STODDART CHILD, CORBETT, DAVIDSON, JONES, MOFFAT, MURRAY. DAVIS: STODDART: "Resolved that the minutes of February 5 and 19, 1962 be adopted as printed and c irculatec1." Councillor Child -Would like to cle.ar up:· a matter concerning the minutes of February 15, 1962. My understanding on these minutes was that the Reeve was in the chair and the minutes recording the election day irregularity is not the way it happened as I understand it and would like this clarified, Councillor Child read the matter at hand as it appeared in the minutes of February 5, 1962. Councillor Child stated the Reeve Asked Councillor Davidson if he would make a-motion and then asked for a seconder for the motion. The Reeve then asked the Town Solicitor if this was the right procedure and was advised that the prop~:~r ·····~ '· . .., procedure should be a notice of motion ~0 be brought in at the next meeting. Then Councillor Murray moved he would bring in a notice of motion at the next meeting. Councillor Murray -Remember when it was said a notice of motion I seconded it. Councillor Child -Not to my re.collections because Councillor Davidson couldn't get a seconder. Councillor Davidson -Feel as Councillor Murray states is correct. Reeve Davis -Had no previous experience in this type of court matter and asked the solicitor for advice and he said a notice of motion could be brought forward for the next meeting, Reeve:.Davis stated he relied on the Clerk to take · down correct minutes. · Mayor Nisbet -If Councillor Davidson feels he made the notice of motion then that is good enought. '"'"' .. ~--- 5TH REGULAR CORRESPONDENCE WJVI, JANS OFFER TO SELL LAND RETARDED CHILDREN CANADIAN PILOTS ASSOCIATION DINNER -2-March 5, 1962 A letter from !VIr, Wm. Jans referring to the Town's need for suitable industrial sites and a location for a Town Park and offering for sale at a price far below market value his land located on the south side of Wellington Street, West comprising 72 acres, 5! acres of which are within the town limits, Mr. Jans requested Council make some decision within 30 days, CHILD: MOFFAT: "Resolved that this letter be referred to the Finance Committee," Carried, A letter from the Newmarket and District Association for Retarded Children advising Council that two children from Aurora are attending Fairmead School and requesting consideration of a yearly grant of $300 •. 00 per pupil be included in Aurora's budget, DAVIS: CORBETT: "Resolved that this letter be referred to the Finance Committee," ;Carried, A letter from Mr. Earl Stewart, Chairmen of the Airstrip Committee of the Aurora Industrial Commission requesting members of Council to attend a dinner meeting of the Canadian Owners and Pilots Assoc. Carried, ...__,,/ 5TH REGULAR CORRESPONDENCE SUNNYBROOK SUBDIVISION PROPOSAL MENTAL HEALTH -3-March 5, 1962 A letter from Mr. s. Kelner, containing the following programme of further development re Sunnybrook Subdivision: 1. We will reshape and surface treat Haida Drive in the spring until go% completion of construction on Haida Drive and then we will correct the curbs, pave Haida Drive and lay down the sidewalk on the west side of Haida when all the west side construction is completed, 2. We will complete installation of stage 2 underground services including the trunk sewer and truck water line on Wellington Street, provided all of said services are initially accepted upon inspection satisfactory to the Town of Aurora. 3. We feel that there should be a boundary adjustment of Commercial Block B and Conservation Block C and then would be willing to consider a free conveyance of Block C to the Town of Aurora, 4. We will commence the development of Block B with immediate construction of not less than a four store plaza and parking at the outset, CORBETT: STODDART: "Resolved that this letter be referred to the Planning Committee and to the Parks Committee," Carried, A letter from the Canadian Mental Health Assomiation requesting Council's permission to hold a fund-raising drive on June 1st and 2nd 1962 and furtheJ asking for a grant to be used to further their operations during 1962. DAVIS: DAVIDSON: "Resolved that permission ':to hold the fund-raising drive be granted and further resolv( ;that the matter pertaining to a 1962 grant be referred to the FinanceCommitte." A R CORRESPONDENCE PARKS BOARD REPORTS OF CQ]IJJ\UTTEES ~ '~·.-REMINGTON RAND ROOF PARKS worlixN -4-March 5 1 1962 A letter from the Aurora Parks Board ~ecommending that we acquire Block E in Aurora Heights Subidvision and that an offer be made amounting to $1,500.00. Further recommending that Council budget an amount of $12 1 000•00 for the. acquisition of land and parks and playground programme, CHILD: DAVIS: "Resolved that this letter be referred to the Finance Committee." Carried, Councillor Corbett -reported he had visisted the Remington Rand Building and saw the water leaking in the South West room being caught in 8 to 10 pails, Councillor Corbett said he contacted the Fire Chief and as a result last Monday the firemen, during practice, took the ice off the roof where it had built up in the corners of the gables.. Mrs,. Oliver had now said the water had stopped dripping but will advise results after the first warm day,, MURRAY: JONES: "Resolved that a workman be hired on a casual basis, commencing approzimately April 15th, 1962 for work in the Town Parks," Councillor Murray stated tha date of April 15th appears early but instrted since we may experience an early spring although intention now is to hire the workman on May 1st. The motion was then carried. 5TH REGULAR REPORTS OF COMMITTEES BUS SHELTER GATEWAY GARDENS PARKING UNFINISHED BUSINESS MR, G; ILKIW ""'5-March 5 ,, 1962 Councillor Moffat reported that after the last meeting of Council a written request had been forwarded to the Grey Coach Lines for the erection of a bus shelter at · Murray Drive and Yonge Streets and to-day a Mr,, Walton had.·'; advised that.·':: it wasn't wholly their responsibilty, However a T •T ;C. meeting was to be held to-morrow to discuss this matter and the results of this meeting will be sent to the Town this week. Councillor Child reported the Planning Committee had held two meetings with the Sunnybrook Subdivision builders and a new site plan for their buildings had been submitted and agreed upon. Mayor Nisbet requested the Police Cbmmitt~l to bring in a recommendation regarding the limiting of parking on Yonge Street Ifuyor Nisbet reminded members of the York County Curling Bonspiel on March 9 1 1162 for those interested, Reeve Davis enquired of the Planning Committee re the lot and proposed building of lVIr• GJ Ilkiw, Councillor Child advised that 'he understood Mr, Ilkiw is in agreement with the requirements requested and as far as he knewhe is going ahead• ("''''·' 5TH REGULAR UNFINISHED BUSINESS HIGHWAY SUBSIDY BY-LAWS NO. 1515 BELL TELEPHONE CONSTRUCTION OF LINES -6- JONES: DAVIS: March 5, 1962 "Rdsolved that the.Department of Highways of Ontario be requested to approve the following transfers: Within the approved limit of 1961 Expenditure by-law No, 1471 $2,000,00 from Bridge and Culver Constnuction to Road Maintenance $2,000.00 from Road Constructior to road maintenance, $100,00 from Bridge and Culvert Maintenance to Hoad Maintenance, Carried, MOFFAT: "That the By-law now before DAVIDSON: the Council be read a third time this day." HYnRO METERS / . \,," : .. · -7-March 5, 1962 Councillor Murray: County has now informed us r our 1962 levy and we are increased again, Unable to under- stand how County has increased its assessment by $12,000p 1 000•and gone up i mill while Aurora .is increased some $18,000, Feel it is time Town took a good look into its position under the present county system and some thought should be given to Aurora becoming a Separated Town, Mayor Nisbet -The Clerk and I have, during the pas 8 months, been collecting information regarding the possibilty of Aurora becoming a Separate Town, A complete brief is required for presentation to the Department and should contain such items as the resulting distribution of assets and liabilities etc. Councillor Murray -not yet recommending we become a Separated Town but feel it is time we looked into the matter. Reeve Davis -Intend to present a report on the finance meeting of County Council at our next regular meeting, We are only two members of coun¢y council and do not have control of all the finances. Will Submit a rundown on the increased rise on uncontrollable items by County. Mayor Nisbe~-Feel council meeting is not the proper place and this is a matter for committee first, Council Corbett-Suggest the meter in the Submarine at the Disposal Plant be taken out and power go through one meter thereby effecting a saving. Also why not all p1rwer charged to Town be on one bill and obtain a cheaper rate, Mayor Nisbet -Suggest your Committee investigate and bring in a report, ''-..,:,. 5TH REGULAR NEW BUSINESS TOWN BELL HORSE SHOW -8-March 5, 1962 Couridillor Corbett -In process of trying to get the old town bell cleaned and would like council to suggest a place where it might be located, Councillors Davis and Corbett to look into this matter. Councillor Moffat -Received a call concerning the Horse Show and presentatior of Town Shield and was asked if the Town might consider a cash donation, CORBETT: 11 Resol ved that $100.00 be CHILD: authorized in addition to the Town Shield, 11 Carried, MINOR HOCKEY NIGHT Councillor Child -Like to report on the success of Minor Hockey Night, Approximately 1500 there and many were children, It was a good night and Rocket Richard was more than pleased with the Towns' gift, When he was at dinner with ~~. Batson and Mr. Graves he more or less said what can the Town give me more than I•ve already got but when he received the calf skin he was very pleased.
