of the Town together with other vital literature concerning the Town, Mrs. McCormack stated that an Aurora girl would be chosen for the Welcome Wagon set up and that the costs for the service is obtained from tho merchan merchants who are sponsors, Councillor Corbett reported that they are still working on tho matter of chlorine storage at tho Sewage 'froatmont Plant and thnt·canadian Industries Ltd. had given the Engineer permission to place one ton contain- -ers of Chlorine on the outside of the building during tho summer months and felt that in the meantime a proper building for storage would be arocted, Councillor Jones presented a report of the Works Department in which the committee respectfully submit the following: "That the Elommi ttee. met ." .,_ to discuss the necessary repairs to the-Grader, After much discussion it was recommended that the following repairs be made. • New Clutch 2. Welding or replacing housing 3. That the necessary hearings and bushings be replaced in the front end, Prices were obtained form the Adams represen- -tative. The estimated cost to be appro~imately $800, and done by the Adams Co, .. ,, •· ' ' 7TH REGULAR GRADER PARKS CRUISER S,J,KELNER -7-April 2, 1962 JONES: "That the report of the Works DAVIDSON: Committee re grader repairs be approved at an estimated cost of $800,00 and the Seal of the Corporation be attached hereto," Carried, Councillor Murray reported for the Parks Committee and stated that on the following Wednesday morning they would get started on the Parks programme weather permitting, Councillor Davidson reported he had contact -ed the Police Chief regarding repairs to the 1962 and 1961 cruisers and stated that the reason we had received the bill for the 1961 cruiser was because McPherson did not ~o anything to the car until we had traded it and also that the repair bill to the · cruiser from a station other then McPherson was due to the fact that McPherson was not open at the time the repair was _required, Councillor Child reported that at a meeting of the Planning Committee the request of r~. S,J, Kelner regarding the release of stage 2 of a subdivision and other pertinent matters relating to this subdivision were discussed and the Committee had only agreed to that part of the letter concerning the alterations of Block B and C, Councillor Child stated we are advising Mr. Kelner that we are not in agreement with the rest of his letter and referr him to his previous agremment. ,<' ' 7TH REGULAR UNFINISHED BUSINESS LIBRARY GARBAGE COLEECTIONS BY-LAWS FIRE AREA AND FIRE HAZARDS -8-April 2, 1962! Councillor Moffat stated that there would be a library board meeting on Wednesday evening and the matter of Doane Hall and the matter of tho library board undertak- ing some fact finding regarding the :proposed building would be bvought for- ward, Councillor Moffat reported that the matter of a change of days for garbage collection on certain streets in Aurora would be :publicized shortly so that the :public concerned would be aware of this change, MOFFAT DAVIDSON "That leave be given to introduce a by-law to A Fire Hrea and Fire Hazards By-law and that the same be now read a fist time, Carried The by-law was then read a first time, DAVIDSON MURRAY "That the by-law now before the Council be read a second time and that the Council resolve itself into a commi- ttee of the Whole for that :pur:psoe, Carried.· The by-law was then read a second time, Committee rmses and reports :partial :progress DAVIDSON: 'STODDART: "Resolved that we study this by-law further :prior to the 3rd reading," Carried, ~'.: ,, __ ,__.... 7TH REGULAR PARKING RESTRICTIONS -9- MOFFAT: DAVIDNSON: April 2, 1962 "That leave be given to introduce a by-law to amend by-law 1464 - Parking restrictions and that the same be now read a first time. Carried, The by-law was then read a first time. JONES: DAVIDSON: "That the by-law now before the Council be read a second time and that the Council resolve intself into a committ- ee of the whole for that purpose, Carried, The by-law was thnn read a second time "That the words a distance of 255 feet be inserted ~tor Wellington St, E from Yonge St North and also after Wellington St. E from Yonge St. South. "That the words "a distance of 220 feet" be inserted a:fter the words Mosley Street from Yonge St North, The committee arises and reports pro -gross, All in favour of the second reading of the by-law.
