Carried, Danish Seed Trade Limited F, Symons Grass mixture Bulldozing 103.00 157.50 TOTAL $260.50 CORRESPONDENCE A letterfrom Proctor and Redfern Engineers outlinwl.ng the matter of gas leaks in the digester at the Sewage Treatment Plant (1957 ). advising of repairs and types of material used dm the digester dome. and finally submitting a recommendation that the final release of the holdback, amounting to $4.000.00 be paid to Pearce Construction Company was read. STODDART: DAVIS: "Resolved that the final release of the holdback in the amount of $4.000.00 in favour, of P&arce Constru¢tion Ltd,, Hagersvillet being the final payment of monies for the construction of the 1956 - 7 addition to the Sewage Treatment Plant. be paid and the seal of the Corporation be attached hereto." Councillor Hammond state,d i-J.e was unable to agree with this letter especially concerning no re-ooccurence of blisters and cracks because only six weeks ago there was considerable re-occurance. There is a separation between.two surfaces and this appears to be spreading all the time and further it was previously understood that 1 year's waiting period would first occur prior to holdback release until next spring, On the basis of this waiting period felt I must bring it to Councils' attention, J ~I i I '-../ ~. [ 22ND REGULAR .;_=7= NOVEMBER 20, 1961 A Mr. Hertzberg, representing Proctor and Redfern, advised that in his opinion he felt a solution had now been reached and that the Contractor has fullfilled his obligations satisfactorily. Town Engineer Murray stated he could not find anything in writing regarding the year waiting period and although repairs will be nece_ssary from time to time felt we haveno other alternative than to pay this account. The motion wa s then carried. An Engineers report, from Civil Consultants Ltd. concerning work done on Royal Road, (Cameron to Edward Street) was introduced. DAVIS: STODDART:· 11 Resolved that tmms report be referred to Council ·as a Committee of the Whole for study." Carried. A letter from Calwood Limited requesting the Town to formerly accept the said roads and services as the property of the Town of Aurora for their operation and maintenance in perpetuity, was read. DAVIS: CHILD: "Resolved that this letter be referred to Council as a Committee of the Whole for study." Carried. A thank you-letter from Reg Sheppard to Town Council on behalf of his fater, one time Aurora Mayor, during a recent Bereavement was read. HAMMOND: "Resolved that this letter be received and filed." STODDART: Carried. A letter from the Aurora Figure Skating Club requesting Council's attention in making certain ice time available was read. HAMMOND: DAVIS: ' "Resolved that this letter be referred to the Arena Board and the Figure Skating Club so notified." Carried. A letter from Rev. H.G. Warren, 40 Spruce Street requesting Council to remove certain Maple trees mn the corner and also to grant permission to sell a strip of land from the rear of his property and that of Mr. Fierheller was read. '·- Carried A letter f,rqm the Department of Education ou.tlining the procedure in setting up courses :for training unemployed was read. DAVIS: CORBETT: "~esolved that this letter be referred to the Services Committee :for study." ca:r:r?ied. REPORTS OF COMMIT~EE Deputy Reeve Stoddart reported that an account :for approximately $1,200.00 being a SJilewer rental charge, had been :forwarded to Choice Cut Up Chicken Limited covering the :first six months of 1961 and they had subsequently requested a 50% reduction in the amount o:f this account due to non use o:f our sewage :facilities. Deputy Reeve Btoddart reported that,after a :finance committee meeting it was recommended that a reduction of 25% be allowed and this.was satisfactory to the Company. STODDART: CHILD: "Resol)'ed that the sewer rental account to Choice.Cut Up Chicken Limited be submitted.on the basis of 75% :for the :first six-months and 100% for the last six months o:f 1961." Carried. Councillor Jones reported that the proposed sidewalk at the Separate School site, south end o:f Town, has been graded off and gravelled. Councillor Jones reported that tenders to construct the sidewalk had now been received. · ._,...-..,, Coumcillor Hammond reported that a considerable saving would obtain i:f a water line was installed and by using an existing pump will have a self contained water supply for the spr~ nozzles at the Sewage Treatment Plant. · · [ ~ 22ND REGULAR HAMMOND: DAVIDSON: -9-NOVEMBER 20, 1961 Resolved that the property Committee be authorized to proceed with installation of piping and pump for drawing water supp:t,.y from Chlirine Contact Chamber to the anti-foam nozzles at the S.D.Pl.ant at an approximate cost of $850. and the Seal of the Corporation be attached hereto." Carried. Councillor Hammond reported that the'centre section of the flat part of the Remington Rand roof showed no apparent damage now but a cost to repair same had been obtained of $550.00 and this matter should be referred as a report to nextyear•s Council for furtherance, i Councillor Davidson reported tha~ the Town Solicitor advises that no definite date for arbitration had been set by Professor T.aylor although he had stated his willingness to act, However the Town Solicitor stated that if Council so wishes a Judge Donnelly may act as arbitrator on December 1, 1961, CHILD: DAVIDSOlll : "Resolved that the name of Professor Taylor as arbitrator be left as is." Carried. Councillor Davisson read a letter from the Aurora Police Chief recommending the payment of a claim received from Mr. Stegemann, R.R. # 4, Bradford, resulting in bodily injuries and automobile damages when assistax~Bing the Police in Aurora on a specific occasion. · CHILD: DAVIDSON: "Resolved that the account of Hans Stegemann in the amount of $195.67 for repairs to ear occasioned at a disturbance at a dance on October 7th. 1961 be paid, together with the charges of the Hospital and doctor amounting to a further $20.00 providing a release is given by Mr. Stegemann of all or any fll%ture liabilities and the Seal of the Corporation be attached re reto." Carried. Mayor Nisbet explained that upon the recommendation of the Clerk, certain election assistants may be warran~ed in large polls and the following motion was presented: STODDART: CORBETT: JONES: DAVIS: "Resolved that Council authorize the appointment of any election assistants,'··deemed necessary, not exceeding one for each polling place to assist the deputy returning officers and poll clerks in the conduct of the election, and every such assistant shall be autnorized in writing to enter, remain and assist in any polling place during any part of the time the pollia open and at the counting of the votes," Carried, "Resolved that the account covered in the final progess Recommendation for Paymant dated November 20th 1961 for the installation of paving on George Street in favour of K.J. Beamish Construction Co, Limited in the amount of $9,428.58 be paid, and the Mayor issue orders on the Treasurer for the same, and the Seal of the Corporation be attached hereto." The main recommenflation at that time was to preserve our water development area which proved to be locaaed in an area extending from the present well, down through vacant land to Wellington st. West. It was deemed exceddingly advisable that the Town Endeavour to obaain this area and set it aside for fUture water development as required. I am ple~~ed to report this evening that the.Town has finally been able.to jiquire this strip of land for the purpose of a Water Development Area. . Mr. Johnston had stated in part of his report 11 It is recommended that any new well construction be confined to the aeea along Tannery Creek. From the test program which has been carried out to date, this certainly appears to be the most reliable eourse of supply for future needs. An acquifer :pumping test program should be initiated in order to dete.rmine the extent of this· aoquifer and its ability to produce under conditions of continuous pumping. This in turn will indicate the amount of land to be acquired by the City for future well site extension. By having the wells concentrated in one area, many economies could be achieved." UNFINISHED BUSINESS Reeve Davis advised Council that subsequent to a letter forwarded to Mr. ~es regarding a smoke problem at Queen City Storage, at Mr. ~res request he had visited the building and saw the new stoker that had been installed a some cost to Mr. Eyres. ruileeve Davas stated he f.elt this would solve and control most of the smoke problem and that Mr. Eyres'should be commended for his action. BY-LAWS MOFFAT: CHILD: . - ~That leave be given to introduce a By~law to authorize th'e purchase of Lot 6 Plan 246, for the To~ of Aurora and Parts of Lots 8 and 9 according to said plan 246 for the Town of Aurora and that the same be now read a first time." The By-law was then numbered 1500. 22ND REGULAR -12-NOVEMBER 20, 1961 A by-law to amend B1-law 1476, regulating the use of the land and the ike erection and use of buildings or other structures in the Town of Aurora.
