DAVIS: "Resolved that Mr. Ken Bennett STODDART be appointed to the 1\.urora Memorial Arena Board for 1962 1963 term as the Aurora Board of trade representative," Carried, A letterfrom the Planning Board advising Council of Mr. D,W, Richardson's retire- ment as chairman and recommending that Mr, A.M. Watson be re-appointed as a member for a further three years and that Mr. Dave Hill be appointed to fill the vacancy and his appointment to be for three years.· CHILD: JONES: "E!Hil:!J. ved that the recommenda- tions of the Planning Board be so approved and that a letter ·be· forwarded to Mr •. D, w. Richardson expressing Councils• thanks for the years of service he has given the town," DISCUSSION: Councillor Child stated that Mr. Hill had served recently on the Court of revMsion and did an excellent job and Planning Board felt he would be a good member. A letter from the Metropolitan Toronto Indust• rial Commission advising of their annual meet~ ing on February 7 at 11.15 a.m. and also reques ting Council to advise the name of a represent• ative who will attend. STODDART: "Resolved that this letter be referr- CHILD: · ed to the Industrial Committee for a report." Carried. Mr. wm. Jones appeared before Council on behalf of a group interested in the possiblilty of obtaining a Y.M.C.A. -Y.w.c.A. in Aurora. Mr. Jones presented the following report: A meeting was held in the Council Chambers on December 12, 1961 1 at which Mr. Bob Smith, Extension Secretary of the National Council of :J;he Y.M.C.A. outlined the procedures and deta!i,ls of the forming of a Y.NI.c.A. -Y.W.C.A. organization in the Town ofAurora. Councillor Mrs. Jean Moffat was Chairman. Approximately forty people attended and discussed the matter. As a result of this meeting the following group was appointed: Stanley T. Murray, Chairman Robert Adgey J.E. Buchanan Dr. L.H. Fowler W.A. Jones Roy K. Smith. This group was to prepare a list of residents of Aurora who will be willing to serve on a committee. To make a survey of the present facilities for recreation and training for citizen- ship in the Tovm of Aurora. . · 2. To consider the needs ·~hat may be found arising out of the results of the survey. 3. To study the possibility of establishing Y.M.C .A. -Y .w .c .A. facilities in Aurora. 4.• To make any recommendations to Councils on any of the foregoing at the wisdom of the Committee. The group has had an adequate number of meet~ ings and has ppproa.ched all of the residents on on the attached list. All persons of this list have indicated their willingness to serve the Town of Aurora on this Committee. It is recommended that Mr. Roy K. Smith be appointed as Chairman of this Committee to convene the Committee for the first meeting. At that meeting the Committee can choose their own officers. This Committee can also add names to their committee at their discretion. It is to be mated, that appointment of this· Committee does not comit the Council nor the Committee to the establishing of a. ' W~ING -9-January 15,1962, MOFFAT: "Resolved that Council appoint a DAVIDSON: Cultural and Citizenship Committee The purpose of this Committee will be: 1. To make a survey of the present facilities for recreation and training for citizenship in the Town of Aurora. 2. To consider the needs that may be found arising out of the results of the survey. 3. To study the possibility of establ- ishing Y.M.C,A. -Y,W,C.A, facilit- ies in Aurora. 4, To make any recommendations to Council on any of the fore-going at the wisdom of the Committee. The members will be as on the attached list. The Committee shall have power to add members to this Committee." Carried, Reeve Davis stated the foregoing gr group nowrequired a place to meet and certain supplies, Councillor Moffat said that this matter had been discussed and it was the feeling that their first meeting might be held in the Municipal Building and subsequent meetings possibly in part of the Presbyterian Church Hall. Regard- ing supplies and steno work, Mr. S.T. Murray had advised his secre- tary might tlo some of the work if approved by Council. Carried. ;_.• Reeve Davis reported he.had requested-the Fire Chief to present h;i._s. 1962 requirements as soon as possible. Councillor Corbett reportced that the number 1 a nd 2 plant cellars required painting ·since they had not been painted for f;i.ve years and wanted to so inform Council. · QJ:~1mQ:i.lJ.~;r Murray reported that it was hdped the 1ighting of the rink at Regency Acres would be done to-morrow since the snow storm stopped it to-day. Also that the rinks a:he under the control of the Town and it was in _ . order for the Parks Committee to set the hour's of skating. Carried, "Resolved that the removal of Parking Meters and Standars be approved and the by-laws rescinded." . • Councillor Davidson stated the ~emoval of park- ing meters had been discussed with business men and general feeling was they be removed. Councillor Murray stated the committee has unanimous that they be removed and personally never felt they were warranted and this is now a wise move. if the meter will be sold. Mayor Nisbet stated tha salvage mattwr would be left in the committees hands. Carried~ ~ .I I 1 '·~ r=·1 ·I ~ -~ 2ND REGULAR POLICE STENOGRAPHER DISCUSSION 1962 BUDGET ESTIMATES BY-LAWS NO. 1507 APPOINTMENT HIGH SCHOOL TRUSTEE -11-January 15,1962 Councillor Moffat stated that the parking meter by-laws must now be rescinded and enquired if the meters will be sold. Mayor Nisbet stated the salvage matter would be left in the Committees hands. Carried. DAVIDSON: "Resol~ved that Miss Carolyn CHILD: Charlton be hired for the Police Office for Saturdays on a Temporary basis at a salary of $10.00 per Saturday and the Seal of the Corporation be attached hereto." Councillor Child stated he did not feel this appointment should be on a permanent basis but that the resolution altered by adding "on a temporary basis." Carried. Mayor Nisbet stated that O.W.R.C. reports of last year will be referred to the 1962 Committee for study and requested each commit- tee to commence work on their 1962 budget estimates as soon as possible. Councillor Murray enquired re passing a by-law to ensure each local board submits their reuqirements by March 1. Mayor Nisbet stated that letters had been forwarded to each board requesting their co-operation for early budgets and felt this would suffice. Also feel in past appointments made without too much notice and feel that a woman might be appointed.. Councillor Murray stated that he had never said a word against Mr. Eveleigh only objected to the principal of by~law presentation and that he hoped in future we can get a lady on the Board. Deputy Reeve Stoddart stated he could not speak too highly of Mr. Eveleigh and that Mr. Eveleigh is most fa.milar with school buildings especially •. All in favour of the second reading of "the By-law. Carried. Mayor Nisbet stated that other bodies make appointments •. County Council, King and Whitchurch Townships also appoint. unember1:1. Hess be so inserted in the by-law." Councillor Moffat stated that she had been in contact with Mrs, Hess and was wuite sure she will serve again. Councillor Moffat stated thatshe felt ·Mrs. Hess is an excellent member as proven by her past experience. All in favour of the second reading of the by-law. Carried Committee arises and reports progress. Councillor Murray stated that he was in accord with this by-law. Councillor Murray stated that this is the authority to set up commisSion and should they set up own chairman and secretary. Word chairman deleted from By-law. Carried, Committee arises and reports progress. Mayor Nisbet stated that he would be absent from next Council meeting, Councillor Moffat informed Council that there Will be Services and By-laws Committee meeting very soon. Mayor Nisbet informed Council that Collis Leather has requested a meeting with Finance and Property Committee on February 15, 1962. and that we will notify them accordingly. rc ; '-~-· -("""~, I I i ~..........-' 2ND REGULAR -15-January 15, 1962 NEW BUSINESS Councillor Murray stated that1o-morrow is opening of County Council and our reeve last year stated he would be standing for Warden in 1962. Reeve Davis stated he had already said he wouldn't stand this year as he would like to represent the Town of Aurora as Warden during its centennial year in 1963. Councillor Davidson requested that a meeting between the Police Committee and :Bargaining Committee of Police Department be called for this Thursday night at 7.00 p.m. MURRAY CHILD "That this meeting adjourn."
