A letter from the Aurora Planning Board With regards to the Slater subdivision was read. HAMMOND: DAVIDSON: "That this letter be referred to the Planning Committee for study." Carried. A letter from John Offord stating that due to ill health he finds it necessary to resign from the Aurora Recreation Commission;was read. DAVIS: STODDARlll: "That John Offord's resignation be accepted wi:Dh regrets." Carried. A letter from the Corporation of the City of Hamilton requesting the endorsement of a resolution with respect to the rights, duties and responsiblilities of pedestrians on the highway was read. CHILD: STODDART:. · DELEGATIONS ''That this letter be referred to the incoming Police Committee for study and report." Carried. A Mr. Houghton appeared before Council on behalf of the Royal Canadian Legion Branch 385, Aurora with regards to taxes, on their property~ Mr. Houghton stated he wa~ here this evening to see if the Legiori could get a grant of all or a part of the taxes. Mr. Duckenfield stated that in 1960 the taxes were approgtimately $350.00 and in 1961 f750.00 an inc:eease of $400.00. Mr. Duckenfield stated that as the Legion is a non profit organization they were requesting a grant for relief of taxation. The legion takes care of needy veterans and gives free rentals to various organizations in Town.Mr. Duckenfiel4 stated that a present there was a debt of about $5000. on the Legion Hall now. The Bingo games were the biggest revenue item. The expenses per month amount to $250.00 including taxes. {' I i I ' I I I I \ t_ 24TH REGULAR -7-DECEMBER 18, 1961 It was request that the Councilgive this matter your consideration and then in 3 years time at the utmost the Legion will be on a paying basis. ·· · Mayor Nisbet stated that there is a ruling from the Department of Municipal Affairs that the 10 year period can~ extended and that this matter must come up at next budget period by new Council and request that a letter be sent to the Council in January in regards to this matter. STODDART: DAVIS: "That this request be referred to the 1962 Finance Committee." Carried. Fire Chief H. Jones read the report for 1961 with regards to the Fire Department. !here were 129 registered calls received in 1961 • . Fire loses for the year amount to $17,182.00. Fire Chief Jones state<l that 300 inspections were made by him. Town Engineer, Mr. Murray, BUilding In.spectlir A Jubb and himself tourBd the Town with regards to places in bad need of repairs or fire hazards. H. Jones reported that fire drills were held in all Town Shhools with exceptional results. Fire Chief Jones stated he had attended the Fire Chiefs Schhol in Toronto and also the Fire Chief.s Conference in Kitchner and both had· been very interesting with lectures and panel discussions. The Fire Chie.f stated that the Town had purchased new equipment valued at approximately $1,500.00 this year. The matter of the fire siren not cutting out . has been remedied. Fire Chief Jones thanked Council for their· .· co-operation in, the past year. Mayor Nisbet thanked H. Jones for his report. i Reeve Davis stated that a Chairman of the Fire Committee he would like '-··-to congratulate the Chief on his report and the fire brigade on an I \ excellent job they are doing. · DAVIS: "That a letter be sent to the Fire Chief and STODDART: Brigade complimenting them on a job well done and wishing them all the best for the future." Carried. Mayor Nisbet inquired if the brigade was up to full force and Chief Jones said ye.s but feel some ch~ge is warranted. Reeve Davis stated that the fire alarm boxes have cost $4,500. approximately ove~ the past few years and their removal should be considered. Deputy Reeve Stoddart inquired if any reduction in fire rates if boxes were taken out and the Fire Shief stated that he did not belie:te so. ·· 24TH REGULAR -8-DECEMBER 18, 1961 Mr. T. McPherson informed Council that the matter of Police Arbitration had gone ahead and may be awarded before first of the year. REPORTS OF COMMITTEES Councillor Hammond stated that he had hlded on a referendum from the 1961 Property Committee to the 1962 Committee. Councillor Davidson stated he would like to compliment our sol:icitor on the way he handled the arbitration proceedings. '!councillor Davidson· presented at\lt!eport of the Police Committee in which the Committee respectfully submit the following: POLICE DEPARTMENT PROMOTIONS P.O. Donald Lewis be promoted to ·First Class Constable with pay adjustment retroa~tive to November 1st. 1961. P.O. Edward McClenny be promoted to Second Class Constable with pay adjustement retroactive $o November 16, 1961. DAVIDSONJ! JONES: That the Police Committee report ~e constables P.O. LEWIS and P.O. MCCLENNY be accepted and the seal of the'Corporation be attached hereto." Carried. Councillor Corbett inquired %~ as to increases inpay of two of the Town men and Councillor Jones stated that this is a committee matter and will be considered in January. ' i " __ , 24TH REGULAR -9-Dl!PEMBER 18, 1961 BY-LAWS To authorize the assumption of the-lands located on the ~ollowing Plans 439, 409, 487, 488 and 535. MOFFAT: CHILD: MOFFAT: DAVIS: "That the By-law now before the Council be read a third time." Carried. "That the third reading of the By-law be taken as·read." Carried. The by-law was then numbered 1505. NEW BUSINESS Reeve Davis stated that in regards to boxing day being .declared a holiday some people in Town feel that they are being badly done by if this holiday is not declared. DAVIS: MOFFAT: I "That Tuesday December 26, 1961 be declared a Civic Holiday." Councillor Moffat informed Council that she had contacted certain industries and, they all stated it did not interfere with them. Mayor Nisbet stated the merchants feel Banks are better opened Saturday morning for deposits and change. Councillor Child stated he would go along with it because of merchants requireing the Banks services on the Saturday. Councillor Jones said he felt that we are passing a hmliday that 95% of the people are not going to observe. Councillor Hammond stated he did not feel this was a local question and that he felt it' should be a provincial or federal matter. The motion was then carried 7 to 2. That the Banks be notifj'ed of this proclamation. ¢ouncillor Moffat informed Council that in the past a committee looking after relief accounts have looked after relif families in an amount of $10.00 food or clothing as extras at Christmas. MOFFAT: HAMMOND: "That vouchers for food or clothing or fuel be given each reliefee. " Carried. 24TH REGULAR -10-DECEMBER 18, 1961 Councillor Corbett siad he would like to wish Councillor Hammond God speed in his work and would like to see him back at some future date. Mayor Nisbet stated that Councillor Corbett expressed the wishes of all of Council • Inaugural meeting to be held January 2nd, 1962. Councillor Child inquired as to,how farR this Council can go with regards to election violation on December 2nd. and felt in fairness to every taxpayer that something should be put in the press saying just what Council can do in this instance. Councillor Child stated that we have got. to clear ourselyes as members of Council. · Councillor Moffat stated she would go alongw~th this as she didn't like to be put in position where any of pt4' reputations would be jepoi'ized. Councillor Moffat further stated it was not anyone of us around this ::'::-;: ;r;;; table at this time. Deputy Reeve Stodaart stated that the people do not understand that it is not up to Council to press this .. matter and that something in press so that the Council is not held responsible for ding nothing. Reeve Davis stated that he understood their is nothing Council cand do and would like to see this in print so that our position is clarified. Mayor Nisbet stated that. the .alleged violation was brought to attention of Council following election and a gr9up {las e~r.ttacted imepartment of Municipal Affairs and they have stated is is not resposibility of Returning.Officer or Council but that taxpayers have a responsibility to see that violations of elections is brought to Province's attention. A request to Department of' Municipal Affiars is all that is necessary from any person re this violation. Mayor Nisbet stated that this violation happened on Saturday and not to something that took place on Friday night and was nipped in the bud before it took place. Councillor Jones stated he· had received a few calls and explained it wasn't Councils authority. Reeve Davis inquired if any consi,deration wa being given to having Inaugural :txxu meeting held in the morning. Mayor Nisbet stated he felt it is far better at night as a lot of people ~njoy coming in the evening that couJ!dn 1 t come in the day time • CORBETT: DAVIDSON: CHILD: MOFF.AT: "That we hold Inaugural meeting at same time as last year."
